Election Commissioner Dharam Vir stated
that the Commission has issued notification today for the preparation of
electoral rolls of seven Municipal Corporations, Ambala, Yamuna Nagar, Panipat,
Panchkula, Karnal, Rohtak and Hisar, which were constituted in the year 2010.
The wardbandi of these corporations was notified by the State Government on
January 16 and 17, 2013.
The photo based electoral rolls shall be
prepared with 1st January, 2013 as the qualifying date on the basis
of the rolls prepared and published by the Chief Electoral Officer, Haryana on
January 15, 2013. The process for the preparation of electoral rolls of the
corporations shall start from Jan 22, 2013 and draft rolls shall be published
on February 4, 2013. The draft rolls shall be hosted on the websites of the
State Election Commission and district concerned. Claims and objections by the
aggrieved persons can be filed with the revising Authorities by February 14,
2013 who shall decide them by February 22, 2013. Anyone aggrieved by the order
of the Revising Authorities can file appeal before the Deputy Commissioner by
February 28, 2013 and all such appeals shall be decided by March 12, 2013. The
final electoral rolls shall be published on March 15, 2013.
Dharam Vir further informed that the Deputy
Commissioners have been directed that while preparing electoral rolls of the
Municipal Corporations, it should be ensured that names of eligible persons
have been included in the electoral rolls.
He further added that Deputy Commissioners
have been directed to host the statistical data of the decisions of the
Revising Authority/ies concerned on the website of District Administration. Any
person who desires to file their claim/ objection through online can submit their
application on Harsamadhan by particular date and time. Such persons would have
to appear before the Revising Authority/ ies or at the VICC concerned with
filled up the prescribed forms.
The Deputy Commissioners have been directed
to set-up suitable number of internet enabled Voters Information and Collection
Centers within the territorial limits of the Municipal Corporations for furnishing
information to the public regarding electoral rolls and to file claims and
objections for which forms can be collected from the Centers forthwith free of
cost. These forms can also be downloaded from the website of the Commission,
i.e. secharyana.gov.nic.in of the State Election Commission or website of the District
concerned. The claims and objections can be filed at the Voter Information and
Collection Centers. The Center would also issue receipt for having received
claim and objections. The Deputy Commissioners shall update the status of the
claims and objections received by the concerned authorities. The Deputy Commissioners
have also been directed to host the final electoral rolls on the website of their
districts’ websites and that of the Commission. They have also been directed to
make available a copy of draft and final electoral rolls to all political
parties.
