CHANDIGARH, OCT 2
Haryana Elementary Education Department has issued directions
that teachers cannot be deployed on non-teaching work during teaching
hours.
While stating this here today, a spokesman of the Department said that
in a written communication addressed to all Deputy Commissioners in the
State, they have been informed that all the District Elementary
Education Officers have been directed not to allow the teachers to leave
the school during teaching hours. He said that the teachers should
devote the entire teaching time to the teaching work and no non-teaching
work could be assigned to them during that duration.
He
said that Deputy Commissioners have also been informed that as per
the judgment of Supreme Court of India dated December 6, 2007 in case
of Election Commission of India Vs St. Marry’s school and others, it has
been clearly held that teachers shall not be deployed on non-teaching
work during teaching hours.
He
said that the Central Government has also issued guidelines under Right
to Education Act in this regard. Therefore, the teachers could not be
spared to perform duties of Booth Level Officer (BLO) during teaching
hours.Any violation of the orders of the Supreme Court of India might
invite legal complication against the defaulters, he added.
