Swachh Haryana Swachh Bharat Abhiyan

CHANDIGARH, OCT 31
The Haryana Government has decided to organize “Swachh Haryana Swachh Bharat Abhiyan” on the occasion of Haryana Day from November 1, 2014 to November 7, 2014 all across the state.
            While stating this here today, an official spokesman said that on this occasion, Haryana Chief Minister Mr. Manohar Lal would associate with the programme of “Swachh Haryana Swachh Bharat Abhiyan” at Faridabad. Similarly, Education Minister, Mr. Ram Bilas Sharma would associate from Narnaul and Finance Minister Capt. Abhimanyu would present at Jind.  
Similarly, Agriculture Minister Mr. Om Prakash Dhankar would attend “Swachh Haryana Swachh Bharat Abhiyan”at Jhajjar and Health Minister, Mr. Anil Vij would associate with this programme from Karnal. Haryana Public Works (Building and Roads) Minister Mr. Narbir Singh would associate in the celebrations at Gurgaon and Social Justice and Empowerment Minister Mrs. Kavita Jain at Sonipat.
He said that Minister of State for Cooperation Mr. Bikram Singh Yadav, Minister of State for Social Welfare Mr. Krishan Bedi and Minister of State for Food and Supplies Mr. Karan Dev Kamboj would associate on this occasion at Rewari, Kurukshetra and Yamunanagar respectively.
Similarly, MLAs Mr. Kanwar Pal Gujjar would present on the occasion of celebrations at Ambala, Mr. Gian Chand Gupta at Panchkula, Mrs. Seema Trikha at Faridabad, Mr. Manish Grover at Rohtak, Mr. Ghanshyam Dass at Bhiwani, Mr. Kamal Gupta at Hisar, Mr. Subhash Barala at Sirsa, Mr. Bishamber Singh at Fatehabad, Mr. Pawan Saini at Kaithal, Mr. Mool Chand Sharma at Palwal, Mr. Mahipal Dhanda at Panipat and Mr. Tejpal Tawar at Mewat.

Only written and physical tests criteria for police recruitment

CHANDIGARH, OCT 30
 Haryana Chief Minister Manohar Lal today said that with a view to ensure transparency in police recruitment, provide jobs purely on the basis of merit and eliminate corruption, it has been decided to do away with the system of interview in such recruitment. However, recruitments in Police would be held only through written and physical tests.
     The Chief Minister was reviewing the functioning of Home Department in a meeting with Additional Chief Secretary, Home, Mr Roshan Lal, Director General Police, Mr S.N.Vashisth and other senior Police officers here today. 
          The Chief Minister stressed that communal harmony be maintained at all cost and emphasis should be laid on ensuring the safety of members belonging to weaker sections of the society and the women. There is a need to check crime against women with a firm hand, he added.
          Mr Manohar Lal also stressed the need for opening more drivers’ training schools saying that only license holders should be permitted to drive heavy vehicles and dumpers so as to check road accidents.
          While reviewing the system  to redress  grievances, the Chief Minister said that grievances of the people should be redressed promptly and each complainant should be given a receipt of having received his complaint in writing.
          The Chief Minister expressed his concern over the incident in which two students of North-East were beaten up in Gurgaon recently and directed the officers to ensure that such incidents are not repeated. The people hailing from North-East should be integrated with the main stream and they should not feel isolated, especially in Gurgaon.He said that a new programme known as “Vasudev Kutumbkum-Mera Desh-Mera Parivar” would be launched with the support of Non-Governmental Organisations to further strengthen national integration.

Gohana PNB lockers burglary case solved

CHANDIGARH, OCT 30
The Haryana Police has claimed that it has cracked Gohana Punjab National Bank lockers burglary case with the arrest of three criminals and recovered gold and silver jewellery weighing 23kgs and 400 grams and Rs. 60,000.
While stating this here today, a spokesman of   Police Department said that those arrested included Surinder son of Jagdish,  Balraj son of  Dharampal and Satish son of  Ram Krishan   all residents of  Village Katwal, Sonipat. The other accused who have been found involved in the crime during investigations are Rajesh son of Krishan resident of village Katwal, Sonipat and Mahipal resident of village Kasandi, Sonipat.
He said that to maintain transparency, a committee of five locker holders as well as a Magistrate remained present during recovery of stolen property. Still photography and videography have also been conducted of the recovery of stolen jewellary.  The investigation is still on and efforts are being made to arrest the remaining accused persons and to recover rest of the stolen property.
He said that a large number of police teams worked day and night to pursue the clues received during investigation and solved the case within 48 hours.         
He said that DGP Haryana, Mr Shriniwas Vashisht had visited the site of burglary  on the same day.  In order to get the maximum possible assistance in solving the case, the DGP declared a reward of Rs.10 lakh for giving clue regarding the identity of the accused involved in this daring heist.  He also assured that complete recovery of stolen property and its proper restoration to the owners will be carried out on priority basis  and police  officials will be suitably rewarded for their good work.

Haryana to observe birth anniversary of Sardar Patel

CHANDIGARH, OCT 28
The Haryana Government has decided to observe October 31, the birth anniversary of Sardar Vallabhbhai Patel as “Rashtriya Ekta Diwas” (National Unity Day) all across the state.
            While stating this here today, a spokesman of Secondary Education Department said that the day would be celebrated in a befitting manner and the message of cleanliness, unity, integrity and security of the country would be conveyed through students.
He said that programmes would be organized in one of the major schools of the block headquarters.  As many as 119 centres would be set up for this purpose. A group of minimum 500 students would participate in the programmes in each selected school.  The children of other schools of the block would also be invited to be a part of the programme.
            He said that at the start of the programme,  National Unity Day Pledge would be administered to all. Thereafter, Run for Unity would be organized. Apart from that, various competitions including poster making, collage making, speech competition, debate and discussions, quiz programmes would be organized which would mainly focus on national integrity and unity, he added.
            He said that students of National Cadet Corp, National Service Scheme, junior Red Cross, scouts and guides would carry out march-past in these programmes.  All the participants would also carry out cleanliness drive surrounding the area of the programme venue. The schools, hospitals, bus stands and public places would be selected to carry out cleanliness drive under the Swatch Bharat Abhiyan.  The non government organizations, dignitaries of the area and media would also be included in the celebrations.  
He said that all District Education Officers or District Elementary Education Officers, Principal District Institute of Education and Training, DPC, Deputy DEO would remain present in schools on October 31.
            He said that concerned District Education Officer and District Elementary Education Officer would adopt a school on this day and would take responsibility of cleanliness of that school for a year. They would also inspire other officials in this direction.

Haryana DGP announces reward of Rs 10 lakh

CHANDIGARH, OCT 28
Haryana Director General Police S.N.Vashisth has announced a reward of Rs 10 lakh to the person who would give clue to the police about those who had dug a tunnel and decamped with cash and jewellery of the lockers at the main branch of Punjab National Bank in Gohana yesterday.
While stating this today, a spokesman of Haryana Police said that all out efforts were being made to solve this case. He said that information about the thieves could be given at any of the phone numbers that is of the DCP, Gohana mobile no. 8053882304, SIT, Gohana mobile no.8053882351,Special Staff Sonepat mobile no. 8053882399, CIA mobile no. 8053882310, Police Superintendent office no. 0130-2222903, 2222906, 2222907.
Meanwhile, Haryana Minister Mrs. Kavita Jain today directed the police to speedily solve the case in which thieves dug up 120 feet long tunnel and took away cash and jewelry out of 89 bank lockers in Gohana in district Sonepat.
Mrs. Jain was addressing the officers of the district in Sonepat today.
She also directed them to pay special attention to safety of women and take steps to check incidents of chain snatching and eve-teasing. She added that police officers would be deputed in front of all colleges in the district.
She said that it would be her priority to accelerate the pace of development and get the ongoing development works completed speedily in entire Sonepat district. She directed them to work with dedication.
She expressed her gratitude towards the people saying that she has attained this position with their support and trust. She directed the officers to ensure that benefits of welfare programmes reach the people.
Mrs. Jain said that District Planning Committee should soon be constituted so that the funds coming for development of district could be utilized properly. She directed to renovate the road of Sarang Road Railway Under Bridge (RUB) immediately and permanent solution for stagnant water on the RUB be found without any delay so that people do not face any kind of problem in transportation.
Mrs. Jain said that women should not lag behind in any sphere. Therefore, we should provide better opportunity of education to them and curb the incidents of crime against women. Urging all to participate in Prime Minister, Mr. Narendra Modi’s ‘Swachh Bharat Abhiyan’, Mrs. Jain said that we all have to come forward for cleanliness. She said that we could give a gift of cleanliness through ‘Swachh Haryana Abhiyan’ starting from November 1, 2014.

UK Deputy High Commissioner calls on Haryana Governor

CHANDIGARH, OCT 28
Deputy High Commissioner of United Kingdom, Mr. David Lelliott made a courtesy call on Haryana Governor, Prof. Kaptan Singh Solanki at Haryana Raj Bhavan here today. They discussed issues of mutual interest in a very cordial atmosphere.
Mr. Lelliott showed keen interest in culture and customs of Haryana. He appreciated the available infrastructure and the progress made by the state.
CM CONDOLES DHAKA'S DEATH: Haryana Chief Minister Manohar Lal Khattar has expressed grief over the sad demise of Mr. Hari Singh Dhaka, father-in-law of Haryana Minister, Capt. Abhimanyu. He was 75. He breathed his last at AIIMS, New Delhi today.
In a condolence message issued here today, Mr. Khattar said that Mr. Dhaka has served the Indian Army and thereafter he was appointed as Naib Tehsildar in 1966-67. The Chief Minister prayed that the departed soul might rest in peace. He also conveyed his heartfelt condolences to the members of the bereaved family.

VIDHAN SABHA SUMMONED: The Haryana Vidhan Sabha has been summoned to meet in the hall of the Haryana Vidhan Sabha, Vidhan Bhawan, Sector 1, Chandigarh at 2 p.m. on Monday, the November 3, 2014.

MDU PRESENTS CHEQUE OF RS 13,92,930 FOR FLOOD VICTIMS: Chandigarh, October 28 – The Vice Chancellor of Maharshi Dayanand University, Rohtak, Mr. H.S. Chahal presented Haryana Governor, Prof. Kaptan Singh Solanki a cheque of Rs 13,92,930 as financial aid to the  flood victims of Jammu and Kashmir here today.
Speaking on the occasion, Prof. Solanki appreciated the University for this noble cause and said that it has been a tradition in our culture to help a needy person. He said that in our scriptures also, it has been prescribed that that service to mankind is service to God.

Haryana to commemorate birth anniversary of Sardar Vallabhbhai Patel

CHANDIGARH, OCT 27
Haryana Government has decided to commemorate the birth anniversary of Sardar Vallabhbhai Patel, the Iron Man of India, on October 31 as ‘Rashtriya Ekta Diwas’, the National Unity Day.
In a letter issued today by Haryana Personnel Department to all the Administrative Secretaries, Heads of the Departments, Divisional Commissioners and Deputy Commissioners states that the Government has decided that all schools, colleges and universities in all the districts of the state would celebrate the occasion in a befitting manner. Also, "Rashtriya Ekta Diwas" pledge would be administered at functions organised to mark the occasion. It has also been decided to associate Ministers and MLAs with this programme for making it more effective. The Rashtriya Ekta Diwas Pledge states "I solemnly pledge that I dedicate myself to preserve the unity, integrity and security of the nation and also strive hard to spread this message among my fellow countrymen. I take this pledge in the spirit of unification of my country which was made possible by the vision and actions of Late Sardar Vallabhbhai Patel. I also solemnly resolve to make my own contribution to ensure internal security of my country".
He said that the government wants to create awareness about the contribution of Sardar Patel during India’s Independence Movement and towards ensuring national integration in India. He said Sardar Patel was instrumental in merger of princely states to create a modern India, just after independence. The government has decided to make ‘Rashtriya Ekta Divas’ a popular mass movement, inviting voluntary participation from all sections of the society.
It may be recalled that Vallabhbhai Patel was born on October 31, 1875 at Karamsand in Gujarat. A barrister with a successful law practice, Vallabhbhai Patel joined the Indian National Movement under Mahatma Gandhi and grew up to become one of its tallest leaders. He played key leadership roles in organizing peasants’ movement in Kheda, Borsad and Bardoli in Gujarat and promoting the Quit India Movement against the British Raj. The credit for the integration of over 500 independent princely states in 1947-49 by their merger from what was then a divided India to make it what it is today is due solely to Sardar Vallabhbhai Patel.

National Lok Adalat on Dec 6 to solve 75,000 pending cases

CHANDIGARH, OCT 26
Punjab and Haryana Judge S K Mittal today said that a National Lok Adalat is being organized on December 6, in which target of solving about 75000 cases pending in all lower courts of Haryana has been fixed.
         He said that on  December 6, Lok Adalats will be organized in all courts right from the Apex Court to down to the lowest court through out the country. He said that in Haryana, about 5 lac 29000 cases were pending in various lower courts on  September 30, 2014. Out of these pending cases, efforts were being made to settle about 75000 cases in this Lok Adalat. In Gurgaon  district, he said, about 49300 cases were pending while Faridabad district has a pendency of about 47000 cases. In Haryana, the pendency of cases was more in both these districts, Mr Mittal commented. He said that a similar National Lok Adalat was organized on  November 23, 2013, in which 2,72,414 cases were taken up, out of which 1,80,193 were settled.
Besides the cases pending in the judicial courts, the pending cases in courts of Deputy Commissioner, Sub Divisional Magistrate, Tehsildar, Consumer Courts, Tribunals will also be taken up in the Lok Adalat. The pending Revenue cases like registration of mutation, khasra girdawari, cases pertaining to benefits like pension cases, medical certificate, disputes of electricity bills, water bills, house tax and other services which the people ought to get from the government departments, would be taken up in the Lok Adalat.
 According to Mr Mittal, the cases which are at the pre-litigative stage will also be taken up in the Lok Adalat, so the people whose cases are pending in various courts and which can be solved by reaching a consensus  are advised to get their cases decided in the Lok Adalat. Similarly, petty cases like cases of Cheque Bouncing under S-138 of Negotiable Instruments Act and other compoundable cases would also be taken up in the Lok Adalat. In this way, about 5 lac people would be involved and instructions have been issued to authorities at various levels to settle maximum number of cases in the Lok Adalat. He said that a judge from High Court would be visiting each district on that day for supervision and monitoring.
Mr Mittal said that on an average about 6 lac cases came in various lower courts of the state in a year and the courts were solving about 6.25 lac cases annually. He said that now thrust was also being laid that cases were not unduly ‘delayed’ and strictness was done in such matters. He said that in Haryana, no case is pending for more than 20 years and about 600 cases were pending for 15 to 20 years while about 4000 to 5000 cases were pending for above 5 years.
He said that the judicial infrastructure in Haryana is unmatchable in the country. However, the court complex of Gurgaon which used to be among the best in the state, has now become congested for 60 judicial officers. So, a ‘Tower of justice’ would be constructed, for which foundation has already been laid. He said that 70 houses for judicial officers would be constructed in 3 acres of land in Gurgaon. He said that courts have been opened in Pataudi and Sohna Sub-Divisions of district Gurgaon and soon a new court will be opened in Manesar, Mr Mittal added.
The District & Sessions Judge Gurgaon Harnam Singh Thakur, District & Session Judge cum Secretary Haryana State Legal Services Authority Vikram Aggarwal were also present alongwith other judicial officers of the district.

Work for the welfare of people: Manohar Khattar

CHANDIGARH, OCT 26
Haryana Chief Minister Manohar Lal Khattar today urged the elected representatives of the state and the bureaucrats that welfare of the people should be ultimate aim of all their work.
The Chief Minister, who was presiding over the first meeting with Administrative Secretaries and Head of the Departments here today, said that apart from politicians, bureaucrats also share the equal responsibility to run the government. He said that all the officers should perform their duties with utmost dedication in the interest of people of the state.
Mr. Khattar said that it was our joint responsibility to work for the welfare of the people. He also appreciated the officers for peaceful conduct of recently held elections of the state assembly. All nine new Ministers were also present in the meeting.
Earlier while welcoming the Chief Minister and Ministers, the Chief Secretary Mrs. Shakuntala Jakhu said that state has a competent team of officers who would work to realize the motto ‘Minimum Government-Maximum Governance’ of Prime Minister Mr. Narender Modi. She assured that all the officers under the able guidance of Chief Minister would implement the schemes with the same spirit with which they have been launched.
All the Administrative Secretaries, Head of Departments and senior police officers apprised the Chief Minister about the departments headed by them in the meeting.
CABINET MEETING: The first meeting of newly formed Haryana Cabinet will be held under the chairmanship of Chief Minister Mr. Manohar Lal Khattar at Haryana Civil Secretariat, Chandigarh at 11 a.m. on October 27.

Governor administers oath of office and secrecy to Khattar

Haryana Governor Prof. Kaptan Singh Solanki administered oath of office and secrecy to Mr. Manohar Lal Khattar as Chief Minister of Haryana at the swearing-in-ceremony held at Panchkula near here today.
Prime Minister Narendra Modi, BJP President Mr. Amit Shah, Union Ministers, Chief Ministers of BJP ruled states; senior leaders Mr L.K Advani and Mr. Murli Manohar Joshi, Incharge of Haryana Affairs Mr. Kailash Vijayvargiya were also present on this occasion.
The Governor, on the recommendation of Chief Minister also administered oath to six cabinet ministers and three Ministers of State.

Open recruitment rally for Soldiers from Oct 29 to Nov 5

CHANDIGARH, OCT 20
The Army Recruitment Office, Rohtak will organize an open recruitment rally for Soldier (General Duty),  Soldier Clerk and Store Keeper, Technical in Indian Army at Police line Jhajjar from October 29 to November 5, 2014.
          While giving this information today, Director, Recruitment Centre said that open recruitment rally would be organized for Soldier (General Duty) for the youth of district Panipat on October 29, for youth of  district Jhajjar on October 30, for youth of district Sonipat on October 31 and for the youth district Rohtak on November 1.
          He said that similarly, recruitment rally for Soldier Clerk and Store Keeper Technical would be organized for youth of district Sonepat on November 2, for the youth of district Jhajjar on November 3, for the youth of district Rohtak on November 4 and for the youth of district Panipat on November 5. He said that recruitment rally would be organized on November 5 for ex-servicemen, candidates of Himachal Pradesh, Union Territory Chandigarh and all Haryana except Gurgaon, Mewat, Palwal and Faridabad.  The medical examination of the remaining candidates would be held from November 6 to November 8, 2014, he added.
          While giving details about the academic qualification for the recruitment to different posts, he said that for Soldier (General Duty), the candidate should be matric pass with atleast 45 per cent marks. The condition of percentage is not applicable in case the candidate possesses educational qualification of 10+2 or above. Similarly, educational qualification for Soldier Clerk and Store Keeper, Technical has been fixed as 10+2 with 50 per cent marks. In case the candidate has passed graduation with mathematics, accounts, book keeping and English subjects then the condition of percentage in 10+2 is not applicable. If the candidate did not have mathematics, accounts, book keeping and English subjects in graduation then he should have atleast 40 per cent marks in these subjects either at matriculation or 10+2 level.
          The Director, Recruitment said that to participate in the recruitment of Soldier (General Duty), the candidate should be borne between October 29, 1993  to April 29, 1997 whereas for Soldier  Clerk and Store Keeper Technical, he should be borne between October 29, 1991 to April 29, 1997.
CHANDIGARH, OCT 20
The Haryana Government has decided to grant interest free festival advance at a rate of Rs.4000 to its  all class-IV employees who would apply for the same.
          While stating this here today, a spokesman of the Finance Department said that the advance would be admissible to permanent and temporary class-IV employees and to adhoc employees, who had been continuing in service for the last one year and were likely to continue for another four months, on furnishing surety of a permanent Government employee.
          He said that the advance would be recovered in four equal monthly instalments and the entire advance would be recovered from the pay of the employees before the close of the current financial year. He said that all the Heads of Departments had been directed to ensure that the advance might be drawn and disbursed on or before October 23.
          He clarified that the advance would not be admissible to work charged and contingent paid staff and daily wagers. In case, both the husband and the wife were employed, the advance would be allowed to only one of them.
