Mr Mahesh Kumar, Engineer-in-Chief, Haryana Public Works (Buildings & Roads) Department, has been selected as the President of the Indian Buildings Congress at its 3-day 17th Annual Convention concluded at New Delhi today. It is for the first time that any Haryana PWD Engineer have been honoured for this assignment.
The Indian Buildings Congress is an eminent national body of buildings & built environment. The structural engineers and all professionals connected with built environment, like administrators, financiers, planners, developers, architects, engineers of all disciplines, horticulturists, builders, researchers, teachers and manufacturers of building materials are members of this organization.
In the year 2010, Mr Mahesh Kumar was selected as Senior Vice President of Indian Buildings Congress and in the year 2009, Mr Mahesh Kumar was selected as Vice President of Indian Buildings Congress.
In his presidential address in Convention of Indian Buildings Congress, Sh.Mahesh Kumar said that in next one year through aegis of Indian Buildings Congress, a large number of seminars, on current topics like earth quake resistant buildings, appropriate use of quality of water in construction, reengineering in buildings, retrofitting of buildings will be held. Public Private Partnership methodologies in building construction shall be adopted. A large number of technical committees for drafting Codes, State of Arts reports shall be constituted.
A large number of expert consultants throughout India shall be appointed who will educate, certify the quality assurances in buildings. A large number of IBC workmen Training Centres shall be established Wherever structural deficient buildings are being constructed shall be highlighted through media to educate the society. Educative material of all fields of buildings constructed shall be exhibited on IBC website : www.ibc.org.in. A highly qualified engineer, Shri Mahesh Kumar, 51 years, joined Haryana PWD as Sub Divisional Engineer in February, 1983 and served on various positions during his last 28 years of career. He is performing his duties as Engineer-in-Chief since June, 2007. He is technical and administrative head of Haryana PWD (B&R).
Mr Mahesh Kumar had also been conferred Outstanding Concrete Engineer of Chandigarh, Punjab and Haryana award in September, 2008 by Indian Concrete Institute. Shri Mahesh Kumar has also written several technical & research papers relating to buildings infrastructure especially relating to protection against Natural Hazards i.e. Seismic Forces. He has also been honoured by various prestigious bodies. More than twelve technical papers written by Mr Mahesh Kumar had been published in various prestigious journals.
He is also convener/member of various Technical Committees at national/international level. He had been a key note speaker in many technical seminars organized by prestigious organizations.
Under his able chairmanship, several highway codes and State of the Arts Reports for Indian Roads Congress have been published.
Apart from buildings, he is also an expert on highways. He had handled BOT projects when he was posted as Chief General Manager in National Highways Authority of India (NHAI) for two years from 2005 to 2007. While in NHAI, he successfully implemented/awarded the Public Private Partnership i.e. BOT projects costing over Rs.5000 crore. Important among them being Ambala-Chandigarh (NH-21/22), Amritsar-Jallandhar, Amritsar-Wagah border, Kurali-Kiratpur NH-21A, Zirakpur-Pinjore-Kalka-Parwanoo (NH-22), Delhi-Rohtak (NH-10), Jaipur-Mahua-Bharatpur-Agra (NH-2) etc.
He had been instrumental in bringing the first BOT project of such kind in PWD(B&R) of Haryana State i.e. 4-lanning of Gurgaon-Faridabad & Widening and Strengthening of Ballabhgarh-Pali-Dhauj-Sohna costing Rs.300 crores and Kotputli- Narnaul-Dadri-Bhiwani project costing Rs.1200 crores.
Mr Mahesh Kumar took initiative and completed Nirman Sadan, office building of Haryana PWD (B&R) Department, before stipulated time limit of 18 months. Nirman Sadan has won four National level awards.
He has been very innovative in bringing new ideas for improving the working and quality of the works of Haryana PWD (B&R). One such example is Mobile Maintenance Highway Vans which have been developed within the department under his able leadership to repair the potholes and patchwork. Mobile Maintenance Highway Vans has numerous advantages over traditional system of patchwork being environmental friendly.
