Online Treasury Information System to be expanded

The Haryana Government has decided to expand the network of web enabled Online Treasury Information System in the State by implementing it in treasury and sub-treasuries  in seven more districts of the State with effect from April 25, 2013. The system has already been made operational in Chandigarh and treasury and sub treasuries in district Gurgaon from April 1, 2013.
          While stating this here today a spokesman of Finance Department said that these seven districts included Panchkula, Sirsa, Karnal, Rohtak, Fatehabad, Panipat and Kurukshetra.
          He said that the services which have already been made fully operational in web enabled Online Treasury Information System included E-Salary, E-pension, online budget allocation, monitoring and analysis system for preparation and distribution of budget and  electronic payment system.
He said that for smooth change over from offline to web enable system, some restrictions need to be imposed on bill passing in   treasuries and sub treasuries in these seven districts during the transit period from April 23 to 30. Therefore, bills, cheques and refund claims other than those related to salary payment would be accepted in treasuries or sub treasuries only upto April 23. With effect from April 25 only bills, cheques and refund claim submitted through e-bill system would be accepted by the treasuries. A bill submitted upto April 23 will be passed through off-line system in treasuries by April 25, 2013.
          He said that all Electronic Payment System (EPS) pay orders issued upto April 25  need to be presented by the drawing and disbursing officers in treasury bank by April 30 for clearance. All unpaid EPS pay orders as on May 1 will be required to be got cancelled from treasury and fresh bills have to be resubmitted through e-bill system only. No salary bills will be accepted in treasuries before April 25. All EPS pay orders related to bill, cheques, refund orders, court deposits presented in treasuries through e-bill system with effect from April 25 and upto April 30 cannot be presented in treasury bank before May 1.
          He said that training for e-bill system has already been imparted to all drawing and disbursing officers. They have been advised to submit all their urgent bills on or before April 23 so that they do not have to face any problem during the transit period of about a week.
