The problem of
Traffic Congestion at the Hero Honda Chowk and the commuters’ woes was
discussed at the meeting between Haryana Chief Minister, Mr Bhupinder Singh
Hooda and the Union Minister for Road Transport and Highways Mr Oscar Fernandes
in New Delhi today.
While Mr Oscar Fernandes directed the Director General of Ministry of Road Transport and Highways, Mr K. Kandaswami to finalize the functioning model and Request For Qualification (RFQ) documents of the Clover leaf flyover at the Hero Honda Chowk immediately, it was also decided to install a traffic light system and allow traffic movement on both sides of the roads and the crossing. The National Highway Authority of India (NHAI) was also instructed to immediately repair and construct the service roads. It was also decided to constrict a drain along the sides of the service roads, for which the Municipal Corporation of Gurgaon will provide funds and the NHAI will directly supervise the work. The Member Administration of NHAI, the Deputy Commissioner Gurgaon, Commissioner Corporation and Joint Commissioner of Traffic Police will ensure that the work is carried out in the shortest possible time.
On the removal of the toll plazas in Gurgaon, the Haryana Chief Minister Mr Hooda and Public Works Minister Mr R.S. Surjewala emphasized that the Ministry of Road Transport and Highways and NHAI need to expedite action against the concessionaire for repeated defaults and for causing harassment to commuters. It was decided that Chairman NHAI and the Ministry of RT&H will request the Attorney General to appear on behalf of the Govt of India to persuade the High Court of Delhi to vacate the stay order against the termination of the agreement ordered by NHAI.

The Haryana Chief Minister informed that the Government
of Haryana has already requested for impleading it as a party for allowing the
termination of the Concession Agreement. The Ministry of RT&H and NHAI are
examining the civil and other aspects of the violations by the Concessionaire
while withdrawing copious amounts of money from Escrow account illegally.
Haryana Chief Secretary Mr P.K Chaudhery, Additional Principal Secretary to CM Dr. K.K. Khandelwal, Principal Secretary PWD(B&R) Mr Sanjeev Kaushal accompanied the Chief Minister and the PWD Minister, while Mr Vijay Chhiber, Secretary Ministry of RT&H and Mr R.P. Singh Chairman NHAI were also present.
