Women an improve their own status: Geeta Bhukkal

“The status of women could be improved by women themselves and nobody else”, this was stated by Geeta Bhukkal, Education Minister, Haryana at a session organized by PHD Chamber and BIMTECH on Women Empowerment: Reaching New Horizons here today. “The status of women would improve only if they educate themselves and grab every opportunity to become stronger and more powerful than before”.
Steps should be taken to promote equality of treatment and full integration of woman in the total development effort of the country. The main stress should be on equal work and elimination of discrimination in employment, emphasized Bhukkal.
Dalip Sharma, Regional Director, PHD Chamber said that “women is the integral part of the society and no society could develop without the women being given equal rights and opportunities to excel”.
  Mr Alok Bhardwaj, Associate Professor, BIMTECH shared the International  scenario and spoke about his book on women empowerment. He also gave examples of various successful women who faced difficulties and fought battles to rise. Ms Shylaja    Iyengar, Assoc. Professor, BIMTECH, G. Noida moderated the session and saidthat “empowerment essentially means that women have the power or capacity to regulate their day to day lives in the social, political and economic terms – a power which enables them to move them from the periphery to the centre stage”.
     Ms Satinder Sachdeva, Prof, PEC University of Technology summed up the
     Session and said that change of mind sets is important to bring change and bring empowerment in its true sense. She also said that Internal empowerment is as important and essential as external empowerment.
Also present in the session was Ms Sudha Sharma, IRS, (Retd), Director Investigations who encouraged the students with her motivating remarks besides women employees of various organizations of the city, and young female students.

FDA introducing online licensing in Haryana

On line licensing has been introduced by Haryana Food and Drug Administration (FDA) as Dr. G.L. Singhal State Drugs Controller, FDA inaugurated the on line licensing facility and issued first online licence to M/S Gaur Medical Store, Bahadurgarh in district Jhajjar today.
 While stating this here today, a spokesperson of the FDA said that as per instructions of Commissioner FDA, Haryana, an awareness drive has been launched in the State to educate traders regarding Infant Milk Substitute (IMS) Act, imposition of ban on Gutkha and getting registration or  licenses under the Food Safety and Standards Act 2006.
He said that a team comprising of Dr. Girdhari Lal Singhal,  State Drug Controller- cum- Joint Commissioner FDA Haryana, Mr Ashok Khullar Joint, Commissioner Food have conducted seminars at Bhiwani, Rohtak  and Jhajjar on yesterday and today in which traders of food and  drugs participated. 
     They have been asked to get registration certificate and licenses under Food Safety and Standards (FSS) Act 2006. Food Business Operators having sales upto Rs 12 lakh are to get only registration and those with sales above Rs 12 lakh will have to get license.Dr. Singhal also answered the queries of traders on various issues. In these seminars more than 400 applications were submitted by chemist to get themselves registered under FSS Act 2006.

New Varsity to be set up in Gurgaon-Manesar Urban Complex

A new university will be set up in  Gurgaon- Manesar Urban Complex to be developed over an area of 1179 hectares in view of its projected population of 42.35 lakh  by the year 2031.
          The Haryana Chief Minister,Mr Bhupinder Singh Hooda, who was presiding over a meeting of the State Level Committee of Town and Country Planning Department here said that while developing such a huge complex, it would be necessary to set up a university in this area for the benefit of the people. The campus of the university would  be spread over an area of 215 hectares in sector 68 of Gurgaon.
Mr Hooda also approved the Draft Development Plan for Gurgaon-Manesar Urban Complex-2031 A.D as per which the land use of about 1179 hectares of land situated on the western side of Kundli-Manesar-Palwal Expressway had been changed from industrial to Agriculture Zone, with prohibition on grant of any Change of Land Use (CLU) permission or of licence as per decision of “Cabinet Sub Committee on Infrastructure”.  
It was informed that under the plan seven new residential sectors, three small commercial belts and two industrial sectors would come up at Gurgaon. Also, public and semi public and open space zones had also been earmarked under the plan.
In sector 68, about 50 hectares of land had been earmarked with density of 1125 persons per hectare for providing affordable housing to Low Income Group (LIG) andMiddle Income Group (MIG) population. An area measuring 50hectares near village Dhankot had been reserved for dairy farming and Gaushala where  all the existing dairies in the city would be shifted. The peripheral road of sectors 63-A and 67-A has been extended from Sohna road up to National Highway-8. 
The existing Sohna-Gurgaon road would be widened to 60 meter with 50 meter wide green belt on either
 side of the road.
It was also informed that a 60 meter wide road would be constructed to provide connectivity to the acquired land of Haryana Urban Development Authority (HUDA) in sector 54 with the sector dividing road of sectors 53 and 54. This road has been extended in agriculture zone upto Gurgaon-Faridbad road. Besides, existing Gurgaon-Farukhnagar scheduled road via Wazirpur and Gurgaon-Badli-Bahadurgarh scheduled
road via Chandu Budheda would be widened to 75 meters with 30 meter green belt on both sides.
Mr. Hooda said that there was an urgent need to put in place a mechanism for the recycling of water as it could be used for construction purposes. On this, the concerned officers informed the Chief Minister that Sewerage Treatment Plants (STPs) had been set up in Gurgaon for this purpose.

Draw of lots for residential plots in Rohtak on Sept 19

Draw of lots for the allotment of residential plots in Sector-5, Rohtak will be held at Gymkhana Club Sector-4, Rohtak on September 19,2012.
            While stating this here today, a spokesman of Haryana Urban Development Authority said that registration numbers of all the eligible applicants had been uploaded on website of HUDA i.e. www.huda.gov.in and applicants could see the details of their application numbers, registration numbers, category and size of the plots.
            He said that 1108 double applications had been rejected. However, in case after draw of lots if any successful candidate was found  having filed double or multiple applications, his allotment would be cancelled even after draw of lot.  The applicants would have to deposit the required documents on their success in the draw of lots.

HSIIDC invites applications to allot industrial plots

Haryana State Industrial and Infrastructure Development Corporation(HSIIDC)  has invited applications for allotment of industrial plots in industrial estates at Rai, Panipat and Yamunanagar.
            While stating this here today,  a spokesman  of HSIIDC said that in all 412 industrial plots would be allotted to the entrepreneurs. These plots would be allotted keeping in view  technical feasibility and economic viability of their projects, background of the applicant, qualifications and experience, marketing details, working results of existing operations or group concerned. Their  resource position, financial details, entrepreneurship and performance would also be considered during the interview.
            Out of the total plots, 150 plots would be allotted at industrial estate Rai, 130 at industrial estate Panipat and 129 at industrial estate Yamunanagar,  he added.
            He said that 10 per cent of the total plots had been reserved for allotment to  non resident Indians and for units with 33 per cent or more foreign direct investment in total investment. Two per cent plots had been reserved for entrepreneurs with disability who are bonafide resident of Haryana. In case the number of applications received was large vis-a-vis the plots offered for allotment, the applications would first be shortlisted by a screening committee of the officers of the corporation for final interview.
            Applications complete in all respects with supporting documents alongwith earnest money and processing fee could be submitted by August 31,2012.

New steps to check road accidents in Haryana

The Haryana Government has taken a number of steps to check road accident in the state. As many as 22 traffic police stations and five traffic police posts have been set up in the state, besides providing 32 high speed interceptors to the police to control the menace of over speeding vehicles running beyond the prescribed limit.
          This was stated by Haryana Chief Minister, Mr.Bhupinder Singh Hooda while replying to a question asked by Mr. Sampat Singh, MLA during the second day of the ongoing Monsoon Session of  the Haryana Vidhan Sabha  here today.         
He said that as many as 66,487 violators of the traffic rules had been intercepted by the police and challaned during the period from January 1, 2012 to July 31, 2012. As many as 43 ambulances had been provided for timely medical assistance to the road accident victims. Sobriety checkpoints had also been set up and sufficient Alco-Censors had been provided to check drunken driving in all the districts of the state. As many as 17,876 drunken drivers had been challaned during this period.
          He said that the menace of overloading of goods vehicles and other offences were being looked after by the District Traffic Officers and presently by Secretary, Regional Transport Authority under the overall control of Transport Department. Police help was provided to them as and when demanded. Road safety awareness campaigns, seminars, painting competitions, etc. were launched throughout the state. Road safety organization had also been created which was working efficiently in each district and supporting the police in its road safety awareness campaigns.
          As many as 1170 accident prone points had been identified in the state, out of which 803 points had been rectified and other accidents prone points would be rectified very shortly. In addition, 1051 points had been identified for construction of speed breakers, out of which 810 speed breakers had already been constructed on various roads, he added.
          The Chief Minister said that the traffic control room had been established with headquarters at Karnal with facilities of accident helpline toll free number 1073, which was  functioning round the clock. Over speeding vehicles, drunken drivers and drivers who are not wearing helmets, not using seat belts, using mobile phones while driving, over loaded vehicles with passengers, etc. were being challaned regularly. As many as 9,64,750 vehicles were challaned during the period. Besides, 16018 maxi cabs were also challaned during the period.
          From January 1, 2000 to August 15, 2012, as many as 24,039 people were missing in the state since Jan 2000 to August 15, 2012 and 6589 persons had been declared proclaimed offenders by the police and courts since Jan 2000 till July 31, 2012.

Promotion of Science Education Scholarship scheme

 With a view to encourage meritorious students towards science stream by giving them scholarships, Haryana Department of Science and Technology has invited applications from those students who are enrolled in M.Sc.(Previous) and B.Sc. Honours-Ist year in the subjects of physics, Chemistry, Mathematics, Botany, Zoology and Geology in universities  and colleges of Haryana for the academic session 2012-13 under Promotion of Science Education (POSE) Scholarship scheme.
          While stating this today, a spokesman of the department said that M.Sc. students would be given a scholarship of Rs 6000 per month plus contingency stipend of Rs 5000 once in a year as scholarship amount whereas, the students of B.Sc. Honours would be given a scholarship of Rs 4000 per month plus contingency amount stipend of Rs 4000 once in a year. He said that students who have obtained at least 60 per cent marks in their previous passed class were eligible for this scholarship. He said that the subject wise merit list of the candidates for award of scholarship would be prepared as per the criterion laid down in this regard by the department.
          He said that application should be sent in prescribed format and must be submitted to their concerned head of institution or Department. The application form could be downloaded from the website http://www.dstharyana.org  of the department. The last date for submission of the application form is October 19, 2012.

Haryana Government ensures welfare of contratual employees

The Haryana Government being a model employer, has laid emphasis on ensuring welfare of contractual employees either engaged on contract basis directly by Government Departments or  Public Sector Undertakings or through different contractors or service providers, when a particular service is outsourced or persons are engaged against vacant posts or even non-existent posts in some exigency.
          While stating this here today, a spokesman of Haryana Government reiterated the commitment of the State Government to ensure compliance of provisions of all Labour Laws like Minimum Wages Act, Employees State Insurance (ESI) Act, Employees Provident Fund (EPF) Act wherever applicable.
          He said  that when a Government Department engaged any person directly on a period specific contract, it was not covered by the provisions of ESI, EPF Acts, and thus was not required to seek registration under these Acts. Therefore, the Minimum Wages Act would be applicable in all cases. However, the Departments that outsourced certain services or hire workers through a contractor, service or manpower provider would ensure that the. service provider or contractor was a license holder under the Contract Regulation and Abolition Act, 1970.
          He said that in the case of outsourcing of services, the service provider himself would be the Principal Employer and in case of the manpower provider or contractor it would be the immediate employer and the Government Department would be the principal employer. He said that the service provider or contractor would supply monthly dossier containing details of the worker, amount paid and proof of the deposit in relation to EPF and ESI. The Contractor or Service Provider would make all the payments to the employees through Account Payee cheque or direct bank transfer. He said that in case the service provider or the contractor defaulted, the department might consider terminating the contract as per terms and conditions of the agreement forthwith. Also, for a contractor supplying workers or manpower, the Government Department as the Principal Employer became responsible to make such deposits and make necessary deductions from the payment to be made to the contractor, in case the contractor defaulted in compliance of ESI, EPF Acts and failed to deposit the dues with the concerned authorities, he added.
          He said that the same method would be adopted by all Public Sector Undertakings (PSUs) while engaging service providers or contractors. The PSUs would not be exempted from the applicability of the EPF or ESI Acts in case workers were engaged directly on contract by the PSU in accordance with any instructions in this regard. He said that in such a case, it was the PSU's responsibility to get registered with the EPF and ESI authorities for the purpose of complying with these Acts. Also, the PSUs were required to comply with the provisions of Contract Regulation and Abolition Act, 1970 and get registered with the relevant authority.
          He said that for Employee Provident Fund deduction from wages was at a rate of 12 per cent and the Employer's Contribution is at a rate of 12.61 per cent. Similarly, ESI deduction from wages was at a rate of 1.57 per cent and the Employer's contribution was at a rate of  4.75 per cent, he added.
          He said that all Head of Departments have been directed to ensure compliance of these instructions.

Maruti to invest Rs 1700 cr for setting up C-plant in Manesar

Maruti Suzuki India Limited will invest Rs 1700 crore for setting up C-plant in its Manesar unit. At present, plant-A and plant-B are back in production and on August 22,as many as 186 cars were produced. The Maruti is expected to restore its original production capacity within next fortnight or month.
          Mr Randeep Singh Surjewala, Haryana Industries Minister said this in reply to Calling Attention Motion given by Mr Anil Vij, MLA during the ongoing monsoon session of Haryana Vidhan Sabha here today.
          He said that as a result of sincere efforts of State Government, the lockout has been lifted with effect from August 21. There would no better evidence of the effectiveness of State Government’s intervention than the fact that the unit which many observers including some members of opposition were expecting to remain closed for an indefinite period of time, started functioning normally. This clearly shows the confidence reposed in the sincerity and efficient action of the Government by all the stakeholders.
          He said that the management of the company has expressed full confidence in the government’s response to the incident and the question of relocation of its unit to anywhere outside Haryana does not arise at all. He said that Maruti Suzuki itself has expanded its investment base firstly by setting up the Manesar Plant in 2007 and recently by establishing its Motorcycle production, International Testing Track and Research and Development facility in IMT Rohtak with an investment of Rs 3500 crore.
          He said that Haryana Chief Minister Mr Bhupinder Singh Hooda has himself met the top management of the company twice. Normalcy has been restored to the industry and State Government is providing full security to the management and the workers. He said that the Chief Minister had written to the Prime Minister after this incident and had emphasized that "We would not allow anyone to vitiate the industrial peace in the State and that the well-being and security of the industrial community in Haryana is our responsibility which we shall dutifully discharge". The Prime Minister has appreciated the State Government's action for restoring normalcy, he added.
          He said that the State Government has always taken measures to ensure confidence amongst investors and workers alike. All possible steps have been taken to build confidence amongst all stakeholders through prompt action in accordance with law. The investor's confidence in the State's industrial climate remains fully intact. It would be incorrect to believe that one unfortunate incident could affect the faith of investors in Haryana and its progressive economic environment. In fact Haryana has of late become an outstanding example of industrial peace. He said that during the year 1991, as many as 1411 accidents and 74 strike lockouts were reported and the number of factories was 5737 whereas during the year 2011, the number of factories reached 10,580 and number of accidents and strike lockouts lowered down to 52 and six respectively.
          He said that in order to fortify the sense of security of the industries in IMT, Manesar adequate police force has been deployed in all plants belonging to the Maruti Suzuki India Ltd in Gurgaon as well as in Manesar. One battalion (600 men) of Indian Reserve Battalion (IRB) has been permanently located in Manesar under a Commandant.
          He said that the incident of violence of July 18, 2012 at the Maruti Suzuki plant at Manesar (Haryana) was an unfortunate event. It was most regrettable that this violence resulted in the death of an executive of the company and caused injuries to many others. He said that there was a confrontation between a worker and a supervisor. The management decided to place the worker under suspension. The suspension letter was issued in the afternoon but the workers' union refused to receive it. Instead, they decided to sort out the issue through mutual discussions. The Labour Department officials discussed the issue separately with factory management and the workers' union representatives. The Management proposed to revoke the suspension but wanted to give in writing only on next day. The union insisted on revoking the suspension at that time itself. Negotiation continued. Thereafter the situation reached a flashpoint and violence erupted accompanied by arson.
          He said that the small contingent of police force available outside the building tried to control the violence. However, in view of the scale of violence, large police reinforcements were rushed from all over Gurgaon District and the Gurgaon police lines. The Fire tenders from fire department and nearby factories were pressed into service. The fire was brought under control and all sensitive areas such as paint shop and other inflammable spots were saved. The police personnel rescued 93 injured persons, including management officials and shifted them to different hospitals in the city. Nine police personnel were injured. The situation was brought under control by 8 p.m.
          He said that a case under section 147,148,149,302,307,436, 452,323,332,353,427 and 114 of Indian Penal Code was registered against the miscreants in police station Manesar. He said that to conduct a comprehensive, transparent and expeditious investigation, a Special Investigation Team under supervision of Mr K.K. Sindhu, Commissioner of Police, Gurgaon and consisting of Mr Maheshwar Dayal, Deputy Commissioner of Police, East Gurgaon, one Assistant Commissioner of Police and six Inspectors has been constituted for speedy investigation. So far 144 accused persons have been arrested, statements of the witnesses have been recorded, expert examination of the place of occurrence was conducted and relevant material evidence has been seized. The case was under investigation. Every effort was being made to inquire into all the aspects of the incident. The final outcome of the investigation was awaited.

Haryana's Solar Water Heating System adjudged the best

Haryana has been awarded the best performance award on Solar Water Heating System for the year 2011-12 in Northern Region.
The award was given away today in a National Workshop on Solar Water Heaters at Vigyan Bhawan, New Delhi by Dr. Farooq Abdullah, Union Minister for New and Renewable Energy.
          On this occasion, the Municipal Corporations of Panchkula and Gurgaon were also felicitated for their proactive role in popularizing solar water heating systems.
While stating this today,  Mr Arun Kumar, Director General, Renewable Energy Department, Haryana and HAREDA said that the Haryana Government is promoting solar water heating systems by awareness generation, regulatory measures and promotional incentives.  He said that the Haryana Government has made the use of solar water heating systems mandatory in industries where hot water is required for processing, hospitals and nursing homes, hotels, motels and banquet halls, Jail Barracks, canteens, housing complex setup by housing society or  Housing Board, all residential buildings built on a plot of size 500 sq. yds. and above falling within the limits of Municipal Committees or  Corporations and HUDA sectors, all Government buildings, residential schools, educational colleges, hostels, technical or educational institutes, district institute of education and training, tourism complexes and universities.
 The Haryana Government also provides capital subsidy on domestic solar water heating systems upto Rs.8000  and also rebate in electricity bills on installation of Solar Water Heating Systems.  In addition, Haryana is the only State in the country where solar water heating systems are installed in social sector institutions with 70 per cent financial assistance. Under this programme, systems are installed in institutions like charitable homes, working women hostels, hostels for the deaf and dumb, sports hostels and hostels for Scheduled Caste students.
During the year 20011-12, solar water heating systems of 10149.14 sq. m (543550 LPD) were installed in the State which is the highest capacity installed in the state in a year and also in any state in northern India. This is 31 per cent more than the capacity installed during the last year that is 2010-11. This has resulted in peak load saving of about 5.43 MW power.

Assured Career Progression pay structure for veterinary surgeons

 Haryana Government has revised the Assured Career Progression pay structure of the posts of Veterinary Surgeon, SDO (AH) and Deputy Director in Animal Husbandry and Dairying Department.
          While stating this here today, Finance Minister Mr. Harmohinder Singh Chattha said that as per modified or revised Assured Career Progression (ACP) pay structure, the Veterinary Surgeons, Group-B would get an entry level pay band of Rs.9,300-34,800 and a grade pay of Rs.5,400. Similarly, SDO (AH) Group-A would get an entry level pay band of Rs.15,600-39,100 and a grade pay of Rs.5,400 in pay band-3. After five years of regular satisfactory service, Veterinary Surgeon and SDO (AH) would get a pay band of Rs.15,600-39,100 and a grade pay of Rs.6,000 in pay band-3. After 11 years of regular satisfactory service after entry as Veterinary Surgeon or SDO (AH), their pay band would be Rs.15,600-39,100 and grade pay Rs.7,600. It would be limited to 25 per cent of the total cadre post in the categories of Veterinary Sugeon or SDO (AH) and Deputy Director. After 17 years of regular satisfactory service after entry as Veterinary Surgeon or SDO (AH), their pay band would be Rs.37,400-67,000 and grade pay Rs.8,700. It would be limited to 20 per cent of the total cadre post in the categories of Veterinary Surgeon or SDO (SH) and Deputy Director.
          Mr. Chattha said that the Government had also revised the pay scales of Ayurvedic Dispenser, Homeopathic Dispenser and Unani Dispenser in Ayush Department, PBX Operator in Agriculture Department and Basketry Instructor in Government Adult Blind Training Institute, Panipat, Social Justice and Empowerment Department.
          He said that Ayurvedic Dispenser, Homeopathic Dispenser and Unani Dispenser would get a modified pay scale of Rs.9,300-34,800 with grade pay of Rs.3,200. Earlier, they were being given pay scale of Rs.5,200-20,200 with grade pay of Rs.2,800. Similarly, PBX Operator in Agriculture Department would get a modified pay scale of Rs.9,300-34,800 with grade pay of Rs.3,200. He said that Basketry Instructor would get modified pay scale of Rs.9,300-34,800 with grade pay of Rs.4,200.
 

Uniform pay to contractual employees of power utilities

 Haryana Chief Minister Bhupinder Singh Hooda announced to give uniform pay to all contractual employees of power utilities, either engaged through contractors or direct,  and in addition they would get the facilities of Employee State Insurance (ESI) and Employees Provident Fund (EPF).
The Chief Minister who was presiding over a meeting of All Haryana Power Corporations Workers Union and representatives of Haryana State Electricity Board workers union. He directed the concerned officers to ensure that all contractual employees are issued ESI cards.
            Mr Hooda also announced to give production bonus to the employees working in State’s Thermal power projects. This, he said, would be an incentive for generation of power. It would be counted on daily, monthly and  annually basis.
He also directed to take stern action against those found making theft of power. He also urged the employees of Power Utilities to work with dedication so as to increase general performance of the power utilities. Mr. Hooda directed that a campaign should be launched to check theft of power. He also said that effective steps should be taken to check line loses.
He said that FIRs should be lodged against those contractors found indulged in corrupt practices for connections of tubewells.
Those present on the meeting included Chief Parliamentary Secretary, Power, Mr Vinod Bhayana, Principal Secretary to Chief Minister, Mr. Chhatar Singh, Additional Principal Secretary to Chief Minister, Dr. K. Haryana increases budget of Science and Technology Dept

The Haryana Government has increased the budget of Science and Technology Department from Rs 4.34 crore in 2005-06 to over Rs 22.34 crore in 2012-13 to promote science and technology in the state.
            While stating this here today, an official spokesman said that the Department has taken a number of initiatives, such as- POSE scholarship scheme, Haryana Science Talent Search Scheme and fellowship scheme for Ph.D. scholars to promote basic sciences in the state and to attract more meritorious students towards opting basic science subjects and make it as their career.
            He said that under POSE scholarship scheme, the department was providing attractive scholarships of Rs.4000 per month to the B.Sc. (Hons.) students and Rs.6000 per month to the M.Sc. students of
basic sciences, such as Physics, Chemistry, Botany, Zoology,
Mathematics and Geology.  Top ranking 100 students each of above said classes were selected for scholarships on the basis of merit, he added.
            Under Haryana Science Talent Search Scheme, top 1000 students in a combined merit list of common exams National Talent Search Examination (NTSE) stage-I and National Merit-cum-Means
Scholarship Scheme (NMMS) were given scholarship at the rate of Rs.500 per month during IX and X classes and Rs.1500 during XI and  XII classes, he added.
            He said that the fellowship programme was based on National Eligibility Test conducted by CSIR twice in a year.  A sum of Rs.12,000 per month for the first two years and Rs.14,000 per month for the third year onwards upto a maximum of five years with annual contingency grant of Rs.20,000 was provided to the research students of science subjects. As many as 39 students had so far been offered fellowships since the inception of the scheme in the year 2009-10.

MDU Counseling for admission to LLM semester I

Vivekess celebrate Eid-ul-Fitr

Sahay to inaugurate Tilyar Tourist Complex

Hisar Space Application Centre to provide satellite

 Haryana Space Application Centre (HASRSAC), Hisar is  developing Haryana Spatial Data Infrastructure (HSDI) to provide satellite data and thematic maps to user Departments for Planning and Monitoring of various programs and schemes of the Departments. 
While stating this today, a spokesman Haryana Science and Technology Department said that with this, User Department would be able to access all the available information from HARSAC resources. He said that the project is being supported by Department of Science and Technology, Government of India with grant of Rs 2.03 crore.
He said that the Haryana Space Applications Centre has been doing various projects like Ground Water Prospects Mapping for Haryana, Space Based Information System for Decentralized Planning (SIS-DP), Demarcation of unauthorized colonies, Delineation of paleochannels, Mapping and management of water logging in central Haryana, preparation of police station jurisdiction atlas of Haryana and National Urban Information System (NUIS.
He said that two Centres of Excellence are being set up in the state which include ‘DNA testing and diagnostics facility for research and application in Haryana ‘at Centre for Plant Biotechnology (CPB), Hisar at a cost of Rs.233.85 lakh and ‘Renewable Energy Test centre’ at Deen Bandhu Chhotu Ram University of Science and Technology (DCRUST), Murthal at a cost of Rs.100 lakh. The department has already released Rs. 143.37 lakh to CPB and Rs. 50.00 lakh to DCRUST as a first year grant in this regard.
 He said that the CPB has developed micropropogation protocol for commercial multiplication of brahmi, sugarcane, sarpgandha, mehandi, chrysanthemum, alovera, banana andstevia, bamboo. Presently, five research projects sanctioned by Department of Biotechnology (DBT), Haryana State Council for Science and Technology (HSCST), National Oilseeds and Vegetable Oils Development (Novod) Board and Department of Science and Technology, Government of India are in progress at this centre. Also, the centre has been providing training to the students of various institutes in ‘Plant Tissue Culture and Biotechnology’, he added.

Nominations invited for Haryana Vigyan Awards

 Haryana State Council for Science and Technology (HSCST) has invited nominations for the Haryana Vigyan Ratna Award and Haryana Yuva Vigyan Ratna Award for the year 2011-12.

He said that Haryana Yuva Vigyan Ratna Award  is given to eminent scientists, engineers or doctors of upto  40 years of age as on February 28, 2012. It carries a cash prize of Rs one lakh, a citation and a trophy.

Haryana notifies new Land Pooling Scheme

Haryana Industries and Commerce Department has notified its new "Land Pooling Scheme" whereby the landowners are given an option to become partners in the development process.
          While referring to the salient features of the new scheme, a spokesman of the Industries and Commerce Department said that after the Government has notified any land for acquisition for development of industrial and supporting infrastructure under Section 4 of the Land Acquisition Act, the landowner would have the choice to opt for developed land measuring 1200 sq. yards for each one acre of land proposed to be acquired in lieu of the 'compensation package and all other benefits admissible under the Rehabilitation and Resettlement (R and R) Policy' of the Government or accept the amount in lieu thereof for the entitled developed land at the allotment rates applicable at time of first floatation of the estate.
        The landowner would be eligible to participate in the Land Pooling Scheme only if a minimum of half acre or more of his or their land is acquired. The entitlement of developed land shall be in proportion to the land acquired or pooled by the landowner at a rate of 1200 sq. yards per acre. The option for the Land Pooling Scheme will have to be exercised by the landowners in writing in the prescribed form within a period of four months of the publication of Section 4 Notification.
        Where a landowner opts for the 'developed land' under the Land Pooling Scheme, he would have the freedom to sell his developed land in the open market. The land use in respect of such land shall remain 'industrial' and shall not change under any circumstances. However, any subsequent purchaser of land shall be governed by the Estate Management Procedures of the HSIIDC as applicable from time to time. The landowners, who opt for the Land Pooling Scheme, will also have the option to request for payment of part amount upfront at the time of Award and adjust the balance amount at the time of floatation of plots after accounting for interest applied at a rate of nine per cent per annum on the advance amount paid. The part advance shall be no more than the amount determined as the minimum floor rate for the area. The different sub-set of options under this option will be as under: (a) The landowner may request for allotment of developed land as per his entitlement at the time of first floatation on refund of the amount availed earlier at the time of Award, along with interest calculated at a rate of nine per cent per annum, to the acquiring agency of the Government. Or (b) The landowner may opt for allotment of residual land as per his entitlement after adjustment of the advance amount paid to him along with interest thereon computed at a rate of nine per cent per annum. In this case, his entitlement for the residual land shall be worked out on the basis of allotment price determined at the time of first floatation. Or (c) The landowner may opt for payment of the residual amount after adjustment of the amount paid in advance along with interest thereon computed at a rate of nine per cent per annum. His entitlement for the residual amount shall be worked out on the basis of allotment price determined at the time of first floatation.
        The Landowner shall also have the option to opt for the 'Land Pooling Scheme' in respect of part of his land being acquired and accept 'compensation along with the R and R benefits' in respect of the balance land provided, the minimum land being acquired is one acre and the option for the 'Land Pooling Scheme' and the 'Compensation along with R and R benefits' is split in the ratio of 50:50 of his land being acquired.
        The Award in respect of the land pooled under this Scheme shall be announced by the Land Acquisition Collector under Section 11 (2) read with sub-sections (3) and (4) of Section 31 of the Land Acquisition Act, 1894.
        Wherever the entitlement of developed land is in fraction of the standard sizes of industrial plots, the landowner will be compensated in monetary terms for such fraction. For instance, if the entitlement is for 600 sq. yards of land, and the standard size of industrial plot carved out is 450 sq. mtrs, the landowner will be allotted a standard size of 450 sq. mtrs developed plot and receive the payment for the balance land calculated at the allotment price determined at the time of first floatation.
        The developed land will be allotted to the eligible landowners as per their entitlement through draw of lots from among the applications received from the landowners opting for the scheme.
        The HSIIDC shall execute Conveyance Deeds in favour of the landowners opting for the Land Pooling Scheme as per their entitlement or allotment of developed land for which no Stamp Duty and Registration Fee shall be payable.
        The Land Pooling Scheme shall be applicable in respect of acquisition proceedings initiated for the purposes of development and expansion of Industrial Model Townships, Industrial Estates or Parks pursuant to this Notification and shall take effect from the date of its Notification in the Official Gazette.
        A one-time opportunity of exercise of option under this Scheme shall also be available to the landowners in respect of the current acquisition proceedings for aforesaid purposes where Notifications under Section 4 or Section 6 of the Act have been issued and the period available for announcement of the Award is four months or more. The landowners will be required to exercise their options in writing within a period of 60 days of the issue of this Notification.
