The Haryana Government has released over Rs 2.69 crore
for construction of 31 Anganwadi Centres (AWCs) in various districts of the
State.
While stating this today, Director General, Haryana Women and Child Development
Department, Mrs. Sumita Misra said that these AWCs
included two each in districts of Gurgaon and Yamuna Nagar, three each in
Panipat, Sonepat, Rewari, Ambala, Fatehabad, Jind, Rohtak, Faridabad and
Kaithal districts.She said that Rs. 8.50 lakh would be spent on completion of
each AWC building with all prescribed specifications and works including two
ceiling fans, water tank, electricity and water connections and electricity
installation charges.
She said that the construction work of AWCs would be strictly executed by the
XEN Panchayati Raj, Department and completed by June 30, 2013 under the
supervision of Additional Deputy Commissioners who have been appointed as Nodal
Officers for the scheme. In case of delay in completion of buildings, the
Programme Officer, Integrated Child Development Service Scheme (ICDS) would be
equally responsible. They would ensure that all the prescribed items were
included in the construction work and proper site for construction purpose was
provided.
She said that the construction of AWCs is to be done in
the school premises or other Panchayat land in the villages. For this purpose,
between 200 and 250 square yards of land would be earmarked for the
purpose in the school premises under the concurrence or knowledge of
Panchayat and if there is any problem in this regard, concerned Additional
Deputy Commissioner would get it resolved in his capacity as the Nodal Officer.
She said that separate account
for the funds under the scheme would be maintained or opened in the
commercial bank. She said that after completion of the construction work
of the building, the assets created would be handed over to the concerned
Panchayat for upkeep and further maintenance. All assets would be enlisted in
the asset register of the Panchayat. She said that the toilets would be child friendly
and near the boundary wall. Underground water storage tank with hand pump or
tap as per design given by Public Health Department would be installed in all
the Anganwadi Centres, she added.
She said that the provision of ramps and toilet facilities as per requirement
of handicapped children would be ensured as per the guidelines or instructions
issued by Human Rights Commission. She said that all the Nodal Officers would
ensure timely completion of AWC buildings, proper utilization of funds, speedy
implementation, observation of prescribed procedure, maintenance of quality and
timely submission of utilization certificates.
