PM hints as stringent measures to eradicate corruption

CHANDIGARH, AUG 19
Prime Minister Narendra Modi today hinted at stringent measures to eradicate the menace of corruption from the society and added that he was feeling that now the people would not bear this social evil.
The Prime Minister was speaking after laying the foundation stone of Rs 1393 crore four-laning project of 166 km long Kaithal-Narwana-Barwala-Hisar-Siwani National Highway up to Rajasthan Border at Kaithal today.
The audience at the venue responded in affirmative when the Prime Minister asked them whether he should take strong measures to check corruption. The Prime Minister described corruption as more deadly than the cancer which was adversely affecting the national life in the country. He also emphasized on the need for generation of employment opportunities adding that the people were now feeling that they should not remain backward, they have to progress and the only way to achieve this was to make development. Therefore, development of infrastructure would be given priority, he added.
He said that after his address to the nation on August 15, some people had pointed out that he did not speak against corruption. He reminded that he had said that if somebody has to do any work, one would ask ‘Mera Kya’ (What for me). If the work is not done, one would say ‘Mujhe Kya’ (What to me). This sense of ‘Mera Kya’ and ‘Mujhe Kya’ has spoiled the nation.
He also emphasized to change the century-old infrastructure adding that with the changing times, the people have the desire to have new infrastructural facilities. It was high time to have gas-grid, power-grid, improved connectivity, have broadband facility, optical fibres and ensure speedy development of villages. Efforts were being made to meet the demands of the new generation.
He said that while taking a cue from the Pradhan Mantri Gramin Sadak Yojana initiated by the former Prime Minister Mr Atal Bihari Vajpayee, another scheme known as Pradhan Mantri Krishi Sinchai Yojana would be implemented. He was all praise for the farmers of Haryana who feed the nation, but said that the farmers do not earn much. Therefore, it was high time to give a new direction to the agriculture which would not only increase the agricultural production, but would also enhance the income of the farmers. He sought cooperation of the people in making Haryana more developed.
The Prime Minister assured his support for the development of the state, saying that the love and affection that they have shown would be repaid with interest. He recalled his association with Haryana and appreciated the people of Haryana for their wit and humour. He said that he had learnt a lot from the state. He said that the four-laning project for which he has laid the foundation stone would connect Haryana-Rajasthan and would benefit not only these two states, but also the entire country. The Prime Minister said that the mantra of development must reach all. We must change the fate of Haryana and make it a front runner state.
Union Minister of Road Transport and Highways, Mr Nitin Gadkari said that eight new projects involving an investment of Rs 10,000 crore would be initiated and ten ongoing projects that had been delayed because of some legal issues like land acquisition and environment clearances would be got cleared. He said that Skill Development Corporation would be set up to give employment to the unemployed. He said that a target has been fixed to increase the GDP by two per cent in two years.
Union Minister of State for Road Transport, Highways and Shipping, Mr Krishanpal Gurjar said that not only the promises made to the people would be fulfilled, but more than that would be achieved. The Central Government has prepared a road map for development of Haryana. He said that compensation for land acquisition would be given on new increased rates. He assured the farmers that the Central Government would not harm them.
Others present on the occasion included Haryana Governor Prof. Kaptan Singh Solanki, Union Minister of State Rao Inderjit Singh, Haryana Public Works (Building and Roads) Minister Mr Randeep Singh Surjewala, Lok Sabha MP Mr Raj Kumar Saini and many other prominent personalities of the area.

BJP goes out of lane at PM's function, feels Hooda

CHANDIGARH, AUG 19
Haryana Chief Minister  Bhupinder Singh Hooda today took strong exception to the manner in which the BJP turned an official function of Prime Minister Mr Narendra Modi into a political rally in the presence of Prime Minister at Kaithal.
The Chief Minister, who addressed media persons after the function, termed it as a planned conspiracy which is highly condemnable. He said that he hails from the family of freedom fighters and has faith in democratic system. Therefore, he always keeps the office of Prime Minister in high esteem. He pointed out that in case the BJP continued to behave in this manner, he would not attend any such function of the Prime Minister in future.
Mr Hooda said that the BJP has been adversely affecting the democratic system of the country, which is very dangerous. He said that the office of Prime Minister does not belong to any political party, but it’s an institutional entity, but today its dignity has been lowered. Even earlier the Prime Minister belonging to the Congress Party had been visiting non-Congress ruled States but never before such a situation has been witnessed. He said that this despite being an official function, there were ticket seekers and supporters of the party.
Mr Hooda said that the first visit of Prime Minister, Mr Narendra Modi has disappointed the people of Haryana as they  had great hope from the Prime Minister and he added that Mr Modi even did not refer to any of the eight demands put forth by him at the official function in Kaithal today.
Mr. Hooda said that during his speech, the Prime Minister   referred to the development made by Haryana and was all praise for the hard working farmers of the State who feed the nation.
Mr. Hooda said that the foundation stone of four-laning of 166 km Kaithal-Narwana-Barwala-Hisar-Siwani National Highway up to Rajasthan Border which has been laid today by Mr. Modi had already been approved in the year 2012. The 95 per cent land of this project was acquired between the year 2013 and 2014 and got the environment clearance in August 2013.   Mr. Hooda hoped that work of this project, which was initiated by the UPA Government would  soon be completed.

Gurgaon Police signs MoU with MDI to control crime

CHANDIGARH, AUG 12
Gurgaon police today signed a Memorandum of Understanding (MoU) with Management Development Institute (MDI), a leading management institute of India, to zero down the crime rate in Gurgaon and to control crime at stage one, that is, at the place of occurrence of crime. The MoU was inked by Commissioner of Police Gurgaon Alok Mittal and Director of MDI Prof Mukul Gupta at the Police Commissioner’s office today.
Briefing the media persons about the MoU, Commissioner of Police Alok Mittal said that it consists of two projects. One project has been named ‘Shakti’ and the second project is an exercise to create ‘Crime Index’ for Gurgaon, which will be helpful in assessing the crime rate scientifically, as was being done in developed countries. The duration fixed for completing both these projects by doing data analysis is 16 to 18 months; Mr Mittal said and added that MDI will take the lead in these projects while Gurgaon Police would be assisting it by providing data available with it.
ACP Crime Rajesh Kumar would be the Nodal Officer for both these projects and Commissioner of Police Alok Mittal and Joint Commissioner of Police Vivek Sharma would be interacting with MDI for creating ‘Crime Index’. In case of ‘Shakti’ project, Commissioner of Police Alok Mittal, DCP East Nazneen Bhasin and DCP West Sangeeta Rani would interact and provide the details needed to MDI.
Mr Mittal said that the Crime Index would be helpful in calculating the crime rate scientifically like the sensex of Mumbai Stock Exchange. With creation of crime index, one would be able to analyze whether the crime rate has increased or decreased in Gurgaon. For this, the MDI faculty would conduct a basic survey of incidents of crime in Gurgaon like in which areas the incidents are more, the reasons behind it, timings of occurrence, age group of persons involved and age group of victims etc. It is basically an exercise to develop an ability to predict the occurrence of crime in advance so that preventive measures can be taken by the police. Once created, the crime index would be prepared for whole of the Gurgaon district and also Police Station wise. He said that this would help in evidence based policing as was done in foreign countries.
Similarly, in case of ‘Shakti’ project, the MDI faculty would analyse the calls received on women helpline number 1091 like victim profile, who are persons frequently involved in crime against women, their age group, areas from where number of calls is more, the reasons behind it, the behavior of the call attendant at the helpline desk, whether her response helped the victim in normalising or otherwise, quality of police response etc. He said that after analysing the data, the MDI faculty would submit its report and Gurgaon Police would take action on their findings.
He said that presently there is no scientific methodology to assess crime rate in Gurgaon. The perception of police and public regarding crime is totally different. Suppose there is no incident of crime in a particular area, people say the crime rate has gone down but if a incident of chain snatching happens, people take it as rise in crime rate in that area. This is public perception towards crime but in Police records, it is maintained in a different way. According to Police theory, chain snatching incidents are placed below murder and other heinous crimes which may not be concern for majority of the population.
Director of MDI Prof Mukul Gupta said that MDI is in Gurgaon for last 40 years and for the first time they have been given an opportunity to do something for Gurgaon. He hoped that they would be able to contribute in making Gurgaon more safer by improving policing here.
On this occasion, Joint Commissioner of Police (Crime) Vivek Sharma, DCP (East) Nazneen Bhasin, DCP (HQ) Badan Singh, DCP (West) Sangita Rani, Professor in Operations Management in MDI, S Chatterjee, Professor in IT D P Goyal and Registrar of MDI Harpal Singh were also present.
