Haryana Town and
Country Planning Department has issued policy guidelines to examine
applications for grant of Change of Land Use (CLU) permission to set up retail
outlet for Compressed Natural Gas (CNG) and Petroleum Natural Gas (PNG) station
in Haryana.
While
stating this today, a spokesman of the department said that minimum size of the
plot for a CNG or PNG station should be 50 m x 30 m so that two gas compressors
and upto 8 dispensers could be installed at the station. He said that this would
accommodate more CNG equipments and would efficiently cater to the vehicles of
all sizes. However, in case of recommendation from Gas Distribution Company
regarding suitability of the site for setting up of CNG or PNG station, the
same would be considered on the site area proposed by Gas Distribution Company,
he added.
He said
that the canopy as well as the buildings to be used for ancillary activities
like sales-room, toilets and control panel room shall be allowed upto 7 m with
two stories. He said that minimum distance from the buildings and outer
boundaries to the gas storage unit or tank shall be governed by the Code of Oil
Industry Safety Directorate-OISD 179 and Gas Cylinder Rules, 2004. At present,
for total gas storage units upto 4500 litres, the minimum distance from
buildings and boundaries should be 2.5 meters, between 4500 and 10,000 litres
it should be four metres and between 10,000 and one lakh litres, the minimum
distance should be 10 metres.
He said
that the siting distances norms from the road junction and other fuel filling
station including CNG and PNG station shall be adopted as per Indian Road
Congress (IRC) norms. He said that commercial use shall be permissible,
for which covered area shall not exceed three per cent of the total permissible
ground coverage which is 35 per cent. The zoning parameters other than these
shall be same as applicable in case of petrol pumps.
