Haryana Vidhan Sabha today passed four bills.
These bills included The Haryana Rural Development (Amendment) Bill, 2013, The
Haryana Municipal Corporation (Amendment) Bill, 2013, The Haryana Appropriation
(No.1) Bill, 2013 and The Punjab Labour Welfare Fund (Haryana Amendment) Bill,
2013.
The Haryana Rural Development (Amendment) Bill, 2013 has been passed to give
relief to the growers of vegetables and fruits and the public by reducing rural
development fee on all vegetables and fruits from two per cent to one per cent
with effect from September 1, 2012.
The
Haryana Municipal Corporation (Amendment) Bill, 2013 has been necessitated as
the State Election Commission requires three months more time for conducting
elections to the newly constituted Municipal Corporations in the State.
The Haryana Government had constituted seven Municipal Corporations of
Panchkula, Ambala, Yamunanagar, Karnal, Panipat, Rohtak and Hisar vide its
notification dated March 17, 2010. The elections to the newly constituted
Municipal Corporations are required to be held within a period of three years
as per the provisions of the Haryana Municipal Corporation Act, 1994, enforced
with effect from October 10, 2008.
Elections to the newly constituted Municipal Corporations are required to be
conducted by March 16, 2013 for which the work for delimitation of wards has
been completed by the Government. For conducting elections, final publication
of electoral rolls has to be done by the State Election Commission, Haryana and
further examinations of matriculation and senior secondary classes are to be
held in the month of March and due to this, it will not be possible to conduct
elections before March 16, 2013. Therefore, the State Election Commission
requires three months more time to conduct elections. Hence, the amendment. As
per the amendment, elections to the newly constituted Municipal Corporations
shall be held within three years and three months instead of three years.
The Haryana Appropriation (No.1) Bill, 2013 has been passed to provide for
appropriation out of the Consolidated Fund of the State of Haryana of the sums
required to meet the supplementary grants made by the Legislative Assembly for
expenditure for the financial year 2012-13.
The Punjab Labour Welfare Fund (Haryana Amendment) Bill, 2013 has been passed
to make a provision of the post of Vice Chairperson in the Punjab Labour
Welfare Fund Act in the larger interest of labourers for effective and smooth
functioning of Haryana Labour Welfare Board and also assist the Chairperson and
in his absence, to preside over a meeting of the Board. It was also observed
that Board is running a number of welfare schemes for the benefit of industrial
workers. The number of labourers and that of industrial units is increasing day
by day. As a result of which the work of the Board is also increasing.
