The State Election
Commission, Haryana has brought out the third issue of the report on the Fourth
Municipal General Elections-2010 held in two phases in May and December 2010 in
the state. The report highlights statistics relating to several attributes of
contesting candidates.
While giving this information here today, a spokesman of the Commission said
that the report was unique in several ways as it gives statistics relating to
several attributes of contesting candidates such as age, gender, political
affiliation, educational qualification, occupation and gender-wise total number
of voters and votes polled. He said that it was the first time that such a huge
data on several aspects of election has been collected, compiled, analyzed and
presented in an easy to read and comprehend format.
He
said that in the first phase, the elections were held on May 20, 2010 to 35
wards of Municipal Corporation, Faridabad, 266 wards of 10 municipal councils
and 436 wards of 28 municipal committees. He said that in the second phase the
elections were held on December 19, 2010 to 62 wards of two municipal councils
and 13 wards of one municipal committee.
Giving details about the statistics in education aspect, he said that out of
the total 812 elected member in the municipal bodies that is Municipal
Corporation, Municipal Councils and Municipal Committees only 68 person were
found illiterate (8.4 per cent), 208 were under matric (25.6 per cent), 202
matric (24.9 per cent), 118 inter-mediate that is (14.5 per cent), 129
graduates that is (15.9 per cent), 51 Post Graduate and above (6.3 per cent)
and 36 doctors, engineers and advocates (4.4 per cent).
He
said that as far as occupational aspect is concerned, out of the total 812
elected member in the municipal bodies, five members were found doctor that
consist (0.6 per cent), 24 advocates (3.0 per cent), 87 farmers (10.7 per
cent), 288 business men ( 35.5 per cent), 22 social workers (2.7 per
cent), 301 house wives (37.1 per cent), 44 service men or Ex-service men
(5.4 per cent), 33 laborers (4.1 per cent ) and 8 unemployed or students
( 1.0 per cent).
The spokesman informed that in the age group aspect, in the Municipal
Corporation elections held in total 35 wards, four members were found between
the age group of 21 to 30 years, 15 between 31 to 40 years, eight between 41 to
50 years, six between 51 to 60 years and two above 60 years of age. Similarly,
in the Municipal Councils elections held in 328 wards, 47 members were
found between the age group of 21 to 30 years, 125 between 31 to 40 years, 110
between 41 to 50 years, 35 between 51 to 60 years and 11 above 60 years. In
Municipal Committee elections held in 449 wards, as many as 69 members were
found between 21 to 30 years, 177 between 31 to 40 years, 124 between 41 to 50,
56 between 51 to 60 and 23 above 60 years.
The votes polled to total votes in the Municipal Corporation, Councils and
Committees was 46.95, 72.3 and 79.1 percent respectively. It was 47.05 per cent
for males and 46.82 per cent for females in Corporation, 72.1 per cent for
males and 72.5 per cent for females in Councils and 79.3 per cent for
males and 78.9 per cent for females in Committees. The percentage of votes
polled to total votes was almost the same for both males and females.
He
further state that the Commission has taken numerous steps to simplify the
process of conducting elections in the State. It was the first time when
Electronic Voting Machines were used in the Municipal General Elections. In
addition, Information Technology tools were used extensively with a view to
bringing transparency and efficiency in the system.
He said that the present report would prove to be a
valuable asset for the field officers, especially Deputy Commissioners,
Revising Authorities and officers of Municipal Bodies as important guidelines
with minute details have been incorporated in the various chapters of the report.
The report shall also be useful for political parties and scholars of
universities, colleges and research institutions, who may be interested in
grass-root democratic processes in urban areas. The report can be viewed on the
