HPD Companies to release 2810 non-domestic and 1730 industrial connectiions

Haryana Power Distribution Companies (Discoms) have decided to release all the 2810 non-domestic  and 1730 industrial connections that have been  pending for more than three months, by the end of January  2013.It has also been decided to release all the pending 16,663 tube well connections, against which complete payment has been deposited by the prospective consumers, by the end of May  2013 in a phased manner.
This was stated by the Chairman and Managing Director, Uttar Haryana Bijli Vitran Nigam (UHBVN) and Dakshin Haryana Bijli Vitran Nigam (DHBVN), Mr. Devender Singh here today.
He said that during his visits to field and meetings with industrialists and farmers, it was observed that there was strong demand to accelerate the pace of release of connections particularly in the industrial and agriculture sectors. After having deliberations on the issue it has been decided that all the High Tension (HT) and Low Tension (LT) industrial connections against the applications pending for more than three months or more should be released by the end of January, 2013. The number of such applications for non- domestic and industrial connections is 2810 and 1730 respectively in the State.
He said that the pending applications included those applications  which are pending for want of availability of capacity in the transmission and distribution system. In such cases, the utilities have decided to release all the non- domestic and industrial connections having a demand of load up to 200 KVA during the lean period up to December, 2012. The connections against applications of non-domestic category demanding load up to 200 KVA will also be released irrespective of the non-availability of capacity, being it the lean period. The capacity of the system will, however, be augmented by April next year so that system constraints are not the hurdles in maintaining uninterrupted power supply during the season of peak demand. Separate seniority for such applications will be maintained at sub-divisional level and put on websites of the Nigams to keep transparency.
He  said that the Discoms will take up the matter with the Haryana Vidyut Prasaran Nigam to    strengthen the transmission network so that the new connections were released expeditiously. A meeting of senior functionaries will be convened shortly to discuss the issue. He clarified that since construction of higher capacity substations takes more time it will be preferred to augment capacity of the existing substations to meet the load demand in order to speed up release of new connections. A three tier plan including short term, medium term and long term schemes  is being  drawn to strengthen the power transmission and distribution system.
Mr. Devender Singh said that the DHBVN and the UHBVN have decided to release tube well connections   expeditiously so that the farmers could take maximum benefit by getting the irrigation facility well in time. The officials in field have been directed to release all the pending tube well connections immediately for the applications against which all the complete charges have been deposited by the farmers. Tube well connections against all such 16,663 applications pending in the State will be released by the end of May, 2013 to meet their requirement of watering for paddy.
He said that the Nigams have issued guidelines for fixing priority for release of connections to the applicants under which first of all those connections would be released immediately where only the cable was required without augmentation of transformer. After that the connections in which erection of one or two poles is required, would be released.
 In the cases where the department had assigned the responsibility of releasing connections to contractors and the work was left incomplete, such work of releasing connections would be completed departmentally by the Nigams.   The major material such as transformers, poles, conductors and cables are being arranged in sufficient quantity to ensure timely release of connections
Mr Devender Singh said that this work will be done on war footing under a crash programme and the Nigams have already started the process of arranging the material required to release the connections. There would be no shortage of material, including the transformers and meters. The crash programme would help clear maximum pendency of applications for industrial and tube well connections.
He  said that the officials in the field have been directed to release all feasible domestic connections also within a month of submission of application.The Nigams would make adequate arrangement of electricity also so that the upcoming load requirement is met properly during the next summer and paddy season.
