The Haryana Chief Minister, Mr Manohar Lal today said that the present state government has implemented a fair and transparent system of recruitment in the state and assured that the government would not allow to continue the game of jobs and transfers as was being played during the previous regimes.
The Chief Minister was replying to the Calling Attention Motion on the concluding day of session of Haryana Vidhan Sabha here today.
He also thanked the opposition for praising the state government for carrying out transparent recruitment in the Police Department and said that out of those recruited, 80 per cent are from rural areas whereas 20 per cent are from the urban areas. The State Government is soon going to issue appointment letters to 6,142 clerks, he added.
He said that the present state government has scrapped the process of interview for the posts in Group C and D category. He said that the scheme of marks in respect of selection to Group C and D posts would comprise of total 100 marks, of which 85 marks would be awarded on the basis of written exam and 15 marks for socio-economic parameters and experience.
While detailing the criteria for allocating 15 marks for socio-economic status and experience, he said that while five marks would be given on furnishing Non-employment Certificate to the effect that none of the family members is an employee in any Government or Semi Government organization, maximum five marks would be given in case of experience up-to a maximum of 10 years in any Government or Semi Government organization against a Group D post that is 0.5 mark only for each completed year. He said that five marks would be allocated (a) if the applicant is a widow; (b) five marks if the applicant is below 25 years of age and is son or daughter of a widow; (c) five marks if the applicant is below 25 years of age and is an orphan. However, no candidate would be given benefit of more than one category out of (a), (b) and (c), he added.
The Chief Minister said that the new system of recruitment would lead to far more transparency and fairness in recruitments. Under this procedure, all candidates irrespective of the fact whether they are from rural or urban background have an equal opportunity of selection. He said that since all candidates would be assessed on the basis of their performance in the same exam, this would ensure a level playing field.
He said that the Government has taken special care to protect the interests of vulnerable sections of society and persons already working on posts which are not regular. Extra weightage has been provided to candidates who have no family members in Government or Semi-Government service. In addition, extra marks would be given to widows, sons or daughters of widows and orphans. Weightage would also be provided for those who have experience up-to a maximum of 10 years in any Government or Semi-Government organization. He said that in respect of eligibility for Group C posts of ‘Clerks’, State Eligibility Test in Computer Appreciations and Applications (SETC) would be mandatory. However, in case of Group C posts other than Clerks, the SETC would not apply.
The Chief Minister said that it is wrong to allege that rural candidates would face a disadvantage under the new system. On the contrary, in case of selection to Group C posts, 25 per cent of the marks of the written exam would be for history, culture, literature, geography, current affairs, civics and environment of Haryana and candidates would have to score minimum 50 per cent marks to qualify in this section. He said that one big advantage of doing away with interviews would be that the process of recruitment would be speeded up considerably. The decision taken by the Government is in tune with what is happening in other States, for ensuring a fairer system of selection. He said that 13 States have so far done with the process of interviews for Group C and D posts. The Government is fully committed to providing a fair opportunity to every section of society, he asserted.
He said that the present State Government has reconstituted and strengthened the Haryana Staff Selection Commission (HSSC). Since 2015, the Commission has advertised for 55,357 various posts of Group B and C category. Written exam has been held for 40,860 posts and results for 13,089 posts have been declared, whereas interview has been held for 15,445 posts. The scrutiny of applications for a further 8,690 posts has been completed. Similarly, the Haryana Public Service Commission (HPSC) has also made recruitment on 1,400 posts.
The Chief Minister said that contrary to this, during the INLD government, no recruitment was made during the first 1,000 days of the government and during their five-year tenure; they have made recruitment on just 12,500 posts. Similarly, recruitment on 20,000 posts was carried out during the five-year tenure of the Congress government. He said that the present state government has also given appointment letters to the JBT teachers recently.
He said that the state government has laid special emphasis on skill development of the youth so as to make them employable. As many as 1.96 lakh youth have been provided skill training through the Skill Development Mission and State Government Departments during three years. Apart from this, 3.13 lakh persons have been provided employment in large, medium and small scale industries. He said that while 95,000 persons were provided employment in large and medium enterprises, 2.18 lakh were provided employment in small scale industries. Out of these, 60 to 70 per cent are from Haryana. He said that out of the total 442 Memorandum of Understanding (MoU) signed during the Global Investors’ Summit 2016, work on 161 MoUs has been started. This is expected to provide employment opportunities to more than two lakh persons.
The Chief Minister said that the state government has also fulfilled its promise of providing unemployment allowance to the youth. He said that the state government has implemented ‘Saksham Yojana’, under which the registered post-graduate, science graduates and B.A. (Maths) are being provided monthly allowance of Rs 7,500 and Rs 9,000 in lieu of 100 hours work. At present, about 20,000 such youth are working in the state. He said that soon the scope of the scheme would be extended and other graduates and 10 plus two pass outs with science would also be included. The state government has set a target to register about one lakh youth under the scheme.
He said that in 2008, the then State Government had taken a decision to conduct Group D recruitment through a “Haryana Group D Employees Selection Committee" headed by Mr J.P. Kaushik, IAS. The Committee submitted a report to the Government pointing out the defects that had taken place during the interviews. In case of Mewat district 48.4 per cent candidates had been awarded marks which are 80 per cent or more whereas in Panipat, Kurukshetra and Rohtak, this percentage was only 0.5 per cent, two per cent and three per cent respectively. It also observed that certain candidates had procured forged certificates from private schools on payment of Rs 20,000 to Rs 50,000 and interviews of some candidates at Faridabad and Yamunanagar had been conducted by the officers who were not the members of the selection committee. Thereafter, in a meeting of the Council of Ministers held on July 27,2011, it was observed that the selection process has been vitiated and it was decided to dissolve the Selection Committee.
