The Haryana
Government has notified the areas, crops, indemnity level, sum insured, premium
rates and seasonality discipline for the implementation of Modified National
Agricultural Insurance Scheme (MNAIS) in the State during Kharif 2012-13.
As
per the notification issued by the Agriculture Department, under the scheme Paddy
crop will be covered during Kharif, 2012-13 and the unit area for the purpose
of crop insurance will be village or village Panchayat.
During
Kharif 2012-13, the scheme will be implemented in all villages or village
Panchayats in districts of Karnal, Kaithal, Jind and Rohtak. For crops and
areas where Modified National Agricultural Insurance Scheme is being
implemented, the National Agricultural Insurance Scheme or Weather Based Crop
Insurance Scheme will not be available on the same crop. The implementing
agencies will be Agriculture Insurance Company of India Ltd. in Karnal, Kaithal
and Jind districts and IFFCO-TOKIO General Insurance Company Ltd. in Rohtak
district.
All
farmers including share-croppers, tenant farmers growing the Paddy crop in the
defined areas are eligible for coverage under the scheme. Scheme will be
compulsory for all loanee farmers who have availed crop loans from Financial
Institutions for notified crop in their notified areas. Scheme will be
voluntary for non-loanee farmers growing the above said crop.
If
per hectare scale of finance (Compulsory Coverage Sum Insured) for the crop is
less than per hectare value of threshold yield, the farmer can opt for the
Maximum Coverage upto the value of threshold yield. The farmer has to submit a
Proposal Form in this regard in the Bank where compulsory coverage is done. The
farmer has to mention the area proposed under maximum coverage.
Under
the scheme, indemnity level will be 90 per cent and sum insured at normal
coverage will be Rs 45700 per hectare in all the districts covered under the
scheme and premium rate will be Rs five and Rs six in district Karnal and
Kaithal respectively, whereas these will be Rs seven in district Jind and Rs
13.40 in district Rohtak. In case of loanee farmers, actual lone amount
sanctioned as per existing scale of finance or the amount stated above,
whichever is higher, will apply for normal coverage.
The
scheme will be implemented as per administrative approval as well as
operational guidelines issued by the Government of India. All claims will be
paid by the Implementing Agency.
