The Compendium of Result Framework Documents (RFDs) of
Haryana for the year 2012-13 has been adjudged as the best in the
Country by the Cabinet Secretariat of Government of India.
While
stating this here today, an official spokesman said that Haryana has
bagged first prize for best Compendium of RFDs in the Country for the
year 2012-13 in a symposium on New Public Management held jointly by
Performance Management Division, Cabinet Secretariat and Institute of
Public Enterprises, Hydrabad at Indian Institute of Foreign Trade, New
Delhi.
He
said that Haryana is one of the few States in the country which
introduced RFD last year. RFD is a tool of New Public Management (NPM)
which emphasizes on performance of departments against the targets
agreed to between the Minister and the Principal Secretary in the
beginning of the year. He said that they are reviewed in the mid and
end of the year.
He
said that the State Government prepared RFDs of 39 departments for the
year 2012-13. They were approved by the Adhoc Task Force set up by the
Performance Management Division of Union Cabinet Secretariat, High
Powered Committee under the Chief Secretary and State Cabinet. He said
that after their notification, a Compendium was prepared and circulated
to different stakeholders. The Compendium of RFDs of Haryana State for
the year 2012-13 adjudged as the best in the Country by the Cabinet
Secretariat of Government of India, he added.
He
said that in this Symposium, besides representatives from All States
and UTs , two prominent speakers Prof. Pradip N Khandwalla, former
Director of IIM Ahmdabad and Dr. Kathleen A.Peroff, Senior Executive
Civil Service of USA also participated and shared their knowledge and
experiences on New Public Management.
