Mrs Geeta for instituting Sakshar Gram Puraskar’

The Haryana Education Minister, Mrs. Geeta Bhukkal, has suggested to institute a ‘Sakshar Gram Puraskar’ to encourage girls for education and setting up of a separate Directorate of Adult Education to effectively monitor and supervise the implementation of the adult education programme.
          Mrs. Bhukkal  was addressing  a conference of Ministers of Adult Education and Panchayati Raj and District Panchayat Presidents of ‘Saakshar Bharat State’ in New Delhi today. She said that at least a State level Project Coordinator with an independent charge and supported by requisite staff and provision of sufficient movement is must to make the scheme of adult educationa big success.
          She also suggested that ‘Sakshar Gram Puraskar’   be introduced to encourage the girls and make them self reliant. The implementation of Saakshar Gram Puruskar on the lines of Nirmal Gram Puruskar could make the schemes a success.
          While referring to the schemes of community development and social uplift  like Total Sanitation Campaign   which is known as Nirmal Bharat Programme, Mrs. Bhukkal stressed the need to lay special emphasis on the area of community mobilization to make it a demand driven scheme that is the people themselves start feeling the need to be literate and consider it a social stigma to remain illiterate.
          Mrs. Bhukkal also suggested that in all the schemes of social mobilization and human development, it was necessary to have adequate provisions of Information, Education and Communication (IEC)  as in case of Total Sanitation Campaign. She expressed her concern that the provision of Rs. 2500 per village for all the IEC activities under Saakshar Bharat Mission was inadequate and could neither help in generatingn the sensitivity among the members of the community nor could mobilize them   to make their village totally Sakshar (literate). Also, it is essential that the grassroot level Gram Panchayats own this programme with letter and spirit.  
          Terming the sealing up of Monitoring and Management costs upto four per cent as meager and insufficient, she said that the remuneration to be paid to the coordinators at Block and District level is also meted out of these funds. Therefore, she suggested that there should be a separate provision for the salary component of all segments as in case of “Preraks” and Coordinators.  Similarly, the management cost should be limited to the official expenses and the contingencies, she added.
          Mrs. Bhukkal also demanded that atleast the provision of Rs. one lakh should be made for the Lok Shiksha Kendra (AEC) as against the current provision of Rs. 60,000. Besides, information hub could be created on one time basis and put to effective use besides serving as a center for imparting literacy to the beneficiaries. She said that the scheme envisaged that the AEC would work as information hub for all villagers on the issue related to those living in the villages. These included agriculture, horticulture, education, industry, government schemes for social welfare, welfare of Scheduled Castes and Backward Classes and information on all kinds of subsidies and incentives available for the Government  of India   or the State Government.
          The Minister said that after successful implementation of Total Sanitation Campaign in Haryana, our communities were a gile, vigilant and positive and intends to go ahead in the direction of making the State number one in all areas including Saksharta(literacy). She said that small incentives and amendments in financial provisions especially related to IEC, contingencies, environment building and independent monitoring and supervisory staff provisions could go a long way in furthering our commitment to Saakhar Bharata Mission.
          Detailing the progress of Haryana, Mrs. Bhukkal said that the survey for learners identification is complete and over 12.85 lakh proposed learners have been identified.
          She said that the State Government was making all out efforts to implement this noble scheme with the help and support of the Gram Panchayats. For financial monitoring at the level of Gram Panchayats, till date, 2400 Gram Panchayats have opened accounts out of the 2962. Besides, the accounts were being maintained at the block level and also   monitoring is done. She said that   2962 Adult Education Centres have been established in the State. These centres are fully equipped with logistics like durries, blackboards and teaching learning material. She said that we have enrolled 59,164 learners who were being made literates in 3236 classes being run in 62 blocks of ten districts.
          The Minister further said that all the 5,444  ‘Preraks’ working in Adult Education Centers have been given training and orientation for their capacity building in four days session twice. In addition, over 5000 teacher volunteers have been training as Master Trainer who would facilitate teaching of primers to the learners.
          She reiterated the State Government’s commitment to the ‘Saakhar Bharat Mission’ and its implementation in the State with great vigour and zeal.  “We aim to involve the force of our teaching community as well as the students to put life and soul in this programme with the sole aim of “angootha tek raha na ek”, she added.
