Haryana Department of Animal Husbandry and Dairying has issued guidelines for
veterinary diploma courses conducted by private institutions in the State.
While stating this today, a spokesman of the Department said that all private institutions offering diploma courses in
veterinary or animal sciences in the state would follow the
procedure and guidelines laid-down
by College of Veterinary Sciences, Lala Lajpat Rai University of Veterinary and
Animal Sciences (LLRUVAS), Hisar to maintain uniformity and ensure high
quality of training.
He said that the academic standards with
respect to quality and strength of the faculty and minimum essential
infrastructure such as laboratories, lecture halls, sports
grounds, computer labs, multi-facility labs, teaching animal farms and clinics
would be governed by College of Veterinary Sciences, LLRUVAS, Hisar.
The intake capacity for various diploma
courses shall be as per the approval of the State Government.
However, not more than 30
students be admitted for Diploma in Veterinary
Laboratory Technology, to ensure
adequate hands on practice of all techniques. The examination process for conduct and evaluation of all diploma
courses shall be under the control and supervision of the Dean, College of Veterinary Sciences of the
LLRUVAS. Admission to different diploma
courses in the private institutions will be on the basis of the Common Entrance Test (CET) conducted
by the Dean, College of Veterinary Sciences, LLRUVAS, Hisar for
open merit seats. However, for management seats, the students may
apply directly to the concerned institutions provided they possess the
minimum basic qualifications
and have qualified the Common Entrance Test.
The admission fee for students admitted to
private institutions shall be as decided
by the State Government. The diploma
certificates, after successful completion of the course shall
be issued by College of
Veterinary Sciences, LLRUVAS, Hisar till the proposed colleges in these institutions are approved or recognised by
Veterinary Council of India.
The institutions shall have to pay the prescribed fee, charges for conduct of entrance test, counselling, regular
examinations, evaluation or any other activity to the College of Veterinary
Sciences, LLRUVAS as decided by its Board of Studies. The rules, regulations and guidelines as framed and
revised from time-to-time by the Board of Studies, College of Veterinary
Sciences, LLRUVAS will be mandatory for all the affiliated institutions.
The minimum faculty strength for a diploma
course for a batch of 60 students shall be one Principal and four faculty
members having at least BVSc degree and two years of relevant experience.
The Principal must possess Master's degree (MVSc) in any discipline
of Veterinary Sciences with a minimum of 15 years experience in teaching,
research, extension or field. The qualifications can, however, be relaxed
in exceptional cases by the State
Government. The upper age limit for the faculty shall be 68 years. The faculty shall be full-time.
The optimum teacher-students
ratio should be maintained around 1:10, however, if the institute is
running more than one diploma course, there should be appropriate
increase in the faculty strength
of the institute.
The admission process for diploma courses must be completed before September 30 and no admission will take place
after this date. The academic calendar as prescribed by College of Veterinary
Sciences, LLRUVAS shall be
followed by all other institutions.
Either
the institution should have its own clinics with a good number (30 cases)
of outdoor cases, or a batch of five students may be attached to Government
Veterinary Hospitals as approved by the State Government, provided the number
of outdoor cases in such hospitals is sufficient.
All Committees
constituted by the Government with respect to the Diploma Courses
would include the Dean of the College and at least one experienced professor as members.The Supervisory-cum-Expert Committee for diploma
courses at the college or
university level shall be headed by the Dean, College of Veterinary Sciences,
LLRUVAS with Director Clinics, Head of Departments of Pathology, Microbiology,
Livestock Production Management (LPM) and APT in veterinary college as members.
The Associate Dean will be the Member
Secretary of this committee.The list of
minimum essential equipment and infrastructure required for undertaking any diploma course shall be as
provided by the Dean, College of Veterinary
Sciences, LLRUVAS. It shall be mandatory for all the institutions seeking
affiliation.
