Making it a Lohri gift for the officers and cadets of the National Cadet Corps (NCC) in schools, colleges and universities in the state, the Haryana Government has enhanced their pay and allowances between 2.5 and four times with effect from the new academic session, starting April 1, 2017.
Stating this here today, the Education Minister, Mr Ram Bilas Sharma, said the revision had been made after a gap of about 12 years. Haryana is the first state to hike considerably the pay and allowances of NCC officers at one go. The increase would place additional burden of about Rs 1.4 crore on the state exchequer.
On the basis of the norms of the Central Government, the Haryana Government has increased the outfit allowance from Rs 1,200 to Rs 5,000. While the allowance was earlier given once in lifetime on being commissioned, it would now be paid every seven years. In case of transfer from one wing of NCC to another, including Army, Naval and Air Wings, the officer would be entitled to this allowance only once in service.
Similarly, the outfit maintenance allowance has been increased from Rs 480 to Rs 1,800 per year at the rate of Rs 150 per month for maintenance of uniform at the end of every year of service.
Mr Sharma said the honorarium provided to associate NCC officers (ANOs) had also been enhanced several times. In the senior division and senior wing, the honorarium given to lieutenant has been increased from Rs 900 to Rs 2,000, that of captain from Rs 1,000 to Rs 2,500, and of major from Rs 1,100 to Rs 3,000.
Similarly, in the junior division and junior wing, honorarium provided to third officer has been increased from Rs 700 to Rs 1,800, that of second officer from Rs 750 to Rs 2,000, and of chief officer from Rs 850 to Rs 2,500.
The ANOs are presently paid on a par with Army officers. This rank pay has also been hiked two times. In the senior division and senior wing, honorarium of officers equivalent to lieutenant, has been enhanced from Rs 8,000 to Rs 16,000, of rank equivalent to captain from Rs 9,300 to Rs 18,600, and of rank equivalent to major from Rs 11,300 to Rs 22,600.
Similarly, in the junior division and junior wing, honorarium given to third officer has been increased from Rs 3,250 to Rs 6,500, of second officer from Rs 4,400 to Rs 8,800, of first officer from Rs 5,400 and of chief officer from Rs 6,600 to Rs 13,200.
The Daily Allowance of ANOs in senior division and junior division, including girls division, has been increased from Rs 35 per day to Rs 130 per day, whereas that of NCC cadets from Rs 30 per day to Rs 125 per day. Caretaker allowance in senior division and senior wing has been increased from Rs 500 per month to Rs 1,500 per month, and, in Junior Division and Junior Wing, it has been increased from Rs 400 per month to Rs 1,200 per month.
Similarly, the annual training grant for each NCC company, including independent coy, has been enhanced from Rs 2,000 per annum to Rs 6,000 per annum, and that for each NCC troop, junior division, from Rs 1,000 per annum to Rs 3,000 per annum, Mr Sharma added.
