With a view to support growth of tourism sector, the Haryana Government today declared tourism as an industry for land use purpose. A decision to this effect was taken in-principle in a meeting of the state Cabinet, which met under the chairmanship of Chief Minister, Mr Manohar Lal, here today.
The components that have been classified as land use under industry included all tourism projects and activities with the exception of activities like hotels, tourist resorts, eat streets or outdoor dining areas or promenades food courts or restaurants and commercial components within recreational or commercial activities. These provisions would be applicable to mega projects only involving investment of Rs 100 crore or above or employing more than 500 persons. These would be applicable with prospective effect to all new as well as expansion projects involving an investment of Rs 50 crore.
The Cabinet also decided to rename the Renewable Energy Department as Department of New and Renewable Energy in view of the prevailing scenario and critical importance of the department to promote new emerging technologies.
It was also observed that the role and responsibilities of the Renewable Energy Department at State level are similar in nature to that of the Union Ministry of New and Renewable Energy at the Centre level.
The Cabinet also approved the proposal to amend the Haryana State Election Commissioner Condition of Service Rules, 1994 so as to provide reappointment opportunity to the State Election Commissioner on expiry of term.
While recognising the significance of invaluable ‘Mitti Kala’ and the need for its revival, the Cabinet approved the proposal of Industries and Commerce Department to reconstitute Mitti Kala Board and amend the original Notification dated December 8,2010.
It was decided that the Haryana Mitti Kala Board would have seven members instead of five. The increase in the number of two non-official members will help in making the Board more effective. The seven members of the Board would include Chairman, two official members and four non-official members as appointed by the Government from time to time. The Chief Executive Officer of the Board would be its ex-officio Member Secretary. The office of the Board was proposed to be located at Panchkula in the office premises of Khadi and Village Industries Board.
It also approved the proposal of the Development and Panchayats Department to reframe Service Rules of Group ‘B’ Officers of the Department.
It was observed that reframing of Service Rules was necessary because all Group B officers have been brought under the proposed single set of rules. The nomenclature of Officer on Special Duty and Planning Officer has been changed as Assistant Director and that of Instructor as Lecturer. Also, the existing cadre of Legal Officers was declared as dying cadre and converted to the posts of Assistant District Attorney on vacation. Also, while disposing off a petition, the Punjab and Haryana High Court had struck down the existing provisions of filling up the posts of Block Development and Panchayats Officer by promotion from amongst the Accountants.
Accordingly, changes have been made in provision for the post of BDPOs.
Apart from this, the relevant syllabus for Departmental examination of Sub Divisional Engineers is missing in the existing service rules and is required to be included.
It was informed that earlier, the Service Rules of Group C and D employees of the department were reframed by repealing the old service rules due to similar reasons in the year 2012-13.
