Anu Kumari named brand ambassador for Beti Bachao-Beti Padhao Programme

CHANDIGARH, APRIL 28
The Haryana Urban Local Bodies Minister, Mrs Kavita Jain, has named Ms Anu Kumari, who achieved  second rank in the Civil Services exam conducted by the Union Public Service Commission as the brand ambassador for the Beti Bachao-Beti Padhao Programme in Sonipat district.
         The significant achievement of Ms Anu Kumari has given a befitting reply to such people as have killed their daughters in the womb. She has emerged as an inspiration in changing the mindset of people towards the girl child, she said.
          Congratulating Ms Anu Kumari and members of her family on her success, Mrs Jain said today daughters are in no way behind in any field. There is need to give them opportunity to prove their mettle. It is a matter of pride not only for Sonepat but for the entire Haryana that daughter from an ordinary family has proved her mettle in the All India Civil Services exam by securing 2nd rank.
Among top five ranks of UPSC, three ranks have been bagged by the youth from Haryana and Ms Anu Kumari has secured the second place.
          The Health Minister, Mr Anil Vij, Member of Parliament, Mr Ramesh Chander Kaushik, and Chairperson, Haryana State Agricultural Marketing Board, Mrs Krishna Gahlawat, have also congratulated Ms Anu Kumari on her matchless achievement.
Meanwhile, the Haryana Chief Minister, Mr Manohar Lal, has congratulated all candidates from the state for having cracked the prestigious civil services examinations this year.
          In a message issued here today, the Chief Minister said, “The splendid success of our youth has made the state proud. I convey my appreciation for their significant achievement and hard work and wish them a successful career ahead.”
          He specifically congratulated Ms Anu Kumari of Sonipat for securing second rank in the UPSC exam, and hoped that by drawing inspiration from her, our daughters would continue to work hard to show their capabilities.
MANN KI BAAT: The Haryana Chief Minister, Mr Manohar Lal, along with villagers, will listen to the Prime Minister, Mr Narendra Modi’s ‘Mann Ki Baat’ programme in the village of Babail in Panipat at 11 am on April 29, 2018. He will also discuss issues concerning the villagers.
ANIL VIJ'S WARNING: The Haryana Health Minister, Mr Anil Vij, has said that a drive has been launched by the department and stern action is being taken to prevent the practice of unnecessarily referring the patients coming to civil hospitals outside. In this connection, charge-sheet is being issued to the Civil Surgeon, Gurugram.
Apart from terminating the services of a doctor, services of many medical officers have been placed under suspension. Stern action will be taken on getting similar complaints from other districts.
          Flagging off Advance Life Saving Ambulance in Ambala Cantt today, Mr Vij said even though civil hospitals had all modern facilities, doctors kept referring patients in cases of deliveries which showed negligence towards duty.
          All modern healthcare facilities such as Cath Lab, dialysis, CT-scan, emergency services have been provided in the Civil Hospital, Ambala Cantt. This Ambulance will be helpful in saving the lives of the injured and other patients in emergencies as it has been equipped with all life saving devices and medicines, he added.

Applications invited to run 'Ujjawala homes'

CHANDIGARH, APRIL 26
 The Haryana government has invited applications from different organisations with experience in the field to run 'Ujjawala homes' to check trafficking of children and women and ensure their rescue as well as rehabilitation under the 'UJJAWALA' scheme.
          While stating this here today, a spokesman of Women and Child Development Department said that the ‘UJJAWALA’ scheme has been introduced for prevention of trafficking and rescue, rehabilitation and re-integration of victims of trafficking for commercial sexual exploitation. He said that applications have been invited from voluntary organisations, women’s development corporations, women’s development centres, Urban Local Bodies and reputed public and private trusts as well as Social Welfare and WCD departments of State government. Only those organisations should apply which have adequate experience in the fields of trafficking, social defence, dealing with women and children in need of care and protection and children in conflict with law.
          He said that to be eligible, the agency should be registered under law and must have a properly constituted Managing Body with its powers, duties and responsibilities clearly defined and laid down in its Constitution. The organisation must not work for the profit of any individual or body of individuals and should ordinarily have three years experience after its registration. The financial position of the organisation must be sound and it should have facilities, resources, experience and personnel to initiate the scheme for which assistance is sought.
          He said that to apply for the scheme, the organisation might submit the application in the prescribed form along with all requisite documents   to District Programme Officer, ICDS Cell, of the district concerned within a month.  The application would be forwarded   with the recommendation of the Deputy Commissioner of the district concerned to Director, Women and Child Development Department, who would further recommend the genuine and complete proposals with the recommendation of the State Government to the Union Ministry of Women and Child Development. CM approves Rs 1650 crore for water supply and sewerage system

CHANDIGARH, APRIL 26
 The Haryana  Water Supply and Sewerage Board, which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today approved over Rs 1650 crore for improvement of drinking water supply facilities, sewerage system in rural and urban areas and storm water drainage facilities in the urban areas of the State
        Urban Local Bodies Minister, Mrs Kavita Jain and Minister of State for  Public Health Engineering, Dr Banwari Lal were also present in the meeting.
 Funds have also been approved in the meeting for the 2444 ongoing schemes and 1359 new schemes. The meeting was informed that a target has been for the improvement of drinking water supply facilities in 272 habitations or rural areas and in the urban areas, construction and commissioning of 15 sewage treatment plants and improvement of water supply, sewerage and storm water drainage system in various towns of the State during the year 2018-19.
The Chief Minister directed the Public Health Engineering Department to start a pilot project in Panipat for the treatment of contaminated water. Once successful, the model would be replicated in other parts of the State he said adding that efforts should be made to ensure that not even a single drop of contaminated water fall into river Yamuna. He asked the department to implement a technology through which water could be utilized at the same place where it would be treated and first priority should be given to irrigation.
While reviewing the Maha Gram Yojana, the Chief Minister directed the public health engineering department to expedite the process of making available water for drinking as well as irrigation purposed in the 20 villages taken over by the Department in the first phase. Solar and micro irrigation projects are also to be implemented in these villages. He directed the senior officers of the department to personally visit these villages and fixed a timeline for the completion of work so that the target to cover 116 villages under the scheme this year could be achieved. It was informed in the meeting that out of 20 villages, work in six villages have already been allotted and started whereas estimates are being prepared for the remaining 11 villages.
It was informed in the meeting that for 21 towns located alongwith the catchment area of river Ghaggar in Haryana, 19 STPs have already been set up whereas the process is underway for the setting up of two STPs in Ambala Sadar and Thanesar towns. Apart from this, three projects have been prepared with the assistance of Command Area Development Authority (CADA), Haryana for the utilization of waste water for irrigation. Initially the project has been implemented in three towns namely Shahbad, Ladwa and Pehowa. On the success of this projects, the same would be replicated in other towns also.
 It was also informed that the Public Health Engineering Department on its own has started the Geo Mapping of its assets, habitations and sewerage network. By the end of this year, the entire Geo Mapping would be completed and thereafter all the estimates of projects would be submitted alongwith the Geo Mapping. It was informed that the Department has started five training programmes for sever men in the State. Under this programme, the sewer men are provided one day training to sensitize them. Once the training is completed, Haryana would be the first State to have conducted this type of training.      
 Earlier, various projets were approved in the meeting. These included 475 new tube wells, 22 independent canal based water works namely Khanpur, Madha and Petwar in Hansi, Roopgarh in Jind, Behbalpur, Majra, Sirdhan, Noorkiahli and  Aherwan in Fatehabad, Sidhani in Tohana, Dhulkot and Bithan in Loharu, Kirara in Uklana, Frain Khurda and Kolda Khurd in Narwana, Tappi in Dabwali, Sisai in Narnaund, Jalopur in Raita, Badalgadh in Ratia, Bithla in Jhajjar and Niyat in Gohana. Apart from this, 45 boosting stations in rural areas  and 126 renovation, repair of existing water works in rural areas, 546 pipelines works in rural areas and 50 others including augmentation of existing water works, independent feeders, sustainability and raw water arrangement in rural areas were also approved in the meeting.

Non sale of tomatoes: Market Committee auction recorder

CHANDIGARH, APRIL 26
Taking note of the farmers protesting against their crop of tomatoes not being sold in the sabzi mandi at Charkhi Dadri, the Chief Minister, Mr Manohar Lal, today directed the Deputy Commissioner, Mr Ajay Singh Tomar, to go into the matter and take necessary remedial steps.

After investigating the matter, the Deputy Commissioner suspended auction recorder, Mohan Singh, and recommended to the higher authorities to suspend the secretary, Market Committee. The grievances of farmers were redressed on the spot.

         Disclosing this here today, an official spokesman said during the day the protesting farmers had locked the gate of the sabzi mandi due to their tomatoes not being sold and levelled allegations of negligence against officers and officials of the sabzi mandi.

        During the investigation, it came to light that there was only one trader in the sabzi mandi who was purchasing tomatoes despite huge   quantity of tomatoes being brought to the mandi. The Deputy Commissioner apprised the Chief Minister of the situation, who, in turn, directed him to take strict action.

        The Auction Recorder, Mohan Singh, was suspended for not taking necessary steps on time. Since the entire responsibility of the sabzi mandi and anaj mandi lies with the secretary, Market Committee, the higher authorities have been asked to suspend the Secretary.

        The spokesman said the state government had started ‘Bhavantar Bharpayee Yojana' so that farmers got right price for their produce. The government is committed to take action against those officers and officers who are found guilty of committing irregularities, he added.

Flat or property owners to get online services in Haryana

CHANDIGARH, APRIL 26
 Flat or property owners will no longer have to visit offices of Estate Managers of the Haryana Housing Board as it is going to make its seven services online very soon. This will not only eliminate the corruption but will also make the delivery system paperless and hassle-free.
          While stating this here today, Chairman of the Board, Mr Jawahar Yadav said that services like issue of No Objection Certificate or duplicate allotment letter, conveyance deed, No Dues Certificate, conveyance deed through general power of attorney, transfer of property in case of sale or death and mortgage or de-mortgage of property would become online as all these services have already been certified after obtaining approval from the government. These services were also being connected with SARAL portal.
          He said that Board had also launched a new project ‘Plot Property Management’ to facilitate its allottees. Under this, property files of 30,000 allottees have been uploaded and verified so far and work on remaining was in progress. This facility would soon be made online so that allottees could easily get all information pertaining to their property by sitting at their homes.
          Mr Yadav said that Board is also going to launch new schemes for providing affordable houses to people belonging to economically weaker sections.
          He also congratulated the officials of the Board for implementing the online system and also for the initiatives undertaken by them to improve the services for reaching out to all allottees.
CM EXPRESSES SHOCK OVER DEATH OF 13 STUDENTS: The Haryana Chief Minister, Mr Manohar Lal, has expressed deep grief and shock over the death of 13 school-going children in  an accident at a railway crossing in Kushinagar, Uttar Pradesh, and conveyed his heart-felt condolences to the bereaved families.
        In a condolence message issued here today, Mr Manohar Lal said, “The death of innocent children is heart-breaking. My heart goes to the families who have lost their young ones. I pray to God to give strength to the bereaved familes to bear the irreparable loss. May their souls rest in peace.”
        Thirteen children died and six others suffered injuries when the school van in which they were travelling was hit by a train at a railway crossing in Kushinagar, today.
SPECIAL RECRUITMENT  DRIVE FOR PWD AND ESP: The Haryana Government has decided to launch a special recruitment drive for Persons with Disability (PWD) and Eligible Sports Persons (ESP) in case of direct recruitment posts in Group D.
        While stating this here today, a spokesman of General Administration Department said that all the Administrative Departments have been asked to send requisition of PWD and ESP in Group D (except for posts of Sweeper, Chowkidar and Sweeper-cum-Chowkidar) to Haryana Staff Selection Commission.
          He said that in case of PWD, the 4 per cent horizontal reservation would be computed cadre wise on basis of total number of posts in the cadre minus existing PWD strength. However, in case of ESP, the requisition would be prepared cadre wise at rate of 10 per cent of total vacancies in each cadre. Both the requisitions that is for PWD and ESP vacancies could be sent to Haryana Staff Selection Commission by April 30, 2018, he added.
NON-OFFICIAL MEMBERS NOMINATED: The Haryana Government has nominated non-official members of District Public Relations and Grievances Redressal Committees of Jhajjar, Sonepat and Kaithal.
          While stating this here today, an official spokesman said that Mr Ram Avtar, Mr Prince Dhanwal and Mr Ankush Mittal have been nominated as non-official members of District Public Relations and Grievances Redressal Committees of Jhajjar, Sonepat and Kaithal respectively.
HARYANA HEALTH CARE WORKERS BOARD: Haryana Government has constituted Board of Haryana Health Care Workers to carry out the provisions of the Haryana Health Care Workers Act, 2004, with immediate effect.
     Dr. Rishipal Saini, former Member of Board of Ayurvedic and Unani System of Medicine, Panchkula has been appointed Chairman of the Board. A proposal to this effect has been approved by the Chief Minister, Mr. Manohar Lal.
CLEANLINESS MONTH: Haryana Health Minister, Mr. Anil Vij said that April month has been celebrated as Cleanliness Month to control vector borne diseases in the state under which inspection of more than one lakh places have been carried out in the state.
        During this period, about 90 per cent of total 3,742 water booster pumps were checked and chlorine was added to 2,870 pumps. Apart from this, 99503 roofs of houses, schools and hospitals were cleaned and gambusia fish were released into 311 drains to kill larvae spreading diseases such as malaria and dengue.
 NAGAR GETS ADDITIONAL CHARGE: Mr Anil Nagar, HCS, General Manager, Haryana Roadways, Chandigarh has been given the additional charge of Secretary, Haryana Safai Karamchari Ayog and Secretary, Kesh Kala and Kaushal Vikas Board, against vacant posts.
NEERJA SEKHAR POSTED: Haryana Government has posted Mrs Neerja Sekhar, awaiting orders of posting, as Principal Secretary, Social Justice and Empowerment Department relieving Mr Anil Kumar of the said charge with immediate effect.

Pak High Commissioner invites Haryana CM to visit Pakistan

CHANDIGARH, APRIL 24
 Pakistan has evinced keen interest in growth story of Haryana especially in the fields of smart city, agriculture, infrastructure development, export and also hailed the State for its achievement in the field of sports at national and international level.
          Pakistan High Commissioner to India, Mr Sohail Mahmood who made a courtesy call on Chief Minister, Mr Manohar Lal here today said that as there are lot of similarities between both the countries, there should be an exchange from both sides in field of sports and culture so as to further strengthen the bilateral relations. He invited Mr Manohar Lal to visit Pakistan and expressed hope that peace would prevail between the two countries. 
          Mr Manohar Lal said that Faridabad, Karnal and Gurugram are being developed as smart cities under the smart city project of Government of India. Under this project, all necessary infrastructure facilities would be provided in these cities in a phased manner so as to raise the living standard of people.  This is a five year programme and the Central Government would provide a grant of Rs 100 crore every year for this purpose.  As many as 100  cities have been selected under the Smart City Project in the first phase, he added. He said that a Rs 2400 crore action plan has been prepared for Faridabad to provide facilities like drinking water and sewerage and also for area specific development.    
          The Chief Minister said that the State Government is laying special emphasis on setting up large scale industries and bringing investment to the State so as to provide maximum employment opportunities to the youth. He said that Haryana is a major exporter of rice as it contributes 50 per cent of total rice exported by the country. Apart from this, the State is the largest manufacturer of motor cars in the country. Haryana has highest per capita income among big states and is at number one position in terms of ease of doing business.  
          Mr Manohar Lal said that sports person of Haryana has brought laurels to the State and Country in many national and international level competitions. In the recently concluded Commonwealth Games in Australia, Haryana players have  bagged  22 medals out of the total 66 medals won by the country. On this, Mr Sohail Mahmood congratulated Mr Manohar Lal and described it as a big achievement for the State. The Chief Minister said that the State has also made major strides in the field of education. Being its close proximity to national capital Delhi, major private universities have come up at Rajiv Gandhi Education City, Kundli, Rai in district Sonipat. In all Haryana has 46 universities included 12 state universities.
          Among those present in the meeting included Chief Secretary, Mr D.S Dhesi, Principal Secretary, Labour Dr Mahavir Singh, Managing Director, Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) Mr T.L Satyaprakash and Chairman, Foreign Investment and NRI Cell Dr Ashwin Johar.

Nursing a pious profession: Prof Solanki

 Haryana Governor Prof. Kaptan Singh Solanki said that nursing profession is a very pious profession and nurses play a very important role in providing  healthcare services  to the people.
       The Governor was speaking on the inauguration of International Conference on "The Future of Nursing in World’s Perspective” organised at Ratan Institute Group in Mohali today.
       Prof. Solanki said that nurses works day and night in OPD, General Ward and operation theatre to provide succor to suffering humanity.  It is a skilled and trained job. With the advancement of medical sciences, there have been many progressive changes in this profession also. The knowledge required in this profession has to be updated with latest knowledge of medical field.    The holding of such conferences is  very effective in making them aware about the latest achievements of their field, he added.

HARYANA TO SET UP SCRAP FACTORY: The Union Minister of Steel, Ch. Birender Singh, said today that a scrap factory would be established in Haryana. The Motor Vehicle Act (Amendment) Bill is pending in Parliament. After passage of this bill, more than 15-year-old vehicles would not be able to run on the road.
          Interacting with media persons in Fatehabad, he said the Union Steel Ministry would purchase 15-year-old vehicles by paying 15 per cent more than the market rate. Presently, India is importing one million tone of scrap.
WRITING PAR OF IAS, HCS OFFICERS: The Haryana Government has issued instructions for writing of Performance Appraisal Reports of IAS and HCS officers posted as Secretary or Deputy Secretary of Haryana Public Service Commission (HPSC).
          While Chairman, HPSC will be reporting authority for writing of Performance Appraisal Reports of IAS and HCS officers posted as Secretary or Deputy Secretary in HPSC, Chief Secretary will be reviewing and accepting authority for the similar purpose.
TWO NEW ROADS: The Haryana government has decided to construct two new roads at a cost of over Rs 6.44 crore in Rewari and Nuh districts. While one road will be constructed from Russiawas to Manaka upto Rajasthan Border in Rewari, the construction work of other road will be undertaken from Rajaka to Uleta in Nuh.
          While stating this here today, Public Works (Building and Roads) Minister, Rao Narbir Singh said that Chief Minister, Mr Manohar Lal has approved a proposal of the department to this effect.
          He said that road from Russiawas to Manaka upto Rajasthan Border in Rewari district, having a length of 3.77 km, would be constructed at a cost of about Rs 3.62 crore. The construction work of 2.4 km road from Rajaka to Uleta in Nuh would cost about Rs 2.83 crore.
COMPUTER TRAINING TO PATWARIS: Taking a prompt action to provide relief to people from stalled work due to  strike of computer operators, the District Administration, Hisar has imparted computer training to patwaris and registry clerks in four days, and resumed the registry work in four tehsils.

        While stating this today, Deputy Commissioner, Hisar, Mr. Ashok Kumar Meena said that the computer operators deputed in all tehsils and e-Disha kendras were on strike since April 16 which affected the work in these offices.  In order to provide relief to people, the patwaris and registry clerks have been provided training through NIC and work would resume from tomorrow in four tehsils namely Hisar, Hansi, Narnaund and Adampur.
        He said that work of registries would soon be resumed in other tehsils of the district.

Traditional Indian attires at convocation ceremony

CHANDIGARH, APRIL 23
Haryana Health Minister Anil Vij expressed happiness on the process of adopting traditional Indian attires instead of black gowns during convocation ceremonies in colleges.
        Mr. Vij was speaking as chief guest in the convocation ceremony of Sanatan Dharma College at Ambala Cantt., today. He also inaugurated solar system installed in the campus of the college.
        The Minister said that against this tradition, he himself had not gone to his village to receive his degree and wrote a letter to the principal of the college opposing this tradition and requesting him to change it. Today, this system has been replaced with traditional Indian attires in various colleges of Haryana, he added.
ADDITIONAL SECRETARY:  Yogesh Kumar Mehta, HCS, Additional Transport Commissioner and Secretary, Haryana Right to Service Commission has been posted Additional Secretary, Health Department, with immediate effect. He will also look after the work of Secretary, Haryana Right to Service Commission.
TELE-MEDICINE: Scoring another first on health front, the Haryana Government plans to strengthen primary health services with the ‘Tele-Medicine’ facility which would be shortly launched in the state on a pilot project basis. Under this facility, people would be able to avail themselves of the facility of treatment from specialists available at nearby health centres. 
       Disclosing this here today, the Health Minister, Mr Anil Vij, said the scheme aimed at providing tele-medicine initially at three levels. Under the first level, the health and wellness centre would be connected with Primary Health Centres (PHCs) and Community Health Centres (CHCs) through e-Sanjeevani software.
 Under the second level, the PHCs and CHCs would be connected with district hospitals, and under the third level, district hospitals would be connected with medical colleges.
        Mr. Vij said the health provider at health and wellness centre at first level would conduct routine clinical examination, radiological and laboratory investigations through an integrated health device linked with e-Sanjeevani software. The electronic medical records required for telemedicine consultation would be screened at the PHC and CHC level.
 If specialist consultation is required, medical records would be referred through telemed software to the secondary and tertiary level care units. Apart from this, a regional resource centre and tele-medicine hub would be set up at the PGIMER, Chandigarh, he added.

IOC to set Biomethenation Plant in Faridabad

CHANDIGARH, APRIL 23
The Haryana Government has signed a Memorandum of Understanding (MoU) with the Indian Oil Corporation (IOC) for setting up Biomethenation Plant in Faridabad. The plant will produce gas and compost from organic waste which will be used in cooking mid-day-meal and in parks.
          The MoU with IOC was signed by the officials of Municipal Corporation, Faridabad, Indian Oil Corporation, Haryana Shahri Vikas Pradhikaran (HSVP), Eco Green Energy Private Limited and Iskcon in the presence of Industries and Commerce Minister, Mr Vipul Goel at Faridabad today.
          Speaking on this occasion, the Minister said that it is a unique intiative of the State government and IOC towards making Faridabad a clean and smart city. The project, which will be set up by IOC at a cost of Rs three crore through Corporate Social Responsibility fund, would be completed by March 2019. Land for this project has been made available by HSVP. The Biomethenation Plant would be handed over to Municipal Corporation, Faridabad after three years.
          The plant will produce 18 cyclinder gas every day which will be supplied to Iskcon, the agency engaged in cooking mid-day-meal for 60,000 school children in Faridabad, free of cost. In addition, the plant will also produce about 4 tonnes of compost per day from 5 tonnes organic waste. This compost will be supplied to HSVP for parks.
          The Minister said that such kind of initiatives would also be followed by all to save the environment. He also directed the officials of Ecogreen to make necessary arrangements for collection of organic waste after segregation. He also called upon the general public and Residents Welfare Associations to cooperate in collection of organic kitchen waste. He said that Municipal Corporation, HSVP and Ecogreen would also launch an awareness campaign in coming days to bring a big transformation by June 5, the Environment Day.

Haryana planning to procure robotic machine for sewer cleaning

 Haryana Government is considering to arrange robotic machine for sewer cleaning so that safai karamcharis would not have to enter into sewers.
This was informed by Minister of State for Public Health Engineering, Dr. Banwari Lal while addressing a press conference at Hisar today.
He said that the state government would give financial assistance of up to Rs 10 lakh to dependents of Safai Karamcharis, in case of death caused while cleaning sewers. Since 1993, 117 such cases have come to notice of the State Government and their report has been forwarded to the Finance Department for approval. Soon after getting approval, the financial assistance would be granted to the dependents. Some of the families have already been provided the financial assistance.
He said that it was a long pending demand of Safai Karamcharis to provide financial assistance to their dependents in case of death caused while cleaning sewers, but the previous governments had not given any attention to their demand. He said that understanding the sensitivity of this matter, the Chief Minister, Mr. Manohar Lal got prepared a scheme for redressal of this issue and sent 117 such cases to Finance Department for approval. He said that Safai Karamcharis are the key link to the Swachhta Abhiyan. Therefore, the State Government has taken every possible step for redressal of their complaints and fulfilling their demands.
Earlier inaugurating the ‘Safai Karmi Suraksha Prashikshan Shivir’, the Minister said that this camp has been organised to inform safai karamcharis about safety equipment and other safety measures while cleaning sewers. The inauguration of this camp was on the basis of a pilot project in Hisar. Thereafter, such camps would be organised all across the state.
He said that maximum cases of deaths and other incidents take place when safai karamcharis entre sewers for cleaning.
          On being asked about corruption, he said that the present State Government has been working with Zero Tolerance policy to provide transparent and corruption-free governance to people.
          Speaking on the incidents of rape, Dr. Banwari Lal said that such incidents have no place in civil society. Society needs to come forward to spread social awareness so that such incidents do not take place in society. Participation of society is necessary to put a check on such incidents, he added.

Haryana CM to lead delegation to UK

CHANDIGARH, APRIL 23
Haryana Chief Minister  Manohar Lal  will be leading a high-level delegation to United Kingdom (UK) next month to discuss various issues of mutual interest including urban development, global city, aviation hub, infrastructure and agriculture. He  would also address Indian Diaspora in UK.
Mr Manohar Lal was interacting with a delegation of United Kingdom (UK) led by Permanent Under Secretary, Head of Diplomatic Service, United Kingdom (UK) Mr Simon McDonald that called on him here today.   
The Chief Minister said that the State Government is developing Sonipat and Bahadurgarh on the pattern of Gurugram and Faridabad. Being their close proximity to national capital Delhi, there is huge potential of industrial development in these cities.  Though Haryana is primarily an agrarian State, it has taken major strides towards industrialization during the last few years, he added.
He said that 65 per cent population of the State is engaged in agriculture and allied sector. Despite of only 1.4 per cent of total population of the country, Haryana is the single largest contributor of food grains in the national pool. Apart from this, Haryana is also the largest exporter of basmati rice.
The Chief Minister said that the State is going to develop an international airport at Hisar, about 150 kilometers from New Delhi. About  2400 acres of government land is available for this airport. The State already has a domestic airport at Hisar and the regional connectivity to Delhi and Chandigarh would be started within next six months. The connectivity would be further expanded later on. As many as six major infrastructure developers have shown interest in developing this airport.
Permanent under Secretary, Head of Diplomatic Service, United Kingdom (UK) Mr Simon McDonald informed the Chief Minister that UK has a specialization in developing global city. Quoting example, he said that canary wharf in UK was an underdeveloped city but now it has become a business city.
The British Deputy High Commissioner  in Chandigarh Mr Andrew Ayre said  that the technology for sex section of cows would also be showcased to the  Chief Minister during his visit to UK.

Haryana CM announces enhancement of nine allowances

CHANDIGARH, APRIL 21
Providing a major bonanza to state government employees on Civil Services Day, Haryana Chief Minister, Mr Manohar Lal announced enhancement of nine allowances on the pattern of 7th pay commission, introduction of one new special allowance for child care to female government employees with disability as also enhancement of many Haryana specific allowances of health and police departments that are not in vogue in Government of India by 1.8 times. The increase in all these allowances would be effective from May 1, 2018.
    The new allowance announced by the Chief Minister is special allowance for child care to female government employees with disability would be given at the rate of Rs 1500 per month per child.
          He also announced to constitute a committee to revise the House Rent Allowance (HRA) admissible to the state government employees on the pattern of Central Government. The Committee would work under the guidance of Finance Minister, Capt Abhimanyu and make its recommendation both on quantum of increase and the date from which it would be applicable and committee  would submit its report at the earliest.  The Chief Minister said that the State Government has already given the benefit of 7th pay commission to its employees with effect from January 1, 2016.
          Among the nine allowances increased on the pattern of seventh pay commission are fixed medical allowance (increased from Rs 500 to Rs 1000), children education allowance (from Rs 750 to Rs 1125 per month), uniform and washing allowance for Group D (from Rs 240 to Rs 440 per month), Non Practice Allowance (NPA) for doctors at the rate of 20 per cent of revised basic pay from 25 per cent pre-revised basic pay,  cycle allowance (from Rs 100 to Rs 200 per month) convenience allowance for handicapped at the rate of eight per cent of basic pay and maximum Rs 4000, special allowance for safai karamcharis (from Rs 325 to Rs 625 per month), travelling allowance and hill compensatory allowance of 2.5 per cent of basic pay subject to minimum of Rs 200 and maximum Rs 400 has been increased to minimum Rs 350 and Maximum Rs 700. The financial implication on account of increased allowances would be Rs 840 crore .
           Mr Manohar Lal made these announcements while addressing the senior IAS, IFS and IPS officers at the state level function of 12th Civil Services Day in Panchkula near here today. He said that the allowances have been increased in consultation with various employees unions.

c)    Composite Transfer Grant on transfer from one destination to other within India has also been increases to 125% as per details attached at Annexure ‘A’.
These have been increased in the same ratio as in GOI.

2.       Conveyance Allowance to Physically handicapped Government Employees, clinical post and Personal Assistant’/ ‘Private Secretary’/ ‘Secretary’/ ‘Senior Secretary’, etc, attached to the Chief Minister/ Cabinet Minister/ Minister of State, etc. The admissibility to draw this allowance shall be as given in the table below:

5.       Fixed Medical Allowance : FMA has been increased from Rs. 500/- p.m. to Rs. 1000/- p.m.
6.       Hill Compensatory Allowance admissible to the Government Employees posted in Morni Hill areas: this allowance shall be 2.5% of the basic pay. The limit of minimum Rs. 200/- and maximum Rs. 400/- has been increased to a minimum entitlement at Rs. 350/- per month and maximum entitlement at 700/- per month.

7.       Cycle Allowance: This allowance is admissible to Group D employees and has been increased from Rs. 100/- p.m. to Rs. 200/- p.m.

8.       Special Allowance to Certain category of Government Employee belonging to Group D carrying dual or more than two nomenclatures: This allowance has been increased from Rs.  60/- p.m. to Rs. 120/- p.m.

09.     Special Allowance for Safai Karmcharis : This allowance has been increased from Rs. 350/- p.m. to Rs. 625/- p.m.

10.     Uniform and Washing Allowance for Group D Employees: This allowance has been increased from Rs. 240/- p.m. to Rs. 440/- p.m.

11      Non Practicing Allowance (NPA): This allowance is admissible to the Government Employees recruited as Doctors with a minimum qualification of MBBS/BDS in the Health/Medical Education Department, Veterinary Doctors with a minimum qualification of B.V. Sc. & A.H. in the Department of Animal Husbandry and Dairy Development and Doctors with a minimum qualification of BAMS/BHMS/BUMS in the Ayush Department. The NPA will be given @ 20% of Revised Basic pay and this does not exceed Rs. 2,24,550/-. The existing rate was 25% of unrevised basic pay. In this way the NPA has increased more than 200%.

DEPARTMENT SPECIFIC ALLOWANCES

1.       DEPARTMENT OF HEALTH:   

         Rural Health Allowance: The entitlement to draw this allowance has been increased from Rs. 500/-p.m. to Rs. 900/- per month.

         Uniform and Washing Allowance (to Nursing staff): The entitlement to draw this allowance has been increased from Rs. 700/-p.m. to Rs. 1,250/- per month.       

         Diet Allowance (to Nursing staff): This allowance is admissible to all the Government Employees being Nursing Staff and recruited as such.  The entitlement to draw this allowance has been increased from Rs. 200/-p.m. to Rs. 350/- per month.

         Stipend to the students pursuing Nursing Courses in institutions run by the Health Department: The entitlement to draw this stipend  has been increased from Rs. 500/-p.m. to Rs. 1,000/- per month.

         Fixed Travelling Allowance: This allowance is admissible to Multi Purpose Health Worker (MPHW) both Male and Female, including the supervisors of MPHW. The entitlement to draw this allowance has been increased from Rs. 500/-p.m. to Rs. 900/- per month.
