On the
successful completion of four years of second term of present Government, the
Haryana Chief Minister Mr. Bhupinder Singh Hooda has thanked the people of the
State for their immense affection, support and cooperation.
The
present Government led by Congress Party has taken reins of the state on
October 25, 2009 for the second consecutive term and today it has completed
four years of its second term.
Mr. Hooda said that in these four years, the Government has not only fulfilled
its election promises but it has carried out works beyond the promises made in
all the areas. The previous tenure of the Government was symbolic of social,
economical and educational revolution. Now in the four years of the present
term, besides fulfilling the promises made for primary areas like agriculture,
irrigation, electricity, education, health and industry, the Government have
also built a strong structure of modern development. As a result, Haryana has
become an ideal state in the entire country in the field of education hub,
sports power and inclusive growth. Unique steps have been taken in the field of
social welfare too and special schemes have been launched for people belonging
to poor and weaker sections of the society.
Mr. Hooda said that a ‘Maha Rally’ would be organized at Gohana on November
10, 2013
where various announcements would be made for the development of State and
welfare of common man.
Mr. Hooda said several steps have been taken for the development of agriculture
and welfare of farmers. Kisan Ayog has been constituted to ascertain the
problems and grievances of the farmers and to suggest solution for the same.
The farmers have been ensured highest prices of crops besides sufficient and
timely availability of power and canal water. Arrangements have also been made
for providing them loans. Stamp Duty on agriculture loans has been waived off
and agriculture inputs have been made available to them. Apart from this,
farmers have been acquainted with the latest techniques of cultivation. The
season based crop insurance scheme has been expanded. Also, Haryana is the
first State of the Country to provide online connectivity to all the Mandis.
The State Government has taken a historic decision of providing land on lease
for a period of 99 years to all the farmers who have been cultivating land on
lease in the State, added Mr. Hooda.
The Chief Minister said a scheme has been launched to open Agro Malls in the
State. The construction of buildings of Agro Malls is in progress at Panchkula,
Karnal and Panipat. National Institute of Food Technology Entrepreneurship and
Management has been set up at Kundli in district Sonepat with an investment of
Rs. 350 crore.
He said that the current sugarcane price in Haryana is highest in the country.
During the last 8.5 years, the Government has increased the price of early
variety of sugarcane by Rs. 184 per quintal whereas during the tenure of
previous INLD Government from the period July 1999 to February 2005, increase
of only Rs. 22 per quintal was given in sugarcane prices. Mr. Hooda said that
Technology Mission has been started to increase the sugarcane production and
productivity and to encourage cultivation of sugarcane in the State.
Today, Haryana is a leading State in the country in per hectare productivity of
Wheat, Bajra and Mustard crops. The State has bagged ‘Krishi Karman Award’ for
two consecutive years for highest production of wheat and its highest
productivity per hectare.
Mr. Hooda said that the Land Acquisition Policy of the State has been made more
farmers’ friendly. A unique Land Pooling Scheme has been started to make the
farmers partner in the development process. Frost has also been included in the
list of natural calamities. With a view to provide qualitative education to the
children of farmers, a decision has been taken to open Kisan Adarsh Vidyalaya
in every district. Seven such schools are being opened in seven districts this
year. Lala Lajpat Rai University of Veterinary and Animal Sciences
have been set up in Hisar.
He said that with a view to encourage latest technology in cultivation of
fruits and vegetables, a Centre of Excellence for Vegetable at Gharaunda in
Karnal and a Centre of Excellence for fruits at Mangiana in Sirsa have been set
up under the Indo-Israel Project.
A terminal market of international level is being set up at Gannaur with an
investment of Rs. 1500 crore. In this market, basic facilities would be
developed for the export of fruits and vegetables. Contract Farming has been
encouraged for providing remunerative prices to the farmers.
The Chief Minister said that the efforts made by the State Government in its
previous tenure have started yielding results in the last four years. Earlier a
power deficient State, Haryana is now progressing towards self-sufficiency in
this sector. Today, the installed power generation capacity of the State has
increased to 5300.50 whereas, prior to 2005-06, power generation capacity of
the State was only 1587 MW.
The 1200 MW Rajiv Gandhi Thermal Power Plant Project has been set up at Khedar
in district Hisar. The first unit of 600 MW has been commissioned on August 24,
2010 and the second unit of 600 MW on March 1, 2011. Similarly, the first unit
of 500 MW of 1500 MW Indira Gandhi Super Power Thermal Plant, Jhadli, Jhajjar
has been commissioned on November 1, 2010, second unit of 500 MW on November 5,
2011 and third unit of 500 MW capacity on November 7, 2012. He said that the
660 MW capacity unit of 1320 MW Mahatma Gandhi Super Thermal Power Plant,
Jhajjar has been commissioned in January 1, 2012 and the second Unit of 660 MW
on July 19, 2012.
Mr. Hooda said that Haryana has signed an agreement with the neighbouring
Government of Bhutan to set up Hydro-Power project in Bhutan. Apart from this
to get electricity, the State has also made long term agreements with Central
Power Generation Corporations like N.T.P.C and N.H.P.C and other independent
Power Producers like I.I.P.
He said that Haryana is the first State of the Country which has established
‘State Energy Conservation Fund’ for energy conservation and saving. Power
Conservation Building Code has been implemented on Government buildings. Apart
from this, the use of C.F.L in Government buildings and four star pumps in
agriculture has been made mandatory. Haryana is also the first State of the
country to implement Energy Audit scheme. For energy conservation, Haryana
bagged first prize from Government of India in the year 2009-10, second prize
in the year 2010-11 and Certificate of Merit in the year 2011-12.
While referring to the education sector, Mr. Hooda said that it was the result
of the efforts made by the State Government during the last four years that
Haryana has emerged as an education hub. ‘Teachers Selection Board’ has been
set up to meet the requirement of teachers in the schools. Apart from this,
Higher Education Council has been constituted to take policy decision to bring
about qualitative improvement in the higher education. He said that vocational
programmes have been started in 47 Government Colleges in the State. Punjabi
has been accorded the status of second language in the State. In Haryana,
prestigious educational institutes have been set up which included Central
University, Women University, University of Veterinary Sciences, University of
Health Sciences, University of Science and Technology and Indian Institute of
Management. National Defence University and Law University is being set up.
This is the result of the progressive policies of the State Government that
various engineering college and other professional college have been set up in
every part of the State.
He said that Rajiv Gandhi Education City is being set up at Rai in district
Sonipat at a cost of Rs. 1500 crore. On completion, this would be biggest
educational centre of the world. In this education city, 25 per cent seats
would be reserved for students of Haryana and they would also be given
concession in fees. International Universities would set up their campus there.
As many as ten prestigious International Institutes have already started
setting up their campus, he added. Mr. Hooda said that IIT Delhi would also set
up its extension campus in the Rajiv Gandhi Education City. He said that second
National Institute of Design (NID) is being set up at Kurukshetra. Apart from
this, National Institute of Fashion Technology (NIFT) is being set up at
Panchkula by Government of India. Central Institute of Plastic and Engineering
Technology (CIPET) has been set up at Murthal. A decision has been taken to
give Regional Centre, Meerpur, the status of Indira Gandhi University.
The Chief Minister said that youth have got new avenues of employment with the
development of industry and service sector in the State. He said that with the
IT and Infrastructural development in the State about 13 lakh people are
expected to get direct and indirect employment in the coming five years.
Mr. Hooda said that we have given large scale employment to the youth in
government sector also. We are going to recruit about 65,000 youth in Education
Department, Police Department and other Departments, Boards and Corporations,
added Mr. Hooda.
Mr. Hooda said that a new sports culture has been developed in the State. He
said that progressive sports policy of the State Government, better facilities
and infrastructure to the sportspersons and hard work of the players have
yielded better results. The sports persons of the State have won 35
medals in Commonwealth Games, 21 medals in Asian Games and four medals in
London Olympics. The women players of the state have won 21 medals at
international level. The State Government has given government jobs to 74 women
players on the basis of their achievements on national and international level.
Out of them, four have been appointed as DSPs.
He
said that world class infrastructure has been developed in the state for
industrial development. Many new industrial model townships are being set up in
the state and old industrial estates are being expanded. He said that I.T
Parks, Cyber Parks and Technology Parks are being set up in the state. Special
attention has been paid on setting up industries in industrial backward areas.
In this direction, foundation stones of Tool Room and Technology Centre have
been laid at Growth Centre in Saha, district Ambala and at Ch Ranbir Singh IMT,
Rohtak. During the last four years, many Multi National Companies like
Panasonic, Maruti Suzuki, Suzuki Motor Cycle and Nico Carbide have established
their units in the state.
The
industrial development in Haryana could be assessed from the fact that the
industrial sector contributes 29 per cent in State’s economy. So far investment
amounting to Rs 64,000 crore has been made in the State since the year 2005
while investment of about Rs one lakh crore is in progress.
Describing
infrastructure development in the State, the Chief Minister said that from the
inception of Haryana till February 2005 only 16 Railway Over bridges (RoBs)
were set up in the state. Now, in the last eight-and-a-half years 32 Robs have
been constructed in the State whereas work on 37 is in progress. After 39 years
of inception of Haryana, only one railway line was set up. As many as six
railway lines have been approved in the last eight-and-a-half years.
Rewari-Rohtak railway line has been started. The work of Sonipat-Gohana-Jind
railway line is under progress. The foundation stone of Rohtak-Hansi railway
line has already been laid. Three new railway lines have been approved in the
Rail Budget of 2013-14. These are Delhi-Sohna-Nuh-Ferozepur Jhirka-Alwar,
Hisar-Sirsa via Agroha and Fatehabad and Yamunanagar-Chandigarh via Sadhora,
Naraingarh. The State Government would bear half expenditure of these projects.
National
Highway Authority of India has completed six projects amounting to Rs 1905
crore in Haryana which included Delhi-Grugaon NH-8, Badarpur flyover NH-2,
Delhi-Panipat NH-1, Elevated highway of Panipat, Ambala-Chandigarh NH-22 and
four laning of Zirakpur-Kalka-Parwanoo. Apart from this, work on nine projects of
about Rs 6957 crore is in progress and five projects of about Rs 2230 crore are
in pipeline.
The project of Delhi–Mumbai Industrial Corridor (DMIC) -
Mass Rapid Transport System has been prepared for Gurgaon-Manesar-Bawal as an
Early Bird Project. Kundli-Manesar-Palwal Expressway is being set up.
The Delhi Metro has been extended till Gurgaon whereas
the work of its extension till Faridabad is under progress. Also, work of its
extension till Bahadurgarh is under progress. Intracity Rapid Metro has been
proposed for Gurgaon on Public Private Partnership mode.
Talking about social welfare, he said that schemes have
been made for senior citizens, widows, freedom fighters and persons with
disabilities and their pensions have been increased. The senior citizens are
given Rs 700 per month as pension. More than 21.9 lakh people are being given
Social Security Pension and allowances amounting to over Rs 1670 crore. He said
that under the Indira Gandhi Priyadarshini Vivah Shagun Yojna, a sum of Rs
280.74 crore has already been given on the marriage of over 1.70 lakh girls.
Similarly, under the Ladli Scheme, a sum of Rs 298.31 crore has been given to
over 1.83 lakh families.
He said that the State Women Commission has been given
constitutional status with a view to uplift the social, economic and
educational status of women. A State Mission Authority has been constituted to
review the effective implementation of laws related to women and for gender
budgeting of departments.
The Chief Minister said that Haryana is the first state
in the country where economical surgery package is available in all the
government hospitals. This package includes free of cost surgery to poor. A
unique ambulance service has been started in the state which is available round
the clock. This facility could be availed at Toll Free number 102. Eye banks
have been established in district hospitals under Nehru Drishti Yojna.
Haryana is the first state in the country where Urban Health Mission has been
launched. The health expenditure on per person in the state is now Rs.734 where
it was Rs.185.90 paisa in year 2004-05.
Apart of this, medical education is being promoted in the
state. Not even a single medical college has been set up in the state since its
inception. Prior to the inception of the state, only one medical college has
been set up in Rohtak which has been upgraded to the level of University of
Health Sciences by the present government. AIIMS-2 has been started in village
Badsha in district Jhajjar.
Medical college had been started in Khanpur Kalan. Another medical college
named after Astronaut Kalpna Chawala is being established in Karnal. Besides, a
medical college is also being set up in Nalhar, Mewat. One more medical college
is being set up by Employee State Insurance Corporation in Faridabad. Art
present, 800 medical seats are available in government and private medical
colleges in the state as compared to 350 in March 2005. To save the children
from five deadly diseases, free of cost pentavalent vaccine had been started.
Also Indira Bal Swasthya Yojna has been launched under which better healthcare
facilities is provided to the children in the age group of 0 to 18 years.
He said that Dal Roti scheme has been launched in the state on August 20, 2013,
the birth anniversary of former Prime Minister, late Mr. Rajiv Gandhi.
Under this, as many as 1.26 lakh eligible people are getting rice,
wheat and coarse grain at subsidized rates of Rs. three, two and one
respectively. In addition, 2.5 kg pulses at the rate of Rs.20 per kg per
family is being given to about 12.84 lakh families living below poverty line.
He said that Pridarshini Awas Yojna had been launched so as to meet the housing
requirement of poor people in the state. Under this, two lakh eligible
families would be given pucca houses in next two years. As many as 100 square
yards plots each have been given free of cost to 3.82 lakh poor people of the
state. Similarly, 1.50 lakh houses would also be constructed in next two
years for poor people residing in urban areas. Recently affordable housing
policy has been implemented so as to ensure economical flats to people of urban
areas. Under this policy, 1.25 lakh flats would be constructed through private
participation in coming five years.
The government had declared 543 colonies of municipal areas in 16 districts of
the state as amenity deficit colonies. Facilities like drinking water,
sewerage, street lights and roads would be provided in these colonies.
Mr. Hooda said that apart from these main achievements, new era of prosperity
and development is prevailing in Haryana. All round development has been
ensured in the state. Peace and harmony is prevailing in the state. Benefit of
development is being percolating down to each and every poor. Every community
has been given equal opportunity of growth and development. We are leading in
many spheres in the country and will continue this journey of development, he
added.
