Special discount at Haryana tourist complexes

CHANDIGARH, AUG 29
 Haryana Tourism Department is offering special discount to tourists and visitors to all its tourist complexes in the State from August 31 to September 2, 2015, as part of its anniversary celebrations.
          While stating this here today, a spokesman of the Department said that Haryana Tourism would celebrate more than 40 years of its service to the people this year. “To mark the occasion, we are offering a 10 per cent discount on food and accommodation to guests visiting any of the tourist complexes in Haryana during these days,” he said.
          He added that Haryana Tourism Day would be celebrated on September 1, 2015, and the day would be marked with special activities and decorations. Welcome banners would be put up at all tourist complexes and various competitions, including folk dance, painting, face painting, essay writing, rangoli making and tourism quiz, would be held for schoolchildren at tourist complexes across the State. Senior Citizens Walk and Tree Plantation would be another attraction. Children would be given small gifts, including sweets, balloons and biscuits.
          A trailblazer in highway tourism, Haryana Tourism has a network of 42 tourist complexes equipped with 838 comfortable air-conditioned rooms, multi-cuisine restaurants, well-stocked bars, state-of-the-art convention centres and facilities like banquet, conference and multipurpose halls.
          Haryana Tourism has further diversified and broadened the concept of tourism by focussing on farm, golf, heritage, adventure and meetings, incentives, conferencing and exhibitions tourism. Rooms at tourist complexes can be booked through the Department’s official website www.haryanatourism.gov.in and private booking portals like cleartrip.comgoibibo.com and travelguru.com.
          The Department also organises summer and winter adventure camps for students. As many as 850 students, including 110 children with special needs, participated in the summer camp held at Manali from May 31 to June 30, 2015.
          The spokesman said that the Department was planning to start adventure sports activities at Surajkund, Faridabad and at Tikkar Taal Tourist Complex at Morni, which are popular for weekend holidaying.
          State Institutes of Hotel Management have been established at Kurukshetra, Panipat, Rohtak and Faridabad, and the fifth one has come up at Village Bhamboli in Yamunanagar. The institute, which has modern state-of-the-art infrastructure, started its first academic session from July this year.
          A pioneer in organising various fairs and festivals for promotion of heritage, arts, crafts and folk traditions, Haryana Tourism organises the Surajkund International Crafts Mela in Faridabad from February 1 to 15 every year. This carnival has grown by leaps and bounds and 20 countries participated in the Mela this year.  

Haryana to open Ayush System of Medicine centres in all districts

 Haryana Chief Minister  Manohar Lal said that soon centres of Ayush System of Medicine would be opened in all 21 districts of the state so as to promote this  system of medicine  in a big way and  benefit a large number of people.
        The Chief Minister was speaking  at a civic reception function organized to honour the Governor of Himachal Pradesh Acharya Dev Vrat at Gurukul Kurukshetra in district Kurukshetra today.
        While greeting the people of the state and Acharya Dev Vrat on the occasion of Rakshabandhan, the Chief Minister  urged the people to imbibe good habits and values on this auspicious day. While pointing out that these days many people were becoming materialistic, he urged them to render selfless service  to  the society   and work with dedication for the development of the country. He said that in view of the recent examination results, the state government has decided that if good educational institutes adopt government schools and improve their standard of education, government would provide them facilities to achieve the objective. The government is of the view  that every child should get free and better education, he added.
        Expressing his gratitude towards the Central Government for appointing Acharya Dev Vrat as Governor of Himachal Pradesh, Yoga Guru Swami Ramdev said that the Government has made Kurukshetra and Haryana proud by giving such a big responsibility to Acharya Dev Vrat in a young age. He said that Acharya Dev Vrat will face many difficulties, but he was sure that he he would manage them and uplift the country to new heights.
        Speaking on the occasion, Governor of Himachal Pradesh, Acharya Dev Vrat thanked Chief Minister, Mr. Manohar Lal, Swami Ramdev, Acharya Baldev and other for being present in the civic reception function. He said that today Gurukul is amongst the leading educational institutes. He said that today, the Chief Minister has laid the foundation stone of NDA wing in the campus of Gurukul and Swami Ramdev has inaugurated the hostel set up at a cost of Rs three crore. He said that he would make all out efforts to perform the duty assigned to him by the Prime Minister, Mr. Narendra Modi. 
Acharya Dev Vrat said that he has issued direction for use of Hindi language in all offices of Himachal Pradesh.He also urged the Haryana Chief Minister, Mr. Manohar Lal to ensure use of Hindi language in all offices in Haryana too.

Canadian industry keen to invest in Haryana

TORONTO, AUG 24
Industry in Canada has evinced keen interest in making investments in solar power, medicare, services and other sectors in Haryana during an interactive session held at the Indo-Canada Chamber of Commerce with the Haryana Chief Minister, Mr Manohar Lal, here on Sunday.. The Chamber has under its canopy many top-tier Canadian and Indian companies.
Mr Manohar Lal is leading a high level official-cum-business delegation to US and Canada to woo investors. Realising full well that business and trade need a favourable environment to grow, the Haryana Government has pulled all stops to prepare the pitch for industry in its new industrial policy, he said.
Addressing business tycoons, many of them Indian-Canadian, the Chief Minister said that both India and Canada had many things in common. “Our ultimate goal is to create maximum employment opportunities for the youth of the state. Haryana is fast growing and it would continue to march ahead. Your contribution is required to maintain and accelerate this pace. We have created a congenial environment for entrepreneurs to invest in Haryana. If there is any scope for improvement, things will be reviewed and revised every quarter”, he added.
The Chief Minister highlighted to Canadian investors the comparative edge the state enjoyed as an investment destination and the regulatory reform measures undertaken by the state government to promote business and industry in recent months. Outlining the salient features of the state's "New Enterprise Promotion Policy 2015,” he said, “We in Haryana strive to attract both international and domestic business and investment.”
            Reflecting our commitment to putting the state in high-growth orbit and building a strong and vibrant industrial economy, the policy aims at easing further the ease-of-doing business; giving a fillip to the existing units; and taking industry to the hinterland. Besides, we have also laid stress on good governance and IT initiatives to quicken the pace of work, the Chief Minister said. The Single Window Clearance System, housed in the Chief Minister’s Office, had been made operational. Apart from giving all clearances within two months, the new policy provides online platform for third party verifications and self-certifications.
Strategically located and surrounding the national capital on three sides, Haryana enjoys high-end connectivity by air, rail and roads. The law-and-order situation is excellent. Simplified, investor-friendly and transparent investment procedures apart, the state also boasts of a responsive and supportive administrative set-up, he added.
The Chief Minister invited business executives to ‘Happening Haryana’, a conclave planned in the state early next year. The Premier of Ontario Ms. Kathleen Wynne, will be visiting Haryana in January or February 2016.
Speaking on this occasion, Haryana Industries and Commerce Minister, Capt. Abhimanyu, highlighted the locational and other advantages that would attract foreign investors to come and become a part of the Haryana growth story.
Leader of business delegation, Mr. Deep Kapuria, said, “We have never seen before such kind of favourable environment for investment in the state”.

Earlier, the Chief Minister visited Air India Memorial to pay tributes to the 329 persons, most of whom were of Indian-origin, killed in the Air India Kanishka crash in 1985.
Later, in the evening a grand community reception was hosted by the Indian diaspora to welcome the Chief Minister where he urged them to invest in Haryana.

CM Haryana cm invites US Companies to Invest in Haryana

WASHINGTON, AUG 21
“Haryana will be an ideal destination for US companies to invest” said Haryana Chief Minister, Mr Manohar Lal during a session co-organised by Confederation of Indian Industry (CII) and US India Business Council held on 19 August, 2015 in Washington DC. He invited US companies to invest in Haryana and assured all support and facilitation from the State Government.
 He said that “the new industrial policy known as 'Enterprises Promotion Policy 2015' announced by the State Government recently, aims towards enhancing the GDP of the State to 8% and also focus on ease of doing business targeting manufacturing and services enterprises. The salient feature of the new policy is to attract investment of over Rs 1 Lakh Crore and create 4 Lakhs jobs and accelerate economic growth in the state. It would also make doing business hassle-free through a new industrial regime of automatic approval and decentralisation”, he further added.
The Chief Minister highlighted the growth agenda initiated by the Narendra Modi Government, saying that programmes like 'Make in India', 'Skills India', 'Digital India' and 'Smart Cities' will boost the country's economic and manufacturing growth.
 Speaking on the occasion, Capt. Abhimanyu, Minister of Industries, Government of Haryana said that the new policy will catalyse Haryana’s position as a pre-eminent investment destination and facilitate balanced regional and sustainable development supported by a dynamic governance system and wide scale adoption of innovation and technology. It will also lay emphasis on skill development for nurturing entrepreneurship and generating employment opportunities.
 While sharing his experiences on doing business in Haryana, Mr Deep Kapuria, Mission Leader, CII Industry delegation and Chairman, Hi-Tech Group said that the State provides a conducive environment for the industry and offers enormous opportunity to grow. Appreciating the new Enterprises Promotion policy, Mr Kapuria said, the focus of the policy is to enhance the “Ease of Doing Business” in Haryana and make it an investment hub both domestically and globally, with the aim to ensure the overall socio-economic development of the State. Time bound clearances and effective grievance redressal system will certainly boost the investors’ confidence and promote transparency in governance.
 In his special remarks, Mr Arun K Singh, Ambassador of India to the United States said, with our Prime Minister’s focus on “Make in India”, India is all set to become a global hub for doing business in coming times sooner than later. He firmly believes that the Government of Haryana is committed towards creating robust business environment for “Make in Haryana”.

Haryana and Carrier Airconditioning sign MoU

CHANDIGARH, AUG 18
The Haryana Government has signed an MoU with M/s Carrier Airconditioning and Refrigeration Limited, a unit of United Technologies Corporation at Pratt and Whitney Plant, for setting up an additional plant for manufacturing air-conditioning devices in Gurgaon.
          The MOU was signed in the presence of the Chief Minister, Mr Manohar Lal, and the Industries and Commerce Minister, Capt. Abhimanyu, at Hartford in Connecticut, near New York, today.
          The proposed manufacturing facility in Gurgaon will provide employment to more than 2,000 people besides bringing in investment worth $ 50 million. The representatives of Pratt and Whitney thanked the officers of the Haryana Government for their assurances on facilitating change of land use and other clearances.
          The delegation led by the Chief Minister, visited the Pratt and Whitney Plant of Unitech Technologies to get a feel of the aerospace industry. The delegation also saw the latest engines produced by Pratt and Whitney Plant which are being utilized by the aerospace industry. 
          The delegation was told that more than 300 engines manufactured at the plant have been used in the airbuses owned by Indian companies, including Go Air, Air Vistar, Air Indigo etc. The new engines being developed would help reduce the sound inside the aircraft by more than 50 per cent and pare down fuel consumption by 15 per cent, the delegation was told. 
          The Haryana Industries and Commerce Minister, Capt Abhimanyu, Principal Secretary to the Chief Minister, Mr. Sanjeev Kaushal, Principal Secretary, Industries, Mr Devender Singh, Managing Director, HSIIDC, Mr Vineet Garg, Director General, Information, Public Relations and Cultural Affairs Department, Dr. Abhilaksh Likhi, and Deputy Consul General, Mr Manoj K. Mahapatra, were also present on this occasion.

Connecticut and Haryana to share economic, social and cultural experiences

CONNECTICUT, AUG 18
Connecticut Governor Dannel P. Malloy and Haryana Chief Minister Manohar Lal, have agreed to develop long-term partnership between Haryana and Connecticut for sharing economic, social and cultural experiences. Governor Malloy also assured the Chief Minister that he would exhort 17 of the Fortune 100 enterprises that are located in Connecticut to make investments in Haryana.
The Governor gave this assurance when a delegation, led by the Chief Minister, called on the veteran politician of New York, in Connecticut's state capital Hartford, New York, today. Mr Malloy also accepted Mr. Manohar Lal's invitation to visit Haryana early next year along with a delegation of potential investors in auto and precision engineering sectors. He also shared his expertise in implementing medical care for the citizens of Connecticut. The Haryana Industries and Commerce Minister, Capt Abhimanyu, is also accompanying the delegation.
Mr Manohar Lal explained how the Western Peripheral Expressway, also known as Kundli-Manesar-Palwal Expressway, work on which has been initiated by his Government after a decade long stall, would work to the advantage of investors. He also briefed him on the efforts being made by the state government to set up an aviation hub in Haryana, including the Maintenance and Repair Operation (MRO) facility for the aircraft industry.
The Consul General of India, Mr Dnyaneshwar M. Mulay, said he planned to organize a Connecticut summit where he would host several industrialists from India to explore the possibilities of working out joint ventures and new avenues for collaboration. "I would especially invite industrialists from Haryana to join in the deliberations for furthering investment opportunities", he added.

Haryana CM appeals to NRIs to invest in Haryana

NEW YORK, AUG 17
Promising a conducive investment climate laced with ease-of-doing business and speedy decision-making, the Haryana Chief Minister, Mr Manohar Lal made an impassioned appeal to the Indian American diaspora to invest in Haryana in sectors like food processing, pharmaceuticals, IT, auto and defense production. While addressing a large community gathering  here today he assured the potential investors of a FINE i.e. Financial incentives and No Enhancements environment and a NIRBAADH i.e New Industrial Regulation By Automatic Approvals and Decentralization in Haryana regime for their investments to flourish.
          Mr. Manohar Lal said that realizing fully well that business and trade need a favourable environment to grow, the Haryana Government has pulled all stops to prepare the pitch for small and medium enterprises in its new Enterprise Promotion Policy 2015. The Policy was committed to putting the state in high-growth orbit and building a strong and vibrant industrial economy through ease-of-doing business, giving a fillip to the existing units and taking industry to the backward hinterland of  the state." Besides, we are also laying stress on good governance and IT initiatives to quicken the pace of work”, the Chief Minister said. He said that though the PRANETA i.e. Professional and New Enterprenures' Tax Assistance he was hopeful of a massive spurt of investments in the medium, small and micro enterprises that would finally lead to the much needed Vistaar of industrial development across the state of Haryana.
          He highlighted the growth agenda iniiated by the Prime Minister Mr. Narendra Modi throgh programs like Make in India, Skilled India, Digital Indiaand Smart Cities and showcased Haryana as a fast growing 'industrial power house' and a 'veritable knowledge hub.' 
While emphasizing the importance of expanding cultural and tourism activities in the state, he urged the Indian American community to believe in the concept of Vasudhaiva Kutumbakam and work tirelessly towards the progress not only of their country of residence but also their country of origin.
This community interaction was organized by Mr. Chandrakant Patel, Mr Atma Singh, Mr Jayesh Patel Mr R.P. Singh and Ram Kamath. The Industries and Commerce Minister, Haryana, Capt Abhimanyu was also present on this occasion.

Manohar Lal attends India Independence Day in New York

CHANDIGARH, AUG 17
The Haryana Chief Minister, Mr Manohar Lal, yesterday , became the first Chief Minister of any State of India  to participate in the annual India Independence Day parade in New York ever since its  inception.  The largest-ever parade of 38000 Indian Americans  has even been recorded in the Guinness Book of World records. 
A gala ceremony full of patriotic fervor and marked by cultural events, songs and speeches, tributes to the martyrs and the contribution made by the Indian-American community were major  highlights of the parade that started at the 38th Street and Madison Avenue . It consisted of marching contingents that walked several market blocks to reach the main stage.
Minister Capt. Abhimanyu, Haryana Brand Ambassador for Beti Bachao-Beti Padhao programme Ms Parineeti Chopra, actor Arjun Rampal and Cricketer Virender Sehwag also participated in the parade. 
    Extending Independence Day greetings to the Indian diaspora in USA  on the occasion, the Chief Minister who is on his maiden visit to New York, USA, after taking over the reins of the Haryana Government, said that August 15 is a very important day in the lives of Indians all over the world. It was on this day 68 years ago that India became a free nation by overthrowing the colonial British rule and began its “tryst with destiny." He complimented  the Indian American community for its hard work and massive contributions to the growth of USA and also for its superb  pride in celebrating India Day every year. He said that by  remembering the sacrifices of their motherland's  freedom fighters they make a significant contribution to strengthening people to people ties  between the world's two most vibrant democracies.
      Mr. Dnyaneshwar M. Mulay, Consulate General at New York complimented    the Chief Minister on participating in this parade that was filled with patriotic fervor.Organized by the Federation of Indian Associations, Mr. Chandrakant Pathak and Mr. Jayesh Patel have been the force behind the parade’s successful conduct.

Independence Day celebrated with zeal and enthusiasm in Haryana

 CHANDIGARH, AUG 15
The 69th Independence Day was celebrated with zeal and enthusiasm throughout Haryana. Haryana Chief Minister, Mr. Manohar Lal unfurled the National Flag at Kurukshetra whereas other Ministers, Ministers of State and Chief Parliamentary Secretaries unfurled the National Flag at functions at various places in the State.The Governor Kaptan Singh Solanki also unfurled the tricolour in Panchkula.
Panipat
        Speaker, Haryana Vidhan Sabha, Mr. Kanwar Pal while addressing the gathering in a district level function organized on the occasion of 69th Independence Day in Panipat today said that the country would always be indebted to the martyrs and freedom fighters who have sacrificed everything for freedom of the country. On this very day in 1947 the country got independence.
        He said that Prime Minister, Mr. Narendra Modi and Chief Minister, Mr. Manohar Lal are  making concerted efforts  to accelerate the pace of development in the  State.
Yamunanagar
Haryana Health Minister, Mr. Anil Vij unfurled the National Flag and took salute from the parade in a district level program organized at Yamunanagar. While paying tributes to martyrs, Mr. Vij said that we cannot forget the sacrifices made by Netaji Subhash Chander Bose, Ram Prasad Bismil, Ashfaq Ullah Khan, Sardar Bhagat Singh, Sukhdev, Chander Shekher Azad, Lala Lajpat Rai and numerous other revolutionists who also bravely fought against the British and sacrificed their lives. He said that Swami Vivekananda, Iron Man Sardar Vallabhbhai Patel and former Prime Minister, Mr. Atal Bihari Vajpayee and others have played a significant role in development of the country.
Gurgaon
Haryana Minister for Transport and Housing, Mr. Krishan Lal Panwar hoisted the National Flag and took salute from the parade in a district level program organized at Gurgaon. He announced that the pension amount of Freedom Fighters, who  did not get their pension due to any reason, will  get it at their homes with due respect. Though he had already delivered his Independence Day address, yet when he went to honour the freedom fighters and the widows of freedom fighters, he was told by one of the widows of an INA soldier that she haven’t got the pension for the last 14 months. He immediately   directed the concerned officers to deliver the entire arrear of pension to all those freedom fighters who haven’t got their pension due to any reason. He again came on the stage and announced this decision.
Narnaul
        Haryana Cooperation Minister, Mr. Bikram Singh Yadav unfurled the national flag and took salute from the parade in a district level program organized at Narnaul and said that it is our duty to honour the great martyrs who made sacrifices for protection and integrity of our country. He said that many phenomenal steps have been taken for soldiers by the Central Government under leadership of Prime Minister, Mr. Narendra Modi and the State Government under Chief Minister, Mr. Manohar Lal. The amount of ex-gratia grant and gallantry award being given to them has been increased.
Bhiwani
Haryana Agriculture Minister, Mr. O.P. Dhankar said that the history of forgotten war heroes should be brought to notice of countrymen. The patriotism of such warriors would always be a source of inspiration for our youth.
        Mr. Dhankar was addressing the gathering on the occasion of 69thIndependence Day celebrations organized at Bhiwani today. He hoisted the National Flag and took salute from the parade.
        He said that names of brave men who had sacrificed their lives for their motherland should be highlighted and government would extend full cooperation in this regard.
 Rohtak
Haryana Social Justice and Empowerment Minister, Mrs. Kavita Jain said that Haryana is going to become second such state in the country where every district would have separate women police station. In these police stations, the investigation of cases related to women would be carried out by women police personnel.
        Mrs. Jain was addressing the gathering in a district level function organized to celebrate 69th Independence Day at Rohtak today.
        She said that the State Government is going to set up One Stop Centre in Karnal to provide shelter to women affected with physical and mental violence. Also, women helpline number 181 has been started for the assistance of women.
Ambala
Haryana Finance Minister, Capt. Abhimanyu today hoisted the National Flag at Ambala   and took salute from the parade presented by contingents of Police and NCC cadets. He said that we are fortunate to take birth in Haryana which is known for its hard working farmers. He said that the State Government has decided to honour those who had suffered in days of emergency with ‘Tamrapatra’ on the occasion of next Republic Day. Apart from this, they and their spouses would be given the facility of free travel in ordinary buses of Haryana Roadways and 75 per cent concession in fare of Volvo buses. This facility would be applicable from October 2, 2015.
Faridabad
On the occasion of 69th Independence Day celebrations at Faridabad today, Haryana Education Minister, Mr. Ram Bilas Sharma unfurled the National Flag and took salute from the parade. He said that the State government is building an international-level memorial of martyrs over an area of 22 acres at Ambala to honour those who were martyred during the Freedom Struggle of the country and families which safeguarded the democracy.
        He said that in view of ‘Rakshabandhan’ the Chief Minister, Mr. Manohar Lal has decided to provide free travel facility to all women and their children travelling in Haryana Roadways buses on August 28 and 29.
Kaithal
Not only the Central Government under leadership of Prime Minister, Mr. Narendra Modi has realized its vision of ‘Ek Bharat-Shresth Bharat’ in 14 months tenure, but has also enhanced the country’s dignity at international level.
        This was stated by Haryana Food and Supplies Minister, Mr. Karan Dev Kamboj while addressing the gathering during celebrations of 69thIndependence Day function at Kaithal today.
        Adopting effective measures to safeguard the borders of the country, Mr. Modi has ended the border issue with Bangladesh under an agreement. After this decision, the undecided border of both countries since independence has been decided.

Haryana Public Works (Building and Roads) Minister, Rao Narbir Singh said that the Independence Day promotes feeling of brotherhood and inspires us to strengthen the unity of the country.
        Rao Narbir Singh hoisted the National Flag and took salute from parade in Nuh today.
He said that youth of Haryana have always been known for their bravery when it comes to safeguarding the nation. Today, we are breathing in a free country only because of the sacrifice made by numerous patriots.

Chandigarh and Bangalore 3x3 basketball teams to compete in China

CHANDIGARH, AUG 14
Bangalore and Chandigarh teams from India will participate in the Beijing Masters leg of the 2015 FIBA 3x3 World Tour that will be held on August 15 and 16 in China. Fresh off their recent South Asian 3x3 qualifiers win in Colombo, the Indian senior men’s team, termed as team "Bangalore" and comprising Rajesh Uppar, Siddhant Shinde, Jeevanantham Pandi and Basil Philip, few out to Beijing last night.
A second team, of youngsters Kushmeet Atwal, Arshpreet Bhullar, Arshdeep Dhillon and Rajveer Singh (all from Punjab’s Ludhiana Basketball Academy), has also qualified for the event (as team "Chandigarh") after winning a national 3x3 event organised by the National Basketball Association in India (called NBA "Jam") in December 2014.
The Bangalore team is seeded 9th and placed in Pool A with Novisad Alwahda (UAE) and Zheng Zhou (China). The Chandigarh team is seeded 12th and placed in Pool D with Tokyo (Japan) and Wukesong (China).
The third stage of the 2015 FIBA 3x3 World Tour will be held in Beijing China on 15-16 August 2015. The twelve best teams from the qualifiers held in the Beijing catchment area compete for two days for the pride to represent their city, a USD 10,000 cheque and a chance (for the two finalists) to qualify for the FIBA 3x3 World Tour Final in Abu Dhabi on 15-16 October 2015.
The 12 teams are divided into four pools of three teams playing in a round-robin first round against their two respective pool opponents. The top-two placed teams from each pool advance to a standard knock-out round which starts at the quarter-finals stage. The two best teams qualify for the FIBA 3x3 World Tour Final, which will be staged in Abu Dhabi on October 15 and 16. Apart from this main event, a dunk contest and a three-point shootout contest will also be held.

Haryana CM approves 1040 posts of coaches

CHANDIGARH, AUG 14
Haryana Chief Minister Manohar Lal has approved 1040 posts of coaches in the State. At presently only 424 posts of coaches are filled up in the Department of Sports and Youth Affairs.
While giving this information today, Haryana Sports and Youth Affairs Minister Anil Vij said that the recruitment process to fill up the remaining 616 posts will soon be started. As many as 84 posts of wrestling coaches, 74 posts of athletics coaches, 74 posts of boxing coaches, 70 posts of kabbadi coaches, 66 posts of football coaches, 63 posts each of hockey, volleyball and yoga coaches, 46 posts of basketball coaches, 49 posts of handball coaches, 42 posts each of gymnastic and Judo coaches, 28 posts of cricket coaches and 21 posts each of swimming, cycling, archery, fencing, taekwondo, weightlifting, wushu, kho-kho, badminton, tennis and table tennis coaches have been sanctioned.
He said that as many as ten posts of shooting coaches, six posts of netball coaches, five posts of skating coaches, four posts each of rowing, canoeing and kayaking, triathlon, rugby sevens and lawn ball coaches and two posts each of squash and korfball coaches have also been sanctioned.
Mr. Vij said that at present district wise distribution of posts of coaches is skewed. There are three coaches in Mewat, seven coaches in Narnaul, five coaches in Palwal, eight coaches in Panipat, 12 coaches in Rewari, 16 coaches in Yamunanagar, eight coaches in Kaithal and 11 coaches posted in Fatehabad whereas there are 50 coaches in Rohtak, 32 coaches in Gurgaon, 44 coaches in Bhiwani, 24 coaches in Sonepat. After the rationalization exercise there will be a minimum of 44 coaches in every district.
He said that the State Government has also categorized the games in six categories. These categories will be High Performance Games, High Possibility Games, Medium possibility Games, Most Popular Games, Popular Games and Infrastructure Specific Games.
Athletics, boxing and wrestling have been included in High Performance Games. Swimming, cycling and gymnastic have been included in High Possibility Games, Archery, fencing, judo, taekwondo, weightlifting and wushu have been included in medium possibility Games, kabaddi, hockey, football, volleyball and yoga have been included in Most Popular Games, Kho-Kho, badminton, cricket, tennis, table tennis, handball and basketball have been included in Popular Games and shooting, rowing, canoeing and kayaking, squash, triathlon, skating, netball, korfball, rugby sevens and lawn balls have been included in Infrastructure Specific Games.

Haryana CM announces new industrial policy

CHANDIGARH, AUG 11
Haryana Chief Minister Manohar Lal today announced Haryana’s new Industrial Policy known as ‘Enterprises Promotion Policy 2015’ which envisages ease of doing business, enhancing competitiveness of the industry, laying special focus on manufacturing and services enterprises, especially balanced regional growth and MSMEs.
The Chief Minister said that the new Policy approved by the State Cabinet which met under his chairmanship here today aims at attracting investment of over Rs one lakh crore, create four lakh jobs and accelerate economic growth to eight per cent plus.
He said that the new Policy will catalyse Haryana’s position as a pre-eminent investment destination and facilitate balanced regional and sustainable development supported by a dynamic governance system and wide scale adoption of innovation and technology. It will also lay emphasis on skill development for nurturing entrepreneurship and generating employment opportunities.
He said that the new Policy would make doing business NIRBAADH that is hassle free through a new industrial regime by automatic approval and decentralization in Haryana.
There would be a two tier system for project clearances. A Haryana Enterprise Promotion Board (HEPB) will be created. The Board will have a Governing Council headed by Chief Minister for overseeing time bound clearances, sanctioning special packages for mega projects and clearing further policy initiatives. The Council would comprise of Finance Minister/Industries Minister, Tourism Minister, Public Works Minister, Labour Minister, Environment and Forests Minister and the Chief Secretary. Projects with investment of more than Rs 10 crore and involving CLU cases of more than one acre land will be cleared by the Empowered Executive Committee under PSCM. Projects with investment up to Rs. 10 crore and CLU cases up-to one acre in conforming zones will be cleared by District Level Clearance Committee headed by Deputy Commissioner.
A system of online clearances will be put in place by creating an e-biz Haryana portal starting from October 1,2015. Eighty-five services under Right to Service(s) Act have been notified under the revised Industrial Promotion Act for making a provision of deemed clearances and 36 services are proposed to be notified. The government has identified 68 most critical services for industries which will go online on eBiz portal by December 31,2015.
He said that a FINE (Financial Incentives and No Enhancements) Scheme would make industries competitive wherein steps would be taken to reduce cost of doing business. No enhancement will be charged to allottees of HSIIDC within case of allotments to be made in future.
The fiscal incentives would include VAT Refund, Stamp duty refund, Interest subvention, power tariff rebate, etc. amounting to Rs.1000 crore and Rs.1000 crore fund for collateral free loans for MSMEs.
Incentives amounting to about Rs. 1000 crore have been proposed for both Large and Medium and MSME Units and for thrust areas or focus sectors, rural functional clusters, defense/ aerospace/ railway sectors and extremely backward blocks (D-category) in particular.
A Special Infrastructure Fund (SIF) of about Rs. 100 crore will be created for provision of last mile road/water and power connectivity as decided by HEPB especially for Mega Projects and Clusters in D Category Blocks, projects in Aerospace/Defence/Electronics manufacturing and clusters under Thrust Areas and Rural Functional Clusters or any other areas/sectors as decided by HEPB.
There will be Employment Generation Subsidy of Rs. 36,000 per annum for Scheduled Castes and Women and Rs. 30,000 per year for General category for 5 years for capacity building of persons belonging to Haryana.
The State Government will set up a Skill Development University in collaboration with Union Ministry of Skill Development, Skill Development programs through identified training providers using existing infrastructure of Ms/Government Institutes on nominal lease with minimum 70 per cent placement guarantee. The new policy proposes creation of Innovation Campus at cost of Rs. 4 crore and operational expenditure support of Rs. 1 crore for three years along with creation of additional 7 incubation centers at the cost of Rs. 30 lakh each in 7 universities in Haryana.
The new policy proposes to set up Application Development Center with initial capital expenditure of Rs. 4 crore and operational expenditure support of Rs. 1 crore for three years.
Rural BPOs centers will be set up in University towns like Rohtak, Hisar, Kurukshetra, Sonipat and Sirsa where appropriate skill development training will also be provided to rural/ urban youth.
The new policy envisages to connect 6000 villages with a broadband speed of 100 mbps with 99.9 per cent reliability.
The State has been divided into four categories of Development Blocks viz. A, B, C and D for incentive support. There will be mapping of the district based on MoMSME survey to identify the potential of each district and to encourage local entrepreneurs to jointly establish or cooperative society in each district to set up manufacturing units. There will be Global Economic Corridor along KMP for theme clusters- Tourism, Entertainment and Industrial etc. There will be mega projects like Global City in Gurgaon, MRTS and IMLH. Special incentive will be given for creation of mega projects or mother units in aerospace/defence sectors/railway and ESDM sector. These schemes will lead to balanced regional growth under the banner of VISTAR (VAT Interest Stamp Duty Assistance and Rating).

Special focus will be laid on the MSME Sector to leverage the Make in India drive of Government of India. Developed sheds/flatted factories in Industrial Estates for MSMEs on Panchayat lands on lease basis will be given. There will be creation of a Rs. 1000 crore fund under CGTMSE Scheme of Government of India for collateral free loans, Tool rooms/Technology Development Centres, revamped Quality Marking Centres as quality Certification and Skill development centers, etc. there will be special focus on Traditional Clusters, Rural Functional Clusters and Thrust /Focus Clusters.

There will be power tariff subsidy at a rate of Rs two per unit only for Micro and Small Enterprise in 'C' and 'D' Category blocks for 3 years from the date of release of electricity connection. Under a special scheme PRANETA (Professionals And New Entrepreneurs Tax Assistance) for start-up enterprises by first generation professionally and technically qualified youth' (CA/ MBA/ B.Tech./ M.Tech. etc.) with five year work experience, no state taxes will be levied up-to a turnover of Rs. 3 crore or three years whichever is earlier. Flatted factory complexes of HSI IDC will provide built up space on hire-purchase/leasehold basis to such entrepreneurs. Panchayat land wherever available will also be made available on long term lease for such entrepreneurs and industrial units located in Rural Functional Clusters.

He said that a high profile Economic Advisory Council would be set up under the chairmanship of Chief Minister to harness the intellectual capital in the State on policy matters and other issues of overall economic development of the State. Also, there will be policy monitoring mechanism as there will be committee under Principal Secretary, Industries to monitor policy implementation.
There will be three tier Grievance Redressal Committees. The District Level Committee will be at the level of Deputy Commissioner to meet once in a month. The Administrative Secretary Level Committee headed by Principal Secretary, Industries will meet once in two months. There will also be Haryana Enterprise Promotion Board.
There will be Bureau of Industrial Promotion for Policy outreach, investment promotion, road shows, summits, inter Government interface, FDI, NRI issues etc. The Enterprise Assistance Group will be set up to provide all necessary support to the Industry particularly the MSMEs, with professional staff for identifying triggers and making corrective action plan.
A Special Purpose Vehicle would be formed for DMIC Projects. It will be headed by Executive Chairpersons and professional CEOs with Board comprising representatives of Government of India, Government of Haryana and Financial Institutions.
For the benefit of existing industrial units and to minimize pending litigations, all the departments especially Excise and Taxation, Industries, Labour, Environment, Power etc. will bring out of court settlement schemes within a period of three months.
All the Policy proposals will have to be notified by concerned department in one month from the date of release of this policy.
All the new Schemes proposed in Policy will have to be formulated with on a time frame of three months from the date of release of this policy. On-line platform for project clearances will go online by December 31, 2015. Under the Saur Urja Nivesh, Solar Parks will be set up by HSIIDC and Power Utilities on Panchayat lands. The power generated by them will be purchased by the Utilities.

Haryana amends VAT rules for brick-klin owners

CHANDIGARH, AUG 11
The Haryana Government has approved the proposal to amend Rule 47 and 51 of the Haryana Value Added Tax Rules, 2003 for revising the lump sum rate of tax in respect of brick-kiln owners and ply board manufacturers. The lump sum rates have been revised by 30 per cent for both Brick-Kiln owners and ply board manufacturers and with this increase the state will get approximate revenue of Rs 18 crore and Rs 5 crore per annum respectively.
A decision to this effect has been taken in the Cabinet meeting held under the chairmanship of Chief Minister, Mr. Manohar Lal here today.
The amendment in Rule 47 has been made to revise the lump sum rates of tax in respect of Brick Kiln Owners (BKOs) who have opted for lump sum payment of tax. The Brick Kiln of A+ category with capacity of more than 33 number of Ghoris would have to pay Rs 4,01,856 plus Rs 13,995 per additional ghori above 33 ghoris. The Brick Kiln of A category with capacity of 28 to 33 number of Ghoris would have to pay Rs 4,01,856 and B category with capacity of 22 to 27 number of Ghoris would have to pay Rs 3,13,950. Similarly, C category brick kiln with capacity of below 22 number of Ghoris would have to pay Rs 2,50,900 and D category brick kiln not fired during the year ending September 30th in which stock in and outside the kiln as on October 1 of last year, did not exceed five lakh bricks of all categories would have to pay Rs 62,700. If a kiln is designed to be fired at two places, the rate of lump sum payable by the owner of such kiln would be double of the aforesaid charges
The amendment in Rule 51 has been made to revise the lump sum rates of tax in respect of Ply board manufacturers who have opted for lump sum payment of tax. The Rate of lump sum amount per press per annum would be Rs 11,70,000 for Press Size 8’x4’x10 and Rs 8,19,000 for press size 8’x4’x7. Similarly, the rate of lump sum amount per press per annum would be Rs 8,78,000 for press size 6’x4’x10, Rs 6,15,000 for press size 6’x4’x7, Rs 4,17,000 for press size 4’x4’x10 and Rs 2,93,000 for press size 4’x4’x7. Provided that annual rate of lump-sum amount in respect of press of any other size not tabulated above would, if the press is designed to make ply-board of size exceeding 4’x4’ i.e 16 square feet per piece by computed at a rate of Rs 2611.61 per square feet else at a rate of Rs 3656.25 per square feet, rounded off to nearest thousand in each case. The lump sum amount for any additional press of the same or lower size would be computed at one-half of the full rate given above.

Haryana move to popularize science among youth

With a view to popularizing science and create scientific temper among the youth, Haryana Department of Science and Technology is organising Children Science Congress, Science Essay Writing Competitions and Science Workshops to provide scholarship to the students who pursue their studies in basic Science, fellowship Research. Also, it holds Science Quiz Contests for school and college students and others.
While stating this here today, Dr Sumita Misra, Principal Secretary, Science and Technology Department said that the department had been regularly organizing Science Quiz Contest since 1998 for motivating the students towards basic sciences, Environmental Studies, Renewable Energy and new ideas of scientific research, Physics, Chemistry, Maths and Biology.
She said that the Science Quiz Competition is a three tier activity which would be organized first at district level during August or September 2015 where the respective District Education Officer or Nodal Principals of colleges would conduct the quiz contest of school or college students in their districts. As many as 2,000 students would take part at the district level.
Dr Misra said that after this, the winners of the district level contests would participate at the zonal level competitions which would be organized by the Haryana State Council for Science and Technology at four zones. The state level contest is the final stage of this activity in which the winners at zonal level teams participate. At the state level contests, the prizes would be awarded to the winners of zonal and state level teams, she added.
She said that last year, 1,335 students of 445 schools participated in the school level science quiz contest and 552 students from 92 colleges took part in the college level science quiz contests.
Giving details on the prizes for the winners, she said that cash prizes of Rs 40,000, Rs 30,000 and Rs 20,000 would be given away for the first, second and third positions respectively for the winners at zonal level contest for colleges. She said that cash prize of Rs 1,00,000, Rs 80,000 and Rs 60,000, respectively, would be given away to the first three winners at state level for college students contest. Cash prize of Rs 20,000, Rs 15,000 and Rs 12,000 would be given for first three winners respectively for the winners at zonal level contest for schools and cash prize of Rs 60,000, Rs 50,000 and Rs 40,000 would be given away for first three positions, respectively for the winners of state level contest for school students.
Dr Misra said that the state level winners would get 50 per cent of the prize money whereas the balance 50 per cent prize money would be given to the concerned college or school for carrying out the activities to popularize science in their respective college or school.

CM to lead 19-member Haryana delegation to USA

A 19-member strong team of leading business organizations of Haryana will form a part of the delegation led by Chief Minister Manohar Lal to United States (US) and Canada during his ten days visit starting August 16.
While stating this here today, an official spokesman said that Industry and Commerce Minister Capt. Abhimanyu would also accompany the delegation.
The spokesman said that during its visit from August 16 to 24, 2015, the delegation would visit New York, Washington, San Francisco, Vancouver and Toronto. It would hold deliberations with leading industrialists of US and Canada and Non-Resident Indians (NRIs). Demand for separate High Court for Haryana

 Haryana Chief Minister Manohar Lal said that he has raised demand for a separate High Court for Haryana.
Mr Manohar Lal was addressing the concluding session of 2-day Pt. Deen Dayal Upadhyay Prashikshan Mahaabhiyan at Kurukshetra today.
He said that he has also demanded that Judges in the Punjab and Haryana High Court should be in the ratio of 50:50 that is 50 per cent from Punjab and 50 per cent from Haryana instead of 60:40 at present.
He said that similarly he has also raised the issue for setting up of a separate bench of Punjab and Haryana High Court for South-west Haryana. Acting on this, a Committee of Judges from Haryana has been constituted to look into this aspect.
He said that the State government has decided to teach Gita Shalokas in the schools to infuse moral values among the children. He said that apart from this, sholak of other Granths may it be from Bibel or Kuran could also be taught in the schools provided they infuse values among the children.
The Chief Minister said that the State Government has decided to provide free bus facility from October 2 to those families who suffered during days of emergency. During the emergency, about 90,000 people were in jails out of which 2000 were from Haryana. He said that directions have been issued to prepare district wise list of such families by August 15 and they would be honoured on January 26, 2016 by presenting them Tamra Patra.

Encouraging people to donate land for social causes

Haryana Chief Minister Manohar Lal said that a campaign would soon be launched in the State to encourage the people to donate land for various development works and social causes.
Mr Manohar Lal was addressing the concluding session of 2-day Pt. Deen Dayal Upadhyay Prashikshan Mahaabhiyan in Kurukshetra today.
He said that there are large numbers of people in the State who wanted to donate land for various social causes like construction of Dharamshalas, Gaushalas, Educational institutes and construction of girls’ hostels. Apart from this, the people could also get any development project undertaken in their area provided the land is made available to the government for the same. He said that the similar campaign had been launched by Vinoba Bhave as a result of which thousands of acres of land had been donated by the people throughout the country. There is no shortage of land in the State and people are ready to give land for development works, he added.
The Chief Minister said that with a view to strengthen the road network and to boost industrialization in the State, a Mega Highway would be constructed from Delhi to Amritsar via Gohana, Pundari, Kaithal, Guhla Cheeka and Ludhiana in Punjab. He said that he had already discussed this proposed highway with Union Minister for Road Transport and Highways Mr Nitin Gadkari. He said that during the 15 months of BJP Government at Centre, Haryana has got nine National Highways as compared to only one National Highway during last ten years regime of previous Congress Government.
The work on these Highways would start soon as a result of which, Haryana would have a huge network of roads. Apart from this, an international airport would be developed in Hisar which would place Hisar on the international map. Also, more districts of the State would be linked with Metro rail. He said that government had also given its approval for the construction of 136 kilometer long Kundli-Manesar-Palwal Expressway which had been lying pending for the last about ten years. Tenders for the construction of 83.32 kilometre six-laned Kundli-Manesar Section had been allotted and this would be constructed in two-and-a-half years. He said that however, he had impressed upon the construction company to get this section completed in one year and nine months.
The Chief Minister said that the State Government is committed to ensure the supply of water upto the tail ends. While referring to the inter-state water issues, he said that he has met Punjab Chief Minister Mr Prakash Singh Badal to resolve the issue of Hansi-Butana canal. He said that similarly, the State Government is making efforts for early hearing of Satluj Yamuna Link (SYL) Canal case, which has been lying pending for presidential reference. He said that probably this is the single case in the country which has been lying pending for Presidential Reference for the last ten years. The counsels of the State have been asked to strongly plead the case in the court of law. He said that Delhi is demanding more water from Haryana due to increasing pressure of population from Punjab, Uttar Pradesh, Madhya Pradesh, Rajasthan and Haryana side. He said that Haryana is ready to give its share of water to Delhi but asserted that the other States should also contribute to meet the water requirement of Delhi from Satluj, Vyas and Ganga rivers.
Mr Manohar Lal said that the new Industrial Policy would soon be announced in which focus would be laid on Micro, Small and Medium Enterprises (MSMEs).He said that to provide credit to MSME sector without collateral security, the State government would create a corpus of Rs 1,000 crore in the upcoming new industrial policy. Apart from this, two new Food Parks would be set up in Sonipat at Panipat, he added.
He said that complete transparency would be adopted in the recruitment process. It was for the first time in the State when 12 marks have been kept for interview leaving no scope for favoritism. With this, the eligible people would be selected which would ultimately contribute in the development process of the State.

Haryana CM discusses rail projects with Prabhu

Haryana Chief Minister Manohar Lal discussed the Railway projects of Haryana with Union Railway Minister Mr Suresh Prabhu in a meeting held at Railway Bhawan, New Delhi today.
Mr Suresh Prabhu said that all the government hospitals of Haryana would be provided with ambulance facility. These ambulances would be equipped with Intensive Care Units and nurses, he added. The Union Minister assured Mr Manohar Lal that effective steps are being taken to accomplish the pending rail projects in Haryana. The Chief Minister put forth the demand to elevate Rohtak-Gohana-Panipat railway line with a view to decongest traffic in Rohtak city. Also, the Chief Minister put forth the demand regarding construction of Railway Under Bridge (RUB) near LC No. 132-B at kilometer 246/9-10 (connecting Sector 5-B and 6, MDC Panchkula) on Ambala-Kalka Section near Railway Station, Chandigarh and construction of Railway Over Bridge on Delhi Gurgaon Rewari Railway line between crossing 29-30 on Northern Peripheral Road at junction of sector-10 and 37 Gurgaon.
Mr Manohal Lal also sought the permission for crossing the recycled water line for sector-58 to 115 Gurgaon in 0.13 km under Railway line portion in Gurgaon and construction of 5 meter wide culvert under Rewari Gurgaon- Delhi Railway line for laying water supply lines to carry water from sector 58 to 115 Gurgaon. The Chief Minister also demanded to connect Palwal-Bhiwani-Rewari through railway line.
The Chief Minister also held discussion regarding setting up of Rail Coach Factory at Sonepat.

Ensuring transparency in disbursement of social security pensions

CHANDIGARH, AUG 4
With a view to ensure complete transparency in disbursement of social security pensions, Haryana Chief Minister, Mr Manohar Lal transferred social security pensions  of July 2015 amounting to about Rs 119 crore   directly into the bank accounts of 10,01,795 eligible beneficiaries under the scheme “Thari Pension Thare Pass” by pressing a button here today. He also transferred the arrear of pension from March to June 2015 amounting to Rs 13.23 crore.
          Under the first phase of this ambitious scheme, over ten lakh beneficiaries living in 1,744 villages and all the 81 towns in the State would get pensions through banks and post offices. The residents of other villages  would, for the time being, get the pension manually. 
          The beneficiaries of social security schemes would get their pension through different methods including Banks, Branch Post Offices, Resident Business Correspondent Agents (BCAs), Additional BCAs, Primary Agricultural Cooperative Society (PACS), Vodafone M-Pesa, Common Service Centres and Gramin Dak Sewaks. The beneficiaries could withdraw the amount as per their requirement as and when they feel convenient. At present there are over 23.3 lakh beneficiaries getting benefit under various social security schemes upon which an expenditure of Rs. 270 crores monthly is being incurred. 
          While speaking on the occasion, Mr Manohar Lal said that with a view to bring more transparency, the State Government had decided to disburse various social security pensions like Old Age Samman Allowance, Widow and destitute pension, Disability pension, Ladli Social Security Schemes, Financial Assistance to Destitute Children, Allowances to Eunuchs, Allowances to Dwarfs and Disabled Children through Banks. He said that disbursement of Social Security Pension through banks and post offices was started from the month of February  with 51 villages and has gradually increased to 1744 villages and all the 81 towns of the State covering almost half of the pensioners in the state .He said that there has been an encouraging response in opening bank accounts.
The Chief Minister assured that each   eligible beneficiary in the State would get pension and  no beneficiary would be deprived of his or her benefit. He said that in case the  pension is delayed due to some reason they would get the pension  along with the arrear. He said that those beneficiaries who did not have bank accounts should open their accounts in the nearby branches so that they could take the benefit of various social security pensions. The Social Justice and Empowerment Department would assist them for the same . He said that if a beneficiary does not open bank account within a specified period, he or she would be treated as ineligible. However, if thereafter any eligible beneficiary is left out, he or she could also open bank account with the help of the department. He said that the moment they open their account, the arrear of the pension would be deposited in their account.
He said that the foremost priority of the State government is to ensure the distribution of pension in the remote villages of the State through banks and post offices.
The Chief Minister said that those villages where there are no bank branches, pension would be disbursed through Business Correspondent Agents (BCAs) of banks located in the nearby villages and through Post Offices. Apart from this, those beneficiaries who are above 80 years of age and are not physically fit to go to banks to collect their pension, they would be given pension at their door step. 
He also congratulated the Punjab National Bank, Sarva Haryana Gramin Bank and HARCO Bank for opening maximum number of bank accounts of the beneficiaries under the scheme. Besides, he also exhorted other institutions to complete their allotted work in a prescribed time limit. He said that more than 11 lakh bank accounts of beneficiaries have so far been opened in the State. He urged the Social Justice and Empowerment department and the banks to cover all beneficiaries under this scheme within   two months so as to achieve the target. 
Speaking on this occasion, Social Justice and Empowerment Minister Mrs Kavita Jain said that some beneficiaries had not opened their bank accounts till end of July despite three notices. Out of them 1,12,227 beneficiaries, who have opened their bank accounts now have been given arrears amounting to Rs. 13.23 crore from March to May by crediting the same into their bank accounts. This is the first time in the history of the country that any state government has paid arrears of its own. She said that   over 1.44 lakh fresh pensions had been sanctioned till June 2015 by the BJP government in the State and instructions have been issued to dispose off all fresh and pending cases within two months. 
          Additional Chief Secretary, Social Justice and Empowerment Department Mr Sunil Gulati said that the State Government has so far transferred Rs 370.43 crore as pension directly into the accounts of the beneficiaries.          Other present on this occasion included Minister of State for Social Justice and Empowerment Mr Krishan Kumar, Special Principal Secretary to Chief Minister Mr R.K Khullar, Additional Principal Secretary Mr Rakesh Gupta, OSDs namely Mr Jawahar Yadav and Mr Vijay Sharma, representatives of leading banks and other senior officers of the State Government.
