Arun Kumar given additional charge

The Haryana Government has given additional charge of Labour Commissioner and Secretary, Labour Department to Arun Kumar, Director General, State Transport and Renewable Energy and Secretary, Transport Department and Civil Aviation Department and Adviser, Civil Aviation vice Mrs. Satwanti Ahalawat who retired today.
        The State Government has also promoted two Information and Public Relations Officers (IPROs) namely Mrs. Anita Dutta and Mr. Bahadur Lal Dhiman of Information, Public Relations and Cultural Affairs Department to the post of Deputy Director with immediate effect.
          Mrs. Dutta is presently serving in the Press Section of the department and Mr. Dhiman is posted at Haryana Raj Bhawan, Chandigarh.
SYLLABUS SHOULD BE REVISED CONSTANTLY: SRIVASTAVA
  Dr. A.K. Srivastava, Director, National Dairy Research Institute NDRI, Karnal said that syllabus of the courses should be constantly revised keeping in view the need of the society and the industry. 
He was addressing gathering as a Chief Guest in one day ‘Sensitization Workshop on Implementation of E-courses for B. Tech. (Dairy Technology) Degree Programme’ organised today at NDRI under the ‘National Agricultural Innovation Project’ of ICAR, New Delhi. He said that the E-courses would assist in the learning process of the students.
Certificates were distributed to the teachers involved in E-course development and Principals, Deans and Associate Deans of all Dairy Technology colleges of India participated in the deliberations of the workshop, so as to effectively implement these courses in their own institutions.
HARYANA GAU SEVA AAYOG CONSTITUTED
The Haryana Government has today constituted Haryana Gau Seva Aayog under the Chairmanship of Former Minister, Mr. K.L. Sharma. Maha Mantri, Haryana Gaushala Sangh, Mr. Hari Om Tayal has been appointed as the Vice Chairman of the Aayog.

        Principal Secretaries of Revenue and Disaster Management Department, Urban Local Bodies Department, Agriculture Department, Finance Department, Animal Husbandry and Dairying Department and Development and Panchayat Department, Director General of police, Director General of Animal Husbandry and Dairying Department and one representative from Animal Welfare Board of India are the official members of the Aayog.

President to inaugurate Surajkund International Crafts Mela

As the fortnight long 27th Surajkund International Crafts Mela will be inaugurated on February 2 at Surajkund in district Faridabad, apart from participation of several countries, 300 crafts persons, weavers, artisans, folk musicians and dancers would participate from the theme State of Karnataka.
        While stating this here today, an official spokesman said that the Mela will be inaugurated by the President, Mr. Pranab Mukherjee in the presence of Haryana Governor, Mr. Jagannath Pahadia, Chief Minister, Mr. Bhupinder Singh Hooda, Minister of Tourism of the Theme State - Karnataka, Mr. Anand Singh and many other dignitaries.
        He said that keeping in view the record participation of 12 countries in the last year’s mela, it has now been upgraded as International Crafts Mela. This year also, the countries that have confirmed their participation are Rwanda, Guinea, Tunisia, South Africa, Namibia, Zambia, Addis Ababa, Congo and Egypt of the African continent. Also, Eurasian countries namely Turkmenistan, Kyrgyzstan and Tajikistan and SAARC nations namely Sri Lanka, Afghanistan, Bhutan, Bangladesh, Nepal and Pakistan would participate. Thailand and Peru would also participate, he added.
        He said that more than 300 craftspersons, weavers, artisans, folk musicians and dancers from Karnataka would participate in this mela. He said that Karnataka is one of the most vibrant southern states of India and has been chosen as Theme State for the second time after a gap of 18 years.
          As a corporate social responsibility initiative, the Surajkund Mela Authority will provide 50 per cent  rebate in the entry tickets to the differently-abled persons, senior citizens, serving soldiers and ex-servicemen. Similarly, free entry would be allowed to the freedom fighters. For the first time, Mela entry tickets are available on-line through e-ticketing onwww.haryanatourism.gov.in and off-line at all entry gates, he added.
         The mela will remain open between 9:30 a.m. and 7:30 p.m. daily till February 15.
        He said that Surajkund derives its name from the ancient amphitheatre Sun Pool constructed here in the 10th century AD by Raja Suraj Pal one of the Tomar chieftains.

Applications invited for two-year MPH course

Haryana Health Department has invited applications from serving HCMS doctors  who intend to do two years course in Master of Public Health (field Epidemiology) from National Centre for Disease Control (NCDC), New Delhi. Such candidates should be eligible  under the  post-graduate policy of Health Department.
          While stating this here today, a spokesman of the department said that out of total 20 seats, admission to 18 seats would be through selection on the basis of an entrance test. He said that two seats were earmarked for WHO candidates. The upper age limit for in service candidates would be 45 years.
The last date of receipt of application is April 9, 2013 and entrance test would be conducted on May 12, 2013 at Delhi. Further information to this effect could be obtained from website www.ipu.ac.in.

HPDCs to allow payment of arrears in installments

Haryana Power Distribution Corporations have decided to allow payment of arrears in installments.
          This was stated by Chairman and Managing Director, Dakshin Haryana Bijli Vitran Nigam and Uttar Haryana Bijli Vitran Nigam, Mr. Devender Singh while addressing a gathering of consumers after starting the work of strengthening the power distribution system in Siwani,in district Hisar today .
          He said that the concerned sub divisional officer can accept the payment of arrears in installments with the condition that minimum 50 per cent amount of the arrears is paid in the first installment. The number of installments can be two for arrear up to Rs.10,000, three for up to Rs. 30,000, four for up to Rs. 50,000, five for up to Rs. two lakh and eight installments for the amount of arrear above Rs. two lakh.
He said that if consumers pay for the electricity they consume as per the cost of supply, there would be no hurdle in supplying power for 20 hours a day in villages. There is no shortage of electricity but the power distribution utilities should have sufficient money to purchase.  
He said that the campaign to maintain, strengthen and renovate the electricity distribution system all over the State would help consumers bring down the Aggregate Technical and Commercial (AT and C) losses to the level of below 25 per cent on their feeders to qualify for taking power supply on urban mode. He said that the power distribution utilities intend to give power supply for 20 hours a day in villages also but   the loss level is required to be brought down. For this purpose the Dakshin Haryana Bijli Vitran Nigam and the Uttar Haryana Bijli Vitran Nigam have launched a scheme under which if consumers bring down the AT andC losses at a level below 25 per cent, get meters in all houses and get the existing meters relocated, they would be given power supply for 20 hours a day.
Mr. Devender Singh said that it can easily be achieved by checking theft of electricity and paying the bills on time. Strengthening of system would help reduce the technical losses. He  said that keeping in view the demand of consumers who were defaulter as on June 16, 2005 and could not opt for the Bill Waiver Scheme or left out the scheme in between after opting it, the Nigams have given yet another opportunity. The benefit can be availed up to March 31, 2013.
If they come forward to pay off the principal amount of bills pertaining to the period with effect from June 17, 2005 in one go, all the pending bills, pertaining to the period up to June 16, 2005 and whole of the late payment surcharge would be waived off.
The decision will benefit those rural domestic and tube well consumers who could not opt for the scheme and who had joined the scheme but could not make payment of their bills for 20 months regularly and stopped paying their electricity bills in between. As a result their defaulting amount on June 16, 2005 could not be waived off.
Mr Devender Singh urged the consumers, who had left the scheme or did not opt for the scheme to avail this opportunity, to get waived off the defaulting amount  standing against them as on June 16, 2005 by depositing only the capital amount of their unpaid current bills issued after June 16, 2005 in one go.
He said that each village and urban ward would get at least one additional distribution transformer as the Haryana Power Distribution Corporations plan to install over 11,000 new distribution transformers, erect 80,000 poles, required length of cable, conductor and G.O switches all over the State at a cost of about Rs. 500 crore, under the prestigious ongoing programme to strengthen and renovate the power distribution all over the State. The programme will thus eliminate the problem of overloading of the system.
He said that ten per cent of the work will be completed during the month of January, next 10 per cent in February, 20 per cent in March, 20 per cent in April, 30 per cent in May and rest 10 per cent of the work will be completed during the month of June, 2013. Thus, power distribution system in all the 9000 villages and wards and HUDA sectors in urban areas will be maintained by the end of June, 2013.

Economic and social freedom yet to be achieved: Mrs Kumar

 Lok Sabha Speaker Mrs Meira Kumar has said that the country has achieved political freedom, but a lot is yet  to be done for economic and social freedom. Mrs Meira Kumar was delivering Third Ch. Ranbir Singh Memorial Lecture at Mahrishi Dayanad University in Rohtak today.  
Mrs. Kumar said that after attaining independence, there were three points before the country- Political Independence, Economic Independence and Social Independence. Politically, country is free today, but economically we see a large gap between the incomes. There are few persons, who are very rich and on the other hand there are lakhs and crores of persons, who live from hand to mouth. Socially, the caste system, untouchability, feeling of high and low have divided our society, besides a number of other social evils. To realise the dreams of our freedom fighters, we have to build a society free from such discriminatory aspects.
                   Thanking Haryana Chief Minister, Mr. Hooda for inviting her to deliver Third Ch. Ranbir Singh Memorial lecture, Mrs. Kumar said that Mr. Ranbir Singh was a a man of values. He had full faith in the ideals of truth, love and non-violence as propagated by Gandhiji. Just at the age of 15 years, he jumped into the freedom struggle on the call of Mahatma Gandhi. He went to jail and was the last person to be released from the jail, after India had got freedom. Soon after, he was made member of the Constituent Assembly  where he played an important role.
                   Talking about the Parliamentary system of democracy in the country, Mrs. Kumar said our Constitution is very unique in the sense that it has empowered the weakest among the week in the society with the power of vote and those who are wealthy and strong come to him every five years with folded hands begging for his vote in their favour. His right decision of voting can give new direction to the politics in the country. She was very elated while mentioning that in our country, the poor, particularly women in some parts of the country celebrate election day as a day of festival by wearing new clothes and going to polling booths singing all the way. The people of other countries are amazed to see how more than 70 crore people vote in the elections in India.
                   Paying her tributes to Ch. Ranbir Singh Hooda, Mrs. Kumar said that in December 1985, when she went to Parliament for the first time as M.P., Ch. Ranbir Singh blessed her by placing his hand over her head. It was his hand of blessing that has guided my way to success and like Mr. Bhupinder Singh Hooda, I also revere him as a fatherly figure.
                   Mrs. Kumar called upon the students and the children present in Tagore Auditorium of the university to work hard during studies. “Yours parents have given a golden chance to you for studying and before doing anything else you should always think as to what you can do for your parents”, she said.
                   Earlier, welcoming Mrs. Meira kumar, Haryana Chief Minister Mr. Hooda said that today it is a historic day for us, that we have amidst us a personality like Mrs. Meira Kumar on a day, when we are remembering Gandhiji also on his martyrdom day. “My father Ch. Ranbir Singh was a Member of Parliament, when illustrious father of Mrs. Kumar, Babu Jagjivan Ram was there. My father used to tell me that he always got blessings from Babu Jagjivan Ram, who was a man of strong convictions. Today Mrs. Kumar, as Speaker Lok Sabha, is trying to take all the members of House with her. She left her high profile job to serve the country”, he added. About Ch. Ranbir Singh Mr. Hooda said that personally, socially and politically, he was an ideal person. His thinking was always positive and constructive even towards his opponents. In the Constituent Assembly, he raised the voice for the poor, the backward and the farmers. He was like a God to me and I always revered him and sought his guidance. He remained member of seven different Houses, which is a unique achievement of his life. He remained in eight jails, out of which four are now in Pakistan and four in India. It was during his time as Irrigation Minister of Punjab that the work of Bhakra Dam was accomplished.
                   Earlier Vice Chancellor of Mahrishi dayanand University Dr. R.P. Hooda thanked Mrs. Meira Kumar for accepting the request to deliver Third Ch. Ranbir Singh Memorial Lecture. Haryana achieves highest ever Kharif foodgrains production

Haryana has achieved the highest ever productivity of Kharif foodgrains 2012-13 and has also recorded the highest ever rice production of  39.76 lakh metric tonnes (MT),  since the inception of the State in 1966. This has been achieved despite the State  received about 36.8 per cent less rainfall as against the normal rainfall from May to September, 2012.
          While stating this here today, a spokesman of Haryana Agriculture Department said that  in case of Coarse Rice, 23.54 lakh  metric tonnes of production with a productivity of 40.03 qtls per hectare in an area of 5.88 lakh hectares has been achieved. This has remained highest both in production and productivity since 1966-67. Similarly,the production of Basmati Rice was also achieved at 16.22 lakh MT with a productivity of 25.87 qtls. per hectare in an area of 6.27 lakh hectares which was also the highest since 1966-67.
          He said that as statistics of area, average yield and production of all Kharif crops 2012-13 has been received, the State has made some other achievements in the agriculture sector. The productivity of Kharif  foodgrains  2012-13 is 2819 kg per hectare, which is the highest so far. He said that the State also achieved productivity of Cotton at 681 kgs per hectare (Lint) and the total production of Cotton was 23.84 lakh bales. Similarly, the productivity of Bjara was 1925 kgs per hectare and that of  Maize   2556 kgs per hectare. Also, the productivity of Sugarcane during 2011-2012 was 73253 kgs per hectare which was highest since 1966-67.
He said that all these achievements could only be made possible as the State Government   supplied 254 lakh units of more electricity   per day to farm sector from May to September, Kharif 2012-13 as against 2011-12.
He said that as the Irrigation Department   also fully supported, the farmers did not face  any difficulty. In addition to this, the Department of Agriculture prepared a Contingent Plan in consultation with Ch Charan Singh Haryana Agricultural University, Hisar which was crop and area specific. This Contingent Plan was circulated to all the Deputy Directors of Agriculture Department and it was implemented for the benefit of farmers. In addition to it, special advisories were also sent to farmers. These were used by the farmers to increase the productivity of their crops. Special care was taken so that any kind of shortcoming might not be faced. There was also less infestation of insect and pests and diseases.
He said that Department of Agriculture is making all sincere efforts to achieve the targeted production of Rabi 2012-13 crops.

Applications invited from ICT teachers for National Awards

The Haryana School Education Department has invited applications for   ‘National Awards for Teachers using Information and Communication Technology (ICT) for Innovation and Education in schools level’ in the State under the Centrally Sponsored Scheme.
          While giving this information here today, a spokesman of the department said that under this scheme sponsored by the Central Government, those teachers would be honoured who have enhanced student learning by effectively and innovatively integrating technology supported learning into the school curriculum and subject teaching     thereby promoted enquiry based cooperative-collaborative learning using ICT among the  students.
 He said that teachers of primary, upper primary, secondary and  higher secondary schools pertaining to State Government Schools, schools run by local bodies and government aided, schools including the government and private schools affiliated to State Board of Education, Central Government Schools that is Kendriya Vidyalayas, Jawahar Navodaya Vidyalayas, Central Tibetan Schools, Schools run by Atomic Energy Education Society, schools affiliated to Central Board of Secondary Education and schools affiliated to Council for Indian Schools Certificate Examination were eligible under the scheme.
The spokesman said that the schools would send entries in the prescribed format alongwith supporting documents to the Directorate of Education through the concerned Principal, District Education Officer or Regional Offices. He said that a Committee under the Chairmanship of Secretary or Commissioner, Education would scrutinize all the entries and shortlist the candidates and forward the same to the Chairperson of the Awards Committee. The State would recommend only twice the number of teachers as its award quota, in order of merit, he added.
He said that the shortlisted candidates would be required to make presentations before the Awards Committee headed by Director, National Council of Educational Research and Training (NCERT), New Delhi. Invitation in this regard would be sent to teachers directly by Central Institute of Educational Technology (CIET)-NCERT with intimation to their Directorate. The Awards Committee would recommend the requisite number of awardees to the Ministry with justification who would process the recommendation for the awards.
          In all there would be 87 awards to be given away in different categories. These included three awards for each large State, having teacher strength of one lakh or more and two awards for each small State having teacher strength of less than one lakh. He said that each awardee teacher would get a laptop, a silver medal and a commendation certificate. All the winners would form a community of resource persons through networking.The cases complete in all respect might reach  the Directorate, School Education latest by March 31, 2013. Cases received after this date would not be entertained, he  added.
