The Haryana Government has decided to implement a scheme to get all the 23 existing government polytechnics, functioning from their own campuses, accredited in a phased manner.
While stating this today, Education Minister Mr Ram Bilas Sharma said that the accreditation of the National Board of Accreditation (NBA) is necessary to ensure the quality, so that the output from the polytechnic system is effectively and immediately placed in the industry or market. At present, there are 28 Government Polytechnics functioning in the State, out of which five are being run with guest classes. None of the Government Polytechnics is having NBA or National Assessment and Accreditation Council (NAAC).
He said that this Rs 115 crore scheme is known as “Accreditation of Government Polytechnics in the State of Haryana under Swarn Jyanti Scheme”. The scheme will be implemented in four years from 2016-17 to 2019-20. While a sum of Rs five crore would be spent in 2016-17, Rs 40 crore each would be spent in 2017-18 and 2018-19 and Rs 30 crore in 2019-20.
He said that to effectively fulfill the parameters as stipulated in the NBA guidelines and to maintain the standards for all times, there is a need for upgrading the existing machinery or equipment, training or retraining of the faculty and staff. Also, updation of curricula or mentoring of institutions, strengthening of placement cells, updating learning resources in all the Government Polytechnics is also necessary. He said that funds to the tune of Rs five crore per polytechnic would be spent on strengthening of the parameters.
While referring to the eligibility conditions for accreditation by NBA, he said that the programmes of the institutions would be declared eligible for accreditation process provided the institution and its programmes are approved from All India Council for Technical Education (AICTE). Apart from this, the concerned institute is recognized either by AICTE or the state authorities and atleast two batches of the programme should have passed out. The institute has to pay the requisite fee and there is no case or proceedings pending against the institute initiated by agencies such as Central Bureau of Investigation (CBI) or the concerned State. He said that as per evaluation guidelines of NBA, the different aspects of an institute like organization and governance, resources, institution support , development and planning, evaluation and teaching- learning process, students entry and outputs and so on have been quantified and points have been allotted to these aspects with maximum of 1000 points. The programmes get the status accredited for next five years from the date of issue of letter from NBA if it gets minimum score of 750 points and score of minimum qualifying maximum marks in the criteria specified, he added. He said that while the programme gets the status provisionally accredited for next two years from the date of issue of letter from NBA if it gets minimum score of 600 points, the programme gets the status not Accredited if it gets the score of less than 600 points.
He said that at present the Haryana State Board of Technical Education (HSBTE), Panchkula has undertaken the process of Accreditation in government and government aided Polytechnics of the State. The National Institute of Technical Teachers Training and Research (NITTTR), Chandigarh has been engaged as mentor to assist the polytechnics for the accreditation project. The HSBTE would continue to be the executing agency for the implementation of the Accreditation Project with the assistance of Directorate of Technical Education, Haryana and NITTTR, Chandigarh, he added.
INFORMATION ON STAFF SOUGHT: Haryana School Education Department has directed all privately managed aided schools to submit information regarding the staff working on sanctioned or aided posts, by January 9, 2017.
While stating this here today, a spokesman of the Department said that the State Government has been seriously considering taking over the staff working on sanctioned and aided posts in these schools.
He said that, a detailed format had been devised for this purpose, under which detailed description of management committee, land under management committee of the school, last two years’ annual income of school besides fee and government aid, financial statements, copy of constitution of management committee, description of school building, teachers and other staff working on sanctioned posts and class-wise number of students, have been sought from schools and management.
He said that this information had to be gathered by all district authorities of the Department in a campaign mode by personally visiting the premises or offices of the schools concerned. The information gathered would have to be forwarded to headquarters before January 9, 2017 through special messenger of the District Administration, he added.
He said that all the District Education Officers and District Elementary Education Officers have been directed to keep all district offices of the Department open on January 7 and 8, 2017 for this purpose.
NATIONAL VOTERS DAY: "National Voters’ Day’ would be observed in all schools and colleges of Haryana on January 25, 2017, to spread awareness, register every eligible elector in the electoral roll and promote electoral participation.
While stating this here today, an official spokesman said that this day was celebrated across the country from the level of polling station to block, assembly constituency, district, state and up to the national level. Schools and colleges would organise various activities such as poster making, essay writing, declamation contests and competitions, besides, organising rallies, parade contingents and street plays to ensure maximum enrolment of young students who are eligible as voters and to spread awareness in the public through the students.
As per instructions of the Election Commission of India, a National Voters’ Day oath or pledge is to be administered to every citizen of the country, he added.
