Department has issued instructions on the issue of badges to the
drivers and conductors of public services
vehicles as under the provisions of the Haryana Motor Vehicles
Rules, 1993 it is mandatory for drivers and conductors of the stage carriage or
contract carriage vehicles to display the badges issued to them by the
concerned licensing authority.
While stating this here today, Director General,
Transport, Haryana, Mrs Sumita Misra said that it has been observed that the
drivers or conductors of such vehicles are not displaying the badge as required
by the above said rules. It has also come to notice that the badges are not
being obtained or issued in many cases. Therefore, a written communication has
been sent to all Secretaries of the Regional Transport Authorities urging them
to take further action to issue driver and conductor badges to the crew of the
public service vehicles plying in their respective areas in the form and
specifications contained in the first schedule to the Haryana Motor Vehicles
Rules, 1993.
Mrs Misra said that as per the said rules, the driver of
a stage carriage or a contract carriage shall display on his left breast, a
metal badge, in the form specified in the first schedule of these rules, issued
to him by the concerned licensing authority and inscribed with the name of the
authority by which an authorization to drive a stage carriage or a contract
carriage has been granted. The badge also bears the word, “DRIVER” together
with an identification number.
While referring to the issue of Conductor Badge, she said
that the conductor of a state carriage shall also display on his left breast a
metal badge in the form specified in the first schedule to these rules issued
by the licensing authority inscribed with the name of the licensing
authority, by whom the conductor’s licence is granted, and the word “Conductor”
together with the identification number.
She said that the driver and conductor would not hold
more than one badge. The fee for the issue of a badge to a driver shall
be Rs 10 and for conductor it would be Rs five. If the badge is lost or
destroyed , a duplicate badge would be issued by the authority by which it was
issued on payment of Rs ten.
She said that no driver shall lend or transfer the badge
issued to him to any other person and no driver shall wear a badge other than
one issued to him by the licensing authority. She said that any person finding
a driver’s badge shall, unless he returns the same to the holder, forthwith
surrender it to the licensing authority by which it was issued or to a police
officer of the nearest police station. If at any time the authorization on a
driver’s licence entitling him to drive a stage carriage or a contract carriage
is suspended or revoked by any licensing authority or by any Court or ceases to
be valid by the efflux of time, the driver shall surrender the badge to the
authority by which it was issued within seven days from the date of suspension
or revocation or from the date of expiry of the licence, as the case may be.
Mrs Misra said that if at any time a conductor is disqualified
for holding conductor’s licence or his licence is revoked by the licensing
authority or by any court or if it ceases to be valid by the efflux of time,
the conductor shall within seven days from such disqualification or revocation
or efflux, as the case may be, surrender the badge to the authority by which it
was issued.
She said that the Secretaries of the Regional Transport
Authorities have also been urged to adhere to these instructions in
letter and spirit and compliance report be sent to the office of Transport
Commissioner.
