The
Haryana Power Distribution Corporations have decided to give a major relief
to the applicants seeking extension of load. The applicants would
now be required to pay the advance consumption security for the extended load
only as per existing rate (s). Earlier, the applicants were required to pay for
the existing load as well as extended load as per the existing charges.
It
was decided in a meeting of Discoms chaired by Chairman and Managing Director,
Mr Devender Singh here today. It was observed that a large section of consumers
was not coming forward for voluntary disclosure of load as the Discoms charged
the amount on extended load as per existing rate(s) and the same rate was being
charged for the existing load. For example, a consumer had deposited Rs. 150/-
about 15 years ago on account of advance consumption security for 3 KW load and
sought for further extension of 1 KW or more load, he had to pay Rs.500/- for
extension of load plus Rs.1500/- for existing 3 KW load. However, out of this
amount he was not required to pay Rs.150/- which were already paid by him.
During
his meeting with public representatives last days, the issue was raised by
various group of consumers and they had pointed out that the money already paid
by them was sufficient on account of advance consumption security when they had
submitted application and the load was sanctioned.
The
Discoms shall not ask the applicants to submit their photographs
with application forms for extension of load in the cases of
inheritance.
Mr
Devender Singh said that the procedure of extension of load would be further
simplified for which a Committee had been constituted and the modalities were
being finalized. The Discoms would launch a voluntary disclosure of load scheme
w.e.f. January 1, 2013 in the State. It was observed that a large section of
the existing consumers would come forward to avail the benefit of voluntary
disclosure of load scheme.
Emphasizing
the need of bringing down existing 30 per cent aggregated commercial and
technical losses in the State, Mr Singh also said that a strategy was being
framed to bring down these to below 20 per cent in next three years.
CMD
directed the officers to ensure that the survey to strengthen the distribution
infrastructure in urban and rural areas is completed by Dec. 15 so that the
maintenance campaign for strengthening the system is launched in a planned
manner. The campaign would be launched w.e.f. January 01, 2013. This would help
Discoms to supply uninterrupted power in the next summer and paddy seasons.
He
specifically pointed out that the thrust areas of the Discoms included
streamlining and periodical monitoring of complaints redressal system, power
supply on urban mode to the rural domestic feeders having 25 per cent or less
AT&C losses, minimize damage rate of distribution transformers and
franchisee model for 11 kV rural feeders etc.
Addl. M.D, DHBVN, A.K.Garg, Director R.K.Sehgal and Vijay Chaudhary,
Chief General Manager, P.C.Gupta and I.B.Srivastava and other senior officers
of Discoms were present.
