They used mirrors, colors, beads etc to make the designs attractive.

      The programme commenced with students of class 1^st to 5^th holding placards rallied on the highway encouraging people to celebrate a Green Diwali. Later it was card making for classes 1^st & 2^nd, while ‘Best out of Waste’ competition for class 3^rd.

Youth should oppose injustice and corruption: Khandelwal

Dr. K. K. Khandelwal, Additional Principal Secretary to Chief Minister Haryana and Financial Commissioner and Principal Secretary, Information, Public Relation and Cultural Affairs Departments today exhorted the youth to oppose injustice and corruption  by tooth and nail rather than being dumb spectators.       

          Dr. Khandelwal, who was speaking as a chief guest in the annual function of Chaman Vatika School, Ambala, said that today corruption was rampant in many countries of the world and the governments of Eqypt and Libya had witnessed coups due to corruption prevailing in these countries. In addition to it, people in Middle East and other Asian countries were also raising their voice against corruption. It was the moral duty of the people to oppose   every such wrong thing as is against the law, he added.        

         He said that the year 2011 had been the year of revolution and common people had been empowered. Referring to the agitations against corruption being undertaken in Tunisia, Libya, Egypt, Bahrin, Monteria, Sudan, Algeria, Middle East, in Asian countries and Latin America, he said that people in 82 countries and 950 cities of the world were raising their voice against corruption and it was being termed as October revolution. Mistake could be committed by anybody in life, but repeating it was foolishness and such people would have to pay for it, he added.

Labour unrest in Maruti plans ends

As a result of a tripartite agreement reached between the Haryana Government, Management of Maruti Suzuki India Ltd and Workers, the labour unrest, continuing since October 7 in the four plants of Maruti Suzuki India Ltd, Suzuki Motorcycle, Suzuki Powertrain Ltd and Suzuki Casting Plant came to an end today and the workers would return to work with immediate effect.

          While giving this information here today, an official spokesman said that this had been made possible due to the intervention of the Haryana Labour Department and the District Administration of Gurgaon in a series of talks held with the Management of Maruti Suzuki India Ltd and the representatives of the workers of the plants.

As a part of the agreement reached, the management has agreed to take back 64 of the 2,000 permanent workers who had been sacked for breaching disciplinary guidelines. Another 30 will remain suspended because of the “serious nature” of their actions during the industrial dispute. All the contractual workers would now be allowed to come back and work in these Plants and the situation of the workers would now be the same as was on August 29, 2011.

          He said that Maruti had decided to set up a “grievance redressal committee”, with representation from the management and workers, to prevent further strikes. A labour officer would also be a permanent member on the committee.  In order to provide a harmonious working environment at the facility, it was also decided that in future if there was a strike in any one Plant of Maruti Suzuki, the workers of the other plants would not join the strike.

          It was further decided amongst both the sides that the concept of ‘no work no pay’ would also come into force, thereby no pay would be due towards the striking workers. Besides this, only one day’s pay would be deducted as penalty. 

Haryana Government approves new nursing policy

The Haryana Government has accorded approval to its new nursing policy to issuance of  Essentiality Certificate for starting Nursing Colleges and Schools in the state. A notification to this effect has been issued.

          Haryana Health Minister Rao Narender Singh said that the new nursing policy would smoothly regulate  the functioning of such colleges and schools. This step would also help in meeting the requirements of nursing staff and would bring quality in nursing training. He said that Chief Minister Bhupinder Singh Hooda is committed to promote medical education in the state and new policy would prove a step forward in this direction.

          He  said that any organization under the Central Government, State Government, Local Body or a Public or Private Trust, Mission, Society registered under Societies Registration Act or   not for profit company registered under Companies Act may apply for issuance of Essentiality Certificate to the State Government in the Directorate of Medical Education and Research, Haryana. Any private hospital with minimum 120 beds might open its own nursing school for which essentiality certificate might be granted by the State. Processing fee of Rs.25,000 should accompany with the application.

          He said that the basic unit of a nursing school would be 40 students of General Nursing and Midwifery (GNM) and 40 students of Auxiliary Nursing Midwifery (ANM). While the Essentiality Certificate for setting up of such a basic unit would be issued by the Government, the affiliating institution or university and Indian Nursing Council may grant permission for opening of ANM or GNM or both the schools depending upon availability of infrastructure, faculty and training hospital. If an already established and functional institution applies for additional basic unit of nursing school, the same could be considered subject to meeting the requirements of faculty and infrastructure as per norms and also subject to the condition that not more than two basic units would be allowed to any institution.

          Giving details about essentially certificate, the Minister said that the applicant should have at-least four acre of land at one place. Land fragmented in more than one piece should not be considered. The land should either be owned by the applicant or leased for at least 33 years. The applicant should have adequate arrangement of funds for construction of buildings as per norms of Indian Nursing Council (INC), for installation of other infrastructure including laboratories, libraries equipments and for initiating operations of the college. Adequacy of funds would be judged from cost of construction and equipment of constructed area as per INC norms.

He said that the applicant, other than Central or State Government, should have either its own 120 bed hospital or an irrevocable Memorandum of Understanding, for atleast five years  with 120 bed hospital  containing facilities and infrastructure as prescribed in the guidelines of Indian Nursing Council provided that for meeting with the condition of 120 beds, the combined bed strength of upto three hospitals only would be considered.

          All those applicants in whose favour an Essentiality Certificate is issued would apply to the University of Health Sciences, Rohtak and the INC for affiliation or recognition.

Admission in Sainik School Kunjpura

Sainik School, Kunjpura has invited applications on prescribed form for admission to class VI and IX for the session 2012-13.

          While stating this today, an official spokesman said that the admissions would be made purely on the basis of merit obtained in the All India Sainik Schools Entrance Examination to be held at three centres at  Kunjpura in district Karnal, Rohtak and Delhi on January 8, 2012.

          The boys born between July 2, 2001 and July 1, 2002 (both days inclusive)  were eligible for admission to class VI and those born between July 2, 1998 and July 1, 1999 (both days inclusive) were eligible for admission to class IX at Sainik School Kunjpura for admission to class IX, the boys should have studied in class VIIIth in a recognized school. However, no candidate would be allowed to take the examination second time for admission to these classes, he added.

          He said that about 80 seats in class VI and 13 seats in class IX were available for admission to Sainik School, Kunjpura. As many as, 25 per cent, 15 per cent and 7.5 per cent of the total seats were reserved for the wards of defence personnel (including ex-servicemen), Scheduled Castes(SC) and Scheduled Tribes (ST) respectively, subject to their being found medically fit by the competent authority.

          He said that prospectus-cum-application forms for admission at Sainik School, Kunjpura might be obtained from the Principal, Sainik School Kunjpura on all working days upto December 3, 2011 by paying Rs.400 in cash for general candidate and Rs.250 for SC and ST candidates. The prospectus might also be obtained by post by sending a demand draft of Rs.440 (Rs.290 for SC or ST candidates in favour of Principal, Sainik School Kunjpura.The applications could be submitted to the Principal, Sainik School, Kunjpura by December 10, 2011, he added.

Re-appear in Open School from Oct 28

Examinations of re-appear in secondary or senior secondary without semester/(CTP/STC) of Haryana Open School are commencing from October 28, 2011.

          While stating this today, a spokesman of Haryana School Education Board, Bhiwani said that the roll numbers of all the eligible candidates had already been posted to the addresses given in application forms. If a candidate did not get his roll number by October 21, he could download print of his roll number from website http.//bseh.gov.in and http.//hbse.nic.in from 2 p.m. October 21 and use it as his admit card.

          The roll numbers of such candidates as have not submitted full required documents along with their application forms, had been withheld. Such candidates could get their roll numbers by submitting required documents to the Board personally, he added.

Kuldip Bishnoi wins Hisar bye election by 6335 votes

Haryana Janhit Congress (BL)-BJP candidate Kuldip Bishnoi was declared elected in the bye election to Hisar Parliamentary Constituency with a margin of 6335 votes as he had polled 3,55,955 votes. 

          While stating this today in Hisar, District Election Officer Dr. Amit Aggarwal said that his nearest rival Mr Ajay Singh Chautala of INLD polled 3,49,620 votes and Mr Jai Parkash of Congress got 1,49,776 votes. Jai Prakash lost his deposit.

          He said that a total of over 9.16 lakh electors had exercised their right to vote. The candidate of Lok Janshakti Party Mr Anil Sihag polled 2,181 votes, Mr Om Parkash Kalyan of Bhartiya Sant Mat Party got 27,802 votes and Duli Chand of Lok Parivartan Party polled 1,143 votes. Similarly, RamJas Dhulipal of Dalit Kranti Dal got 308 votes whereas Mr Virender of Republican Backward Party polled 648 votes and Mr Sudesh Kumar Aggarwal of  Smast Bhartiya Party polled 4,203 votes.

Commission of marketing societies increased by Govt

The Haryana Government has decided to make an increase of 33 per cent in the commission being given to cooperative marketing societies of HAFED on wheat purchased through HAFED.

          While disclosing this here today, Mr Satpal Sangwan, Cooperation Minister said that commission of marketing societies had now been increased to Rs 1.33 per quintal from rupee one per quintal. The decision would strengthen the economy of the cooperative marketing societies. For the last ten years, rupee one was being given as commission on purchase of wheat to the marketing societies which were repeatedly demanding increase in the commission.

          HAFED had also decided to bear the expenses of loading and unloading of urea fertilizers being supplied to the cooperative marketing societies to minimize their financial burden. The basic objective of HAFED was not to earn profit, but serve the farmers by providing them fertilizers, seeds and pesticides on time and ensuring them remunerative prices for their produce.

Govt to provide quality education in EB blocks

The Haryana Government is all set to provide quality education in the Educationally Backward Blocks (EBBs) of the State. Therefore, Special Model Schools known as “Aarohi Model Schools” are being setup in the EBBs of the State to achieve this objective.

         While stating this here today, Mr.Vijayendra Kumar, Director, School Education Haryana said that Aarohi Model Schools were progressive, secular, child-centric co-educational and committed

to provide quality education. Operated by individual societies headed by the Deputy Commissioner of the district, these schools were being setup under a scheme of Central Government aimed at creation of 6000 Model Schools in educationally backward blocks of the country.As many as 36 such schools have already been setup in the EBBs of Haryana. 

         He said that the blocks where such schools had been setupincluded Bapoli in Panipat district, Hassanpur, Hathin, Hodal and Palwal in Palwal district, Ferozepur Jhirkha, Nagina, Nuh, Punhana,

Taoru in Mewat district, Bhattu Kalan, Bhuna, Fatehabad, Ratia and Tohana in Fatehabad district, Nangal   Chaudhary in Mahendergarh district, Kaithal, Kalayat and Rajaund in Kaithal district, Alewa,

Narwana and Uchana in Jind district, Agroha, Barwala, Hansi-I, Hisar, Narnaund and Uklana in Hisar district, Tosham and Siwani in Bhiwani district, Baragudha, Dabwali, Ellanabad, Nathusari Chopta, Odhan and Rania in Sirsa district.

         These Model Schools would have infrastructure and facilities of the same standard as in a Kendriya Vidalaya. The teacher pupil ratio would not exceed 1:25 and the classrooms would be spacious enough to accommodate at least 30 students, he added.

         Mr. Vijayendra Kumar said that the state Government had invited applications to fill up posts of Principals and various teaching posts of postgraduate teachers in these schools.  All applicants must give three choices of institutions in the order of preference in the application form. Allotting  the stations would be the discretion of the appointing authority and would be primarily based on merit.  All the applications should be submitted onlineonly on the website of the department

       The selection process would be conducted at State Council of Educational Research and Training, Gurgaon from October 31  toNovember 2, 2011. No separate call letters would be sent, he added.

LTC facility for Govt employees can be carried forward

The Haryana Government has decided that if the facility of Leave Travel Concession (LTC) or Home Travel Concession (HTC) is not utilised by any state government employee during the current block of four years 2008-2011, it can be carried forward to the first year of the next block of four years that is up to December 31,2012.

It may be recalled that under new scheme of LTC, one month’s salary is admissible to the state Government employees in a block of four years in lieu of LTC or HTC and the first block is 2008-2011 and the subsequent blocks are 2012-2015, 2016-2019, 2020-2023 and so on. 

Similarly, if this facility is not utilised by the any officer of All India Services during the current block of four years that is 2010-2013, it can be carried forward to the first year of the next block of four years that is  upto December 31, 2014.

It is worth mentioning here that for the officers of the All India Services the first block is 2006-2009 and the subsequent block are 2010-2013, 2014-2017, 2018-2021 and so on under the scheme.

According to initial reports, 68.9 per cent polling has been reported for bye election to Hisar Parliamentary Constituency  today and Chief Electoral Officer of Haryana, Mrs Sumita Misra has thanked the electors of  the constituency for their support in ensuring smooth and fair conduct of the bye election.

          In a statement issued here today, she said that no untoward incident has been reported from any part of the constituency and counting of votes would be held on October 17.A total of 40 candidates are contesting the bye election.

          In the general elections of Lok Sabha held in 2009,  69.35 per cent poling was reported from Hisar Parliamentary Constituency.

She said that among the nine Assembly Segments falling in this Parliamentary constituency, a maximum of   75   per cent polling has been reported from Adampur Assembly Segment. It is followed by 71.67 in Uchana Kalan, 70 per cent in Barwala, 69.99 per cent in Uklana (SC), 69 per cent in Nalwa, 68.36 per cent in Narnaund, 66.63 per cent Hansi, 62.43 per cent in Hisar and 67 per cent in  Bawani Khera(SC) Assembly Constituency.

          She said that polling had started at 8 a.m. and long queues of electors were seen at all the polling booths in the constituency.

Sports School Rai to admit 100 students in class IV

Moti Lal Nehru School of Sports, Rai in district Sonipat has invited applications to admit 100 students to Class IV for the academic session 2012-13. The students will be admitted strictly on the basis of merit obtained in various admission tests.

          While stating this today, the Principal of the School said that 80 per cent seats have been reserved for Haryana domicile students. As many as 25 students would be admitted to class VI. The students should be between 8 and 10 years of age for admission to class IV and between 10 and 12 years of age for admission to class VI as on June 30, 2012.

          He said that about 40 students would be admitted to Class XI and five students would be admitted to various classes (other than class X and XII) under outstanding sportsperson category on the basis of various tests and trials in relevant disciplines. The sportspersons should be in the age group of 8-17 years and should have participated in junior or senior National level games or obtained first or second or third position in State level competitions.

          He said that prospectus containing all details could be obtained from the school counter on any working day on payment of Rs 900. The students belonging to Scheduled Castes (SC) have to pay only Rs 450 to get prospectus. It could also be subscribed by post by sending a bank draft of Rs 1000 and of Rs 500 for SC students in the name of Principal and Director, Moti Lal Nehru School of Sports, Rai.

Online submission of language option

Haryana Board of School Education, Bhiwani has provided the facility of online submission of language option to the candidates who have applied for Haryana Teachers Eligibility Test 2011 for Language Teachers of class VI to VIII under category 2.

            While stating this here today, an official spokesman said that  the candidates who have applied for Haryana Teachers Eligibility Test 2011 for Language Teachers under this category had to inform the Board about their language option of Hindi or Sanskrit or Punjabi or Urdu in which they held the capabilities. 
The Board had made arrangements for online submission of the options in this regard at the websites, www.bseh.gov.in and www.hbse.gov.in . The candidates could log on to these sites on October 18, 2011 till 4 p.m. to apply for their language option. They could also personally visit the office of the Board by October 18, 2011 to fill up the prescribed proforma to submit their language option.

43 candidates qualified for three years

Mr Dharam Vir, State Election Commissioner, Haryana has disqualified 43 candidates, who contested general elections to Zila Parishad Mahendergarh at Narnaul on June 6,2010. They have been disqualified for a period of three years for not lodging their account of election expenses within a stipulated period of 30 days after the date of declaration of the result of the election. The result of the Zila Parishad election, Mahendergarh was declared on June 14,2010.

          Mr Dharam Vir said that the disqualified candidates included Munshi Singh, Raj Kumar, Rambir, Asha Devi, Amar Chand, Kuldip Singh, Bijender Singh, Urmila, Pushpa Devi, Bhateri, Saroj, Santosh, Ashok Kumar, Parveen Kumar, Leela Ram, Nirmla, Bhupender, Maya, Chander Kalan, Daram Pal, Bhagirath, Mahesh, Hoshiar Singh, Mahipal, Raj Kapoor, Rajpal, Devender, Puran, Ram Niwas, Raj Kumar Soni, Indrawati, Beena, Rajesh Devi, Kailash Devi, Prem, Rajender Singh, Kamali, Dhuma, Mani Devi, Vidya Devi, Savita, Kartar and Ramesh Chand.

Dussehra celebrations at Shemrock Panchkula

Birth anniversary celebrations of Mahatma Gandhi and Lal Bahadur Sashtri at DPS Pinjore

Manesar Maruti plant labour dispute resolved

With the persistent efforts of the Haryana government, the dispute between the labourers and management of the Manesar plant of Maruti- Suzuki India Limited was resolved , as a result the 33- day long workers strike finally came to an end around 3 a.m. today after hectic negotiations between the management and striking workers.
The agreement was made in the presence of Haryana Labour and Employment Minister Mr Shiv Charan Lal Sharma, Deputy Commissioner Mr P.C. Meena, Additional Labour Commissioner Mr Nitin Yadav, Deputy Labour Commissioner Mr J.P. Mann along with other officials of the Labour department.
          It was agreed that the workers would observe holiday on  October 1and would resume duty according to their shifts from October 3 after signing the ‘good conduct bond’ desired by the management. The holiday of  October  1 would be compensated by the workers by coming to work on any other holiday. Both the parties resolved that the management would revoke the termination orders of 15 workers issued between August  29 and September 15 and would convert these orders into suspension orders on  October 1 itself. In this matter, action as per law will be initiated against them after conducting a fair and impartial enquiry which would be acceptable to them. Similarly, it was decided that the 18 trainees who were shown the doors on August 29 and 30 after they supported the striking workers would be allowed to continue as trainees and their services would be resumed. Their orders would be withdrawn by the management on Saturday.
          As per the agreement, the 29 workers who were suspended during the period of  July 1 cand  September 17,  2011 will remain under suspension and they would be charge sheeted. Enquiry will be conducted against them and accordingly decision would be taken which would be acceptable to them. Abiding by the rule of ‘no work no pay’, the workers will not be paid for the period of strike from August 29,2011. In addition, their one day pay will be deducted as penalty.
 It was also decided that all the workers will observe discipline and would not try to obstruct the production either individually or in groups. The management will also not adopt vindictive attitude towards the workers. They resolved that if any dispute erupts between them in future, it will be solved through bilateral talks and they will not violate fundamental rights of each other. After this agreement, all issues will be deemed to be settled and no issue will remain pending.
 The agreement was signed by Mr LK Jain, Rajiv Gandhi, CS Raju, Anil Gaur, Avnish Dev and SG Mani on behalf of the management while nine representatives including Rishi pal, Sonu Kumar, Naveen Kumar, Shiv Kumar, Sumit Kumar, Arvind, Pawan Kumar, Kuldeep Janghu and Ishwar Singh signed on behalf of the striking workers.
