CM asks police officers to adopt zero tolerance policy against crime

CHANDIGARH, OCT 5

The Haryana Chief Minister, Mr Manohar Lal, has asked police officers to adopt zero tolerance policy to crime and criminal activities, especially of gangsters, in all districts of the state, and interact with people to redress their grievances. 

          Police officers should meet public to address their grievances for two hours between 11 am and 1 pm daily in their respective offices during the working days. Besides, they should also answer  the phone calls of MPs, MLAs and other public representatives.

        The Chief Minister, who is the Home Minister was speaking while presiding over a meeting of  police commissioners and district superintendents of police in Panchkula, near here, today.

         He said smart police stations would be set up in Gurugram, Faridabad and Panchkula districts to take care of the law and order in an efficient and modern manner. There should be no complaints regarding delay in the investigations. All cases should be dealt on a priority basis so that people’s faith in the police forece could be further enhanced, he added.

         Mr Manohar Lal issued directions that adequate number of CCTV cameras should be installed on the highways and city areas and police patrolling enhanced to avoid incidents of crime. Besides, back-up of CCTV cameras for one year should be maintained at police station level.

          Reviewing the district-wise law-and-order situation, he asked police officers to take stringent measures to prevent any kind of law and order situation in the state, and promised full support of the government to all justified actions. But he cautioned them against corruption and favourtism which would not be tolerated.

      Mr Manohar Lal said the present government had appointed about 4,500 constables in a transparent manner. He asked police officers to deal with all cases registered under PNDT Act strictly for successful implementation of the Beti Bachao-Beti Padhao Programme. Apart from this, they should also ensure cleanliness at all police stations and police posts in their respective areas under the Swachh Bharat Abhiyaan.

            The Chief Minister asked police officers to ensure maximum involvement of the Corporate Social Responsibility (CSR) programmes to strengthen the network of PCR vehicles, and directed them to explore the possibility of setting up maximum number of driver’s training institutes through CSR prgrammes.

              In view of the ongoing festival season, Mr Manohar Lal told police officers to lay special emphasis on three components of safety and security of public and smooth traffic movement across the state. Police force should be more alert and vigilant during the festive season, he added.

             While reviewing the safety arrangements in and around educational institutions, the Chief Minister asked police officers to ensure effective implementation of school safety guidelines issued by the School Education Department.

          On a suggestion to raising a special battalion for maintaining law-and-order situation, the Chief Minister asked the DGP to explore this possibility. This force would act as a buffer between the state police and CAPF.

          He asked them to make a separate dedicated traffic police staff in the state. To begin with, it should be started in all Municipal Corporation areas and thereafter in other districts.

               Speaking on this occasion, DGP Mr B.S. Sandhu, said  Police Mitra Kaksha would be operational in police stations from first November, 2017. In addition, Special Task Force (STF), set up to control organized crime would start functioning from first November.  He also thanked the Chief Minister for recruitment of 4,500 police personnel by adopting TRP system, he said out of these,  about 1200 personnel were either post-graduate or graduates.

      Apprising the Chief Minister about the activities and achievements of the Police Department, Mr Sandhu said that under a special campaign for arresting snatchers and hardened criminals, as many as 808 criminals had been arrested during the last three months and Rs12.59 crore recovered from their possession.

               Additional Director General of Police, Law and Order, Mr Akil Mohammad, IG CID, Mr Anil Rao, Commissioners of Police and district Superintendents of Police were also present at the meeting.
