360 nomination papers rejected in Haryana

CHANDIGARH, SEPT 29
 In view from the Assembly Elections to be held on October 15 in Haryana, nominations of 360 candidates have been rejected today after scrutiny of the nomination papers.
          While giving this information today, Chief Electoral Officer, Haryana, Mr. Shrikant Walgad said that nomination papers of total 1925 candidates were scrutinized. He said that now total 1565 candidates were remaining which included 1403 male and 162 female candidates. He said that after scrutiny, minimum of seven candidates were left in Shahbad Assembly Constituency whereas maximum of 40 candidates were left in Assandh Assembly Constituency.
          Giving detailed information, Mr. Walgad said that nominations of three candidates from Kalka Assembly Constituency and five from Panchkula Assembly Constituency have been rejected. Similarly, nominations of four candidates from Naraingarh and two each from Ambala Cantonment Assembly Constituency and Ambala City Assembly Constituency have been rejected. He said that nominations of two candidates from Sadhaura Assembly Constituency, five from Jagadhari Assembly Constituency, four each from Yamunanagar Assembly Constituency and Radaur Assembly Constituency have been rejected.
          He said that nominations of five candidates each from Ladwa, Shahbad and Thanesar Assembly Constituencies and four candidates from Pehowa Assembly Constituency have been rejected. Likewise, nominations of four candidates from Guhla Assembly Constituency, six each from Kalayat and Kaithal Assembly Constituencies and two from Pundri Assembly Constituency have been rejected. Nominations of four candidates each from Nilokheri and Karnal Assembly Constituencies, five from Indri Assembly Constituency, two from Gharaunda Assembly Constituency and three from Assandh Assembly Constituency have been rejected.
          Nominations of five candidates from Panipat Rural Assembly Constituency, two from Panipat City Assembly Constituency, three from Israna Assembly Constituency and four from Samalkha Assembly Constituency have been rejected. Similarly, nominations of four candidates each from Ganaur, Kharkhoda and Sonepat Assembly Constituencies, six from Rai Assembly Constituency, three from Gohana Assembly Constituency and five from Baroda Assembly Constituency have been rejected.
          He said that nominations of four candidates from Julana Assembly Constituency, three from Safidon Assembly Constituency, seven from Jind Assembly Constituency and three each from Uchana Kalan and Narwana Assembly Constituencies have been rejected. Nominations of three candidates from Tohana Assembly Constituency and four candidates each from Fatehabad, Ratia and Kalanwali Assembly Constituencies have been rejected. Similarly, nominations of five candidates from Dabwali Assembly Constituency, four from Rania Assembly Constituency, seven from Sirsa Assembly Constituency and three from Ellenabad Assembly Constituency have been rejected. Likewise, nominations of three candidates from Adampur Assembly Constituency, four each from Uklana and Narnaud Assembly Constituencies, seven from Hansi Assembly Constituency, five each from Barwala and Hisar Assembly Constituencies and four from Nalwa Assembly Constituency have been rejected.
          He said that nomination of five candidates from Loharu Assembly Constituency, six from Badhra Assembly Constituency, five from Dadri Assembly Constituency, seven from Bhiwani Assembly Constituency, nine from Tosham Assembly Constituency and four from Bhawani Khera Assembly Constituency have been rejected. Similarly, nominations of three candidates from Mehem Assembly Constituency, five from Garhi Sampla-Kiloi Assembly Constituency, two from Rohtak Assembly Constituency, and four from Kalanaur Assembly Constituency have been rejected. Likewise, nominations of four candidates from Badli Assembly Constituency, three from Jhajjar Assembly Constituency and four from Beri Assembly Constituency have been rejected.
          Mr. Walgad said that nominations of three candidates from Ateli Assembly Constituency, six from Narnaul Assembly Constituency and two from Nagal Chaudhary have been rejected. Similarly, nominations of five candidates from Bawal Assembly Constituency and four each from Kosli and Rewari Assembly Constituencies have been rejected. He said that nominations of three candidates each from Pataudi and Badshahpur Assembly Constituencies, four from Gurgaon Assembly Constituency and five from Sohna Assembly Constituency have been rejected. Likewise, nominations of three candidates from Nuh, four each from Ferozepur Jhirka and Punhana Assembly Constituencies have been rejected.
          He said that nominations of four candidates from Hathin Assembly Constituency, seven from Hodal Assembly Constituency and two from Palwal Assembly Constituency have been rejected. Similarly, nominations of four candidates from Prithla Assembly Constituency, three from Faridabad NIT Assembly Constituency, five from Badhkal Assembly Constituency, seven from Ballabgarh Assembly Constituency, two from Faridabad Assembly Constituency and three from Tigaon Assembly Constituency have been rejected.

Kurukshetra Varsity declares B Ed results

CHANDIGARH, SEPT 25
Kurukshetra University, Kurukshetra has declared the result of B.Ed in a record short duration. The pass percentage of B.Ed examination is 58.92 per cent whereas that of B.Ed Correspondence is 73.50 per cent.
          While giving this information today, a spokesman of the University said that a total of 26502 students had appeared in the B.Ed examination held in the month of July out of which 15617 have qualified. He said that the result of B.Ed Correspondence first and second year has also been declared today. A total of 122 candidates had appeared in the final year examination of B.Ed Correspondence out of which 90 candidates have qualified and the total pass percentage has been 73.70. Similarly, 410 candidates had appeared in the first year examination of B.Ed correspondence out of which 248 have qualified and the total pass percentage is  60.48.
          He said that results of other examinations would soon be declared and candidates could check the result on the website of the University.

Secondary first Semester Exam of Science cancelled

CHANDIGARH, SEPT 25
Following reports of external and internal intervention, the Haryana Board of School Education, Bhiwani has cancelled the examination  of Secondary First Semester Exam of Science held on September 18 at examination centre Government Senior Secondary School for Girls (GSSSG), Dhani Mahu, district Bhiwani and GSSSG, Alawalpur, district Palwal. Similarly, the Secondary First Semester Exam of Social Science held on September 20 at three examination centres of Government Senior Secondary School (GSSS), Nagina namely Nagina-2 (B-1), Nagina-3 (B-2) and Nagina-4 (B-3) and at examination centre GSSS, Taoru-9 (B-2) district Mewat have been cancelled.
While giving this information today, a spokesman of the Board said that the reports of interventions given by various flying squads of Board Administration have been checked and exams of these examination centres have been cancelled.

200 candidates file nomination papers in Haryana

As many as 200 candidates have filed their nomination papers for the Haryana Assembly Elections to be held on October 15. So far, 295 candidates have filed their nominations.
          While giving this information today, Chief Electoral Officer, Haryana, Mr. Shrikant Walgad said that six candidates from Panchkula Assembly Constituency, four candidates from Naraingarh Assembly Constituency, three candidates from Ambala Cantonment Assembly Constituency, two candidates from Ambala City Assembly Constituency, six candidates from Sadhaura Assembly Constituency and one candidate each from Jagadhari, Yamunanagar and Radaur Assembly Constituencies have filed their nominations.
          He said that two candidates from Ladwa Assembly Constituency, one candidate from Thanesar Assembly Constituency, two candidates from Pehowa Assembly Constituency, four candidates from Guhla Assembly Constituency, three candidates from Nilokheri Assembly Constituency, six candidates from Indri Assembly Constituency, two candidates each from Karnal and Gharaunda Assembly Constituencies and eight candidates from Assandh Assembly Constituency have filed their nominations. The last date for filing nomination papers is September 27 and the candidates could file their nomination papers between 11 a.m. and 3 p.m. upto that date.   The scrutiny of nomination papers would be carried out on September 29 and candidates would be able to withdraw their candidature by October 1. The polling will be held on October 15 and counting of votes would be held on October 19. The process of elections would come to an end by October 22, he added.

17 more candidates file nomination papers

CHANDIGARH, SEPT 22
 As many as 17 candidates today filed their nomination papers for the Assembly Elections to be held on October 15 in Haryana. So far, 22 candidates have filed their nominations.
           While giving this information here today, Chief Electoral Officer, Haryana, Mr. Shrikant Walgad said that Independent Candidate Mr. Manoj Kumar has filed nomination paper from Ambala City Assembly Constituency and Independent Candidates Mr. Lal Singh and Mr. Jai Chand Chauhan have filed nominations from Jagadhari Assembly Constituency of district Yamunanagar.
          He said that candidate of National Jan Shakti Party, Mr. Ramnik Singh has filed nominations from Ladwa Assembly Constituency of district Kurukshetra, candidate of Socialist Unity Centre of India Communist (SUCIC) Party, Mr. Mahavir Singh has filed nominations from Pundri Assembly Constituency of district Kaithal, candidate of SUCIC Party Mr. Harish has filed nominations from Rohtak Assembly Constituency and Independent Candidate Mr. Attar Lal has filed nominations from Ateli Assembly Constituency of district Mahendergarh.
          Mr. Walgad said that Independent Candidate Mr. Ali Hasan Sultan from Badkhal Assembly Constituency of district Faridabad and Independent Candidates Mrs. Chanderwati and Mr. Inderpal have filed nominations from Faridabad Assembly Constituency. While, Independent Candidate Mr. Inderjeet has filed nominations from Ratia Assembly Constituency of district Fatehabad and Independent Candidate Mr. Devi Lal has filed nominations from Fatehabad Assembly Constituency.
          He said that candidate of Rashtrawadi Parivartan Party Mr. Hans Raj has filed nominations from Bawani Khera Assembly Constituency of district Bhiwani, candidate of SUCIC Party Mr. Rohtas has filed nominations from Tosham Assembly Constituency and Independent Candidate Mr. Vijay Kumar Sharma has filed nominations from Bhiwani Assembly Constituency. He said that Independent Candidates Mr. Balwant and Mr. Raj Singh have filed their nominations from Adampur Assembly Constituency of district Hisar and Narnaund Assembly Constituency respectively.
          Mr. Walgad said that the last date for filing nomination papers is September 27 and the candidates could file their nomination papers between 11 a.m. and 3 p.m. upto that date. He made it clear that on September 23 and 25 there would be holidays in government offices of Haryana, but these would not be considered as public holidays according to the Negotiable Instrumental Act 1881. Therefore, candidates could file their nomination papers on these days.
          The scrutiny of nomination papers would be carried out on September 29 and candidates would be able to withdraw their candidature by October 1. The polling will be held on October 15 and counting of votes would be held on October 19. The process of elections would come to an end by October 22, he added.

29306 HPU employees contribute one day's salary for JK flood victims

CHANDIGARH, SEPT 18
All the 29306 regular employees of Haryana Power Utilities (HPU) will voluntarily contribute their one day’s salary towards Chief Minister Relief Fund for assistance of flood victims in Jammu and Kashmir.
                A spokesman of HPU said here today that the employees had contributed Rs. 2.26 crore for the benefit of victims of natural disaster in Uttrakhand last year.
 200 HARYANA OFFICERS DONATE BOOOD: About 200 officers and officials including five women of Haryana Government voluntarily donated their blood at a blood donation camp organized by Rotary Club and Blood Bank Society Resource Center, Chandigarh at Haryana Civil Secretariat, here today.
          Haryana Chief Secretary Mrs. Shakuntla Jakhu, who inaugurated the camp, said that there was no donation greater than blood donation. She described voluntary blood donation as a noble cause to save precious lives. While urging other employees to donate blood, she said that donation of blood gives us a sense of satisfaction.
          There were donors like Mr Ramesh Kumar Thukral of SUGARFED and Mr Deepak of Haryana Civil Secretariat who donated blood for the 49th and 32nd time respectively. Similarly, another donor namely Mr Deepak Bansal donated blood for the 27th time.
 ELECTION GODE VIOLATION NOTICES: Notices for violation of model code of conduct during Vidhan Sabha Elections in Haryana have been served to three persons in district Kurukshetra. They included INLD district President and all of them have been asked to reply within seven days.
       Notices were served to them by Election Officer, Ladwa Assembly Constituency, who is also Additional Deputy Commissioner, Mr. Prabhjot Singh for organizing public meetings without prior approval from election officer. He said that a public meeting was organized for INLD leader Digvijay Singh Chautala at Maharaja Palace in Ladwa Assembly Constituency on September 14 without prior approval. This being violation of model code of conduct, notice was served to INLD district President Kuldeep Multani and Manager of Maharaja Palace, Ladwa who had made available the palace without prior permission.
            Similarly, notice was served to Jitender Singh Khurdban, who violated model code of conduct by conducting a public meeting in Vishvakarma temple and at another temple on September 17 without prior permission.
          It was mandatory for political parties and their candidates to take approval of the district election officer before holding any public meeting and installing loudspeaker so that expenses of the event could be timely added in accounts of respective political party or candidate. Public meeting could only be organized at a scheduled place and no religious place could be utilized for such a purpose, he added.

Haryana Governor apprised of Kukukshetra development

CHANDIGARH, SEPT 18
 A delegation of Kurukshetra citizens led by social activist cum eminent journalist Vijay Sabharwal today called on Haryana Governor Kaptan Singh Solanki at Governor’s house and apprised him about the development of Kurukshetra as an pilgrim centre of the country.
            Besides Mr. Sabharwal, who is also an associate of late Prime Minister Gulzari Lal Nanda, the delegation was comprised  Dr. Himmat Singh Sinha- an old associate of Mr G.L. Nanda, Member of Kurukshetra Development Board, and Research Director, All India Vidhiya Bharti, Kurukshetra,   Krishan Dhamija- Bureau-in-chief Punjab Kesari, Kurukshetra, and Dina Nath Arora- Eminent Lawyer and Former President of District Consumer Forum.
            The delegation apprised the Governor who is also the Chairman of Kurukshetra Development Board (KDB) how the ancient temples and holy tanks which were in dilapidated condition in 60s were restore with the tireless efforts made by late G.L. Nanda, who was the founder chairman of KDB.
            Governor said that he would soon visit Kurukshetra and take personnel feel of the holy town which has relevance for entire mankind as Lord Krishna had delivered the massage of holy Gita at Kurukshetra. He said that all efforts would be made to develop Kurukshetra as an pilgrim tourist centre of International level.

Nominations can be filed on holidays: Walgad

CHANDIGARH, SEPT 17
Haryana Chief Electoral Officer, Mr. Shrikant Walgad has issued clarification regarding filing of nominations for assembly elections on holidays falling on September 20, 23 and 25 in government offices in the state.
            Mr. Walgad said that all candidates could file nominations on holidays on September 20, 23 and 25 at respective assemblies as these days are not public holidays in the Negotiable Instrumental Act, 1881. He clarified that there would be no nominations on September 21 (Sunday), being public holiday.
            Mr. Walgad said that filing of nomination process would start from September 20 and continue upto September 27 between 11 a.m. and 3 p.m.
JOINT MEETING OF OFFICIALS: In view of assembly elections in Haryana, Deputy Commissioners and Superintendents of Police from Haryana, Punjab and Rajasthan will hold a meeting at Sirsa on September 19 to discuss the security arrangements on border areas of three States.
          While giving this information today, an official spokesman said that Deputy Commissioners and Superintendents of Police of district Hanumangarh of Rajasthan, districts Mansa, Bathinda and Muktsar of Punjab and district Fatehabad of Haryana would attend the meeting.
          He said that cooperation would be sought in the meeting from Rajasthan and Punjab administrations at checkpoints of adjoining neighboring states. He said that cooperation between the administrations of three states prior to the elections would result in avoiding any inconvenience during the elections due to external elements.  Apart from this, list of bail jumpers and proclaimed offenders have also been sought from the concerned officers, he added.
 SPECIAL SURVEILLANCE TEAMS FORMEDHaryana Director General of Police Mr. S. N Vashisth said that in view of the ensuing  assembly elections in the State, flying squads and special surveillance teams have been constituted to ensure the peaceful conduct of elections.
          Mr. Vashisth who was presiding over a meeting of senior police functionaries of Yamunanagar gave necessary directions to ensure free, fair and peaceful conduct of assembly elections in the State. Besides, he also directed to ensure strict compliance of Model Code of Conduct.
          Mr. Vashisth said that there is proper law and order situation in the State. He said that security arrangements have been tightened along the border areas adjoining neighboring states. Also, directions have been issued to nab the proclaimed offenders.  Apart from this, para-military forces would be deployed on the sensitive and hyper-sensitive polling booths in the State, he added.
The Director General of Police also directed all the Incharge of Police Stations in the State to ensure that the holders of licensed arms deposit their arms at the concerned police stations.

Haryana wave off loans taken from HSDFC and HBCKN

CHANDIGARH, SEPT 11
Taking first initiative of its kind in the country, Haryana Government has waived off debt amounting to Rs.154.75 crore of those who have taken loans from Haryana Scheduled Castes Finance Development Corporation (HSFDC) and Haryana Backward Classes and Economically Weaker Sections Kalyan Nigam (HBCKN) thus benefiting about 1.64 lakh such beneficiaries.
While stating this here today, Welfare of Scheduled Castes and Backward Classes Minister Mrs. Geeta Bhukkal said that as it was a long pending demand of people belonging to Scheduled Castes and Backward Classes to waive their debt. Now this decision had made them free from debt. She said that HSFDC had waived debt of Rs. 73.52 crore of 1,20,787 loanees whereas HBCKN has given a waiver of Rs 81.23 crore to 43,173 people of backward classes categories.
The Minister said that waiving of huge amount is a bold decision for the welfare of members belonging to SCs and BCs in the state and the present government had honored its commitment for their wellbeing. Earlier also the government had taken a number of welfare decisions for the benefit of all especially, the people belonging to SCs and BCs and this practice would continue in future also. She said that Chief Minister Mr. Bhupinder Singh Hooda has also announced interest subvention of 50 per cent in future to all those who would repay their loans in time, she added.
Giving district wise details of HSFDC loanees benefitted under the debt waiver scheme, Mrs. Bhukkal said that debt of 6,454 loanees have been waived off in district Ambala whereas 7,331 people have been given debt waiver in district Bhiwani. Similarly, loan of 4,552 persons have been waived in district Faridabad, 3,786 in district Fatehabad, 2,477 in Gurgaon, 11,130 in Hisar, 2,381 in Jhajjar, 11,034 in Jind, 8,311 in Kaithal, 8,480 in Karnal, 4,106 in Kurukshetra, 3,927 in Mewat, 6,055 in Narnaul, 5,218 in Palwal, 3,759 in Panchkula, 5,625 in Panipat, 5,567 in Rewari, 4,253 in Rohtak, 5,892 in Sirsa, 4,828 in Sonipat and 5,581 in district Yamunanagar.
Mrs. Bhukkal said that 2,595 people have been benefited in district Ambala under the debt waiver scheme of HBCKN. Similarly, debt of 2,103 loanees have been waived off in district Bhiwani, 1,725 in Faridabad, 1,525 in Fatehabad, 2,025 in Gurgaon, 2,827 in Hisar, 2,049 in Jhajjar, 2,545 in Jind, 1,590 in Kaithal, 2,565 in Karnal, 1,420 in Kurukshetra, 1,372 in Mewat, 2,520 in Narnaul, 815 in Palwal, 1,830 in Panchkula, 1,580 in Panipat, 2,650 in Rewari, 2,550 each in Rohtak and Sonipat, 2,252 in Sirsa and 2,085 in Yamunanagar district.

CHANDIGARH, SEPT 11
Haryana Chief Minister Bhupinder Singh Hooda has announced to send five trucks of sugar, five trucks of other food items (Chivre) and medicines worth Rs. 50 lakh as relief material for the flood affected people of Jammu and Kashmir.
Mr. Hooda has earlier announced to send 50,000 blankets as a relief material to the affected people. He also assured help of any kind required for the relief operation and said that the Government and the people of Haryana are with the affected people of the Jammu and Kashmir in this hour of crisis.
The State Government has also appointed Principal Secretary, Social Justice and Empowerment Department Mr. P.K Das as the Nodal Officer of State for efficient handling of relief assistance.
NO WORK NO PAY: Registrar of Kurukshetra University, Kurukshetra, K.C Ralhan stated here that University no work no pay for non teaching staff of Kurukshetra University on Thursday. He said that the strike of these employees of university is unethical, and he told employee’s to be on work as soon as possible for sake of the students.
UNICEF AND TN TEAM VISITS HARYANA: A team of UNICEF and Tamil Nadu School Education Department today made a visit at Haryana Education Department to learn from the Haryana’s experience for implementing National Skill Qualification Framework (NSQF) in Tamil Nadu.
The team met Additional Chief Secretary School Education Mrs.Surina Rajan and State level team to know how successfully Haryana has implemented skilling the school students in integration with academic stream under NSQF. Tamil Nadu Government now intends to implement the National Programme from next academic session. UNICEF representative and the team was highly impressed the way Haryana has been able to implement it successfully starting with four trades in 40 schools two years back and further expanding it to cover 240 schools with seven skills reaching 25,000 students.
In view of impressive performance of School Education Department and keeping with National priority to Skill the Nation, UNICEF representative suggested to take it to newer heights by Skilling up the program with World Bank assistance.
KUL HIND MUSHAIRA: The Cultural Affairs Department, Haryana will organize Kul Hind Mushaira ‘Jashn- e-Haryana’ at Tagore Theatre, Sector-18 here on September 20, 2014.
While giving this information here today, an official spokesman said that Principal Secretary to Chief Minister Mr. S.S Dhillon would be guest of honour. Additional Chief Secretary, Cultural Affairs Department Mr. Vijay Vardhan and Director General, Information, Public Relations and Cultural Affairs Department Mr. Sudhir Rajpal would also be present on this occasion.

PROPERTY TAX: Haryana Government has made an amendment in para 4 for sub-para (iii) of Haryana Government, Urban Local Bodies Department (Committee) notification regarding property tax dated October 11, 2013.
As per the amendment made, those who have already deposited the tax, the excess amount, if any, would be adjusted against property tax for the year 2014-15. No photos of political functionaries on beneficiary cards: ECI

CHANDIGARH, SEPT 11
The Election Commission of India (ECI) has  directed that no photos of political functionaries should be displayed  on the beneficiary cards, electricity bills, construction site plaques  etc after the Model Code of Conduct in enforced for the ensuing Vidhan  Sabha elections.
           Giving this information here today, Chief Electoral Officer,  Haryana, Mr Shrikant Walgad, said that beneficiary cards distributed  to beneficiaries, construction site plaques etc, erected during the  enforcement of the Model Code of Conduct, should not contain photographs or messages of chief ministers, ministers and other   political functionaries.
 Similarly electricity bills, water bills etc. to be generated after  the enforcement of the Model Code should not contain any photographs  or messages/symbols of political functionaries/parties, Mr Walgad  added.
       However, no change is required to be made in the photos of political functionaries on beneficiary cards, construction site  plaques etc. which are distributed or erected prior to the enforcement
 of the Model Code.

46,000 farmers attend krishi mela in Hisar

CHANDIGARH, SEPT 10
                     The two-day Krishi Mela of Chaudhary Charan Singh Haryana Agricultural University (CCS HAU) concluded at Hisar today.   Over 46 thousand farmers from Haryana and adjoining states of Punjab, Rajasthan, Delhi and U.P. attended the mela and acquainted themselves with the latest techniques of farming.  They also purchased improved seeds of ensuing rabi season crops and vegetables.
                   According to Director of Extension Education and Convener of the mela, Dr. R.S.Antil, the farmers purchased certified seeds of various rabi crops as well as fruit saplings worth Rs. 79 lakh during both the days. Farm literature over Rs. 84 thousand was also sold in the mela.
                 The university had set up a seed sale counter at the mela venue in collaboration with various Government seed agencies including Haryana Seed Development Corporation, Central State Farm and National Seed Corporation for sale of seed to the farmers.
                  Besides seeds, an agro-industrial exhibition put up on the occasion, was another attraction  for the farmers as huge crowd of farmers was seen seeking information about the different farm machinery, agro-chemicals, agriculture tools and other technologies displayed in the stalls in this exhibition.
                  Dr. Antil said the farmers who visited the mela were taken on guided visits to the research farm of the university and shown demonstrations of the bumper rabi  crops raised by the varsity scientists. Besides, they were also apprised of the technologies for the conservation of natural resources in agriculture. He said the farmers also availed the soil and water sample testing facility at the mela site and got tested 265 soil and 281 water samples.

Hooda honours 159 young achievers of Haryana

CHANDIGARH, SEPT 9
Haryana Chief Minister  Bhupinder Singh Hooda today honoured  as many as 159 young achievers of the State who have succeed in Civil Services Examinations and other  all India competitive examinations held during the year 2013-14 in the Haryana Pratibha Samman Samaroh – 2014 organized at Panchkula  today.
          The programme was organized to honour those brilliant and meritorious students from Haryana, who have brought laurels to the State with their outstanding performance in All India Services and other examinations held in the year 2013-14.
          Mr. Hooda honoured as many as 77 students who have succeed in the examination of Indian Administrative Services (IAS) and allied services. Apart from this, he also honoured 41 candidates who have succeeded in JEE and Engineering Examinations, 15 toppers of class XIIth (all streams), three toppers of class Xth, nine candidates who have qualified All India Pre-Medical Test (AIPMT), three toppers of All India Medical Science (AIMS), three winners of International Science Olympiad and eight of other services. On this occasion, Mr. Hooda gave away certificates and cash awards to the awardees .
          Speaking on the occasion, Mr. Hooda congratulated the awardees and said that it was a matter of pride that though the State accounts for two per cent population of the country yet 8 per cent of its students have cleared various competitive examinations this year be it the Civil Services Examinations and other Examinations of engineering, defence, medical etc. He said that Haryana is the first State where the talents were honoured in this way so that the coming generation could take inspiration from them. He said the State Government has now expanded the scope of Haryana Pratibha Samman Samaroh and decided to honour the achievers of various competitive examinations like MBBS, AIMS, CAT, GATE, AIIMS (PMT), CBSE, ICSE, Haryana School Education Board etc whereas earlier, only this programme was limited to Civil Services.  He said that it was a matter of pride that the Chief of Army Staff also hails from Haryana. Moreover, every 10thsoldier in the armed forces is also from Haryana.
           Mr. Hooda hoped that wherever they go (awardees), they would bring laurels to the State and the Country and serve the people with utmost honesty and dedication.
          Mr. Hooda said that today the world is shrinking and the real race is in the field of education. While referring the 21st century as an era of knowledge, Mr. Hooda said that only those society, state or country make progress which would lead in education. He said that when he assumed the administration of the State in the year 2005 he had set a vision to make Haryana a education hub and it was a matter of pride that in the coming 5-7 years, the State is going to emerge as a education hub of international level.
He also listed various educational institutes set up or being set up in the State right from Panchkula to Mewat. He said that National Institute of Fashion Technology (NIFT) is coming up in Panchkula and the State Government has given Rs 100 crore for the setting up of this institute in addition to land worth of Rs. 100 crore.
The Chief Minister said that during the last nine-and-a-half years, the State has made tremendous progress in every field. The State which is at number 14th in the year 2005 has no reached to number one position. Similarly, the State is also leading in other parameters of development like per capita income, per capita investment, resource mobilization and per capita expenditure on planned budget. Besides education, the sports person of Haryana has also brought laurels to the State and the country with their outstanding performance in national and international level. He said that in the Glasgow 2014 Commonwealth Games, Haryana has won 22 medals out of the total 64 medals won by the country. He said that the neighboring Countries like Pakistan, Bangladesh, Srilanka altogether could not even won medals as won by Haryana alone.
          Speaking on this occasion Haryana Education Minister Mrs. Geeta Bhukkal congratulated the awardees on their achievement and urged them to make their significant contribution in building a strong nation. She said that it was the result of the farsighted approach of Mr. Hooda that the State Government has decided to organize the Pratibha Samman Samaroh to honour the achievers of the State.
Haryana Chief Secretary Mrs. Shakuntla Jakhu and Additional Chief Secretary Higher Education Mr. S.S Prasad also spoke on this occasion.

HAU to organise two-day krishi mela

CHANDIGARH, SEPT 6
                     Chaudhary Charan Singh Haryana Agricultural University (CCSHAU)Hisar will organise a two-day Krishi Mela at Hisar  on September 9 and 10.         
                     CCSHAU Director Extension Education and Convener of Mela, Dr. R. S. Antil today said that Vice-Chancellor, Dr. K. S. Khokhar, will inaugurate the Mela, while Lala Lajpat Rai University of Veterinary and Animal Sciences, Maj. Gen. Dr. Shri Kant will be Guest of Honour on the occasion.
                  He said that the focus of the Mela would on acquainting farmers with the technologies which apart from increasing the production of rabi crops were also cost effective and helped conserve the natural resources.
                     It may be mentioned that this is a much awaited event for the farming community as thousands of farmers from Haryana and adjoining states throng the Krishi Mela every year.
                      Dr. Antil futher further said that, in the Mela, the farmers would have the opportunity to purchase certified seeds of recommended varieties of ensuing rabi session crops at the seed sale counters to be set up at the venue. Besides, farm literature and biofertilizers  would also be available to them at the venue.
                     He said an agro-industrial exhibition showcasing new and useful farming technologies by the CCSHAU and private sector   would be another attraction of the Mela.
                      The visiting farmers, he said, would be shown the bumper kharif crops raised by the scientists at the research farm of the university. Besides, the facility to get samples of field soils, water and diseased plants tested would be available in the Mela. Buzz sessions would be held on both the days to give an opportunity to the farmers to interact with the varsity scientists and find solution to their farming and livestock related problems, he added. Further, some progressive farmers of the state would be honoured on the occasion. For the entertainment of the farmers, a cultural programme by renowned Haryanvi singar Mahabir Guddu and party will be performed.

Haryana students who qualify for Civil Services Exams to be honoured

CHANDIGARH, SEPT 5
The Haryana Government has decided to honour those brilliant and meritorious students who have brought laurels to the state with their outstanding performance in All India Examinations held in 2013 whose results have been declared in 2014 on September 9, 2014 at Red Bishop Tourist Complex, Panchkula.
          While giving this information here today, an official spokesman said that the ‘Pratibha Samman Samaroh’ would be held at Red Bishop Tourist Complex, Panchkula on September 9, 2014. Haryana Chief Minister, Mr. Bhupinder Singh Hooda would be the Chief Guest on this occasion whereas Education Minister, Mrs. Geeta Bhukkal would preside over the function.
          He said that candidates who have qualified Civil Services Examinations namely IAS, Indian Foreign Services, IPS, Engineering Services Examination, Indian Economic Services, Indian Statistical Service Examination and Indian Forest Services would be given cash award of Rs two lakh each. Similarly, the candidates who have qualified other services under the Civil Services Examinations Gr ‘A’ would be given cash award of Rs one lakh each and All India Topper would be given cash award of Rs five lakh.
          Similarly, top five in each JEE (main) and JEE (advance), top three in each CAT, GATE, CBSE (PMT), AIIMS (PMT), CLAT, top three in National Defense Academy, Rashtriya Indian Military College and top three each in CBSE, ICSE, Haryana School Education Board (+2) (3 streams)+Matric would be given Rs one lakh each. Likewise, all candidates of International Science Olympiad Prize Winners would be given cash award of Rs one lakh each and All India Topper of any of the above examinations would be given cash award of Rs five lakh.
          He said that no one will get more than one prize even if he or she becomes eligible in more than one examination in same or subsequent years. However, the candidate would have the option to choose the examination for which he wants to be rewarded. In case of services or examinations are for the recruitment, the candidate has to supply the proof of residence which could be Domicile Certificate, Resident Certificate, Passport, Ration Card, Voter I-Card as proof of residence and the certificate of qualifying service or examination. Similarly, in case the examination is for admissions to various courses, the candidates should have passed the 10+2 examination from Haryana. He said that candidates with 10+2 from Chandigarh will also be considered if they produce certificate of Residence or Domicile of Haryana of Ration Card, Passport, Voter I-Card of Haryana as proof of residence in Haryana.
          All the eligible awardees should register themselves and submit proof of eligibility and service or examination at the office of the Higher Education Department on or before September 8, 2014.

Shrikant Walgad expresses concern over paid news

CHANDIGARH, SEPT 4 
Chief Electoral Officer,  Haryana, Mr. Shrikant Walgad today expressed his concern over the   issue of ‘paid news’, which he said is acquiring serious dimensions. He said that during the last Lok Sabha Elections in all  41 cases of paid news were reported and out of these 25 were confirmed and forwarded to Election Commission of India for further action at its end.
          Mr. Walgad, who was addressing a media workshop on paid news here today, said that the issue of paid news was undermining the democracy in the country. Those candidates who do not go along with such practices on the part of media organizations might be denied coverage, he added.
          While defining the paid news, he said that according to Press Council of India, any news or analysis appearing in any media, print and electronic for a price in cash or kind as consideration is paid news. He said that paid news appears in the form of identical articles with photographs and headlines appearing in competing publications carrying by-lines of different authors around the same time.  Also, on the same page of specific newspapers, articles are printed praising competing candidates claiming that both are likely to win the same elections.
He said that paid news appears in the form of disproportionate coverage to the speech or activities of a candidate on a television or radio channels, which is likely to influence the voters and yield electoral benefit to a particular candidate, and the same coverage appears in several channels. The cases of ‘Paid News’ generally manifest in the forms of news articles  or  reports published about a particular candidate or a party eulogizing them, or similar news articles or reports denigrating the opponents, both intended at unduly influencing the voters.
According to the News Broadcasting Standards Authority “Paid News” mean and include news whether political, business, sports, entertainment or news relating to any other field reported or omitted to be reported whether by way of news bulletins, current affairs programmes, special programmes or any other programmes by whatever name called, in consideration of, or as quid pro quo for, any financial or non-financial benefit or reward whatsoever.
          While referring to the criteria of certification, he said that according to the Supreme Court’s orders dated April 13, 2004 ,  no cable operator or TV channel shall telecast any advertisement, which does not conform to the law of the country and which offends the morality, decency and susceptibility of view or which is shocking,  disgusting and revolting. Moreover, no advertisement shall be permitted which derides any race, caste, colour, creed and nationality, is against any provision of the Constitution of India and tends to incite the people to crime, cause disorder or violence or breach of law or glorifies violence or obscenity in any way.
While referring to the issue of Short Message Service (SMS), violating the provisions of Election Law, MCC and ECI’s directions,he said that  the Police should advertise special mobile numbers on which such SMS could be forwarded by the receiver for further investigation and action. Also, in case of bulk SMS, their cost would be included in the expenditure. There should be no bulk SMS of political nature during 48 hours ending with the hours fixed for conclusion of poll. For SMS the rates of DIPR and DAVP would be applied, he added.
          He said that there is a Media Certification and Monitoring Committee (MCMC) to check paid news. Its composition is as per the guidelines of the Election Commission of India (ECI). The Committee functions at district as well as state level. The Committee plays an important role in prevention and certification of political advertisements, monitoring of paid news and action on receipt of complaint or suo-motu.
He said that according to the guidelines issued by Press Council of India, newspapers are not expected to indulge in unhealthy election campaigns, exaggerated reports about any candidate or party or incident during the elections. While reporting on actual campaign, a newspaper may not leave out any important point raised by candidate and make an attack on his or her opponent. Press is not expected to indulge in canvassing of a particular candidate or party. If it does, it shall allow the right of reply to the other candidate or party. Any departure from these guidelines should make a case for prima facie investigation of paid news.
          He said that paid news also falls in the category of other documents liable to be included in ‘election pamphlet and poster’ and election taken accordingly.
          While referring to the code of conduct for TV broadcast issued by the National Broadcasting Standards Authority (NBSA),  he said that there should be no coverage of any election speech or other material that incites violence, one religion against another, one caste against another, and one language group against another. In any constituency only one candidate should not be projected. While it is not necessary to cover every single candidate, as some constituencies may have several candidates, at least the more important should be covered in any report from a constituency. He said among the major political parties, no single political party should be given substantially more coverage than others. This balance need to be achieved in any single day or in a single story, but over a reasonable period of time, says one week. All producers must record a copy of their programme off air for use as reference in case of any dispute and the Election Commission would be final arbiter.

As per the amendment, linkage of full pension with 28 years of qualifying service shall be modified to the extent that once a government servant retires after rendering the minimum qualifying service of 20 years; pension shall be sanctioned at 50 per cent of the emoluments subject to other conditions regulating the same.
FREEDOM FIGHTER PHOTO UNVEILED: Haryana Vidhan Sabha Speaker, Mr. Kuldeep Sharma unveiled a photograph of well-known freedom fighter Master Nand Lal in the gallery of freedom fighters in the Haryana Vidhan Sabha here today.
Master Nand Lal was born in 1887, at Jhang in Pakistan and breathed his last on April 17, 1959.
Speaking on this occasion, Speaker described Master Nand Lal as a great personality who actively participated in India’s freedom struggle. He said that photograph of such great freedom fighter would inspire our future generation and infuse in them the spirit of patriotism. Master ji was elected as legislature from Karnal assembly in joint Punjab. Efforts would be made to name a chowk after Master Nand Lal in Karnal town, he added.
CM CONDOLES NIHAL'S DEATH: Haryana Chief Minister Mr. Bhupinder Singh Hooda expressed grief over the sad demise of Mr. Nihal Singh Doon father of Mr. R.S. Doon, IAS (Retd.) Chairman Haryana State Food Commission. He was 84.
In a condolence message issued here today Mr. Hooda expressed his heartfelt condolences to the members of the bereaved family and prayed to almighty that the departed soul might rest in peace.
