Haryana Government has implemented a new
scheme namely Rehabilitation of Female Sex Workers- Sexually Abused Women to
generate employment opportunities by providing various technical and vocational
training to such women.
While
stating this today, Director General, Women and Child Development
Department, Mrs. Sumita Misra said that the beneficiaries of this scheme
are the female sex workers and sexually abused women who are identified by the
agencies of the State Government with the help of NGOs, expert bodies and
demographers.
She
said that the scheme has been launched to focus on the capacity building or
skill building and development of these women, to provide befit of Industrial
Training Institute to sex workers to make them self dependent and
rehabilitation of the beneficiaries by providing them vocational or technical
training through Women Development Corporation and I.T.Is identified by
Department of Technical Education.
She
said that other objectives of the scheme included assistance in securing loans
for establishing self employment ventures of the women trained under the
scheme, provide back-ended capital subsidy on loans provided
through Haryana Women Development Corporation and arrange for sale of the
products of the entrepreneurs assisted by the Department under this scheme by
organizing and participating in exhibitions or melas in collaboration with
District Urban Development Authority or District Rural Development Authority or
District Red Cross Societies, Social Welfare Board, NGO, Industrial Training
Institute or any other place.
She
said that such women are being provided skill development
training in manufacturing spice powder and packaging, book binding
and note books manufacturing, Papad manufacturing, Printing and Dyeing of clothes,
Making of sweet containers and toy making, sanitary napkins, hospitality, chalk
making, non-woven fabric bags, bakeries, footwear manufacture, geniatric
Nursing and housekeeping, computer training, diagnostic lab, Jam, Jelly and
pickle, food processing, hair and skin care, dress designing and making,
leather goods manufacture and stenography and data entry
processing. She said that a stipend of Rs 3000 per month would be
given to each trainee undergoing training in these skills. The duration of
training would be between one month to one year depending on the
trade.
She
said that the Department is bearing the expenses of raw material, trainer
required, stipend to the trainees including other expenses through Women
Development Corporation. The Department would also bear 100 per cent actual
expenses for conducting various training programmes. She said that for those
women who intend to start their own self employment projects, loans would be
arranged through nationalized banks. The Corporation would provide interest
subsidy of five per cent subject to a maximum of Rs. 10,000.
She
said that the sponsoring of applications of eligible candidates is being done
through Women Development Corporation, District Red Cross Society, Renowned Training
Institutes, Experts and Trainers. In addition to this district
administration also identify the place for training and the trainers or
resource persons.
She
said that the training institutes will send the report to the District Manager,
Haryana Women Development Corporation about candidate who have joined
training and are attending training courses. The Department will release the
funds to the Corporation under subsidy component. The Corporation would release
the funds to the concerned training institutes for paying the stipend to the
trainees. The Training Institutes would send the utilization certificate along
with demand for the next quarter to the Women Development Corporation.
The
Women Development Corporation would process the loan cases for onward
submission to nationalized banks and would release interest subsidy as per
procedure. She said that the marketing of the products prepared by women can be
through District Urban Development Authority or District Rural Development Authority
or any other forum. The prepared goods or items could be sold in various
exhibitions, hatts or melas organized by district administration or by
NGOs. The district administration would be involved actively at all the stages
of implementation of the scheme. A corpus would be created separately under the
existing scheme of grant-in–aid to the corporation, she added.
