Haryana to implement Digital Locker System and eSign facilities

CHANDIGARH, MAY 21
The Haryana Government will implement Digital Locker System and e-signature (eSign) facility in the state to save significant time of both citizen as well as the government agencies, avoid transit delays or losses of documents and reduce physical visit of citizens to government offices and facilitate direct C2G interactions.
Haryana Chief Secretary Mr D.S Dhesi today presided over a meeting in this regard with the Administrative Secretaries of various departments where a presentation on Digital Locker System and e-signature was given through video conferencing by the IT representatives of Government of India.
During the meeting, it was informed that under Digital India Programme, so far one lakh persons have registered and over one lakh documents have been uploaded. The State has aligned its vision with the three focus areas of Digital India Programme of Government of India including Digital Infrastructure as a utility to every citizen, Governance and Services on demand and Digital empowerment of citizens.
Digilocker is a National digital locker system launched by Central Government which could be accessed at http://digilocker.gov.in, http://digitallocker.gov.in and http://elocker.gov.in.
The presentation revealed that after the implementation of Digital Locker System, the citizens could upload their document copies online, esign them and use this system to electronically submit these documents for various government services online. Similarly, e-signature (eSign) facility that leverages Aadhaar validated identities of citizens would allow them to sign their forms online using digital signature. This eSign is legally tenable under the Information Technology Act, 2000.
There are immense benefits at hand from adopting the proposed system. While Digital Locker eliminates the need for physical documentation and removes chances of falsification by facilitating online validation, eSign is an easy and instantaneous mechanism of identity validation. When both the services will be adopted together, they will save significant time of both citizens as well as government agencies.
