The Haryana Chief Minister, Mr. Bhupinder Singh Hooda,
described the Deputy Commissioners (DCs) and Superintendent of Police (SPs) as
face of the government and exhorted them to remain available 24x7 to the public
and properly attend to even their phone calls for timely redressal of their
grievances. Also, this practice will further enhance the faith of the people in
the working of the administration.
Mr. Hooda was addressing the annual conference of DCs and SPs here today.
Describing the concept of night stay in the villages by senior officers as an
important grievance redressal mechanism, Mr. Hooda directed that now onwards
the Deputy Commissioners would spend atleast two days in a month in the
villages falling under their jurisdiction. They should also be accompanied by
the concerned SP so that they jointly conduct visit to the villages and
deal with the local issues of the villagers on the spot. Concerned Tehsildars,
Block Development Officers (BDOs) should also be assigned duties during the
night village halt, he added.
Mr. Hooda said that the Deputy Commissioners should also conduct inspections at
institutions, that are regularly visited by general public, like hospitals to
see for themselves whether medicines are being given to the patients and also
to see the presence of medical or para-medical staff. He said that the DCs
should also conduct surprise inspection in the schools to ensure the presence
of teachers. Mr. Hooda said
that it’s not enough to redress the grievances of the people for an hour
in their offices. Therefore, they should spend more time to hear the grievances
of the people and ensure their prompt resressal. ‘Being a face of
public, they, particularly the police officers should be available 24x7 to the
people. He also directed the Deputy Commissioners to spend more time in their
offices instead of camp office so that the people could get justice on time for
which the Government is deeply committed.
While reviewing the ongoing procurement of wheat, Mr. Hooda directed all the
Deputy Commissioners to monitor the payments for wheat to the farmers and
stressed that they should also ensure that the farmers get their payment
soon after the completion of loading of wheat in bags. This practice should be
followed by all procurement agencies in letter and spirit and any laxity in
this regard would not be tolerated, he added.
On
the issue of theft of water, Mr. Hooda said that the State Government has
already set up eight dedicated police stations for curbing the crime of water
theft. However, Mr. Hooda made it clear that, the complaint regarding water
theft could be lodged in any police station other than these exclusive police
stations. He said that apart from registering cases, these police stations
would also ensure regular patrolling to check the incident of theft of water.
To
check the incidents of drowning in the State, Mr. Hooda directed that the
either the DCs could prepare teams of trained people at their own level who can
fish out the bodies or such people could be employed through Disaster
Management Department.
On the issue of land for which mutations were not done,
Mr. Hooda directed the concerned officers to launch a campaign in
their respective districts to identify such land to get the mutation done.
Mr. Hooda also directed the Deputy Commissioners to check
the unauthorized colonies in their respective districts. He directed the Chief
Secretary Mr. P.K. Chaudhery that a committee be constituted for Gurgaon,
Faridabad, Sonipat and Bhiwani districts in the first phase to check the
unauthorized colonization in these districts. He said that DCs could also give
advertisement in the local newspapers stating that the people could give
unanimous complaints in case they report any unauthorized colonization in their
areas.
The Chief Minister further said that the Deputy Commissioners should ensure
Citizen Charter in front of their offices and ensure the delivery of services
within the time period as mentioned in the charter.
Mr. Hooda said that the State Government is committed to ensure the security
and safety of people. He directed the SPs to maintain district wise record of
hard core criminals and as a preventive measure they should not be allowed to
enter the villages. He also stressed on the need to strengthen the District
Intelligence Cell to anticipate the incidents of crimes and other related
problems. Mr. Hooda said that they should maintain proper coordination with the
Patwaris, Nambardars and Chowkindar of their respective areas as they could
prove to be a valuable source of information for them.
He
called upon police officers to attentively listen to the grievances of the
people. “let them sit and carefully listen to their complaints” said Mr. Hooda
adding every problem might not true but your presence is must. This would not
only raise the confidence of the complainant but would also improve the
goodwill of the police department.
The Chief Minister also called upon the officers to apprise the people about
the ambitious Direct Benefit Transfer Scheme of the Central Government. Mr.
Hooda said that it is an important scheme and would bring transparency as the
benefit of various schemes was directly deposited in the bank accounts of the
beneficiaries. This scheme would also prove to be beneficial for the officers
also, added Mr. Hooda.
Mr. Hooda said that it was a matter of pride that
Haryana is one of the best administered States in the country and credit
for this achievement also goes to its hardworking and dedicated officers. The
Chief Minister also emphasized the need for strengthening of Har Samadhan
Portal, especially at headquarters level set up to register complaints through
E-mail. He said that the officers should monitor the complaints on the portal
and send its report to the Chief Secretary every fortnight.
Expressing satisfaction over the working of DCs and SPs
Mr. Hooda said that, though the State has witnessed all-round growth during the
last eight years yet there was a scope of improvement. He said that people have
become more aware of their rights and were also registering their complaints
with the police, if any.
In the meeting issues concerning law and order situation,
Chief Minister’s announcement, availability of power, procurement of foodgrains
for Rabi 2013-14, pending mutations, process related to issuing of no objection
certificate of Forest Department were also reviewed.

to Chief Minister Mr. Chattar Singh, Additional Principal Secretary Mr. Shiv
Raman Gaur, Deputy Principal Secretary Mr. R.S Doon, Director General of Police
Mr. S.N. Vashisht, Principal OSD Mr. M.S.Chopra, OSD Mr. Ravinder Hooda,
Additional Chief Secretaries, Principal Secretaries, senior officers of Police
Deputy Commissioners and Superintendents of Police were also present in the
meeting.
