Haryana Finance Department has extended the e-salary system
to draw monthly payments required to be made to contractuals,
contractuals providing professional services, part time workers,
contractuals with DA, Monthly Ex-gratia payment to family of deceased
employee, guest lecturer and apprentice.
While giving this information here today, a spokesman of the department
said that with effect from December 15, 2012, it would be compulsory to
submit bills for persons of these categories through e-salary system
only and Treasuries would not be accepting any manual bills in relation
to them.
He said that e-salary system had been fully functional from April 1
this year and it had been made compulsory for all drawing and disbursing
officers to submit salary bills of government employees through this
system. Now, the department had created a facility in e-salary system to
allow passing of salary bills in those cases where General Provident
Fund (GPF) or Permanent Retirement Account Number (PRAN) was yet to be
allotted. All salary bills of government employees would now be
submitted through e-salary system only and no manual bill would be
accepted by the treasury.
He
said that in case of employees where GPF or PRAN was not allotted, the
system would allow passing of salary bills for two months. However after
that, the system would not allow passing of salary bills unless GPF or
PRAN was entered in the system. It had been made the responsibility of
the concerned Drawing and Disbursing Officer (DDO) to ensure that GPF or
PRAN was got allotted within this period so as to avoid any
inconvenience to the employee. Facility had already been provided to
DDOs to view PRAN of any employee to get details of rejected PRAN
application on the e-salary website. They could ascertain PRAN of the
employee by entering the requisite details. In case of more than one
employee, the same name verification of correct PRAN could be done on
the basis of date of birth and date of joining.
He said that the DDOs need not insist on having a photocopy of the PRAN
card from the employee. The DDOs should also ensure that arrear of New
Pension System contribution for the period prior to month for which
deduction was made for the first time was also calculated and same was
also uploaded as regular contribution for that specific month.
