Hooda express shocks over Gujral's death

 Haryana Chief Minister Bhupinder Singh Hooda has expressed his grief over the sad demise of  former Prime Minister, Mr   I K Gujral, who breathed his last today after a brief illness. Mr Gujral was 92.
            In his condolence message, Mr Hooda described Mr. Gujral as a seasoned parliamentarian. The Chief Minister conveyed  his heartfelt sympathies to the members of the bereaved family and prayed that the departed soul might rest in peace.

Haryana and IVRCL for Rai Malikpur-Kharak corridor

The Haryana Government today signed a Memorandum of Understanding (MoU)   with M/s IVRCL Assets and Holding Limited  for Development of Rs. 1605 crore Rai Malikpur (Rajasthan border)–Narnaul–Mahendergarh–Dadri–Bhiwani–Kharak corridor in the State. The corridor would be 151 km long and is likely to be completed within two and a half years which would give a major fillip to the interstate North-South connectivity between the States.
          Chief Engineer, Roads Mr. S.K. Manocha on behalf of Public Works Department (Building and Roads) department and Mr. R.K. Singh on behalf of M/s IVRCL Assets and Holding Limited signed MoU in the presence of Haryana Chief Secretary Mr. P.K. Chaudhery, Additional Chief Secretary PWD (B&R), Mr S. C. Chaudary and Engineer in Chief Mr. Mahesh Kumar here today. The corridor would be developed on Design, Build, Finance, Operate and Transfer (DBFOT) basis.
          Speaking on the occasion, Chief Secretary Mr. P.K. Chaudhery said that Chief Minister Mr. Bhupinder Singh Hooda had been monitoring this project and as a result of his efforts, the project reached at this stage in a minimum possible time. He said that this Corridor would serve as a major interstate North-South connectivity between the States like Rajasthan, Gujarat and Maharashtra to northern states such as Punjab, Himachal Pradesh, Jammu and Kashmir besides Haryana. This road was also of immense importance because of the presence of stone quarries in its vicinity. Trucks carrying stone aggregates and boulders ply on this road to supply construction materials to different sites in Mahendragarh, Rohtak and other districts.
While detailing the project, Additional Chief Secretary, PWD (B&R) Mr. S.C Chaudhary said that the project involves widening from two lane to four lane divided carriageway starting from Rajasthan Border to Nangal Choudhary -Narnaul- Mahendragarh-Dadri-Bhiwani upto Kharak. The project highway includes four new four-lane bypasses of Nangal Choudhary having 4.305 km, Narnaul 8.0 km, Nangal Shirohi 3.475 km and Bhiwani 8.9 km. He said that the project also includes construction of two new four lanned Railway over Bridges (ROBs) one each on Narnaul Bypass and Bhiwani Bypass. Apart from this, one additional two lane ROB would be constructed at Mahendragarh.
Mr. Chaudhary said that the project also includes construction of 12 minor bridges and 154 culverts. Besides, 62 bus lay byes, six truck lay byes and 5 Km. length of service roads would be provided to facilitate traffic.  The proposals of construction of ROBs had also been approved by Railways.  He said that it was expected that Government would earn revenue of Rs 485 crore from the Premium to be paid by the Concessionaire upto the end of concession period.
          The Additional Chief Secretary said that department would also undertake a number of highway projects in the PPP mode in the coming months and would upgrade them from two laning to four laning . These projects included 51 km. Yamuna Nagar-Ladwa-Karnal including Ladwa bypass at a cost of Rs. 491 crore, 12 km long Meerut-Sonepat upto Bahalgarh Chowk at a cost of Rs. 75 crore, 16 km Palwal-Jewar-Aligarh at a cost of Rs. 103 crore, 19 km Panipat- Sanoli at a cost of Rs. 111 crore, 14.67 km Karnal (NH-1) to Meerut at a cost of Rs. 95 crore and 38 km Kond-Munak-Salwan- Assand at a cost of Rs. 205 crore.

Haryana to recruit 585 helpers, 51 storemen in Roadways

With a view to further strengthening the workshops of Haryana Roadways and to meet the shortage of employees in the workshops, Haryana Government has invited applications for 636 posts of Group D of different categories.
          While stating this here today, an official spokesman said that these posts include 585 posts of Helper and 51 posts of Store-man. He said that candidates should have passed certificate course of ITI in the concerned trade. The candidates should not be less than 18 years or more than 40 years as on January 21, 2013.He said that reservation would be given to the candidates belonging to Scheduled Castes, Backward Classes, ex-servicemen, physically challenged candidates of Haryana as per the policy of the State Government.
          He said that the candidates would have to submit the applications to the concerned depot of General Manager, Haryana Roadways through registered post by January 21, 2013.

Delhi-Bahadurgarh-Rohtak part of RRT System

Union Urban Development Minister, Mr Kamal Nath today announced that feasibility study for Delhi-Bahadurgarh-Rohtak as part of Phase-I of the Regional Rapid Transit System(RRTS) for National Capital Region(NCR) and it would be extended upto Hisar. He also announced that Delhi-Shahdara-Baraut high speed train corridor would be conducted.
Mr Kamal Nath told after a special meeting on RRTS for NCR with the Chief Ministers of NCR states in New Delhi.
In the meeting, Haryana Chief Minister, Mr Bhupinder Singh Hooda had raised the demand for extending the earlier Delhi-Bahadurgarh-Rohtak Corridor upto Hisar and including it in the first phase of the RRTS, to which the Union Minister agreed.It may be recalled that MP, Deepender Singh Hooda had raised the issue in the Parliament also to which the Union Minister had agreed to consider it favourably.
Mr Hooda said that the North, South and East sides of Delhi have been taken up in the first phase of RRTS, but the West side that is upto Hisar-Rohtak has been left out. He also urged the Union Minister to extend the existing corridor of Delhi-Rohtak upto Hisar, as Hisar is a counter magnet town and would serve the purpose of NCR planning.
Delhi Lieutenant Governor, Mr Tejender Khanna congratulated the Haryana Chief Minister for developing Gurgaon as a model township.  While praising the model of development of Gurgaon City, he said that things should be moving in this direction as it has led to emergence of economic activity in the surrounding area of NCR.    
During the meeting, Mr Kamal Nath informed that the feasibility reports of three corridors have been completed.  The high speed trains on these corridors would be of high quality and would run at the speed of 160 kilometre per hour. Delhi-Panipat Corridor will be 111 kilometre long and would have 12 stations. Delhi-Rewari-Alwar Corridor will be 180 kilometre long and would have 19 stations. Delhi-Ghaziabad-Meerut Corridor will be 90 kilometre long. The three corridors would cost Rs.72,000 crore and carry five lakh commuters on daily basis. The Union Minister also informed that Delhi-Faridabad-Palwal RRTS Corridor would be taken up in the second phase.
The meeting was attended by representatives and senior officers from Delhi,Haryana, Rajasthan, Uttar Pradesh, Union Development Ministry and Union Railway Ministry.

Haryana exports cross Rs 49 crore during 2010-11

Exports from Haryana have crossed Rs. 48,530 crore during the year 2010-11 and the State has so far received Foreign Direct Investment (FDI) of Rs. 13,128.81 crore, of which an investment of Rs. 9628.81 crore has come up after   implementation of the Industrial Policy, 2005.
          While stating this here today, a spokesman of Haryana Industries and Commerce Department said that having catalyzed an investment of about Rs.61,000 crore since 2005 and an investment of about Rs. 97,000 crore being in the pipeline, Haryana has more than 1,000 projects with foreign technical or  financial collaboration. The State Government has announced its new “Industrial and Investment Policy-2011” which is effective from January 1, 2011. The new Policy is expected to expand the investment horizons in different sectors of economy to the relatively backward areas of the state.
          He said that 783 IEMs have been implemented in Haryana with an investment of Rs.24,302.86 crore providing employment to more than 1.89 lakh  persons since the year 2005-06.He said that   from 2005-06 to August 2012, a total of 1021 IEMs, catalyzing an investment of Rs. 38,750.68 crore with  employment potential for more than 3.08 lakh persons  were filed with Government of India.      
          He said that the State has a  rich industrial base with 1362 large and medium units, out of which 113 units have been set up during 2005-2011 with an investment of Rs. 2887.65 crore providing employment to 19,626 persons. About 83,000 Small Scale Industrial or MSME units have also been set-up in the State out of which 15,440 units were set up during 2005-2011 with an investment of Rs.6823.84 crore providing employment to 2,35,573  persons.
          He said that as it has become imperative to understand the dynamics of Micro, Small and Medium Enterprises (MSME) Sector in the background of new parameters fixed under the provisions of MSME Development Act, 2006, the Department has undertaken a fresh survey of industrial units established and operating in the State.  It is simultaneously intended to create a database of the number of existing and operating industrial units along with those in the process of being established. The Department has engaged an agency namely Mott MacDonald to undertake and complete the survey. 
The survey to be conducted on a 100 per cent  enumeration basis, will cover a complete list of industrial establishments  including large, medium,  small and micro units and would also cover all such registered or unregistered establishments like petty enterprises without substantive equipment that is tailoring, cycle or vehicle-repair and poultry, which qualify more as service industry.The said agency has started the enumeration of the industrial units in the state, he added.

Night curfew lift by section 144 imposed in Sirsa

As normalcy is returning to Sirsa, the district Administration Sirsa has lifted the curfew even during the night, but section 144 would be imposed strictly.
          While stating this today, Deputy Commissioner Sirsa, Dr. J. Ganesan said that however all the educational Institutes would remain closed till November 30. He said that anybody not abiding by these orders would be dealt with sternly. He said that vehicles entering the city were being checked at the nakas so that no anti social element could enter Sirsa city. He said that the district Administration has divided the city into 16 sectors and Duty Magistrates have been appointed for each sector. Also, two dozen Police personnel   have been deployed with every Duty Magistrate and they would remain in their concerned areas.
          He said that Para Military Forces and teams of Police would regularly patrol the city. Also, six companies of Police have been kept in reserve. He said that Police would keep an eye on the Railway Station, bus stands and religious places.
          Dr. Ganesan said that all Sub Divisional Officers (Civil), tehsildars, Block Development and Panchayat Officers  have been directed to stay in their offices and remain in touch with the police stations to keep an eye on the situation. In case they receive any information about violation of Section 144, the law and order being disturbed or public property being destroyed, they should take quick action against the anti-social elements. Also, Sub Divisional Officers (Civil) have been directed to send daily report to the district headquarters in the evening.

Plan to supply power to rural consumers on urban mode

The Haryana Power Distribution Corporations (Discoms) have a plan to supply power to consumers in rural areas on urban mode. The Discoms have offered the villagers to reduce Aggregate Technical and Commercial (AT&C) losses in their villages up to 25 per cent and get domestic supply on urban mode that is for 20 hours a day, provided every household gets metered connection and all the meters are shifted outside the house. 
                        The Chairman and Managing Director, Uttar Haryana Bijli Vitran Nigam and the Dakshin Haryana Bijli Vitran Nigam, Mr. Devender Singh said here today that the Discoms have offered  to give urban domestic power supply to their consumers in villages on urban mode if they reduce the AT and C losses below 25 per cent, in those tranches in proportion to loss reduction. If they reduce one third of the existing AT and C losses by more than 25 per cent, supply to their village would be increased from present 11 hours a day to 14 hours a day. With the further one third reduction, they would be given supply for 17 hours a day. By achieving the level of losses up to 25 per cent, the village would be given domestic supply for 20 hours a day as  being supplied at present  in urban areas. For example, in case there are 55 per cent existing losses in a village, with the reduction in losses up to 45 per cent, the village will get supply for 14 hours a day and with the reduction up to 35 per cent, the village would get supply for 17 hours a day and further after achieving the level of AT and C losses below 25 per cent, the village would get domestic power supply for 20 hours a day.
              Mr. Devender Singh said that to opt this attractive scheme of the Discoms, the villagers are required to ensure that each house in the village takes a regular power connection, all meters are relocated outside the houses on outer walls or poles and all damaged and old mechanical meters are replaced with new electronic meters.
   He said that on request by Panchayats, the Nigams would organize camps in the villages to give on the spot connections in the houses having no regular power connections. All damaged and old meters would be replaced on days of the camps. However, no theft case would be framed on finding any kind of irregularity in the meters on the day of camp, but the irregularities would be corrected.

Programme to conduct Panchayat bye-elections

State Election Commission, Haryana has issued programme for Conducting Panchayat bye-elections to fill up casual vacancies of 256 Panches, 19 Sarpanches of Gram Panchayats, nine Members of Panchayat Samitis and two Zila Parishads including second general election of Sarpanch and Panches of Gram Panchayat, Sambhalkha in district Kurukshetra.
          While stating this here today, State Election Commissioner Mr Dharam Vir said that nominations could be filed from December 4 to 6, 2012 and information would be furnished by the candidate to the concerned returning officer (Panchayat) in the prescribed format before 10 a.m. on December 7.Scrutiny would be done from 10 a.m. to 4 p.m. on December 7 and candidature could be withdrawn upto 4 p.m. by December 10.  The work of preparation of list of contesting candidates and allotment of symbol for elections would be done immediately after the expiry of the period of withdrawal of candidature on December 10, 2012.
          He said that polling, if required, would be conducted from 8 a.m. to 4 p.m. on December 16 and votes would be counted at the polling station immediately after the close of poll. For election of Member  Panchayat Samitis and Zila Parishads, counting would be held on December 17 at 8 a.m. except where re-poll is recommended by the District Election Officer (Panchayat) at Block Headquarter concerned at the places to be specified by the District Election Officer (Panchayat), he added.
                    Election of all the seats of Panches, Sarpanches and Members of Panchayat Samitis would be conducted by using Electronic Voting Machines. The model code of conduct would come into force from today that is November 29 . No officer or official connected with the election work would be transferred till the completion of election process, he added.
          Mr Dharam Vir  said that the country is facing the serious problem of criminalization of politics in which criminals, that is person convicted by Court of Law for certain offences are entering into the election fray and contesting as candidates. The State Election Commission has issued directions in compliance of the orders of the Supreme Court of India to the effect that a contesting candidate is required to state in writing about his criminal background, details of moveable or immoveable assets and education qualification. The contesting candidate for the office of Panches and Sarpanches would be required to make the said declaration on a plain paper before the Returning Officer concerned at the time of filing of nomination paper.Similarly, for the office of Member Panchayat Samitis and Zila Parishads, a contesting candidate would be required to file an affidavit on non-judicial stamp paper or document paper (Pakka Paper) and sworn before the first Class Magistrate or Notary Public or a Commissioner (oath) appointed by the  High Court or before Sub Divisional Officer (Civil) or Tehsildar or Naib Tehsildar - conferred with the powers of Executive Magistrate- having jurisdiction to the area.  Also, contesting candidate is required to make declaration in the nomination paper that he is not suffering   any disqualification as provided under Section 175 of the Haryana Panchayati Raj Act, 1994.
          Giving details of the expenditure that could be incurred by the contesting candidates or his authorised election agents, he said that  Panch , Member of Gram Panchayat, could spend upto Rs 5,000. Sarpanch of a Gram Panchayat having upto 15 Wards and Sarpanch of Gram Panchayat having more than 15 Wards could spend upto Rs 15,000 and Rs 25,000 respectively. While, Members of Panchayat Samiti and Members of Zila Parishad could spend upto Rs 50,000 and Rs one lakh respectively.
          Mr  Dharam Vir  said," The contesting candidates are  required to maintain account of election expenditure and  submit the same within 30 days from the date of declaration of the result of the election, to the Deputy Commissioner–cum-District Election Officer (Panchayat) or  any other officer as  specified by the State Election Commission,  failing which the defaulting candidate shall be liable to be disqualified under the Haryana Panchayati Raj Election Expenditure (Maintenance and Submission of Accounts) Order, 1996, for a period of  three years from the date of issue of such order."

Haryana achieves 19.5 % growth rate in GSDP

Haryana has achieved 19.5 per cent growth rate in Gross State Domestic Product (GSDP) to emerge as one of the top two performers among the major states in terms of economic growth during the 11th Five Year Plan.
None of the other major states including Maharashtra, Andhra Pradesh, Gujarat and Uttar Pradesh could achieve GSDP growth rate over 19 per cent.
According to a recent Planning Commission report on state finances, the GSDP growth rate of Bihar and Haryana was 21.9 per cent and 19.5 per cent respectively during the 11th Plan spread over 2007 to 2012.
The GSDP growth rate measures how fast the economy is growing. On smaller base that is less developed state’s economy, the GSDP growth reflects faster growth as smaller growth is reflected in higher rate of growth, which explains the highest growth of Bihar as it had remained comparatively backward over last decades. It is worth mentioning that except Haryana, none of the previous fast growing big states like Maharashtra, Gujarat, Karnataka and  Tamil Nadu could find a place in the top five states. The GSDP is taken as an indicator of a state’s standard of living and its economic health. Personal consumption, business investment, Government spending and exports contribute to rise in GSDP. If it’s growing, so will business, jobs and personal income.
In light of these indicators, Haryana’s growth story is being considered as perhaps the most remarkable. In the ten-year period from 1994-95, it grew annually by over 6.5 per cent. Therefore, there was no low-base effect for Haryana to bank on for its 10.1 per cent annual average growth in seven years from 2004-05. That way, Haryana has clearly emerged as the star performer among all the fast-growing states in India in the last few years.
During the 11th Plan which ended on March 31, 2012, Rajasthan is 18 per cent, Kerala at 16.9 per cent, Madhya Pradesh 16.8 per cent, Andhra Pradesh at 16.7 per cent and West Bengal at 16.4 per cent.
Gujarat is way behind and grew at 16 per cent followed by Maharashtra and Uttar Pradesh at 15.3 per cent each. Punjab, Chhattisgarh, Karnataka, Assam, Jammu & Kashmir, Manipur and Tripura remained below 15 per cent. The worst performers include Jharkhand which recorded GSDP growth rate of 9.2 per cent followed by the Puducherry, Nagaland and Manipur (all below 11 per cent).

HSIIDC allotted 4100 industrial plots/sheds in last seven years

Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) has allotted more than 4,100 industrial plots or sheds   during the last about seven years and these would catalyse an investment of about Rs. 40,000 crore.
          While stating this here today, a spokesman of the HSIIDC said that as there was reservation for physically handicapped persons in industrial plots,  there was preferential allotment of up to two per cent  of the plots or sheds in each Estate to persons with disabilities.
He said that during the last about seven years, the State has received investment  to the tune of Rs. 61,000 crore. Further investment  to the tune of Rs.97,000 crore is in pipeline.
      He said that a Foreign Investment and  NRI Cell has been created for providing guidance and advisory services for attracting foreign investment to the State and address  the problems faced by Non-Resident Indians (NRIs)  or Persons of Indian Origin (PIOs) relating to property, marital discord and law and order. An Advisory Committee has been constituted at the apex level under the chairmanship of   Chief Minister, Haryana to consider related matters.
      He said that the HSIIDC, being the nodal agency of the State Government for development of industrial Infrastructure, is responsible for laying down its Estate Management Procedures in tandem with the industrial Policy. As such, the HSIIDC revised its Estate Management Procedures simultaneously, known as the EMP-2011 and effective from  January 1,2011.
      He said that the threshold limits for fixed capital investments for the ‘prestigious projects’ have been rationalised to boost investment in relatively backward - category ‘B’ and ‘C’ industrial estates. As against the earlier uniform criterion of fixed capital investment of Rs. 30  crore for all industrial estates, the revised threshold limit in category ‘B’ and ‘C’ industrial estates would be Rs. 20 crore and Rs. 10 crore respectively.
      Wherever transfer of a plot is permissible, no Transfer fee will be charged for the second and subsequent transfers of plots allotted in the Industrial Estates developed by the HSIIDC.Wherever permissible, the leasing fee will be payable only once irrespective of the period of lease and would be charged at a rate of 50 per cent of the fee applicable for the first transfer. There will be no restriction on the number of leases in a premises, subject to strict enforcement of permissible use or activity for the premises.It has been decided to permit provision of subsidiary supporting facilities likle  canteen, gym, common entertainment facilities within the industrial plots without any additional charge, solely for the captive use of employees or workers in an industrial unit. The area so earmarked or  used for these facilities shall not exceed  four per cent  of the total permissible covered area.

Curfew relaxed in Sirsa

As normalcy is returning to Sirsa city, curfew has been relaxed up to 9 p.m. today. The shops opened as usual  and people came out of their houses to purchase necessary items. Also,  the district administration made special arrangements in Sirsa City on the occasion of birth anniversary of Guru Nanak Dev Ji and Shah Mastana Ji of Dera Sacha Sauda today. The routes were decided for vehicles of devotees coming from outside to attend both the celebrations.
          Deputy Commissioner, Sirsa, Dr. J Ganesan said that regular patrolling was done by companies of paramilitary forces and teams of Haryana Police in the city. He said that 20 police officials and personnel  including Duty Magistrates were deployed at different routes. The vehicles entering the city were checked at nakas.
          Dr. Ganesan said that keeping in view the normal situation in the city, curfew has been relaxed till 9 p.m. and the district administration has appealed to the people to maintain peace in the district and not to believe in any rumour.

Free residential plots given to 9500 homeless families

The Haryana Government has given free residential plots each of 100 sq yard to about 9,500 poor homeless families in 154 villages of district Gurgaon under Mahatma Gandhi Gramin Basti Yojna.
          Such plots have been given to the beneficiaries within their own villages. This scheme of the government is proving very beneficial  for the poor who are admiring this commendable step taken by the government for their uplift.

Guru Nanak Dev birthday celebrated throughout Haryana

He said that the ideals and principles as propagated by Guru Nanak Dev Ji would continue to enlighten and inspire even the future generations.
         Also, about 11 lakh devotees took the holy dip at the stroke of midnight during famous historical and religious Kapal Mochan Mela which concluded today at Bilaspur in district Yamunanagar. The pilgrims thronged all the   sarovars to take the holy dip. They lit earthen lamps on the banks of the sarovars which mingled with the illumination decorating the Gurudwaras and Temples presented a very picturesque scene.
          The historical   Kapal Mochan fair has its roots in the belief that it relieves the sins of all the three eras. As per the belief of the people, taking a bath in Kapal Mochan sarovars washes away sins which are even as grave as ‘Braham Hatya’. This Dham is also known to have been the work place of Maharishi Ved Vyas, the son of Maharishi Prashar and the creator of great epic Mahabharata. He also scripted Vedas and Purans here. There are five Tirths   in   different directions in the near by area of Kapal Mochan. In the north is the Tirthraj Kapal Mochan itself and on other sides are Som Sarovar, Rin Mochan, Surya Kund and Chandar Kund. These sarovars are known to provide fame and fortune to those who come to take the holy dip. Lakhs of pilgrims who visited this mela have been coming here since last many years.
          The holy place has a great following amongst the Sikh community too, as in 1687 Guru Gobind Singh had rested here for 52 days after the battle of Bangani . A large number of Sikhs alongwith Hindus and Muslims visited and took bath in the holy sarovars presenting a picture of unity and amity. The pilgrims had started arriving at Kapal Mochan from as early as November 23, 2012 to take the Panchsnan. The crowd started departing soon after 2 a.m. after having their holy dip in the sarovars.
          The Meal Administration had made sufficient arrangements for the benefit of the pilgrims. As the pilgrims started the main bath on November 27, senior officers of the district administration took a round of the mela area and inspected the various arrangements. The Deputy Commissioner also directed the police personnel and members of social organizations to remain alert on duty. This ensured peaceful completion of the mela. Deputy Commissioner Ashok Sangwan conveyed the best wishes to the pilgrims on Kartik Purnima and Parkash Parav. He also appealed to all the officers for giving their creative suggestions for next   mela.

Hooda assures all help to Afghanistan in field of agricultture

The Chief Minister was interacting with  a delegation from Afghanistan, which called on him in New Delhi today.The delegation included Deputy Minister(Policy) Dr Farid Mamundzay, DG, HR  Mr Azizullah Qazikhail, Governor Helmand Mr Mohammad Naem Baloch, Governor Saripul Mr Abdul Jabar Haqbeen, Chief Technical Advisor  Mr Christopher Carter and  Capacity Development Specialist Ms Sofia Dahiya,  from Government of Afghanistan.
The delegation has already visited Ch. Charan Singh Haryana Agriculture University, Hisar. The leader of the delegation Dr Farid Mamundzay said that Haryana is an advanced state in the field of agriculture and Afghanistan would like to benefit from the experience of Haryana.
Mr Hooda said that Haryana is the second largest contributor of foodgrains to the Central Pool. In wheat productivity, Haryana is number one in the country. In rice production also, Haryana is ahead of many states. Haryana has 70 per cent share in the export of Basmati Rice from India.
Mr Hooda asked about the mode of irrigation in Afghanistan. He was informed that mainly irrigation is through canal water. Mr Hooda said that Haryana also has irrigation through canal water from Bhakhra Dam and Yamuna River, but  elmand
there are tube-wells also and ground water is  also used for irrigation purposes.
The members of the delegation thanked Mr Hooda for the cooperation and said that they would come up with concrete proposals.

Ensuring transfer of funds to the beneficiaries

The Haryana Finance Department has directed all Head of Departments to ensure that in case of transfer of funds to the beneficiaries, the Drawing and Disbursing Officer (DDO) should allot a unique code for the payee to the payee through online system and submit bill for the payment through electronic payment system.
          While giving this information here today, a spokesman of the department said that whenever, funds were to be drawn from the treasuries the same need to be transferred directly to the beneficiary and financial rules did not allow parking of such funds anywhere in between for any duration of time.However, in cases where due to some extreme circumstances the procedure of operation of a bank account could not be done away with, a detailed proposal should be sent to the Finance Department for opening or continuing operation of bank account. Thus, only those bank accounts would be allowed to be operated in which necessary permission from the Finance Department has been taken.
          He said that some departments were still operating bank accounts in the name of Head of the Department (by designation) or in the name of DDO (by designation) for which permission has never been granted by the Finance Department and such accounts were being used to transfer funds to the beneficiaries. The method adopted in such cases was that the funds were drawn from the treasuries and deposited in such bank accounts being operated by the department. Further, disbursement from these accounts was either by issue of cheques or demand drafts, he added. This method, he said was not appropriate and needs to be stopped with immediate effect.
          He said that all the Head of the Departments (HODs) have been directed to comply with these instructions strictly otherwise the concerned HOD or DDO would be held responsible for the lapse. A list of bank accounts being operated in their department in the name and designation of any DDO or any other officer or official where permission for operating such banks account has already been granted by the Finance Department be furnished to the Director Treasuries and Accounts, Chandigarh positively. In addition, a list of such accounts which were being operated without the permission of Finance Department might also be furnished to this department by December 10, 2012, he further added.

Curfew clamped in Sirsa town

 The Sirsa District Administration clamped curfew in Sirsa town after a clash between the supporters of Dera Sacha Sauda and members of the Sikh community at Valmiki Chowk on Saturday in which about a dozen people were injured.
          All the injured persons have been admitted to the General Hospital and are out of danger. Sant Gurmeet Singh Tirloke Wala who was also injured and was taken to hospital by the deputy commissioner in his car, has appealed to the people to maintain peace and not to believe in rumors. The district administration has requisitioned 15 companies of para military forces to help the administration maintain law and order.
          Deputy Commissioner, Dr. J Ganesan, has appealed to the residents of Sirsa not to step out of their homes but assured them that law and order, communal harmony and peace would be maintained at all costs.
          Police force has been deployed all over the city, especially at the
General Hospital, on the Rania road, and around the gurdwara.
Significant measures have been taken to keep an eye on every part of
the city to avoid any untoward incident.
          Dr Ganesan said that all Sub-Divisional Officers (civil), Tehsildars, Block Development and Panchayat Officers had been directed to stay in their offices and remain in touch with the police stations to keep an eye on the situation. In case they receive any information about the law-and-order being disturbed or public property being destroyed, they should take quick action against the anti-social elements. The officers have been directed to send daily report to the
district headquarters in the evening.

49.02 metric tonnes of paddy in Haryana mandis

More than 49.02 lakh metric tonnes of paddy has so far arrived in various mandis of Haryana during the current Kharif season as compared to over 41.93 lakh metric tonnes of paddy arrived during the corresponding period last year.
            While stating this here today, a spokesman of Haryana Food and Supplies Department said that out of the total arrival of paddy, maximum quantity of paddy has arrived in district Kurukshetra which is over 8.71 lakh metric tonnes. Similarly, district Karnal received over 8.50 lakh metric tonnes of paddy, district Kaithal over 7.08 lakh metric tonnes, Fatehabad over 6.04 lakh metric tonnes, Ambala received more than 5.05 lakh metric tonnes, Yamunanagar over 3.52 lakh metric tonnes, Jind over 2.96 lakh metric tonnes, Panipat over two lakh metric tonnes, Sonepat over 1.59 lakh metric tonnes, Sirsa over 1.51 lakh metric tonnes and Panchkula 74,536 metric tonnes.
            He said that out of the total arrival of paddy, six government agencies had so far procured over 38.13 lakh metric tonnes of paddy whereas the remaining quantity of over 10.88 lakh metric tonnes of paddy was procured by the millers.
            He said that out of the total paddy procured by the agencies, over 14.60 lakh metric tonnes had been procured by Food and Supplies Department whereas HAFED had purchased more than 12.04 lakh metric tonnes, Haryana Agro Industries Corporation over 5.89 lakh metric tonnes, Haryana Warehousing Corporation over 3.21 lakh metric tonnes and CONFED procured over 2.27 lakh metric tonnes of paddy. The Food Corporation of India has also procured 9566 metric tonnes of paddy.

HAU's Poonam Kumari gets GOI fellowship

NCI and NCCC to be set up at Badhsa AIIMS

Union Health and Family Welfare Minister Gulam Nabi Azad today announced that National Cancer Institute (NCI) and National Cardio Care Centre(NCCC) would be setup at the second campus of All India Institute of Medical  Sciences(AIIMS) at Badhsa in Jhajjar district of Haryana.
          Accompanied by Haryana Chief Minister, Mr Bhupinder Singh Hooda, Mr Azad was talking to mediapersons after inaugurating the Outreach OPD of All India Institute of Medical Sciences (AIIMS) at Badhsa , 17 kilometer from Gurgaon on Gurgaon-Badli Road in Haryana, today.
          Mr Azad also announced that AIIMS-2 would be developed as a world class international level institution and Expression of Interest has already been invited for drafting its master plan through international bidding.
AIIMS-2 Campus is being setup over an area of 300 acres, which has been provided free of cost by the Haryana Government. A committee headed by Union Health Secretary would finalize the selection of world class master plan for the AIIMS-2. Accompanied by Haryana Chief Minister Mr Bhupinder Singh Hooda, Mr Azad also launched the free medicine facility at AIIMS-2, as per which generic medicines would be provided free of cost to all the patients getting treatment at the OOPD.
Union Health Minister said that the AIIMS OPD would serve as alternate OPD of the Delhi AIIMS and it would not only serve the state of Haryana, but also the whole country. The waiting period of OPD at Delhi AIIMS would be decreased considerably and the people of far reaching Bihar, Jammu and Kashmir, Orissa, Uttar Pradesh, Kerala would also happily come to Badhsa as the waiting period is bigger in the AIIMS. He said that this is the first OPD  where free medicines would be provided. The Outreach OPD comprises of the following departments - General Medicine, Orthopaedics, Obstetrics and  Gynecology, Paediatrics, Ophthalmology, ENT, Anasthesia and General Surgery. It would also have diagnostic and laboratory facilities, he added.
The pharmacy and the laboratory will be operated by HLL Lifecare Limited, a Public Sector Undertaking of the Union Ministry of Health. This is being done for the first time in the history of AIIMS and the entire OPD operations will be computerized from registration to prescriptions. All patient records will be kept in electronic format, he further added.
Mr Azad said that the heart and cancer diseases were increasing in modern day lifestyle. The need was felt for national level institutes. NCI would have 600 beds, whereas the total number of beds would be more than 2100 in AIIMS-2. He said that NCI would be the biggest Cancer Institute in the country and bigger than even the Tata Cancer Institute, Mumbai. It will be a comprehensive cancer centre having all the facilities to deal with various types of cancers including research and development.
The National Cardiac Care Centre is also proposed to be established at Badhsa.The All India Institute of Medical Sciences has plans to establish several super-speciality and world-class research facilities at Badhsa, he added.   
 Mr Azad said that the foundation stone of Outreach OPD was laid by him on  May 30, 2012 with a promise to operationalise it within six months. Today, that promise has been fulfilled. He thanked the Chief Minister of Haryana, Mr Hooda and MP Mr Deepender Singh Hooda for their support in operationalising the second campus of AIIMS in Haryana. He said that the All India Institute of Medical Sciences, New Delhi is a premier institute of the Government of India in the area of medical education, research and patient care. Patients from all parts of the country come to AIIMS, New Delhi. But due to the high number of patients visiting the institute, the infrastructure at AIIMS is bursting at the seams with most departments handling workload in excess of their designed capacity. As a result of this, patients have to wait for long periods for various procedures and services. For this reason, the need for expansion of AIIMS was felt and thus the Outreach OPD at Badsha, Jhajjar has been conceived and designed to handle approximately 1,000 patients per day.
On this occasion, Haryana Chief Minister Mr Bhupinder Singh Hooda announced that Badhsa would be connected through four-lane road to New Delhi. He also announced that Gurgaon-Badli road, on which AIIMS-2 is situated, would be four-laned with an investment of about Rs 250 crore. The Government was fully considerate of connecting Badhsa with other cities. The KMP Expressway is also near   the AIIMS-2, he added.
Mr Hooda thanked the UPA Chairperson Mrs Sonia Gandhi, Prime Minister Dr Manmohan Singh and Mr Gulam Nabi Azad for giving this prestigious project to Haryana. He said that AIIMS-2 would be bigger than AIIMS and benefit not only Haryana but also the adjoining states. Developing new Imaging Diagnostic facility in hospitals

With a view to provide access to high quality advanced diagnostic facilities at an affordable price  to residents of the State, Haryana Health Department has decided to develop new Imaging Diagnostic facility in identified State run hospitals through Public Private Partnership (PPP) mode.
          While stating this today, Haryana Chief Parliamentary Secretary, Mr. Ram Kishan Fouji said that in the initial phase MRI and CT-Scan facilities would be provided at general hospitals of Faridabad, Hisar, Kaithal, Sonepat and Narnaul. While MRI facility will be provided at General Hospital, Panchkula, the facility of CT-Scan would be available at General Hospital, Gurgaon.
          He said that proposals in this regard have been invited from private providers with specified criteria for developing diagnostic centres. He said that a single stage two envelopes bidding process would be adopted for development of this project. The interested bidders would submit two envelopes comprising two bids namely the Technical Bid comprising the experience and financial credibility and Financial Bid comprising the rates being offered.
          He said the selective private partner would set up advanced diagnostic imaging facilities in all identified hospitals. The provider would deliver affordable services to the patients at pre-determined rates on the basis of upper limit of rates set by the department.
          He said that keeping in view the high cost of investment in procuring of these high end equipments, it was decided to provide radiological services at PPP mode. The rates of the services have been kept in tandem with rates being charged at PGIMER, Chandigarh and Government Hospital, sector-6, Panchkula.

IMPROVING IRRIGATION FACILITIES IN MEWAT
The Haryana Government has spent about Rs seven crore to further strengthen irrigation facilities in district Mewat during last seven years.
          While stating this here today, a spokesman of district administration said that over Rs 3.22 crore have been spent on bricklining from ‘burji’ of Ujina Minor to ‘burji’ of Kairaka Minor. He said that over Rs 2.20 crore have been spent on similar works between the two ‘burji’ of Nuh distributory.
          He said that Rs 36.79 lakh have been spent to install hand pumps on burji of Ujina drain and that of Nuh drain. He said that Rs 24.57 lakh have been spent on construction of bridge over Rajasthan link Canal-Gurgaon Canal.   
          Similarly, Rs 22.65 lakh have been spent on construction of Dich Drain along Rajasthan Link Canal-Gurgaon Calnal and Badkali Punhana road. He said that Rs 1.5 lakh have been spent for harvesting bore for recharging of rain water at Canal Colony, Nuh. Also, Canal Rest House has been constructed at Nuh and many other construction works have been undertaken by Irrigation Department in district Mewat.
 TWO DIPR OFFICERS TRANSFERRED
The Haryana Government has issued transfer and posting   orders of two District Information and Public Relations Officers (DIPRO) with immediate effect and has posted them against vacant posts.  
          Mr. Dalip Singh has been transferred from Chandigarh to Palwal and Mr. Kamal Singh from Chandigarh to Ya
