Haryana State Election Commission has
issued directions for the preparation of voters list of all wards of Panchayat
Samiti, Bhiwani.
While
stating this here today, a spokesman of the Commission said that the
existing voters list of this Panchayat Smiti published on April 15, 2010 would
be amended and brought upto date by taking a data of the relevant part of
Assembly Electoral Rolls finally published on January 15, 2013 with qualifying
date as January 1, 2013.
He said that from March 15 to 25, 2013, ward wise
draft voters list of Panchayat Samiti, Bhiwani would be prepared by
amending and bringing upto date the electoral rolls published on April 15, 2010
by taking a data of the relevant part of Assembly Electoral Rolls finally
published on January 15, 2013 and deleting the names of those who
have died. He said that on March 26, 2013, the draft voters list for
inviting claims and objections would be published. The last date for receipt of
claims and objections would be April 3, between 10 a.m. and 3 p.m. Claims and
objections would be disposed off by District Electoral Officers (Panchayat) by
April 6 and voters list would be finally published on April 12.
He said that for the purpose of preparing the
draft voters list, the names to be added or deleted in the existing voters list
would be typed and the entire draft lists of voters would not be
printed for this purpose. He said that the copies of existing lists of voters,
which are already available with the concerned District Election Officers
(Panchayat) concerned, would be used for this purpose and no fresh printing of
these voters lists be done. A copy of draft voters list so prepared for
publication would be duly signed by the concerned District Electoral Officer
and number of copies required for publication would be made with
photo state from the signed copy. He said that the identity card serial numbers
as indicated against the names of voters list in the Assembly electoral rolls
would also be entered in the voters list of Panchayat Samiti concerned.
He said that the draft voters list so prepared for
preliminary publication of all the wards of Panchayat Samiti concerned would be
in conformity with the electoral rolls of the Assembly constituency published
on January 15,2013, except those persons who have died. Only those persons
would be registered as voters in the draft voters list, whose names appear
in the electoral rolls of the Assembly constituency. It would
also be ensured that the names of such persons whose names appear in the
Assembly electoral rolls are not excluded from the voters list at the time of
its preliminary publication, he added.
He said that two copies of the relevant part of the
Assembly Electoral Rolls may be obtained free of cost from concerned Election
Tehsildar or Election Naib Tehsildar. Three copies of the relevant portion of
the voters list would be made available to the Gram Sachivs concerned that is
one for affixing on the notice board of concerned Gram Panchayat falling within
the limit of Panchayat Samiti, second for affixing at a conspicuous place of
the village to which it pertains and third would remain with him for the
inspection by the public free of cost for inviting claims and objections. He
said that two copies of the relevant portion of voters list would be made
available to the concerned Tehsildar that is one for affixing on the
notice board of the Tehsil Office and second would be kept in his office for
inspection by the public free of cost.
He said that two copies of the relevant portion of voters
list would be made available to the concerned Block Election Officer (Block
Development and Panchayat Officer),that is one for affixing on the notice board
of Panchayat Samiti office and second would be kept in his office for
inspection by the public free of cost. One copy of the voters list would be
made available to Executive Officer of Zila Parishad which would be kept in his
office for inspection by the public free of cost. He said that one copy of the
voters list would also be made available to the concerned District Election
Officer (P) for affixing on the notice board of his office. One copy of the
voters list would also be made available to the concerned District Electoral
Officer which would be kept in his for the inspection by the public free of
cost, he added.
He
said that a notice with regard to the publication of the voters list as
specified above would be affixed at the office of each Gram Panchayat falling
within the limit of Panchayat Samiti and also on the notice boards of the
Tehsil Office and Block Election Office (BDPO) concerned and notice board of
the District Election Officer (Panchayat) and at one or two conspicuous places
of each Gram Panchayat. The District Election Officer (Panchayat) would give
the widest possible publicity to the programme. He said that in
order to facilitate the electors and the public to obtain information regarding
voters list and to file claims and objections, the concerned District Election
Officer (Panchayat) would set up at least one Voter’s Information and
Collection Centres within each Gram Panchayat falling within the limit of
Panchayat Samiti. These centres would also make available the
prescribed forms, on demand free of cost, for filing claims and objections and
receive the same for the consideration of and decision by the concerned
District Electoral Officer. The forms would also be hosted on the website of
the District Administration, so that the same can be downloaded and used by any
person for filing claim and objection. As and when any person files
claim and objection, he would be given a receipt in the prescribed format given
in the form, he added.
He
said that the voters list, as prepared for draft publication, would also be
hosted on the official website of the concerned district for the information of
the public and inviting claims and objections. The concerned
District Electoral Officer would, after holding such summary enquiry into the
claims and objections as he thinks fit, record his decision in writing within
three days and would make available on demand a copy of such decision to the
objector free of charge forthwith. He said that the concerned District Electoral
Officer would amend the voters list in accordance with the decision taken by
him. The voters list so amended would be final and copy thereof duly signed by
the District Electoral officer would be kept in his office and another copy be
deposited in the office of District Election Officer (Panchayat) and would be
published , he added.
He
said that after completion of every stage of the preparation of voters list
process, the concerned District Electoral Officer would send information of the
statistical data to the State Election Commission, Haryana, Panchkula as well
as District Election Officer (Panchayat), Bhiwani. He said that a copy of
voters list of Panchayat Samiti, Bhiwani on its final publication on April
12,2013 would be submitted to the State Election Commission,
Haryana. A copy of voters lists duly signed by the District
Electoral Officer would also be kept under lock and key in the Treasury.The
final voters list of Panchayat Samiti would also be hosted on the website of the
District Administration, he added.
