With a view to increase the trained manpower
in Haryana so as to meet the target of 17 lakh trained persons during the years
2012-17, a number of steps have been initiated by the Department of Industrial
Training.
While stating
this here today, Haryana Industrial Training Minister, Mrs Geeta Bhukkal said
that under a plan to set up Multi Skill Development Centres (MSDCs), the
process has been initiated to invite expression of interest for selection of
consultant or implementation agency. Identification of location for the
establishment of these centres is also under consideration with the
Government.He said that under Kaushal Vikas Yojna Scheme of the Central
Government, the case for setting up of 11 Industrial Training Institutes (ITIs)
and 96 Skill Development Centres (SDCs) in Public-Private Partnership (PPP)
mode in unserviced block has been submitted to the Central Government for
consideration.
She said that to
make the training relevant and accountable to users, 65 Government ITIs
have been adopted by 29 Industries including the major industries like
M/s Maruti Suzuki (I) Ltd., M/s Sona Koyo Steering system, M/S Jindal Stainless
Steel Ltd., M/s Reliance (I) Ltd.) for upgradation through Public-Private
Partnership. To bridge skill gap, dual system of training has been
adopted for hospitality related courses under which theoretical training is
being provided in the ITIs and practical training in the industry or the
establishment.
The Department of
Industrial Training, Haryana is imparting skill based training to the
unemployed youth through the network of 131 government industrial training
institutes including 31 Government ITIs for women and 94 Private ITIs under
Craftsman Training Scheme. One year, two years and three years duration course
are being run in these institutes. During the current academic year 2012-13, as
many as 39,168 sanctioned seats in 2505 trade units have been released for
admission in Government Industrial Training Institutes and 14416 seats
in 910 trade units have been released for admission in 94 Private ITIs.
For bringing about
the qualitative improvement in training in Government ITIs to reduce the supply
and demand ‘mismatch of skills, the Central Government has launched many
projects. To make training relevant and accountable, industries are being
involved in management of the institutions to share their experience and
expertise in improving the quality of training leading to employment.
Mrs Bhukkal said
that number of Government ITIs has been increased from 78 in 2005-06 to 131 in
2012-13. Consequently, intake capacity of Government ITIs has been increased
from 15,188 in 2005-06 to 39,168 in 2012-13. The number of private ITIs
has been increased from 19 in 2005-06 to 94 in 2012-13. Consequently, intake
capacity of Private ITIs has been increased from 1372 in 2005-06 to 14,416 in
2012-13. As many as 19 Centers of Excellence in Government ITIs have been
established to provide world class work force to the industry. She said that to
provide Training opportunities to the deprived sections of the society a
project for expansion of 17 ITIs under Scheduled Castes Sub Plan (SCSP) scheme
adding 4240 seats had been taken up at a cost of about Rs. 60 crores out of
which 14 ITIs had been expanded and remaining were at final stage.
Mrs Bhukkal said
that 30 per cent seats have been reserved for girls in all ITls in all trades.
No tuition fee is being charged from girls students. Financial Assistance to
the students belonging to Minority Communities undergoing training in
Government or private ITls is being provided. It is being given as Post Matric
Scholarship at a rate of Rs 230 per month as maintenance allowance for 10
months in an academic year which includes expenses for study material. It also
includes facility of fee re-imbursement as actual paid subject to a maximum Rs
10,000 per annum for admission and course or tuition fee.
Training is being
imparted in short term courses under Skill Development Initiative Scheme based
on Modular Employable Skills (MES). The scheme is 100 per cent funded by
Government of India. The objective of the scheme is to provide training to the
school leavers, existing workers and ITI graduates. Till date, 91 Vocational
Training Providers (VTPs) have been registered and 24,588 candidates have
already been trained under this scheme and about 1173 trainees are undergoing
training under the scheme.
