The Foreigners Division, Union Ministry of Home Affairs has issued guidelines regarding the acceptance of foreign hospitality under Foreign Contribution (Regulation) Act (FCRA), 2010 for filling of online application in FC-2 Form.
These guidelines have been forwarded by Haryana Chief Secretary to all officers of Indian Administrative Service and Haryana Civil Service in the State.
Under Section six of FCRA, 2010 no member of a Legislature or office-bearer of a political party or Judge or Government servant or employee of any corporation or any other body owned or controlled
by the Government shall, while visiting any country or territory outside India, accept any foreign hospitality, except with the prior permission of the Central Government.
Rule seven of FCRR, 2011 provides that any person belonging to any categories specified in Section-6 of FCRA, 2010 who wishes to avail foreign hospitality is required to apply to the Central
Government in Form FC-2 for prior permission to accept such foreign hospitality.
Every application for acceptance of foreign hospitality shall be accompanied by an invitation letter from host or the host country, as the case may be, and administrative clearance of the Ministry or Department concerned in case of visits sponsored by a Ministry or Department of the Government.
The application for grant of permission to accept foreign hospitality must reach the appropriate authority ordinarily two weeks before the proposed date of onward journey.
In case of emergent medical aid needed on account of sudden illness during a visit abroad, the acceptance of foreign hospitality shall be required to be intimated to the Central Government within 60
days of such receipt giving full details including the source,
approximate value in Indian Rupees, and the purpose for which and the manner in which it was utilized.
It has now been decided to submit online application in FC-2 Form which is required in all cases from July 15, 2012 on the website of the Ministry http://mha.nic.in/fcraweb/fc_ online.htm and hard copy
thereof duly signed by the applicant along with invitation letter from host or the host country, as the case may be, and administrative clearance of the concerned Ministry or Department of the Government may be sent to the Ministry for necessary action.
