Haryana to organise Gram Sabha meetings on Oct 2

CHANDIGARH, SEPT 29
The Haryana Government has decided to organize Gram Sabha meetings in one village of all districts in the state on October 2, 2017 for creating awareness about scheme and programmes of the Agriculture and Horticulture departments.
          While stating this here today, Principal Secretary, Agriculture and Farmer’s Welfare Department Dr Abhilaksh Likhi said that senior officers of the departments have been directed to attend these meetings. During Gram Sabha meetings, these officers  would also highlight the benefits of prevention of paddy straw or crop residue burning by farmers and the subsidy available for straw management machine. 
          Mrs Varsha Khangwal, Secretary, Haryana State Agricultural Marketing Board (HSAMB) will preside over meeting of Gram Sabha Jaspur, in Raipur Rani, Panchkula whereas Mrs Gauri Midha, Secretary, Haryana Agro  Industries Corporation would attend Gram Sabha meeting at village Chhanni in Saha, Ambala. 
          Similarly, Mr Ashok Garg, Zonal Administrator, Gurugram will attend meeting of Gram Sabha Ishrana in Mohindergarh district and Mr V.S. Raparia, Assistant District Attorney (ADA) will preside over meeting of Gram Sabha Simla in Kaithal, Mr Suresh Gehlawat, ADA at Kunjpura, Karnal, Mr Narender Malik, Zonal Adminstrator, Karnal at Gumthala Garhu in Kurukshetra, Mr Anil Rana, ADA at Gorakhpur in Fatehabad, Mr R.S. Haryana to rationalise rates of Motor Vehicles Tax

CHANDIGARH, SEPT 28
The Haryana government has decided to rationalise the rates of Motor Vehicles Tax to be levied on all motor vehicles under the Haryana Motor Vehicles Taxation Act, 2016.
         A decision, aiming at improving tax compliance and increase revenue, was taken in a meeting of the State Cabinet held under the Chairmanship of Chief Minister, Mr Manohar Lal here.
         In case of passenger vehicles of other states, the monthly rate of tax for ordinary bus, ordinary AC bus, deluxe or luxury AC bus upto 40 seats and deluxe or luxury AC buses having 41 and above seats under Stage Carriage of other States will be Rs six per km, Rs seven per km, Rs 10 per km and Rs 13 per km respectively.
          In case of Stage Carriage Scheme-2016, the monthly rate of tax of vehicles having upto 32 seats excluding driver will be Rs 6,000. Similarly, Rs 9,000 per month and Rs 12,000 per month will be charged for vehicles having 33 to 39 seats excluding driver and 40 or above seats excluding driver respectively.
          Under educational institutions vehicles category, the annual rate of tax for ordinary vehicles having six to 12 seats excluding driver, 13 to 32 seats excluding drivers and 33 or above seats excluding driver will be Rs 3,000, Rs 5,000 and Rs 7,000 respectively. The rate of tax for air-conditioned vehicles having six to 12 seats excluding driver, 13 to 32 seats excluding drivers and 33 or above seats excluding driver will be Rs 6,000, Rs 10,000 and Rs 15,000 respectively.
          In case of vehicles of other States entering and plying in Haryana, two or three wheeler would have to Rs 25 per day or Rs 300 per month under Contract Carriage including All India Tourist Vehicle. The rate of tax for vehicles having four to six seats, seven to eight seats and nine to 12 seats will be Rs 100 per day or Rs 1,200 per month, Rs 250 per day or Rs 3,000 per month and Rs 500 per day or Rs 6,000 per month respectively.
          Under Contract Carriage including All India Tourist Vehicle, the rate of tax for ordinary vehicles having seating capacity of 13 to 32 seats, 33 to 42 seats and 43 or above seats will be Rs 750 per day or Rs 15,000 per month, Rs 900 per day or Rs 18,000 per month and Rs 1,000 per day or Rs 22,000 per month respectively. In case of deluxe AC vehicles having 13 to 32 seats, 33 to 42 seats and 43 or above seats, the rate of tax will be Rs 1,500 per day or Rs 33,000 per month, Rs 2,000 per day or Rs 44,000 per month and Rs 3,000 per day or Rs 66,000 per month respectively.
          In the category of sleeper bus, the rate of tax for ordinary vehicle will be Rs 1,800 per day or Rs 39,600 per month, whereas tax for AC vehicle will be Rs 2,500 per day or Rs 55,000 per month.
          Likewise, ordinary educational institutional vehicles having six to 12 seats, 13 to 32 seats and 33 or above seats will have to pay yearly tax of Rs 3,600, Rs 6,000 and Rs 8,400 respectively. For AC vehicles having six to 12 seats, 13 to 32 seats and 33 or above seats will have to pay yearly tax of Rs 7,200, Rs 12,000 and Rs 18,000 respectively.          In case of ordinary or non-AC private service vehicles, the rate of tax for seating capacity of six to 12, 13 to 32, 33 to 42 and 43 or above will be Rs 200 per day or Rs 1,920 per month, Rs 300 per day or Rs 7,220 per month, Rs 400 per day or Rs 9,480 per month and Rs 500 per day or Rs 11,730 per month respectively.          For deluxe or AC vehicles having seating capacity of six to 12, 13 to 32, 33 to 42 and 43 or above will be Rs 400 per day or Rs 3,830 per month, Rs 600 per day or Rs 14,440 per month, Rs 800 per day or Rs 18,950 per month and Rs 1,000 per day or Rs 23,460 per month respectively.          Under the Contract Carriage used by schools, the rate of tax for ordinary motor vehicle having seating capacity of 13 to 32, 33 to 42 and 43 or above will be Rs 9,000 per month, Rs 10,500 per month and Rs 13,200 per month respectively. For deluxe AC vehicles, the rate of tax for above category will be Rs 19,800 per month, Rs 26,400 per month and Rs 39,600 per month respectively.          In the category of Contract Carriage used by private organizations, the rate of tax for ordinary vehicles with seating capacity of 13 to 32, 33 to 42 and 43 or above will be Rs 11,250 per month, Rs 13,130 per month and Rs 16,500 per month respectively. Similarly, for deluxe or AC vehicles, the rate of tax for above category will be Rs 24,750 per month, Rs 33,000 per month and Rs 49,500 per month respectively.
         Special Purpose Vehicles including Excavator, Loader, Backhoe Compactor Roller, Motor Grader, Mobile Crane, Dozer, Fork Lift, Truck, Self Loading Concrete Mixture, Vehicles Fitted With Equipments Like Rig, Generator, Compressor, etc., Tow Truck, Brake-Down Van, Recovery Vehicle, Tower Wagon And Tree Trimming Vehicle, Mobile Workshop, Mobile Canteen, Cash Van, Mail Carrier, Mobile Clinic, X-Ray Van and Library Van will be liable to pay motor vehicle tax of Rs 500 per day or Rs 11,000 per month. However, there will be no tax on fire tender, fire fighting vehicle, ambulance and animal ambulance.
          In case of luxury AC buses like Volvo and Mercedez, the buses plying occasionally that is four days in a month will be liable to pay Rs 5,000 per day, whereas buses plying for 15 days and 30 days in a month, will have to pay Rs 70,000 and Rs 1.40 lakh respectively. Any other vehicle registered in other State but not covered under the above categories will be liable to pay Rs 5,000 per day.
          In case of transport vehicles registered in Haryana, the rate of annual tax for GVW not exceeding 1.2 tonnes will be Rs 300 and Rs 7,200 for GVW exceeding 1.2 tonnes but not exceeding six tonnes. Similarly, Rs 9,600 will be charged for GVW exceeding six tonnes but less than 16.2 tonnes, Rs 15,500 for GVW exceeding 16.2 tonnes but less than 25 tonnes and Rs 22,500 for GVW exceeding 25 tonnes. This will be payable in monthly, quarterly or yearly basis. Goods Carriages other than those holding national permit of other States will be liable to pay 120 per cent of annual tax on vehicles registered in Haryana.

Grant ot licenses for group housing and commercial colonies through auction

CHANDIGARH, SEPT 28
 Blazing an absolutely new trail, the Haryana Government has decided to discard the first come first serve policy and instead use auction as the only mode for grant of licenses for group housing and commercial colonies and also to restrict the grant of such licenses only in those areas for which final Development Plan stands published.
In these matter, the  State Cabinet held under the Chairmanship of Chief Minister, Mr Manohar Lal here yesterday took following decisions.
        The Department of Town and Country Planning has been granting the licences for developing commercial colonies and residential group housing colonies respectively in 3.5 per cent and 20 per cent of the net planned area of every residential sector under the Haryana Development and Regulation of Urban Areas Act, 1975 and Rules thereof on “First Come First Serve” basis.
This practise of granting licence was found to be not fair and transparent by Hon Punjab and Haryana High Court as reflected in the judgement in case of CWP No.21942 of 2013 titled Pawan Bhatia and Others. Although the Hon’ble Supreme Court of India  stayed the order of Hon’ble High Court, the State Government approved a policy with transparent policy guidelines. In this policy, the date of publication of Final Development Plan shall be the effective date for acceptance and consideration of licence applications. All the 140  pending applications for group housing colonies in Gurugram, Sohna, Faridabad, Sonepat, Panipat, Pinjore and Panchkula and 68 pending applications for commercial colonies in Gurugram and Panchkula  shall be returned alongwith  scrutiny fee and all other fees  deposited with these applications including scrutiny fees. 
The procedure will be transparent wherein the total available area will be indicated/hosted on the website of the Department and opening window of two months for receipt of applications. will be made available to the applicants. The Department will examine these applications and prepare a list of eligible applications.   Since the eligible applications will be fulfilling the minimum area norms and may have applied for grant of licence for an area under their ownership which may be more than the minimum area norms, therefore, the department will work out the fee and charges on per acre basis. The fee and charges will include scrutiny fee, licence fee, conversion charge, infrastructure development charges and complete external development charges.
The department through online will inform all the eligible applicants about the applicable fee and charges on per acreage basis as a "Location Premium" for the group housing colony and commercial colony and invite the applicants to quote their rates over and above the applicable fee and charges on per acreage basis, for obtaining licence of either group housing or commercial colony. The applicant who will quote the highest rate over and above the applicable fee and charges on per acreage basis, will have the first right to get the allocation of licence of net planned area to the extent the area has been applied for grant of license by the applicant. The subsequent applicants will be allotted licence of the net planned area as per the quote of the rate next to the highest rate over and above the fee and charges on per acreage basis, till the availability of net planned area as per norms of the colony that is Group Housing Colony and Commercial colony.
If after allocation of the net planned area to all the applicants, still the net planned area is available for either for group housing or commercial colony, then the same procedure for inviting the applications will be followed in which the applications which were in the first round have been returned or rejected may also be eligible to apply and this procedure will be followed till the entire available net planned area is exhausted. 
Letter of Intents will be issued to all the successful applicants to comply with terms and conditions within sixty days. Thereafter, after compliance of terms and conditions, licences will be issued as per the existing terms and conditions of the Act and Rules.

Disbursal of social security pension

CHANDIGARH, SEPT 27
The Haryana Government has changed the criteria in connection with the disbursal of social security pension or allowance in case of death of beneficiaries.
          A proposal to this effect was approved in the meeting of State Cabinet which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today.
          As per the new criteria, allowance or pension will cease to be payable on the death of a beneficiary. However, the amount of pension or allowance will be paid for full month in which death of the beneficiary occurs (any date of the month) to the nominee. This new criteria would also be incorporated in the scheme “Financial Assistance to Kashmiri Migrants”.
          At present, there are eight social security pension or allowance schemes namely Old Age Samman Allowance, Haryana Pension to Widow and Destitute Women Scheme, the Haryana Divyang Pension, Ladli Social Security Allowance, Financial Assistance to Destitute Children, Haryana Allowance to Dwarf, Haryana Allowance to Eunuch and Financial Assistance to Non-school going Disabled Children Schemes.

Haryana Cabinet approves Integrated Industrial Licensing Policy

CHANDIGARH, SEPT 27
 Haryana Cabinet which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today approved the Integrated Industrial Licensing Policy (IILP) for development of integrated industrial colonies in industrial and agriculture zones. The policy is mainly focused on providing new options to boost the manufacturing in the State and to introduce cluster development. One of the options is “Plug & Play Model” which is to be operated on lease hold basis on a part of such colony. The plug-and-play model is expected to boost manufacturing as the built in spaces already have basic facilities such as electricity and water and eliminates the need for complicated processes like land acquisition, infrastructure development and building construction. The plug-and-play model will help the small and medium enterprises who do not want to go through the whole process of land acquisition and building factories. In a new start-up eco-system where much of the investment is needed for land, the innovator is left with hardly any surplus to invest in technological innovation. These industrial "Plug and Play" zones will considerably reduce the start up investment costs and risks for Small and Medium Enterprises (SMEs). The other option is “Cluster Development”. A cluster is defined as a group of enterprises located within an identifiable and as far as practicable, contiguous area, producing same or similar product or services.
          Under the prevailing policy, only plotted development is permitted, whereas, under the new policy, the developer will have option to develop the colony in the shape of integrated complex comprising of industrial apartments/flatted industries with a global FAR equivalent to 1.0 of the industrial component.
          The entire complex will be a gated industrial colony with no internal boundary walls separating different industrial establishments.
          The sale/purchase of the industrial properties will be governed by Haryana Apartment Ownership Act, 1983. In such colonies, no freehold industrial plots will be available. 50% of the industrial component will have to be developed for “Plug & Play Model” and 20% of the FAR will be allocated for Cluster Development. The area norms will remain same as in the prevailing policy i.e. 50/25/15 acres in high/medium/low potential zones. Residential & Commercial component upto 10% and 5% respectively will also be allowed. The residential component of the colony in high potential zone can be developed in accordance with Affordable Housing Policy-2013 and in medium/low potential zone, it can be develop in accordance with Deen Dayal Jan Awas Yojna-2016. Minimum 15% area of the colony will be earmarked for organized open parking and minimum 5% area for organized open spaces. Under this policy warehouses/godowns will also be considered as component of industrial use.
          The colonizer will mandatorily provide certain common facilities which include Health Centre or Dispensary 500 square metres, Community Centre 200 square metres, Anganwari-cum-Creche 200 square metres and Skill Development Centre and Common Facilities Centre 2,000 square metres for every 50 acres. The internal circulation roads will be of width not less than 12 meters. The statutory fee & charges will remain same as are applicable under the prevailing policy.

Haryana to provide newborn care kit to all newborns

CHANDIGARH, SEPT 25
 The Haryana Government has decided to provide newborn care kit to all newborns delivered in public health institutions under the Deen Dayal Navjat Shishu Suraksha Yojana to mark the 101st birth anniversary of Pt. Deen Dayal Upadhyaya, the great leader and advocate of integral humanism.
        Disclosing this here today, the Health Minister, Mr Anil Vij, said this initiative of the state government would be a tribute to Pt. Deen Dayal Upadhyaya who became an orphan at the age of eight years and lived his early life in misery and struggle, but reached great heights in the service of the nation. Under this initiative, the National Health Mission and the Haryana Government would soon provide maternal and newborn care kits.
            “The main objective of the scheme is to promote hygiene and sanitation among mothers and newborns, and help in the development of the newborn. It will be a great boon to the families who are poor and find it difficult to purchase dress, diapers and sanitizer or soap for the care of newborn. Besides contributing to the feel-good factor for the mother, it will also help the family tide over the first few days after birth”, Mr Vij said.
              Mr Amit Jha, Principal Secretary, Health, said this initiative would indeed be a great news for all newborns and their mothers delivering in the public health care institutions in Haryana. Providing the newborn care kit under Deen Dayal Navjat Shishu Suraksha Yojana is in sync with the state’s commitment to reduce the neonatal and child mortality to achieve Sustainable Development Goal (SDG) 3.2.
     This SDG aims at ending preventable deaths of newborns and children under five years of age, reducing neonatal mortality to at least as low as 12 per 1,000 live births, and under-5 mortality to at least as low as 25 per 1,000 live births by 2030.
              Currently, the Neonatal Mortality Rate (NMR) and Under Five Mortality Rate in Haryana is 24 and 43 per thousand live births, respectively. The initiative will be another step forward in ensuring universal health coverage in the wider domain of social security, Mr Jha added.
              Mission Director, National Health Mission, Mrs Amneet P Kumar, said mothers of the babies born in government hospitals would receive the kit which would have 16 items, including towels, newborn dress, mosquito net, blanket, baby cap, socks, pack of wipes, napkins, diapers, soap for bathing the newborn, sanitizers, soap for hand washing, kangaroo mother care gown for mothers, nail cutter for the newborn, toy, moisturizer and a bag for keeping all items.
           The objective of the scheme is to prevent infections and hypothermia in the newborns besides promoting institutional deliveries. The scheme would provide benefit to about 2.9 lakhs newborns delivered in the public healthcare institutions and cost the state about Rs. 32.09 crore annually. This initiative would help the state in reducing the Neonatal, Infant, Child and Maternal Mortality rate, she added.

Minimum educational qualification for Group D posts

CHANDIGARH, SEPT 25
The Haryana Government has decided that minimum educational qualification for Group D posts may be prescribed as ‘Middle Pass’. A circular to this effect was issued by the Chief Secretary, here today.
          The circular states, “For this purpose, the relevant service rules shall be amended by the concerned departments at their own level without obtaining the approval of CMM/GAD/Finance Department and Haryana Staff Selection Commission. Manish Grover visits Australian Sugar Industry

 Haryana Minister of State for Cooperation, Mr. Manish Kumar Grover today visited the Sugar Research Australia which works primarily for the Australian Sugar Industry - both farmers and millers for providing them with the latest and best cane varieties which have high sugar content and are mainly disease resistant.
        Mr. Grover is leading a seven member team to Brisbane, Queensland, Australia to discuss latest sugarcane breeding practices and latest technological innovations in the sugar industry to improve the technical performance of the Cooperative and HAFED Sugar Mills.
          The Minister discussed that how similar research can be carried out in Haryana to provide the best sugarcane varieties to the farmers of Haryana so that they can get more Ratoons out of their cane plants with more sugar content and varieties which are more disease resistant.
          Senior officers of the institute took the delegation around the Institute to show them their latest world class laboratories. The institute imports cane plants from around the world to conduct research and are in the process of developing Genetically Modified (GM) plants with high sugar content and disease resistant.

Haryana to benefit from Israel's techniques in milk production

CHANDIGARH, SEPT 25
The white revolution in Haryana is set to get an Israeli boost. A leading state in milk production, Haryana would now benefit from the techniques and experience of Israel, leader in milk production in the world, for increasing the average milk production.
        This was stated by the Agriculture and Farmers’ Welfare Minister, Mr. Om Prakash Dhankar, who is leading a delegation from Haryana to Israel, after meeting Minister of Agriculture and Rural Development of Israel, Mr. Uri Ariel, today.
        Speaking on the occasion, Mr. Ariel said cooperation with Haryana was a priority. Israel is already working on five centres of excellence in Haryana. In future, work and cooperation between Haryana and Israel will increase and benefit former.
        He said the average milk production of milch animals in Israel was 32 kg per day and it leads the world in milk production. Haryana would now adopt techniques and experience of Israel to increase average milk production in the state.
     Agriculture Ministers of both Haryana and Israel agreed on this at the meeting. They also agreed on further cooperation in the fields of horticulture and dairy, and exchange of research among students and specialists in universities of agriculture, horticulture and animal sciences.

CM lays foundation stone for Khadri PHC

CHANDIGARH, SEPT 23: 
Haryana Chief Minister  Manohar Lal laid the foundation stone of Primary Health Centre (PHC) in village Khadri, district Yamunanagar and announced to undertake development works to the tune of Rs 1.22 crore in the village. The village Khadri has been adopted by Member of Parliament, Mr Ratan Lal Kataria under the Sansad Adarsh Gram Yojna.
             The Chief Minister said that this PHC would not only provide health facilities to the people of village Khadri but also to other adjoining villages. The PHC would be constructed over 2.16 acres at a cost of over Rs 2.32 crore.
            While describing the area as akin to his home and constituency, the Chief Minister said that he had spent six years of his 37 years of active social life in this area. He asked the village Panchayat to send development works worth Rs 51 lakh to the government through MLA Jagadhari and Speaker, Vidhan Sabha Mr Kanwar Pal and of Rs 50 lakh through Member of Parliament Mr Ratan Lal Kataria. The government would undertake these development works on priority basis, he added.
            The Chief Minister said that he has always accepted the demand put forth by Mr Kanwar Pal in the interest of the area. He assured that all the demands which he raised today would also be examined and fulfilled.
            Speaking on this occasion, Member of Parliament Mr Ratan Lal Kataria was all praise of the Chief Minister, Mr Manohar Lal saying that he has made the country proud not only in the country but in abroad also. Mr Kataria said that he is an MP and no single day is passed in the parliament when the Chief Minister was not praised for his achievements in the field of improving sex ratio, making the state kerosene and ODF free for online teachers transfer policy and many more. On this occasion, he announced to give Rs 21 lakh to village Khadri.
            Speaker Vidhan Sabha, Mr Kanwar Pal expressed his gratitude to the Chief Minister for a carrying out various development works in Jagadhari assembly constituency. He also blamed the previous government for neglecting this area in terms of development.

Haryana to construct new road from Paonta Sahib to Hathnikund Barrage

CHANDIGARH SEPT 23
While realizing the long standing demand of the people of the area, the Haryana Chief Minister Mr Manohar Lal announced that a new road would be constructed from Paonta Sahib to Hathnikund Barrage in district Yamunanagar. Besides, a dam would be constructed in Khilawala at a cost of Rs 20 crore which would benefit about 32 villages of the area. Underlining the significance of this area from tourism  point of view, the Chief Minister said that the state government has a plan to develop the area from Kalesar to Hathnikund Barrage as a tourism destination. A corridor would be developed from Kalesar to Kalka alongside the hills including the areas of Adi Badri, Lohgarh, Trilokpur,  kala  Ambh and Pinjore which would give a major boost to the tourism in this area, he added.
             Mr Manohar Lal was speaking as a Chief Guest at Shri Virender Mohan Gita Vidya Mandir, village Khizrabad in district Yamunagar today. On this occasion he laid the foundation stone of Bus Stand, Khizrabad to be constructed over 1.72 acres at a cost of over Rs two crore.
          The Chief Minister announced that on the demand of the people, the name of village Khizrabad would be changed to Pratap Nagar, after the name of great warrior Maharana Pratap. He asked the gram panchayat to send a proposal duly approved by it to State government in this regard. He said that he has a special attachment with this area as he had spent six years as a pracharak and is well versed with each village.
          Paying rich tributes to late Mr Virender Mohan in whose memory the school has been constructed, the Chief Minister said that Mr Virender Mohan who was  born in this village had taken pledge to work selflessly for the society and nation.  He hoped the school would make progress by leaps and bound and announced a grant of Rs 31 lakh from his discretionary fund for the expansion of the school. He also announced Rs 11 lakh each to the school on behalf of Speaker Vidhan Sabha, Mr Kanwar Pal and Transport Minister Mr Krishan Lal Panwar. 
             On this occasion, the Chief Minister also honoured the mother Mrs Sushila Devi and father Mr Gian Chand by presenting them shawls.
          Earlier speaking on this occasion, Member of Parliament Mr Ratan Lal Kataria said that this school is associated with the memory of a dedicated social worker. He announced to give Rs 11 lakh to the school.
          Speaker Vidhan Sabha, Mr Kanwar Pal said that Congress MP Kumari Selja remained MP from the Ambala parliamentary constituency for ten years but did nothing for the development of Yamunanagar-Jagadhari. While reacting to the demand of the opposition that the name of Kumari Selja should also be mentioned on the foundation stones as the projects have been approved during her time, Mr Kanwar Pal asked the people to name any single development work in this area which had been initiated during her tenure as a MP.  He said that it was during the present state government led by Chief Minister Mr Manohar Lal when a number of development works in the district have been either been completed or in progress.
                    On this occasion, the Chief Minister was accorded warm welcome by the people during his road show up to Yamunanagar which passed through Devdhar, Khadri and Buria.

Amendments in Haryana Building Code-2017 approved

CHANDIGARH, SEPT 19
The Haryana Government has approved certain amendments in the Haryana Building Code-2017 during the process of its implementation and also in view of Ease of Doing Business.
          While stating this here today, a spokesman of Town and Country Planning Department said that any person intending to erect or re-erect building would apply on Form BRS-I along with documents to the competent authority for approval of building plans of buildings falling in low and moderate risk categories under self-certification to the competent authority for intimation. The applicant may initiate construction immediately after submission of the application and documents, he added.
          He said that the competent authority would conduct single joint inspection by constituting a team of officials and officers including those of other Government departments for their respective services of the site or buildings, wherever required, in the stages of pre-construction, during construction and post construction. The competent authority would ensure that the same inspector would not inspect the same site or building in consecutive stages.
          The spokesman said that the inspection team would conduct inspection of site or building on a day specified by the competent authority in the order issued and submit or upload online single inspection report within 48 hours to competent authority. The competent authority may refer standard report format for single Joint Inspection or else may draft its own format. The authority at any stage that is approval of building plan, DPC level and grant of occupation certificate, if requires, case to case basis, may ask for an affidavit from the applicant, as per standard format, he further added.
          He said that the competent authority would pass an order within a period of 20 days of submission of building plans, accompanied by all necessary documents either sanctioning or rejecting it. The building plan would be deemed to be sanctioned, if it is in conformity with building Code and in accordance with the permitted land use of the area and all leviable fee or charges have been deposited by the applicant but no orders have been passed by the competent authority within the specified time. 
          He said that the owner or the Architect, in case of self certification would submit a certification from an Architect or by himself, in case of self certification, that the construction of building upto DPC level is as per sanctioned plan. The competent authority would verify the certification and would issue consent or comments within seven days of receiving the certification. The DPC certificate would deem to be accepted, if it is in conformity with the Code, but no consent or comments have been passed by competent authority within specified time.
          He said that after receipt of application, the competent authority would communicate in writingwithin 18 days, his decision for grant or refusal of such permission for occupation of the building. The e-register would be maintained for maintaining record in respect of Occupation Certificate.
          The spokesman said that the owner who had applied under Code 2.2 and having building under Low Risk Category would submit an application to competent authority for grant of occupation certificate and along with completion drawings and certificate along with the documents. These documents included detail of compoundable violations from the approved building plans, if any in the building, jointly signed by the owner, architect and structural engineer, along with demand draft of the due payment for composition charges of such violations at the rates determined by the competent authority.
          He said that both the owner and architect would give a self-certification that no provision of the Haryana Building Code, 2017 has been violated excluding compoundable violations. Photographs of front, side, rear setbacks, front and rear elevation of the building would be submitted along with photographs of essential areas like cut outs and shafts from the roof top. An uneditable compact disc or DVD containing all photographs would also be submitted.
          He said that the competent authority would issue an occupation certificate within eight working days of receipt of the form duly complete in all respect and accompanied with the required completion drawings forms and affidavits. He said that if no communication is received from the competent authority within eight working days of submitting the application for “Occupation Certificate”, the owner is permitted to occupy building, considering deemed issuance of “Occupation Certificate” and the application form would act as “Occupation Certificate”: provided violations, if found at any subsequent stage, would result in cancellation of the occupation certificate issued and the same would be restored only after removal of violations. Further, action against the architect would also be taken for furnishing a wrong certificate or affidavit.
          He said that no person would occupy or allow any other person to occupy any new building or a part thereof for any purpose whatsoever until such building or a part thereof has been certified by the competent authority as having been completed and an occupation certificate has been issued in his favour within the above mentioned period. However, minimum percentage of permissible covered area for industrial plotted colony only as mentioned would have to be constructed to obtain occupation certificate or as decided by the competent authority, by recording reasons in writing. He said that for upto two acres site area, the minimum percentage of the permissible covered area would be 25 per cent, whereas it would be 20 per cent for the area above two acres and upto five acres. Similarly, the minimum percentage of the permissible covered area would be 15 per cent for the site area of above five acres and upto 10 acres and it would be 10 per cent for the site area of above 10 acres.
          He said that no occupation certificate would be issued unless debris and rubbish consequent upon the construction has been cleared from the site and its surroundings.           He said that for fast track building plan approval, the competent authority would approve building plans considering the risk based classification of buildings depending upon height. The buildings are categorized in three risk categories that are Low Risk, Moderate Risk and High Risk. He said that the Low Risk category includes plotted residential and commercial sites having maximum permissible height upto 15 metres and area upto 1000 square metres; industrial buildings of all sizes and height. Moderate Risk category includes commercial sites having maximum permissible height upto 15 metres and area from 1001 square metres to 2000 square metres, whereas the High Risk category consists of buildings other than building stated above.
          He said that the Department has invited suggestions from the general public and all other stakeholders regarding the amendments in the Haryana Building Code-2017.
