Haryana CM terms Union Budget as investment and growth-oriented

The Haryana Chief Minister, Mr Bhupinder Singh Hooda, has hailed the Union Budget for 2013-14 as investment and growth-oriented, anti-inflationary, pro-poor and crafted with the intent of ensuring inclusive, equitable and sustainable development.
  Reacting to the Budgetary proposals, presented by the Finance Minister, Mr P Chidambaram, to the Lok Sabha today, Mr Hooda was all praise for proposed allocation of Rs 500 crore to start a programme of crop diversification that would promote technological innovation and encourage farmers to choose crop alternatives. Mr Hooda said that it is very encouraging that this programme would be implemented in the original Green Revolution States which face the problem of stagnating yields and over-exploitation of water resources and the answer lies in crop diversification.
          Mr Hooda reminded that the Working Group on Agricultural Production headed by him and constituted by the Prime Minister, had recommended such schemes in the larger interest of the farming community. He said that such initiatives reflect the pro-farmer policies of the UPA Government.
Mr Hooda also welcomed the proposal to carve out PMGSY-II and allocate a portion of the funds to the new programme which will benefit Haryana immensely.
Greater emphasis on farm research, higher allocation for agriculture, extension of the interest subvention scheme and increased flow of credit to the farm sector bode well for the growth of farm economy of the country.
“The farmers have responded well to the slew of welfare measures taken by the UPA Government by setting a new record in the production of food grains, and the steps outlined in the Budget today, will further boost their confidence”, Mr Hooda said.
Mr Chidambaram, working under the able guidance of the UPA Chairperson, Mrs Sonia Gandhi, and the Prime Minister, Dr Manmohan Singh, had done well to create the economic space and find the resources to achieve the socio-economic objectives. He said adding that clarity in tax laws, a stable tax regime and non-adversarial tax administration would surely attract warm response and willing compliance.
The emphasis and higher allocation for the social sector will not only benefit women, children, backward classes and the minorities but would also play the great leveller by pulling down social inequities. Similarly, higher allocations for health and education underscore the commitment of the UPA Government and its concern for the wellbeing of the masses, added Mr Hooda.

Haryana taking steps to control pollution in Markanda and Ghaggar

The Haryana Government is taking all possible measures for controlling pollution in river Markanda and river Ghaggar.The State Government is conscious of its duties. This information was given by Haryana Environment Minister, Capt. Ajay Singh Yadav, while replying to a question during the ongoing session of Haryana Vidhan Sabha, here today.
He said that it is a fact that untreated and partially treated effluent from industrial units located at Kala Amb in Himachal Pradesh is being discharged into Markanda river, a tributary of river Ghaggar which is causing pollution in river Ghaggar. The Bio Chemical Oxygen Demand (BOD) value of Jattanwala Nallah out falling in Markanda river ranges from 420-520 milligram per litre and the BOD value in the water of Markanda river ranges from 106-385 milligram per litre as against the permissible limit of three milligram per litre.
 Haryana State Pollution Control Board has taken up the matter with Chairman, Central Pollution Control Board from time to time requesting them to issue necessary directions to the State of Himachal Pradesh and Himachal Pradesh Pollution Control Board to control pollution in river Ghaggar being inter-State pollution problem. Chairman, Himachal Pradesh Pollution Control Board was also requested vide letter dated May 6,2011 to emphasize upon them to control pollution of industries located in Kala Amb in Himachal Pradesh to save the water of river Ghaggar from pollution.
 Further a demi official letter has been written on February 22,2013 to the Chairman, Central Pollution Control Board with the request to issue necessary directions to the State of Himachal Pradesh to control pollution in river Ghaggar and a demi official letter has also been written on February 22,2013 to Chairman, Himachal Pradesh Pollution Control Board to control the pollution caused by industries located in Kala Amb in Himachal Pradesh which is polluting the water quality of Markanda and Ghaggar river.
 Anti Human Trafficking Units The Haryana Government has set up six Anti Human Trafficking Units in the State for closely monitoring all the missing persons, including the children. This was stated by Haryana Chief Minister, Mr.Bhupinder Singh Hooda while replying to a question during the ongoing session of Haryana Vidhan Sabha, here today.

Governor expresses government's resolve to get legitimate share of water

The Haryana Governor, Mr Jagannath Pahadia, today expressed the firm resolve of his Government to get Haryana’s legitimate share of water as also for the expeditious construction of Sutlej Yamuna Link Canal and added that work to set up  Lakhwar Vyasi Dam would soon commence.
The Governor, who was delivering his address on the opening day of  session of Haryana Legislative Assembly here today said that his Government is also committed to ensuring an equitable distribution of available water within the State.Haryana is a water stressed State having only 14 MAF of water compared to its requirement of 36 MAF. The problem is further aggravated by the fact that the State has been deprived of its legitimate share from the Ravi-Beas rivers.
The Governor said that Members that Technical Appraisal Committee of the Union Ministry of Water Resources has already given clearance for Lakhwar Vyasi Dam and the work will start shortly. Environmental clearance for Renuka Dam is also at an advanced stage. Government is also pursuing the matter regarding Kishau Dam project and it is hoped that the State governments of Uttrakhand and Himachal Pradesh will reach an agreement in this regard at an early date. Construction on Kaushalya Dam on Kaushalya river has already been completed. The NCR Water Supply Channel is duly complete and is already supplying water for Gurgaon town. The Dadupur-Shahabad-Nalvi Canal was also run for nearly two months with 200 cusecs water.
He said that water conservation and its efficient management being a priority of his Government, steps were being taken to reduce the conveyance losses in the canal network by rehabilitating old minors and canals. About 150 channels have been rehabilitated during the current financial year. The major work of rehabilitation of Barwala Branch costing  Rs 26.90 crore is also near completion. More than 7500 watercourses have also been identified for rehabilitation and 2530 watercourses have already been rehabilitated.  During the current financial year, Rs 118 crore have been spent on completion of 73 new and 59 on going flood control and drainage schemes across the State, he added.
While referring to the issue of power, he said that his Government is committed to provide quality power supply to all the consumers of the State by increasing the power generation and strengthening transmission and distribution system. To achieve this, concrete steps have been taken to add generation capacity in public and private sector and to make commensurate investments in transmission and distribution network. The Government is supplying 1068 lakh units on an average daily basis to the consumers in the current year as against 578 lakh units in 2004-05. In the last eight years or so, 340 new substations have been constructed, capacity of 574 existing substations has been augmented and 4994 KMs of new transmission lines have been laid.
The third 500 MW Unit of 1500 MW Indira Gandhi Super Thermal Power Project was commissioned on  November 7, 2012. In addition, the second 660 MW Unit of 1320 MW Mahatma Gandhi Super Thermal Power Project in Jhajjar being set up by CLP India Pvt. Ltd. under Case-2 mechanism of Government of India, was also commissioned on July 19,2012. The Nuclear Power Corporation of India Ltd. is going ahead with pre-project activities of the proposed 4x700 MW Nuclear Power Plant at village Gorakhpur in district Fatehabad. Two units of 700 MW each are proposed to be set up under Phase-I of the project.
A special campaign has been launched with effect from  January 1, 2013 to strengthen the distribution network in the villages at a cost of Rs 500 crore. An arrangement has been put in place for implementation of Information Communication Technologies systems wherein a computerized system for energy audit, automatic meter reading, customer care etc. will be implemented in 36 towns of the State.
The State Government has created an enabling environment for investment in the renewable energy sources. Six biomass power projects of 63 MW capacity are being set up in the State by the Independent Power Producer (IPP). Out of these, two projects of about 20 MW are at a final stage of completion. For generation of power from industrial waste, 11 projects of 24.95 MW capacity through cogeneration route have been set up in the industries and four projects of 12.6 MW capacity are under installation. It is gratifying to note that Haryana has been awarded the best State nodal agency in the country for installation of solar water heating systems for the year 2011-12.
Highlights of Governor Address
 
Economy
·                    Haryana has outperformed all the States in the country in mobilizing financial resources during the 11th Five Year Plan.
·                    The Working Group on State Financial Resources for the 11th Plan set up by the Planning Commission records that as against the national average mobilisation of 92.5% of the projections of the 11th Five Year Plan by the States, Haryana was able to mop up resources to the extent of 192% of the projected mobilisation.
·                    The advance estimate of GDP for 2012-13 at constant prices is Rs 191820.76 crore as against the quick estimate of Rs 179097.00 crore in 2011-12 recording a growth of 7.1 percent in 2012-13. This growth rate is higher than the growth rate of 5.0 percent likely to be achieved at the national level.
·                    The per capita income of the State at current prices has been estimated as Rs 123554 in 2012-13 recording a growth of 13.3 percent.

Scaling new heights of development
Agriculture
·                    The State has again been awarded “KRISHI KARMAN AWARD” by the Hon’ble President of India on 15th January, 2013 for the highest productivity of wheat in the country for the year 2011-12.
·                    The State also achieved the highest productivity in wheat of the order of 5182 Kg/hectare. During the tenure of my Government, 3712.80 MW generation capacity has already been added in the State.
·                    The foodgrains production has reached a record level of 183.42 lakh tonnes during 2011-12.
·                    The production of wheat and rice has reached an all time high with 130.69 lakh tonnes of wheat and 37.59 lakh tonnes of rice. More than 60% export of Basmati rice is from Haryana.
·                    Farmers are getting a remunerative price of their produce. In Rabi 2012, the State procured 87.16 lakh MT of wheat which is an all time record, registering an increase of 17.88 lakh MT (25.81%) over the last year.
·                    In Kharif 2012, the State procured 38.46 lakh MT of paddy which is also an all time record, registering an increase of 8.80 lakh MT (29.67%) over the last year. The Government is providing subsidy on certified seeds to motivate farmers to increase both productivity and production.
·                    More than 15.61 lakh soil health cards have been distributed to the farmers to promote a balanced use of fertilizers.
·                    The State Advised Price of early, mid and late maturing varieties of sugarcane has been fixed at Rs 276/-, Rs 271/- and Rs 266/- per qtl. respectively during the current crushing season.
·                    Under the National Agriculture Insurance Scheme (NAIS),  6.30 lakh farmers have already been covered so far.
·                    The Government has done away with the stamp duty chargeable under the Indian Stamp Act, 1899, in respect of instruments executed by the agriculturists in favour of commercial banks for securing loans for agricultural purposes. Earlier this benefit was available only for cooperative bank loans.

Horticulture
·                    Government is also establishing a Horticulture Bio-Technology Centre at Shamgarh, Karnal, for production of potato micro tubers through tissue culture technologies.
·                    A new scheme on pesticide residue is being implemented to mitigate the effects of pesticides on fruits and vegetables.
·                    Under the National Horticulture Mission, three new projects have been approved for 2012-13. These are, namely, the Centre for Subtropical Fruits (CSTF) at Ladwa, Kurukshetra; Integrated Bee Development Centre (IBDC) at Murthal, Sonipat; and Flower Project at CCS HAU Hisar.
·                    An ambitious project of an International Horticulture Market is being set up at Ganaur in Sonipat district.
·                    With about 493 acres of land having already been acquired for this purpose, the market is being positioned as a potential hub for fruits, flowers and vegetables from all over the country both for domestic and export markets.
·                    A first of its kind in India, this market will be built with international standards commensurate with markets in developed countries.
·                    A National Horticulture Pavilion is also being planned on this campus to foster robust forward and backward linkages.

Commissions
·                    The State Scheduled Castes Commission is being set up shortly to investigate, examine and monitor all matters relating to the safeguards provided for the Scheduled Castes.
·                    The Haryana State Commission for Women has been given statutory status by enacting the Haryana State Women Commission Act, 2012.
·                    The Haryana State Commission for Protection of Child Rights has also been constituted bringing the cause of children to the centre stage.
·                    The State Human Rights Commission has been set up by the State Government.
·                    State Government has accepted the recommendations of the Haryana Backward Classes Commission with regard to inclusion of five castes, namely, Jat, Jat-Sikh, Ror, Bishnoi and Tyagi in the list of Backward Classes categorising them as Special Backward Class.
·                    Gau Sewa Aayog has been constituted.

Law & Order-

The Government has decided to replicate the e-District project across the State during the coming year.
          The Government is paying a focussed attention to modernization of police force to enhance its operational effectiveness and to improve the safety and security of the people.

Industry-

Four Special Economic Zones (SEZs) have already become functional in the IT/ITES sector in Haryana and licenses have been granted for establishment of 35 IT/Cyber Parks.

Two Regional Rapid Transit Systems (RRTS) Corridors, namely, Delhi-Gurgaon-Rewari-Alwar (158 kms) and Delhi-Sonipat-Panipat (111 kms) are   to be developed on priority basis.

The total exports from the State have increased from Rs 48,530 crore during 2010-11 to Rs 54,991 crore during 2011-12 registering an increase of more than 13 per cent.
Haryana Government has declared the year 2013 as the Year of ‘Industrial Development and Employment’.
‘Major Accident Hazard Control Units’ at Panipat and Gurgaon and two ‘Hygiene Laboratories’ are also being set up.
Under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM), seven projects amounting to over Rs 848 crore, for augmentation of water supply, sewerage, solid waste management, housing for the poor and strengthening urban transportation   have been taken up in Faridabad town.

Women and Child Development-

The Haryana State Commission for Women has been given statutory status by enacting the Haryana State Women Commission Act, 2012.
The Haryana State Commission for Protection of Child Rights has also been constituted

Health-

It is for the first time that Infant Mortality Rate in Haryana has decreased by four points within one year as per SRS 2011.
          A special initiative has been launched for anemia prevention and control by testing 11.7 lakh school children and 34,792 college girls.
          In order to strengthen the entire range of health services in urban areas, particularly urban slums, the Government is launching the State Urban Health Mission.
          With a view to addressing the general shortage of qualified medical professionals, the government has taken a bold step of setting up four medical colleges in different parts of the State.

Rural Development-
Rajiv Gandhi Drinking Water Augmentation Project for Mewat has been implemented.
Under the Indira Gandhi Drinking Water Scheme 10.05 lakh Scheduled Caste households have been benefitted.
                   The drinking water supply and sewerage facilities are being improved in 17 towns in the National Capital Region.
                   A drinking water project costing Rs 95 crore for Sonipat town based on Ranney well scheme is under implementation.
                   Under the 13th Finance Commission grant, 11 projects for augmentation of water supply in the Shivalik area and southern Haryana have been approved.
Sports Highlights-
 - Haryana Government has introduced a mandatory sports scheme and cultural activities scheme in Government College to facilitate overall development of students and help in channelizing the energy of youth for constructive purposes.
Out of the six medals won by India in the London Olympics, four were bagged by sportspersons of Haryana.
The State Government has now decided to give cash awards to Paralympics sportspersons also at par with other sportspersons.
Sports and Physical Aptitude Test (SPAT) has been very successful in attracting children towards sports.
With a view to strengthening the sports infrastructure in the State, the Government is constructing 227 Rajiv Gandhi Gramin Khel Parisars, out of which, 158 Parisars have already been completed. In addition, 232 mini stadiums have also been constructed in rural areas across the State.

Rural Development-

A number of initiatives have been taken by the Government for the empowerment of Panchayati Raj Institutions, for creation of social and economic infrastructure in the villages and upliftment of the rural poor.
The Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) is being converged with schemes of other line departments to ensure creation of durable assets in the villages.
A budget provision of Rs 44.45 crore has been made for Mukhiya Mantri Anusuchit Jaati Nirmal Basti Yojana for the year 2012-13.

Finance-

The advance estimate of GDP for 2012-13 at constant prices is Rs 191820.76 crore as against the quick estimate of Rs 179097 crore in 2011-12 recording a growth of 7.1 per cent in 2012-13.

The per capita income of the State at current prices has been estimated as Rs 1, 23,554 in 2012-13 recording a growth of 13.3 per cent.

The State has again been awarded “Krishi Karman Award” by the   President of India on January 15, 2013 for the highest productivity of wheat in the country for the year 2011-12.

The Samman Pension of Freedom Fighters, their widows, unmarried unemployed daughters and disabled unmarried unemployed sons has been increased to Rs 20,000 with effect from August 15, 2012.

Environment-

Three Continuous Ambient Air Quality Monitoring Stations have been set up by the Haryana State Pollution Control Board at Gurgaon, Panchkula and Rohtak and they have started generating Ambient Air Quality Data.
          The Haryana State Pollution Control Board has started the on-line processing of consent to establish and consent to operate applications since January, 2013.
          An ambitious project of modernization of land records is being implemented under the National Land Records Modernization Programme.
Haryana received the CSI-Nihilent e-Governance Award 2011-12 under project category-G2G, for its land records project-Dynamic Integration of Property Registration, Land Records and Cadastral Maps.

Water-

35000 students to participate in SPAT test

As many as 35,000 students from all over Haryana  would participate in the  last phase of Sports and Physical Aptitude Test (SPAT)-2013 to be held in different districts of the State from February 23 to March 1.
          While stating this here today, Director General, Haryana Sports and Youth Affairs Department, Mr. Sudhir Rajpal said that the Department has issued programme for the SPAT-2013. He said that  5000 children falling in age group of 8 to 19 years would be selected for sports scholarship. Out of those, those falling between age group of 8 and 14 years would be given scholarship amounting to Rs 1500 per month whereas those in the age group of 15 to 19 years would be given sports scholarship of Rs 2000 per month. They would also be entitled to other sports facilities. He said that with a view to make the selection procedure transparent, videography would be done and to make it impartial trainers from other districts have been assigned duty in each district.
          He said that SPAT   would be organized at War Heroes Stadium in Ambala Cantt. on February 23, at Tau Devi Lal Stadium in Panchkula on February 24, Tejli Sports Complex, Yamunanagar on February 25, Dronacharya Stadium, Kurukshetra on February 23, Patti Afgan Stadium, Kaithal from February 24 to 26, Tau Devi Lal Stadium, Gurgaon on February 23 and 24, Model School of Nuh, Mewat on February 23, at Sports Complex, Sector 12, Faridabad on February 24, at Sports Stadium, Palwal from February 25 to 27 and at Rao Tula Ram Stadium, Rewari on February 25 and 26. Similarly, last phase of SPAT   would be held at Netaji Subhash Chander Bose Stadium from February 25 to March 1, at Mahavir Stadium, Hisar from February 23 to 27, at Bhim Stadium, Bhiwani from February 23 to 28, at Navdeep Stadium, Jind from February 27 to March 1, at Shaheed Bhagat Singh Stadium, Sirsa on February 23, at Bhodiya Khera Stadium, Fatehabad on February 27 and 28, at Sir Chhotu Ram Stadium, Rohtak from February 27 to March 1, at Sports Complex, Jhajjar from February 23 to 25, at Karan Stadium, Karnal on February 23 and 24, at Shivaji Stadium, Panipat on February 25 and 26, and at Moti Lal Nehru Sports School, Rai, Sonipat from February 25 to 27, he added.
 CM inauugurates photograph gallery
Haryana Chief Minister Mr. Bhupinder Singh Hooda inaugurated a gallery of photographs of about 100 Members of the Legislative Assembly  of the State in the complex of Haryana Vidhan Sabha here today. He was accompanied by Speaker Haryana Vidhan Sabha, Mr Kuldeep Sharma and Deputy Speaker Mr Akram Khan.
The period of tenure of each MLA has also been mentioned on their photographs.
It may be recalled that the earlier also, Mr. Hooda had  inaugurated a photo gallery depicting portraits of freedom fighters of Haryana in the year 2012 in the Vidhan Sabha.
It is for the first time in the history of Haryana Vidhan Sabha that photographs of freedom fighters and prominent legislators have been displayed in the State Assembly on the initiative of Haryana Vidhan Sabha Speaker Mr. Kuldeep Sharma and  Chief Minister Mr. Bhupinder Singh Hooda.

  Volvo bus service to Chandigarh-Delhi-Gurgaon restored
A spokesman of Haryana Roadways said that Volvo Bus service to Chandigarh-Delhi-Gurgaon has been restored. Haryana Roadways has got the tinted glass of Multi-axle Super Luxury Volvo buses replaced with transparent glass and all the 26 timings are being adhered to and about half hourly service is being provided. Online booking has also been restarted.
          Haryana Roadways regrets the inconvenience caused to its patrons due to operational disturbance of its service on account of certain unavoidable circumstances.

Rail Budget will fulfill aspirations of Haryana people: CM

Haryana Chief Minister Mr Bhupinder Singh Hooda today expressed the hope that the Railway Budget for the year 2013-14 would fulfill the  of the people in the State and the State might get the project of a Rail Coach Factory  for which it had been urging the Union Railway Minister, Mr Pawan Kumar Bansal.
The Chief Minister was replying to the questions of media persons here today.
When his attention was drawn towards the inter-state water issue as mentioned by the Governor, Mr Jagannath Pahadia in his address to the members of the Legislative Assembly on the first day of the Budget Session of the State Assembly, the Chief Minister said that Haryana was not getting its due share of Ravi-Beas waters due to non-completion of Sutlej Yamuna Link Canal and that was a big loss to the State. There was also Presidential reference in this issue. “Haryana would do its best to get its due share of water”, he added.
In reply to a question concerning the Governor’s address in the House today, the Chief Minister said that we would follow his directions and thank him for highlighting the achievements of the State Government.
GEETA BHUKKAL HAILS GOVERNOR’S ADDRESS
Haryana Education Minister Mrs. Geeta Bhukkal has hailed the Governor’s address in the Budget Session of Haryana Assembly today and said that the Governor has highlighted and praised the achievements of state government.
            Mrs. Bhukkal was replying to the queries of media persons during the ongoing Budget session of Haryana Vidhan Sabha here today.
            She said that Governor’s address highlighted all the significant developmental works being carried out by the state government in every field. On being asked to comment on the issue of walk out by opposition, she said that opposition should come and raise the issues of their constituencies which they represent and participate in the session.
FDA TEAM SEIZES  INTOXICATING DRUGS IN KAITHAL
 A team of Haryana Food and Drug Administration (FDA) raided residential premises of one Jitin Gupta, in Kaithal and seized intoxicating drugs of 13 kinds. Also, it was an unlicensed premises and one of the seized drugs was under the category of Narcotics drugs under Narcotics Drug Psychotropic Substance (NDPC) Act 1985
          While stating this here today, a spokesman of FDA said that an FIR has beenregistered against the accused at Civil Lines Police Station, Kaithal.
          He said that the Police took Jitin Gupta in custody on the spot and a separate case would be initiated against him under the Drug and Cosmetic Act 1940.He said that chemist shops in Cheeka and its surrounding villages were also raided and many contraventions of Drug and Cosmetic Act 1940 were found. Action would be initiated against the culprits under the law, he added.

The Haryana Chief Minister, Mr Bhupinder Singh Hooda, announced to give an ex-gratia of Rs 10 lakh to the next of kin of the State Roadways driver namely Mr Narinder Singh, who had died in an accident in Ambala City yesterday. Mr Hooda also announced to give Government job to Mrs Gurpreet Kaur, the daughter-in-law of the deceased driver as per her qualifications.
          This was stated by Haryana Industries and Commerce Minister, Mr Randeep Singh Surjewala after having a meeting with the officers of district administration, police, leaders of the Roadways employees and relatives of the deceased driver in Ambala today.
He said that the State Government has also ordered an enquiry into the incident by a Magistrate, as demanded by the leaders of the Roadways employees. Till the completion of the enquiry, the proceedings of the cases registered against leaders of the employees and the employees would not be pursued. Also, any action in this regard would be taken after the receipt of the report of the enquiry. The employees of the Roadways have also agreed to assume their duties.
          Mr Surjewala said that the Chief Minister has also condoled the death of the driver Mr Narinder Singh. He said that the Chief Minister had deputed former Minister Ch. Nirmal Singh and former Media Coordinator Dilip Chawla Bittu to meet the members of the family of the deceased and leaders of the employees to resolve the issue. Both the relatives of the deceased and leaders of the Roadways employees have accepted the manner in which the issue has been resolved without any pressure. He said that immediately after getting the information of the tragic accident, the officers of the district administration had at their own level contacted the members of the family of the deceased. Out of the total Rs ten lakh to be given to the next of kin of the deceased, while Rs five lakh would be given by the State Government, an equal amount would be given out of the Chief Minister’s Relief Fund.
