Instructions to prepare Budget Estimates (Plan)

Haryana Finance Department has issued instructions regarding preparation of Budget Estimates (Plan) for  2013-14 and Revised Estimates (Plan) for 2012-13.

          While stating this here today, a spokesman of Finance Department said that it is now required that expenditure budget for plan schemes should also be sent online to the Finance Department through online budget allocation, monitoring and analysis system. He said that the proposals of all the departments sent to the Finance Department for budget estimate plan for the year 2013-14 and revised estimate plan for the year 2012-13 should be accompanied with a report of budget proposal generated through this system.

          He said that the plan budget requirement proposal should be sent to the Finance Department only after sending the budget online to the department. He said that in case manual budget proposal has already been sent to the Finance Department, the concerned department should ensure that data is entered online and also sent online to the Finance Department at the earliest so that their budget demand could be considered.

          He said that in case head of departments failed to send plan budget requirements for budget estimates 2013-14 to the Finance Department by January 29, 2013 then drawing and disbursing officers created by him in his user ID would not be able to draw any payment from treasury with effect from January 30. He said that in relation to revised estimates 2012-13, such data should be sent online within three days from the date of issue of revised plan 2012-13 by the planning department.  The departments could also refer to the website www.esaharyana.gov.in for further details.
