Inviting application for post of State Chief Information Commissioner

CHANDIGARH, FEB 28
The Haryana Government has invited applications for the post of State Chief Information Commissioner in the State Information Commission latest by March 31, 2017.
          While stating this here today, an official spokesman said that the State Government has constituted the State Information Commission under the Right to Information Act, 2005. The Act provides that the State Chief Information Commissioner should be a person of eminence in public life with wide knowledge and experience in law, science and technology, social service, management, journalism, mass media or administration and governance.
          He said that the State Chief Information Commissioner should not be a Member of Parliament or a Member of Legislature of any State or Union Territory or hold any other office of profit or connected with any political party or carrying on any business or pursuing any profession. The cessation or termination of holding of office of profit, pursuing any profession or carrying any business is a condition precedent to the appointment of a person as State Chief Information Commissioner.
          He said that the State Chief Information Commissioner would hold office for a term of five years from the date on which he enters upon his office or till he attains the age of 65 years, whichever is earlier. The salary and allowances payable to him would be the same as that of Election Commissioner subject to adjustment of the pensionary or retirement benefits availed by him, if any, in accordance with the provisions of the Act.
          He said that persons fulfilling the criteria for appointment as State Chief Information Commissioner and interested for appointment to the post might send their particulars in the prescribed proforma by post to the office of Secretary to Government, Haryana, Administrative Reforms Department, Haryana Civil Secretariat,   Chandigarh. Persons serving under the State or Central Governments or any other organisation may send their particulars through proper channel, he added. The persons who have already applied for this post against government advertisement dated March 22 and April 22, 2016 need not apply afresh, he added.

Govt laying foundation for a golden future for Haryana: Prof Solanki

CHANDIGARH, FEB 27
The Haryana Governor, Prof. Kaptan Singh Solanki, has reiterated the commitment of his government to make all-out efforts to lay the foundation for a golden future for Haryana by promoting investment, creating jobs, and making lives of the people easy and hassle-free by bringing various services right at their doorsteps with extended use of IT tools.
           Delivering his Address on the opening day of the Budget Session of the state Assembly here today, Prof Solanki said 24-hour power supply, fillip to industrialisation, creation of robust infrastructure, especially roads, filling the skill gap to make the youth employable, and boosting the income of farmers would constitute the cut and thrust of the policies of his government. 
         Referring to the SYL, Prof Solanki said that concerted efforts made by his government had resulted in a favourable verdict from the Supreme Court of India on the Presidential Reference, which has paved the way for initiation of the long pending construction work on the remaining portion of the Sutlej Yamuna Link (SYL) Canal.
          It is heartening that on November 28, 2016, an all-party delegation from Haryana submitted a memorandum to the President of India, seeking his intervention to ensure that our rightful and legitimate share in surplus Ravi-Beas waters was allowed to reach our parched lands and thirsty villages. “My government will earnestly keep pursuing the matter and shall do its best to protect the interests of the hard working and law abiding people of our state who have full faith in our Constitution and the judiciary”, he added.
          A major project for rehabilitation of Jawaharlal Nehru Canal and its lift system costing Rs. 143 crore is in progress and is likely to be completed by the end of financial year 2017-18, the Governor said. Besides, major rehabilitation works costing about Rs 150 crore will be completed during the current financial year.
          The government also plans to rehabilitate 125 channels and 400 water courses during 2017-18 and 2018-19 under State Plan and NABARD. A project for increasing the capacity of carrier system costing about Rs. 2,000 crore is being prepared to utilise surplus monsoon water in river Yamuna, which will make available about 4,000-5,000 cusecs of additional water in the WJC and JLN systems.
          Referring to services to citizens, Prof Solanki said his government was already providing 281 e-services. For assessing the quality of service delivery, 67 services have been integrated with Rapid Assessment Service System of Government of India.
     In order to enhance the quality and ease of access of all citizens to various development programs, services and schemes and to make their delivery harassment and corruption-free, the government has set up Haryana Governance Reforms Authority. The Authority will suggest changes in the processes, procedures, rules, regulations, design of various public services, social and economic programmes and social security schemes towards these ends and ensure that the citizens can access these in a dignified manner. 
           The Governor said golden jubilee of formation of Haryana offered not only an occasion to celebrate our glorious achievements, but also to consolidate our efforts to build a bright future for our citizens. “With suggestions of one and all, my government has prepared an action plan of activities, showcasing the glory of the Vedas, Gita and Upanishads, our heritage, and our giant strides in socio-economic development,” he added.
         On power front, Prof. Solanki reiterated the commitment of the state government to provide 24X7 power to all, and improve  the power supply position in rural areas. Panchkula has become the first district in the state to get 24-hour power supply. 24-hour power supply has already been started on 31 rural domestic feeders, out of which 10 feeders are under “Mhara-Gaon-Jagmag-Gaon” scheme.
          The government has taken several steps for reducing the cost of power. Old and less efficient units of Panipat Thermal Power Station have been shut down. To ensure long-term power security of Haryana, necessary steps were being initiated to develop the 102 Million Ton-Kalyanpur-Badalpara coal mine in Jharkhand, allocated to Haryana.
          To promote clean solar energy, a 10 MW solar power project was commissioned at Panipat thermal power station on November 1, 2016 by the Haryana Power Generation Corporation Limited. Initial activities for setting up of other solar power plants are also being initiated.
          For further strengthening the transmission system, a plan has been prepared for creation of 77 New Sub Stations, augmentation of 347 existing Sub Stations and addition of 1730 km transmission lines in the next five years.
      Referring to infrastructure, he said his government had sanctioned the highest ever amount of Rs. 1,818 crore for repair and improvement of 5,605 km of state highways, major district roads and village roads during the current year. This includes widening of 1,580 km village roads from 3.66 meter to 5.50 meter.  Adoption of green technology has been initiated in road construction on a trial stretch of five km of road. Four more works have also been approved for execution under this technology.
          Under the Pradhan Mantri Gram Sadak Yojana (PMGSY), Haryana has successfully upgraded and strengthened 4,558 km of road length and has qualified for participation in PMGSY-II programme. Under assistance from NABARD, during 2016-17, as many as 26 roads having a total length 184.7 km and three new bridge works costing Rs. 183.98 crore have been got approved, he added.
          The Governor said the state government had aligned its vision with three focus areas of the Digital India Programme viz Digital Infrastructure as utility to every citizen, governance and services on demand, and digital empowerment of citizens. A new policy on electronics, information and communication sector is being formulated which would provide several incentives for IT and ITEs /BPO/electronics manufacturing and would facilitate investment by creating investor-friendly environment, providing speedy clearance and developing reliable infrastructure.
          Under the National Optical Fiber Network/Bharat Net project, all gram panchayats are being connected on optical fiber for delivery of Government to Citizen (G2C) and Business to Citizen (B2C) services through Atal Seva Kendras. Till date, Optical Fiber Cable laying has been completed in 4,051 Gram Panchayats. Wi-Fi equipment has been installed at 119 Gram Panchayats/Schools.
          As many as 110 locations have been identified for public wi-fi hotspots in the state. There is a plan to establish Wi-Fi connectivity in 350 villages during 2017-18. As many as 170 G2C services are being delivered through Atal Seva Kendras. In addition, 99 B2C services and 12 G2C services of Government of India are also being provided through more than 3,600 fully functional Atal Seva Kendras and 134 e-Disha Kendras.
          Reiterating the commitment of his government to social welfare, Prof. Solanki said several welfare schemes had been launched for the vulnerable sections of the society. On the occasion of the launch of the Golden Jubillee celebrations, the amount of Old Age Samman Allowance, Widow and Destitute Women Pension, Disability Pension, Ladli Social Security Allowance, Eunuch Allowance, Dwarf Allowance was increased from Rs 1,400  per month to Rs 1,600  per month.
          Financial assistance to destitute children has been increased from Rs. 500 per month to Rs. 700  per month. Financial assistance to non-school going disabled children has been increased from Rs. 700  to Rs. 1000 per month. 
         Alluding to the “Beti Bachao Beti Padhao” programme, which was launched with the objective of preventing sex selective elimination of pregnancy and ensuring survival, education and empowerment of the girl child, he said that the efforts made by the government had shown encouraging results and the sex ratio at birth in Haryana has gone up from 876 in 2015 to 900 in 2016. 
          The state was awarded Nari Shakti Puraskar by the Central Government in recognition of our success on this front. Yamunanagar district has been conferred the honour for its exemplary performance in the field of Girl Child Education on the National Girl Child Day by the Government of India.
          Referring to the employees, he said the government had adopted recommendations of the Seventh Pay Commission on the pattern of the Central Government. The arrears of pay have also been released. Haryana has become the first state in the country to accomplish this welfare measure for its employees. The process of revision of pension to the state pensioners based on the Seventh Pay Commission recommendations, is also expected to be completed within this financial year.
           On health front, the Governor said the Union Ministry of AYUSH had sanctioned an ‘All India Institute of Ayurved and Yog’ to be set up in Panchkula District at an estimated cost of Rs 500 crore. Another prestigious All-India Institute ‘Post Graduate Institute of Yoga and Naturopathy Education and Research’ is being set up in Deverkhana village, District Jhajjar, at a cost of Rs. 65.98 crore.
          A proposal for setting up of a 120-bedded ‘National Research Institute in Unani Medicines’ by Government of India was also under active consideration. Large-scale up-gradation of health infrastructure and health services has been initiated. This includes up-gradation of health facilities and strengthening them with additional equipment, buildings and other resources.
          The mechanism for providing free drugs and free surgeries to the patients visiting government hospitals is being further streamlined. Maternal and Child health services are also being improved. As a result of the efforts made by the government, institutional deliveries have improved considerably and Infant Mortality Rate and Maternal Mortality Ratio in the state have substantially declined. 
          In order to fill up vacancies of doctors, process for recruitment of 662 doctors has been initiated and a policy framework is being put in place for increasing the number of specialists in the state. Retirement age of doctors has been increased to 65 years for performing clinical duties. For strengthening infrastructure related to Food and Drug Administration, a State Drug Testing Laboratory at a cost of Rs. 28 crore is being established in Panchkula with support from Government of India.
          He said that in addition to the already three functioning Government Medical Colleges, the Government had set up Kalpana Chawla Government Medical College at Karnal, which would become functional from the academic session 2017-18 with 100 MBBS seats. This would strengthen the tertiary health care in the state. The existing 300-bed hospital at Bhiwani will be upgraded to a Government Medical College at Bhiwani under Central Scheme of “Up-gradation of the General Hospitals to a Medical College”.  The state government also plans to set up a Government Medical College at Jind.
          The second University of Health Sciences is being set up in district Karnal. It will have all multi-specialties, super-specialties, colleges of Nursing, Physiotherapy, Skill Development Centre for Para-medical courses. The project cost is about Rs 3,000 crore and it would be completed in five to seven years.
          To take care of health of people in the socio-economically backward district Nuh, the government is setting up Dental, Nursing and Physiotherapy Colleges in the Shaheed Hasan Khan Mewati Government Medical College, Nalhar.     The construction of 710-bed National Cancer Institute at village Badhsa, district Jhajjar, is in full swing, and the project will be commissioned in July, 2018.
    Three more Institutes of specialized health care, namely; Cardiovascular Institute, National Institute for Infectious Diseases and Paediatrics Hospital will be set up by the Central Government on the same campus.  These will help the people of the state to get specialized oncological, cardiac and paediatric care.
                    The government is bringing out a Nursing Policy to streamline nursing education in the state. Nurses and Nurses Midwife Council is being set up for proper regulation and conduct of examinations in respect of ANM, GNM and MPHW (Male) courses. A Para Medical Board to regulate paramedical education is on the anvil, the Governor added,
       To ensure better policing, the state government has initiated the process for recruitment in police after many years and 1,670 constables have already been recruited. Process for the recruitment of another 5,000 constables is scheduled to be completed soon and the process for recruitment on 5,432 posts of constables and 380 posts of sub-inspectors during the next financial year has already begun. 
       The Governor said to increasing the strength of women police, the state government has created 1,089 new posts. Women Police Volunteer Scheme has also been launched as a Pilot Project in the districts of Karnal and Mahendragarh. The aim of the government is to bring the strength of women police to the level of 10 per cent of the total Police force, he added.
    On Panchayati Raj Institutions, he said the government planned to further empower them by building capacities and devolving functions and funds to these institutions. In the coming days, greater roles and responsibilities will be given to Zila Parishads, Panchayat Samitis and Gram Panchayats.
                  An innovative step has been taken to introduce three-month certificate course for Sarpanches and Gram Sachivs in self-governance with the objective of institutionalizing learning and sharing of best practices amongst the PRIs. The government has already brought in a truly transformational change by ensuring 100 per cent educated Panchayats, he added.
          He said that keeping in view the supreme sacrifices of our Jawans, the ex-gratia amount for the next of kin of martyrs has been increased from Rs. 20 lakh to Rs. 50 lakh. A total number of 90 dependents of Martyrs have been provided Government Jobs since October, 2014. The Government will soon initiate a new scheme for free coaching for the dependants of Ex-servicemen, soldiers and Paramilitary Forces for various competitive and entrance examinations.
          With a view to ensuring equitable development, the government is focusing on development of backward blocks through a new scheme called “Khand Utthan Yojana”, under which the most backward blocks would be identified and allocated special funds for infrastructural development.

CM announces Rs 50 lakh assistance to family of Maj Dahiya

Chandigarh, Feb 25'
 Haryana Chief Minister  Manohar Lal, today announced assistance of Rs 50 lakh for the members of the bereaved family of Major Satish Dahiya, who laid down his life during an encounter with militants in Kralgund, district Kupwara, Jammu and Kashmir on February 14, 2017. He also announced construction of road from village Nangal Nunia to Banihari and naming it after the martyr, besides naming Government College, Nangal Chaudhary after him. He also announced government job for Mrs. Sujata Devi, wife of the martyr.
        Paying glowing tributes to Major Satish Dahiya during condolence meeting held at village Banihari, district Mahendragarh, the Chief Minister lauded the extraordinary courage exhibited by the martyr. He said that Major Satish Dahiya had brought pride to the entire State with his supreme sacrifice, and he would live on in the hearts of the people of the State through his brave exploits.
        He also announced that a vyayamshala would be established in village Banihari in the name of Major Satish Dahiya.
        Education Minister, Mr. Ram Bilas Sharma, Agriculture and Farmers’ Welfare Minister, Mr. O.P. Dhankar, Deputy Speaker, Haryana Vidhan Sabha, Mrs. Santosh Yadav, Member of Parliament, Mr. Dharambir Singh, MLA, Nangal Chaudhary, Dr. Abhe Singh Yadav, and MLA, Narnaul, Mr. Om Parkash Yadav also expressed heartfelt condolences to the members of the bereaved family.
          Major Satish Dahiya, who was deployed in 30 Rashtriya Rifles, belonged to village Banihari, district Mahendragarh. He joined the Army in 2009. Major Dahiya is survived by wife, Mrs. Sujata Devi, and daughter, Priya, aged two-and-a-half years.

        He directed that the process to clear the backlog be initiated soon so that requisition letter could be sent to Haryana Staff Selection Commission to initiate special recruitment campaign.
        Those present in the meeting included, Financial Commissioner of the Department, Mr. Anil Kumar, Director, Mr. Wazeer Singh Goyat, and other officers of the Department.

840 rural girls to get computer training in Haryana

CHANDIGARH, FEB 24
The Haryana Government has decided to provide computer training to 840 girls in urban, semi-urban and big villages of all districts in the state. Under the scheme, the Haryana Women Development Corporation (HWDC) along with Technical Education Department would provide computer training for six months.
 Stating this here today, the Women and Child Development Minister, Mrs. Kavita Jain, said the Chief Minister, Mr Manohar Lal, had given approval to the proposal for providing computer training to ten plus two pass girls in urban, semi-urban and big villages.The girls would have to submit their application to the District Manager of HWDC. 
Forty girls each would be selected for either of the two batches in every district. Preference would be given to girls belonging to families living the below poverty line, she added.
          The training would include basic knowledge of computers, MS Windows, MS Office, typing tutor, database management, internet, email and tally, Mrs Jain added.

HSIIDC invites application for allotment of 106 industrial plots

CHANDIGARH, FEB 22
The Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) has invited online applications for allotment of about 106 industrial plots of different sizes under prestigious project category in various Industrial Model Townships (IMTs) and industrial estates.
          While stating this here today, a spokesman of the Corporation said that new provisions have been introduced by the Corporation under which there would be no forfeiture of interest and penal interest on surrender or resumption of plot. The minimum investment criteria is Rs 50 crore for category A estate, Rs 40 crore for category B estate and Rs 30 crore for category C estate.
          He said that the total industrial plots included 18 plots at IMT Rohtak Phase-I, two plots at Industrial Estate (I.E.) Bahadurgarh and Sector 16; one plot each at G.C. Saha Phase-I and EPIP, Kundli, Phase-III; four plots at I.E. Barhi, Phase I and III; one plot at Mega Food Park, Rai Phase-II; 18 plots at I.E. Panipat; four plots at I.E. Panipat (Textile HUB); 27 plots at IMT Faridabad, Sector 68 and 69; 26 plots at IMT Bawal; one plot at U.V. Gurugram, Sector 35, Phase-VII, Gurugram and three plots at IMT Manesar, Transport HUB. The tentative size of plots varies between one acre and five acres, he added.
          He said that the rate of interest on plot cost has been reduced from 12 per cent to 11 per cent. He said that there would be no enhancement after issuance of regular letter of allotment. No permissions would be required for mortgaging plots and self-certification of building plans. He said that there would also be reduction in minimum construction norms.
          The spokesman said that details of plots offered are available on geo reference mode given on the website www.hsiidc.org.in. He said that transparent procedures would be adopted for allotment of industrial plots. He said that the land requirement would be justified with value of land preferably not to exceed 60 per cent of total fixed capital investment. Agri Leadership Summit in Surajkund

With a view to implement the concept of peri-agriculture in the National Capital Region,  educate the farmers about the latest market strategies and infuse in them the qualities of leadership, the Haryana Government has decided to organize Agri Leadership Summit – 2017 at Surajkund in district Faridabad from March 18 to 20, 2017.
          The Haryana Agriculture and Farmers’ Welfare Minister, Mr O. P. Dhankar, who reviewed the arrangements being made to hold the three-day Agri Leadership Summit, here today, said that the Summit has been postponed by one day as earlier it was scheduled to begin on March 17.
          Mr Dhankar said that this summit would be organized as a part of Swarana Jayanti celebrations of the State. He directed the officers to invite international level agricultural economists, environmentalists, traders and farmers. He also suggested that Vice Chancellors and faculty members of Agriculture, Horticulture and Veterinary Sciences Universities in the State should also be invited to the summit so that the adverse affects on the crop cycle due to environment change could be discussed in detail to benefit the farmers. He said that the vision of Prime Minister Mr Narendra Modi to double the income of farmers by the year 2022 could only be achieved if the farmers were able to sell their produce directly to the farmers and increase their income through NABARD banking system and with the cooperation of the intellectual people. This should be the focus point of this Summit, he added.
          Principal Secretary, Agriculture and Farmers’ Welfare Department Mr Abhilaksh Likhi said that during the summit, apart from holding five sessions of national level under the Skill Development Programme of Government of India, a session on Agriculture Skill Mission would also be organized. There would also be a separate session of international level, he added.
          The Minister said that with a view to motivate the farmers to  take up horticulture     and other cash crops, instead of traditional crops, the State Government has  a proposal to implement the concept of peri-agriculture in the National Capital Region so as to meet the demand of milk, fruits, flowers, vegetables, curd, eggs and other dairy products.
          Among those present in the meeting included Chairperson of Haryana State Agricultural Marketing Board (HSAMB) Mrs Krishna Gahlawat, Chief Administrator, HSAMB Mr J. Ganeshan and other senior officers of the Agriculture and Farmers’ Welfare Department.

Revised norms for opening new government schools

The Haryana Government has revised the norms for opening of new government schools and upgradation of schools to the level of Government Middle School and Government Senior Secondary School in the area of district Mewat, Morni hills in district Panchkula and Hathin Block in district Palwal.
          While stating this here today, a spokesman of the Education Department said that for opening of branch primary school for Morni hills, it should have enrollment of 25, land 0.25 acres, two class rooms and one kilometer distance from nearest school. For upgradation from Primary to Middle School in Morni hills, the students’ strength should be 75, half acre of land, six class rooms and should be at a distance of two kilometers from the nearest school. If students are less than 75, the District Elementary Education Officer will arrange transport facility for the students to reach the nearest middle school or provide transport allowance.
          He said that in case of upgradation from Middle to Senior Secondary School in Morni hills, the students’ strength should be 105 with minimum 35 in Class VIII , one acre land,  ten class rooms and distance from nearest school should be five kilometers. If students are less than 105, the District Elementary Education Officer or District Education Officer would arrange transport facility for the students to reach the nearest Middle School or provide transport allowance.
          To open branch Primary School in Mewat district and Hathin Block in Palwal district, he said that there should be an enrollment of at least 25,half acre land for rural areas and 0.25 acre for urban areas. There should be five class rooms, one room for each class.
          Similarly for opening of Primary School for Mewat district and Hathin Block in Palwal district, enrolment should be between 150 and 300 for one school, 301 to 600 for two schools and between 601 and 900 for three schools and so on. The land required would be half acre with one kilometer distance from nearest school. Five class rooms would be required with a provision of one room for each class.
          He said that for upgradation of Primary to Middle school in Mewat district and Hathin Block, the student strength for all Primary Schools situated within two kilometre radius should be 150 with one acre of land. In addition, there should be eight class rooms with a provision of one room for each class.
          For upgradation from Middle to Senior Secondary School for girls in Mewat district and Hathin Block, the strength of girl students for all Middle Schools that is from Classes VI to VIII, situated within three kilometre should be 105. The land required would be two acres and there should be 14 class rooms with a provision of one room for each class.
          He said that for upgradation of High to Senior Secondary School in Mewat district and Hathin Block, the strength of girl student in all High Schools situated within three kilometre should be 75. The land required would be two acres and there should be 14 class rooms with a provision of one room for each class. For upgradation from Middle to Senior Secondary and from High to Senior Secondary Schools, only one school would be upgraded and the schools with highest strength of students would be given first preference for upgradation. The second preference would be given to land available in the school, he added.

Anil Vij to inaugurate Dialysis Centre in Panchkula

Haryana Health Minister Anil Vij will inaugurate Dialysis Centre in Sector 6, Panchkula on February 23, 2017.
          While stating this today, Director General, Health, Dr. Praveen Garg said that with the opening of this centre, people of the area would get the facility at an affordable price. Its trial has been started and so far 300 patients have availed of this facility. As compared to Rs 2,000 or more   being charged for dialysis facility in the market, this centre would provide it at a cost of Rs 959 and the fee for the tube would be Rs 272.
          MLA Panchkula, Mr. Gian Chand Gupta, MLA Kalka, Mrs. Latika Sharma and Additional Chief Secretary, Health, Mr. Rajan Gupta would also grace the inaugural function.
YOG CAMP IN KAITHAL:  The Haryana Government would organise a three-day State Level Yoga Competition at R.K.S.D College, Kaithal from February 28 to March 2, 2017. As many as 500 participants between the age   of eight and 25 years would participate from all districts of the state.
          While stating this here today, Sports and Youth Affairs Minister, Mr. Anil Vij said that only those yoga practitioners, who have won first, second or third place at district level would be allowed to participate in this competition. He said that 12 girls and 12 boys from every district would participate and they would be given track suits by the Department.
          The Additional Chief Secretary, Sports and Youth Affairs Department, Dr. K.K. Khandelwal said that the participants would be divided into four age groups, that is, 8-12 years, 12-15 years, 15-19 years and 19-25 years. The participants would have to perform compulsory yoga asanas namely ‘Shirspada angusthasana’, ‘Paschimottanasan’, ‘Dhanurasna (simple)’, ‘Ardhamatsendrasan’ and ‘Sarvangasana’.
          He said that for participants of  age groups 8-12 and 12-15 years would have the option to perform ‘Uthit-ekpadasikandasan’ or ‘Dwipadshikandasan’, ‘Padangusth-Dhanurasan’ or ‘Dimbasan’, ‘Purnabhujangasan’ or ‘Purnaustrasan’ and ‘Suptgarbhasan’ or ‘Yognidra’. Similarly, for those in the age group 15-19 and 19-25 years, would have the option to perform ‘Dandayman Janusirasan’ or ‘Natrajasana’, ‘Dwipadasikandasan’ or ‘Omkarasan’, ‘Vibhaktpaschimottan’ or ‘Hanumanasan’ and ‘Vrischik’ or ‘Puran Salbhasan (feet on head)’. Apart from this, they would perform any one asana of their choice, he added.
          Dr. Khandelwal said that all the interested yoga practitioners would have to reach the R.K.S.D College, Kaithal on February 27. For the successful organisation of the competition, a meeting would be held in the office of District Sports and Youth Affairs Officer concerned and it would be mandatory for all yoga instructors to attend. The competition would be inaugurated on February 28, 2017, he added.
