All establishments pursuing economic activities will have
to take Business Registration Number (BRN). For this purpose, a Business
Registration Centre (BRC) will be set up in every district of the Haryana by
Directorate of Economic Statistics (DES).
While
stating this here today, an official spokesman said that all the entities
already registered with various Authorities under different Acts can apply and
obtain BRN within six months free of cost. He said that the Registering
Authorities have been directed to provide lists of enterprises registered with
them to the District Statistical Officer (DSO).
He
said that Business Register essentially means the list of all establishments
pursuing various economic activities relating to production and or distribution
of goods and or services at a place. Such a list when completed would provide
an ideal frame for conducting sample surveys and undertaking studies of various
economic activities for finding their pattern and trend in the country. The BR
is updated at least annually to record creations and deletions of units as well
as changes in their activity, address and characteristics and stratification
variables, he added.
He
said that the BRC will provide Business Registration Number (BRN) and the
principal activity Code (NIC 2008) to the entrepreneur who wishes to establish
any enterprise in the district. The applicant may fill up BR Form suitably
developed detailing the legal name, entity type, trading name and main business
address (with proof). After the receipt of the application, the BRN would be
intimated by the e-mail or post to the applicant and all concerned and will be
recorded in the Business register duly maintained by the District Statistical
Office within preferably two working days, he added.
He
said that for setting up such centres, state government would issue a
government order making it mandatory on the part of registering authorities or
establishments including electricity boards, water supply authority, local bodies
and municipalities to accept any application only if the BRN has been provided
by the entrepreneurs. The BRN may be made compulsory for every business, bank
transaction, tax payment, subsidy, relief or refund. He said that all
registered authorities would have access to the related database of DES and
vice versa. Web page would also be developed for the purpose with access
through user code and pass word, to each registration authority with limited
facility for updating of information in respect of the fields meant for them or
their area of operation. The site would be maintained by District Statistical
Officer under overall control of District Collector, that is, Deputy
Commissioner, he added.
He
said that at state level, the Chief Secretary would be the ex-officio State
Business Registrar and DCs would be District Business Register. The Director
(DES) and DSO would be ex-officio Deputy State Business Registrar and Deputy
District Business Registrar, respectively.
