CHANDIGARH, JULY 12
State Election
Commission, Haryana has issued the programme for the general
elections of Municipal Committee, Loharu, district Bhiwani.
While
stating this here today, Mr Dharam Vir, State Election Commissioner
said that the model code of conduct in respect of the Municipal Election
has come into force from today that is July 12, 2012. No officer or
official connected with the election work shall be transferred till the
completion of election process, he added.
He
said that notice for inviting nominations would be published by the
Returning Officer on July 13 and nomination papers would be filed from
July 19 to 24. The scrutiny of nomination papers would be done on July
25 and candidature could be withdrawn between 11 a.m. and 3 p.m. on July
26 and after 3 p.m. on this day, election symbols would be allotted to
the contesting candidates. The list of contesting candidates and polling
stations would also be posted on this day.
Poll,
if any, would be held between 7:30 a.m. and 4:30 p.m. on August 5,2012.
The elections would be conducted with Electronic Voting Machines
(EVMs). Votes would be counted after the close of poll on the same day
on ward wise basis of all the polling stations of the ward concerned.
The places of counting would be specified by the Deputy Commissioner and
the result would be declared immediately after the completion of
counting, he added.
Mr
Dharam Vir said, "Keeping in view criminalization of politics and that
persons convicted by court of law for criminal offences are entering
into the election fray and contesting elections, the State Election
Commission had issued directions in compliance of the orders of the
Supreme Court of India to the effect that a contesting candidate is
required to submit in writing his criminal background if any, details of
moveable and immoveable assets, educational qualification. Besides, he
has also to submit with his nomination paper in the shape of affidavit
that he is not suffering from any disqualification as provided in
Section13 A of the Haryana Municipal Act, 1973 and Rule 21 of the
Haryana Municipal Election Rules, 1978."

Commission has prescribed the limit of the expenditure. Contesting
candidates or their authorised election agents could incur Rs. 50,000
for a Member of Municipal Committee", he added.
Mr
Dharam Vir said that the contesting candidates are also required to
maintain account of election expenditure and submit the same within 30
days from the date of declaration of the result of the election to the
Deputy Commissioner or with any other officers specified by the
Commission, failing which the defaulting candidate shall be liable to
be disqualified under the Haryana Municipal Election Expenditure
(Maintenance and Submission of the Accounts) Order, 2006 for three
years from the date of issue of such order.
