With a view to empower youth for gainful employment, more than 80,000 persons in Haryana have been imparted skill development training under the Haryana Skill Development Mission during 2015-16. A target has been set to provide skill training to 21,000 youths at a cost of Rs 25 crore in the year 2016-17.
This was informed in the second meeting of the Governing Council of Haryana Skill Development Mission held under the chairmanship of Chief Secretary, Mr. D.S. Dhesi, here today.
The Chief Secretary also launched the Mission website www.hsdm.org.in to provide information regarding training providers, training centers, courses and various skill schemes to stakeholders. Different skill schemes were also approved and decisions were taken for the smooth functioning of the Mission.
It was informed that 360 youth are being trained by the Mission through the Central Institute of Plastic Engineering and Technology (CIPET), Murthal in district Sonepat in the field of Plastic Engineering and Technology. Skill training is being provided to 5,750 youth through NSDC-empanelled training providers in different sectors. Training is being provided to 5,000 urban youth under the scheme Employment through Skill Training and Placement (EST and P) of National Urban Livelihood Mission (NULM). Similarly, under Integrated Skill Development Scheme (ISDS) of Union Ministry of Textiles, training is being imparted to 4,600 candidates in districts Ambala, Rohtak, Hisar, Gurgaon, Bhiwani, Panipat and Faridabad.
It was informed in the meeting that the Mission aims to provide skill training to 1,000 youth from each district in 2016-17 in various sectors as per skill gap survey and local industry requirements. The estimated training cost per trainee, including assessment and certification charges, would be between Rs 12,000 and Rs 15,000.The future action plan of the Misison also includes the setting up of a Skill Development Centre (Swaran Jayanti Kaushal Vikas Kendra) in each district, establishment of Skill University in district Faridabad and setting up of Multi Skill Development Centres at Dhamlawas in Rewari, Sector 26 in Panchkula and in eight upcoming new Government Polytechnics. It also includes establishment of a Technology Centre at newly constructed Government Polytechnic, Neemka in Faridabad by National Small Industry Corporation (NSIC) for imparting training to local entrepreneurs and skill training to unemployed local youth. It also includes setting up of three Centres of Excellence by Siemens Industry Software (India) Private Limited, the proposal for which has been submitted to competent authority after concurrence of Chief Secretary.
During the meeting, skill schemes were approved to impart employment-oriented skill training in various sectors. These included SURYA (Skilling, Up-skilling, Re-skilling of Youth and Assessment) to provide foundation, refresher and advance skill training and DAKSH (Dissemination of Applied Knowledge and Skill in Haryana) to facilitate other departments to accomplish their skill trainings. Similarly, Smart (Skill Mart) has been coneptualised to offer skill training in association with industries and ‘Seekho-Sikhaao’ for training of trainers and creating pool of trainers.
It was also informed in the meeting that according to the Skill Gap Survey conducted by the NSDC, there was an estimated shortfall of 3.5 lakh skilled and five lakh semi-skilled manpower in retail, healthcare, construction, Information Technology (IT) and IT-enabled Services, transportation and logistics, manufacturing, banking, financial services and insurance (BFSI), automotives, sports, green jobs, beauty and wellness, agriculture and allied sectors in all the districts.
It was also informed that the skill targets in Haryana are being achieved collectively by School Education, Technical Education, Higher Education, Industries, Industrial Training, Electronics and IT, Urban Local Bodies, Women and Child Development, Agriculture, Tourism, Medical Education, Animal Husbandry and Dairying, HARTRON and Rural Development Departments. At present, different schemes namely ‘Hunar Se Rozgar', Apprenticeship, Modular Employability Scheme, Community Development Through Polytechnics, Creation of Employment Generation, Aajeevika, SABLA and Swavlamban, are being implemented by various departments in the State.
The Mission is coordinating the implementation of the skill schemes across the Departments and would also execute skill-based trainings by convergence of all ongoing and new skill development schemes. The Mission has been developed to achieve the vision of Skill India and would coordinate skilling efforts to achieve skilling at scale with speed and standards. It would target school dropouts, women, persons belonging to Scheduled Castes and Scheduled Tribes and minorities, persons living below poverty line, differently-abled persons and those employed seasonally or in unorganised sector.
