Incidents of violence during Jat reservation agitation to be throughly probed

CHANDIGARH MARCH 31
 Haryana Chief Minister Mr Manohar Lal today said that the incidents of violence and arson that occurred during the Jat reservation agitation in the State would be thoroughly investigated and those found guilty would not be spared.
          Mr Manohar Lal was addressing the Khap leaders and representatives of various communities who called on him to thank him for getting The Haryana Backward Classes (Reservation in Services and Admission in Educational Institutions) Bill, 2016 passed here today.
          He assured that the State Government would not act with the feeling of revenge.
          While describing the incidents of violence as painful, the Chief Minister said that he felt that the days from February 18 to 22 were not a part of reservation agitation. All the incidents of violence would be inquired and stern action would be taken against those found indulged  in such activities. Such people might be from any caste or community said the Chief Minister adding that letting them off would further enhance their spirit to commit such acts. He added  that those who got indulged in such activities by mistake might be spared but those who planned and deliberately resorted to such acts would not be spared. 
          While taking a dig at the previous Congress Government in the State, he said the goal of the present State Government is not like that of the previous government. He said that Congress had given reservation to them in its last year of second term whereas we have got The Haryana Backward Classes (Reservation in Services and Admission in Educational Institutions) Bill, 2016 passed just after completion of our first year. The works done by the Congress in its last year were either politically motivated or had vested interest. He said that the State government has not only maintained the reservation provisions of BC-A and B categories, but has also extended some more benefits to them through this Bill. Those castes which are not included in this Bill could avail the benefit of reservation under Economically Backward Classes, he added.
           The Chief Minister said the BJP is the party of all sections of the society. It was ensured while extending benefit to one community that no injustice was done to   other sections of the society. He described Khaps as ‘Sarva Jatiya Khap’ and urged them to work towards maintaining brotherhood in the society. 
          Mr Manohar Lal said a blue print has been prepared for providing maximum employment to the youth of the State. He said that besides government jobs, special emphasis is being laid on generating self-employment opportunities. Apart from this, efforts were being made to boost industrialization in the State. He said that during the Happening Haryana Global Investors Summit-2016 held at Gurgaon, 359 MOUs have been exchanged with a promise to invest Rs 5.84 lakh crores. He said that on converting these MOUs into projects, about five lakh youth would get employment.  
          While describing the State Government as pro-farmer, he said that various schemes were being implemented for their welfare. He said that during the last one year, the present government has distributed compensation amounting to Rs 2200 crore on account of natural calamities whereas in 16 years, from 1999 to 2014, only Rs 1600 crore were disbursed as compensation. He said that there were about 6700 villages in the State and a scheme has been prepared to make arrangement of water for drinking and irrigation purposes. Apart from this, villages having population of over 10,000 would be provided with facility of drainage.  
          He urged all those present on the occasion to take a pledge to live together and follow the spirit of ‘Haryana Ek Haryanvi Ek’.
          Speaking on this occasion, Finance Minister Capt. Abhimanyu said that Chief Minister had fulfilled the promise which he had made with Khap leaders and representatives of Jats and other communities in his meetings. The Bill was prepared after consultation with stakeholders and passed by Vidhan Sabha. The Chief Minister had clearly stated that we all want to give reservation and are examining how to provide it so that these communities do not be cheated again and again for the sake of political gains. Even our government had given more than which was sought, he added. 
          Capt. Abhimanyu said that despite some pressure the Chief Minister got the Bill passed unanimously in 11 minutes in the Vidhan Sabha. He said that Chief Minster had also called Congress members on telephone to come and be a part of this important chapter, but they did not show any concern. He reminded that there were protests at 450 locations in the state, but no lathicharge was made ever after pressure from the Central Government. 
          Capt. Abhimanyu also urged them to form committees and visit the houses of those families who had lost lives or property   in this agitation. He also urged them to help these families as much as possible. He said that the Bill has been passed with the consent of 75 MLAs including those of the Opposition. Apart from this, members of communities should visit the places where dharnas were held during agitation and thank  for what the government had done. 
          Capt. Abhimanyu said that Chief Minister had performed his duty and now it was their turn to maintain brotherhood and save Haryana from any disturbance. 
          The Agriculture Minister Mr Om Parkash Dhankar said that the present government has shown its sensitivity and the Chief Minister had not allowed even a single lathicharge during the reservation agitation in the state. He said that incidents of recent violence in the state had  affected the dignity of the state.
          Referring to role of Chief Minister in passing the Bill, Mr Dhankar said that people had sent seven members of a community in Vidhan Sabha but it is the Chief Minister who   got the Bill passed from all 52 BJP members including the independent in the House. It is only our Chief Minister who had given reservation in Backward Classes-C category to six communities. In addition, provision of schedule 9 is also made in the draft Bill and Backward Class Commission had been given statutory status so as to ensure protection of reservation in future.  People should understand the role of the party and society should be grateful to the Chief Minister.
          State BJP President, Mr Subhash Barala also thanked the Chief Minister for getting the Bill passed in the Assembly. He said the future generations would not forgive the anti social elements that had caused law and order disturbances in the guise of reservation agitation.
          MLA Sukhwinder Sheoran, Chairman Haryana State Agricultural Marketing Board Mrs. Krishna Gahlot and MLA Mahipal Dhanda also spoke on this occasion. Khap leaders and representatives of Jat and other communities including Mr Surinder Dahiya, Mr Dharampal Sheoran, Mr Tarachand Sangwan, Mr Harnarayan Boora, Mr Tek Ram Kandela, Mr Sube Singh Samain, Mrs Kusum Choudhry, Mrs Sudesh Chaudhry, Mr Dharampal Chot, Mr Om Parkash Maan, Mr Joginder Sandhu, Mr Nafe Singh, Mr. Bhagat Singh Dalal, Mr Ram Kataria, Mr Ram Diya Mehla, Col O.P. Singh, Mr Narender and several others also thanked the Chief Minister for getting the Bill unanimously passed.

Budget sessiion a significant occasion: CM

Haryana Chief Minister Manohar Lal thanked all members of the Legislative Assembly, including those of the Opposition, for their cooperation in conduct of the Budget Session of the State Assembly.
Mr Manohar Lal, who is also leader of the House, was speaking on the last day of the session of the Vidhan Sabha here today.He said that it is the duty of the representatives of the people to rise above petty political considerations and get the problems of their respective constituencies resolved. Also, they should work unitedly in the larger interest of the State.
He described the Budget Session as a significant occasion for any Vidhan Sabha and added that this Session was special because resolutions of Sutlej Yamuna Link Canal and Jat reservation were unanimously passed. Had the members of the Congress party remained present during the entire duration of the Session, it would have been much better. But they always kept finding a way to stay out. He said that since 1966, the state has one House to conduct the Session and there was no justification in running a parallel session.
He said that during the session, the members of all political parties were given adequate time to raise issues concerning their respective constituencies. He also appreciated Speaker of Haryana Vidhan Sabha Mr Kanwar Pal and Deputy Speaker Mrs Santosh Yadav for ensuring the smooth conduct of the House.
ADDITIONAL CHARGE: Haryana Government has ordered that Mandip Singh Brar, Deputy Commissioner, Panchkula and Chief Administrator, Shri Mata Mansa Devi Shrine Board, Panchkula will also hold the additional charge of Chief Executive Officer, Haryana Saraswati Heritage Development Board during the election duty of Vijayendra Kumar.
MARKING ATTENDANCE: Haryana Chief Minister Mr Manohar Lal today said that a ruling regarding marking of attendance in the House should be brought to the notice of all members by Vidhan Sabha in its next session.
The Chief Minister was speaking on an issue concerning Congress MLA Mr Raghuvir Singh Kadian who entered into the Assembly without marking his attendance and requested the Speaker to withdraw six months’ suspension of three Congress MLAs.APPROPRIATION BILL PASSED: Chandigarh, March 31- Haryana Vidhan Sabha today passed the Haryana Appropriation (Repeal) Bill, 2016 to repeal certain Haryana Appropriation Acts.
The objective of the Bill is to repeal enactments which have ceased to be in force or have become obsolete or the retention whereof as separate, independent and distinct Acts is unnecessarily, then, such enactments are to be repealed. The principal object of such repealing Acts is to excise dead matter, prune off superfluities and remove such redundant laws from the Statute Book to bring in clarity.
The Appropriation Acts enacted during past 66 years in reality have lost their meaning but are still shown on the Statute Books. These laws have become either irrelevant or dysfunctional and importantly have served their purpose and outlived their utility.


Swaran Jayanti’ Session of Haryana Vidhan Sabha

Haryana Chief Minister Manohar Lal Khattar today said that the year 2016 being the Golden Jubilee year of Haryana’s existence, a special two-day ‘Swaran Jayanti’ Session of Haryana Vidhan Sabha should be organized. Its dates would be finalised in consultation with all members of the Legislative Assembly.
    Mr Manohar Lal, who is also leader of the House, was speaking on the concluding day of Budget Session of Haryana Vidhan Sabha here today.
          He said that this special session would provide all of us an opportunity to discuss what we have so far done for the State and present the vision of the State Government so that it becomes memorable for the State.
SHAHEED BHAGAT SINGH INTERNATIONAL AIRPORT:  Haryana Vidhan Sabha has unanimously passed a resolution to name the Chandigarh International Airport as Shaheed Bhagat Singh International Airport, Chandigarh.
          The resolution was passed on the concluding day of budget session of Vidhan Sabha here today. The passed resolution will be sent to the Union Ministry of Civil Aviation.
NINE DEPUTY SUPERINTENDENTS PROMOTED: Haryana Government has promoted nine Deputy Superintendents of Haryana Civil Secretariat to the post of Superintendents with immediate effect.
          These are Mrs Raj Kumari, Mr Hawa Singh, Mr Hari Krishan, Mr Basu Dev, Mr Ranbir Singh, Mrs Sunita Kumari, Mr  Gajender Singh, Mr Ali Hasan and Mr Gauri Shankar.
  INFORMAITONA COMMISSIONERS: Haryana Governor, Prof. Kaptan Singh Solanki will administer the oath of affirmation to two newly appointed State Information Commissioners, namely Mr Bhupender Kumar Dharmani and Mr Sukhbir Singh Gulia at Haryana Raj Bhawan on April 1 at 11 a.m.
 125TH  AMBEDKAR'S BIRTH ANNIVERSARY: The Haryana Government has decided to celebrate the 125th birth anniversary of Dr. B.R. Ambedkar in a befitting manner and the state level function would be held in Yamunanagar on April 14, 2016.
          This was stated by Welfare of Scheduled Castes and Backward Classes Minister, Mr. Krishan Kumar Bedi who was addressing a joint press conference with Transport Minister, Mr. Krishan Lal Panwar here today.
        Mr. Bedi said that the Chief Minister, Mr. Manohar Lal would be the chief guest on this occasion whereas the function would be presided over by the Transport Minister. Member of Parliament, Mr. Rattan Lal Kataria and local MLAs would also be present on this occasion.
        Replying to a question, Mr. Panwar said that following the directions of Chief Minister, the Haryana Government has, for the first time, decided to celebrate Ambedkar Jayanti, Guru Ravidas Jayanti, Valmiki Jayanti and Sant Kabir Jayanti at its own level.
        Replying to another question, Mr. Bedi said that Prime Minister, Mr. Narendra Modi had earlier announced to celebrate the 125th birth anniversary of Dr. Ambedkar throughout the country. Functions would be organised at panchayat level across the country and the youth would be apprised about his life and deeds.
PROCUREMENT OF WHEAT: Haryana Food and Supplies Minister, Mr Karan Dev Kamboj said that all arrangements have been made for procurement of wheat which would commence from April 1, 2016 in the mandis of the state.
          He said that 379 mandis or purchase centers have been set up all over the state  for the procurement of Rabi crops. The mandis have been so spaced as to ensure that the farmers are not required to travel more than one kilometre to sell their produce.In these mandis, availability of basic amenities such as drinking water, electricity, pucca platforms, sheds and parking   have been ensured. The state government is committed to making payment  to the farmers within 48-72 hours of the  procured of the produce. Officers have been deputed in the mandis for the convenience of farmers.
          Mr Kamboj said that this year, about 75 lakh metric tonnes   of wheat is expected to arrive in the mandis. The Minimum Support Price (MSP) for wheat has been fixed at Rs 1,525 per quintal, MSP for Barley Rs 1,225 per quintal and that of Gram has been fixed at Rs 3,425 per quintal. He said that the Food and Supplies Department and HAFED would purchase 33 per cent each of the wheat that would arrive in the mandis. Similarly, the Food Corporation of India and Haryana Warehousing Corporation would purchase 12 per cent each, and the Haryana Agro Industries Corporation woul;d procure ten per cent of the total arrival of wheat.
COMMUNITY HEALTH CENTRES: Haryana Health Minister, Mr Anil Vij said that generator sets would be installed in Primary Health Centers (PHCs) and Community Health Centers (CHCs) to ensure uninterrupted supply of power.
          Mr Vij was replying to a question  during the last day of Haryana Vidhan Sabha session here today.
          He said that on the basis of demand of the people, the present government has decided to expand the network of PHCs, CHCs and hospitals in various districts of the state.  Therefore, mapping of all health institutions in the state would be conducted. He said that construction   of PHC building in Julana would be started soon after the local panchayat transferred the land to the Health Department.
          The Health Minister said that a separate cadre of specialist doctors was being formed to meet the shortage of such doctors in the state. He said that at present only MBBS doctors were being recruited. In future, Gynecologists, Orthopedicians, Pediatricians and such others would be recruited.
          Mr Vij said that even after 60 years of Independence, Mewat is still a backward area. Since assuming the office, the present government  had been resolving the problems of people of Mewat on priority basis. He said that in case  any complaint regarding irregularity committed in any health institute  in Mewat area is received, it would be investigated.

National Games in Goa doubtful; IOA offers Haryana to be host

CHANDIGARH, MARCH 29
The Indian Olympic Association has offered Haryana to host the forthcoming National Games, originally allotted to Goa, according to Haryana Sports and Youth Affairs Minister Anil Vij. Talking to mediapersons during the ongoing budget session of Haryana Vidhan Sabha, Mr Vij assured that that the Department is geared up to host the forthcoming National Games.
He said that this time, the National Games were to be held in Goa, but as due to some reasons, the holding of these Games in Goa had become doubtful. Mr Vij said that the Haryana Government, was fully capable.
Mr Vij appealed to the warring factions of the Haryana Olympic Associations to short out their difference in the interest of the state and its sportspersons. The HOA should hold the elections as per the rules of the Indian Olympic Association.
Mr Vij said that senior officers of the state government have discussed in detail the issue of National Games with the officers of Sports Department of Government of India and those of Indian Olympic Association, but final decision in this regard would soon be taken so as to make the best of the opportunity given to the state.
The Sports Minister appealed to Mr Abhay Chautala of INLD and members of the Congress to resign from their respective posts in Haryana Olympic Association in the interest of the state and fresh elections should be got conducted under the supervision of Indian Olympic Association, Court or any independent agency.
Those who would be elected in these elections would be acceptable to all. In case the state government had to constitute an ad hoc committee to host National Games, it will be done because the tender is signed by the State Government and President of Olympic Association.
Mr Vij said that the biggest hurdle in successfully holding of the National Games was the functioning of the so called two-three Olympic Associations that had been believing themselves as right and others as wrong. It is because of them that the players are confused and they remain unable to participate in National Games. He reminded that such a situation was faced in the National Games held in Kerala last year.

Special Girdwari of Rabi crops

CHANDIGARH, MARCH 28
 Haryana Revenue and Disaster Management Minister, Capt. Abhimanyu said that the Deputy Commissioners of 10 districts have sent reports of damage caused to the crops like wheat and mustard in about 250 villages due to strong winds, rain and hail storm during March 2016. These districts included Bhiwani, Jind, Fatehabad, Hisar, Jhajjar, Kaithal, Rohtak, Sirsa, Sonipat and Mewat.
          Capt Abhimanyu was replying to a call attention notice during the ongoing session of Haryana Vidhan Sabha here today.
          He said that the state government had ordered   Special Girdwari of Rabi crops in those villages where damage to crops was reported. He said that the government is deeply conscious of its responsibility to safeguard the interests of the farmers and the task of disbursement of compensation for damaged crops would be taken up immediately after the special girdawari reports were received.
          He said that information regarding damage to crops was sought from all the Deputy Commissioners. As reported by the Deputy Commissioners of 11 districts, there had been no loss to crops in these districts due to strong winds, rain and hail storm. These eleven districts included Ambala, Panchkula, Yamunanagar, Kurukshetra, Rewari, Faridabad, Palwal, Mahendergarh, Gurgaon, Panipat and Karnal.
          He said that the state government had sanctioned   Rs 2224.66 crore  to the affected farmers for damage  to the crops due to drought, flood, hailstorm and pest attack in 2015-16. The arrears of Rs 268.93 crore for 2013-14 and 2014-15 were also given during 2015-16.

Steps to reduce vehicular air pollution

CHANDIGARH, MARCH 28
 Haryana Environment Minister Capt. Abhimanyu said that several steps are being taken to reduce vehicular air pollution in the State.
          The Minister was replying to a question raised during the Budget Session of the Haryana Vidhan Sabha here today.
          He said that 868 Pollution Control Check Centres had been authorised in the State to enable the owners to get the pollution level of their vehicles checked regularly.
          The Minister said that Bharat Stage IV (BS-IV) emission norms have been made applicable for all four-wheeled vehicles manufactured on or after October 1, 2015, except vehicles plying on inter-state permits, national permits or all India tourist permits. BS-IV compliant vehicles cause less environmental pollution as compared to the vehicles complying with lower emission standards, he added.
          He said that registration of SUVs and private cars of capacity 2000cc and above, using diesel as fuel, has been banned in Haryana Sub-Region of National Capital Region.
 NEW TRANSFER POLICY OF TEACHERS:  Haryana Education Minister  Ram Bilas Sharma said that a new policy for transfer  of teachers in the Education Department was under consideration of the Government. He said that it was likely to be implemented in 2016-17.

 DEVELOPMENT OF INDUSTRIAL ESTATE:  Haryana Industries Minister, Capt. Abhimanyu, said that 210-acre land would be developed and utilised by the Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) for developing an industrial estate after receipt of encumbrance-free possession from the Cement Corporation of India (CCI).
          The Minister was replying to a question during the Budget Session of the Haryana Vidhan Sabha here today.
 LADWA TO BE TEHSIL: Haryana Revenue and Disaster Management Minister, Capt. Abhimanyu said that the proposal to upgrade Ladwa Sub Tehsil as Tehsil was under consideration of the State Government.
        Capt. Abhimanyu was replying to a question in the Budget Session of Haryana Vidhan Sabha here today.
        He said that the proposal to upgrade the Sub  Tehsil was under consideration of a committee constituted by the State Government under the chairmanship of Agriculture Minister, Mr. O.P. Dhankar. He said that Cooperation Minister, Mr. Bikram Singh Yadav, Minister of State for Social Justice and Empowerment, Mr. Krishan Kumar Bedi, Food and Supplies Minister, Mr. Karan Dev Kamboj are Members of the Committee. The decision would soon be taken, he added.
ROAD ACCIDENT DEATHS: Haryana Chief Minister, Mr. Manohar Lal, said that 5,250 persons died and 11,564 injured in road accidents between January 1, 2015 and January 31, 2016.
          The Chief Minister was replying to a question raised during the Budget Session of the Haryana Vidhan Sabha here today.
          He said that 12,009 accidents occurred during this period. As many as 8,912 vehicles which had caused accidents were traced and 8,849 drivers were arrested, he added.

Sanya Dudeja wins Science Essay Writing competition

CHANDIGARH, MARCH 28
Haryana State Council for Science and Technology has declared results of the State Level Science Essay Writing Competition which was conducted for school students for 2015-16 at Government Senior Secondary School, Kurukshetra on January 15, 2016.
            While giving this information here today, a spokesman of the Council said that Sanya Dudeja, a student of Class X, DAV Public School, Sector-14, Gurgaon stood first and won the cash prize of Rs 10,000, Chavi, a student of Class 11, Dayal Singh Public School, Yamunanagar stood second and won cash prize of Rs 8,000 and Manka Bajaj, a student of Class 10, St. Tharesa Convent School, Karnal stood third and won cash prize of Rs 6,000.

Cash awards to winners of Paralympics at par with Olympic medallists

CHANDIGARH, MARCH 26
Haryana Chief Minister Manohar Lal Khattar today announced to give cash awards to the winners of Paralympics at par with those of the winners of the Olympics.
The Chief Minister, who was declaring open the five-day 16th Senior National Para Athletic Championship-2016 in Panchkula today, said that the Government has already decided to give a cash award of Rs six crore to the gold medal winner of Olympics, Rs 4 crore to silver medal winner and Rs 2.5 crore to bronze medal winner.
The announcement by the Chief Minister was hailed with thunderous applause by all the participants representing over 20 States of the country.
Mr Manohar Lal added that such players would also be given facilities admissible to other players who win laurels in international competitions.
While responding to the issues raised by Union Minister of State for Defence, Rao Inderjit, who is also the Chairman of Paralympic Committees of India and Haryana, Mr Manohar Lal announced to get the office of Paralympic Committee of Haryana opened in Faridabad. While responding to the issue of a synthetic track in Faridabad, he said that only a couple of days ago he had announced to lay ten-lane synthetic track in Gurgaon which would also benefit the players of adjoining areas including Faridabad.
He said that the State Government was already giving a number of benefits including jobs to the outstanding sportsperson. The Chief Minister appreciated that this championship has been organized in Haryana for the third time. He suggested that it should be organized at frequent intervals in the State so as to encourage sportspersons.

Union Minister of State for Social Justice and Empowerment, Mr Krishan Pal Gurjar, said that various steps were being taken for the socio-economic development of the physically challenged persons who constitute 2.21 per cent of the total population of the country. He said that Prime Minister, Mr Narendra Modi, has started ‘Accessible India Campaign’ to facilitate the physically challenged persons. Apart from this, a scheme to open colleges for deaf and dumb students has also been started besides increasing the scholarship for physically challenged. Mr Gurjar also praised Chief Minister Mr Manohar Lal for creating a positive atmosphere for sportspersons in the State and hoped that the players of the State would win more medals in Rio Olympics as compared to medals won by them in the last Olympics.
Union Minister of State for Defense, Rao Inderjit, appreciated the Paralympics Committee of Haryana for organizing this event. He urged the players to give their best performance as their selection for Rio Olympics would depend upon their performance in this championship. He assured that the selection for the Rio Olympics would be fair.
Earlier, the participants were administered oath that they would participate in true spirit of sportsmanship by keeping themselves away from drugs. The Chief Minister also took salute from impressive march past presented by contingents of sportspersons representing different States.
At the opening ceremony, 800 meter race was held and Chief Minister gave away medals to the winners. All the first three positions were won by sports persons of Haryana namely Sukhpal, Dharmender and Narender respectively.
The Chief Minister also honoured outstanding sportsperson of Haryana including H.N Grisha, R.D Singh, Naval Singh, Sukhbir Singh Tokas, Girraj Singh, Mahadeva, Munishwara, Rajendra Singh Rehelue, Jagseer Singh, Parul and Deepa Malik.
MP, Mr Ratan Lal Kataria, Minister of State for Cooperation, Mr Bikram Singh Yadav, MLAs namely Mr Gian Chand Gupta and Mrs Latika Sharma, Deputy Commissioner Mr Mandeep Brar, Mayor Municipal Corporation Mrs Upinder Kaur Ahluwalia and other senior officers of the district administration were also present on the occasion.

CM approves setting up of 11 new GITIs

CHANDIGARH, MARCH 25
Haryana Chief Minister Manohar Lal has approved the proposal for construction of 11 new Government Industrial Training Institutes (GITIs) and three other institutes in the State at a cost of Rs 98 crore under the “Swarn Jayanti ITIs Scheme”.
          While stating this here today, a spokesman of the Department of Industrial Training said that in all 19 new institutes would be opened under this scheme and 400 students would get training in each ITI.
          He said that eleven ITIs  would be constructed at  Talwada in district Fatehabad, Kadma in district Bhiwani, Chhachhrauli in district Yamunanagar,  Bapauli and   Matlauda, district Panipat,  Sikrona in district Faridabad,  Sahbajpur (Nangal Chaudhary) and  Bhojawas in district Mohindergarh,   Surewala,  Bhaklana and  Rakhi Shahpur in district Hisar. Among other institutes, Skill Development Training Centre would come up at Indri in district Karnal, Multi Centre at Sehlang in district Mohindergarh and Barana Construction and Establishment Skill Development Centre in village Barana, district Panipat.
          He said that the Department of Industrial Training is running 348 institutes in the State. These included 114 GITIs, 33 GITIs (Women), 190 Private Industrial Training Institutes, one Government Institute for Training of Trainees (ITOT) and one private Institute for Training of Trainees (ITOT), seven Government Teacher Training Courses Centres and two private Teacher Training Courses Centres.
          He said that in the year 1966, when Haryana came into being, there were only 48 GITIs with intake capacity of 7156.Now their number has increased to 337 with intake capacity of 80,328 offering 70 trades in government as well as private ITIs. He said that the Department is imparting skill based training to the unemployed youth through the network of 147 GITIs including 114 GITIs and 33 GITIs (Women) and 190 private ITIs under the Craftsman Training Scheme. One year and two year duration courses were being run in these institutes, he added.
          He said that during the current academic year 2015-16, as many as 55,484 sanctioned seats in 3322 trade units including COE have been sanctioned for admission in GITIs and 28,622 seats in 1324 trade units have been sanctioned for admission to 183 private ITIs as against 190 private ITIs.

Application invited for Chief Information Commissioner

CHANDIGARH, MARCH 23
The Haryana Government has invited applications to fill the post of State Chief Information Commissioner in the State Information Commission, latest by April 21, 2016.
          While stating this here today, an official spokesman said that it has been decided to appoint State Chief Information Commissioner after the retirement of Mr. Naresh Gulati, IAS, (Retd.), in the Commission.He said that the State Government has constituted the State Information Commission under the Right to Information Act, 2005. The Act provides that the State Chief Information Commissioner should be a person of eminence in public life with wide knowledge and experience in law, science and technology, social service, management, journalism, mass media or administration and governance.The State Chief Information Commissioner should not be a Member of Parliament or a Member of Legislature of any State or Union Territory or hold any other office of profit or connected with any political party or carrying on any business or pursuing any profession. The cessation or termination of holding of office of profit, pursuing any profession or carrying any business is a condition precedent to the appointment of a person as State Chief Information Commissioner.
          He said that the State Chief Information Commissioner would hold office for a term of five years from the date on which he enters his office or till he attains the age of 65 years, whichever is earlier. The salary and allowances payable to him would be the same as that of Election Commissioner subject to adjustment of the pensionary or retirement benefits availed by him, if any, in accordance with the provisions of the Act.
          He said that persons fulfilling the criteria for appointment as State Chief Information Commissioner and interested for appointment to the post may send their particulars in the prescribed proforma by post to the office of Secretary to Government, Haryana, Administrative Reforms Department, Haryana Civil Secretariat, Chandigarh. Persons serving under the State or Central Governments or any other organisation may send their particulars through proper channel, he added.

CM announces 10-lane synthetic track for Devi Lal Stadium Gurgaon

CHANDIGARH, MARCH 23
The Haryana Chief Minister, Mr. Manohar Lal Khattar,  today announced approval for a 10-lane synthetic track for athletics  at Tau Devi Lal Stadium in Gurgaon.
         The Chief Minister was speaking at the concluding function  of the three-day ‘Bharat Kesari Kushti Dangal’ organized on the  occasion of Shaheedi Divas in Gurgaon today. Mausam Khatri of  Haryana won the first place in the Dangal and was awarded cash prize  of Rs 1 crore.
         The state government wants to make Haryana a sports hub.  Whatever scheme the Sports Department brings for further promotion of  sports in the state is approved. Lucrative cash prizes of crores of  rupees under the New Sports Policy would help in further promotion of
 sports in the state.
   Mr Manohar Lal said that Sports and Physical Exercise Evaluation  and Development (SPEED) Programme had been implemented under the New Sports Policy under which 5,000 outstanding players at school level would be selected. Those selected would be provided better facilities from school level so that they could bring laurels to the state in  future.
  Sports schools on the pattern of Rai would be opened at other places  in the state. Vyayamshalas would be opened on two acres in villages  and 1,000 such Vyayamshalas would be started this year. He said that  trainers would be engaged in these Vyayamshalas and for this purpose,  services of ex-servicemen, yogarcharyas or former trainers of the  Sports Department could be hired.
         Earlier, while paying rich tributes to Shaheed Bhagat Singh,  Rajguru and Sukhdev, in whose memory the Dangal was held, the Chief  Minister said that it was on this day that they kissed the gallows  during the freedom movement and gifted us Independence.
         On this occasion, the Chief Minister administered the oath  of ‘Haryana Ek-Haryanvi Ek’ to all those who were present. The oath  administered by Mr Manohar Lal read, “Maine Haryana Mein Janam Liya  Hai Aur Main Haryana Pradesh Ke Liye Kartavyanishtha Samarpit Rahunga.

Judicial enquiry to probe February incidents: Haryana CM

Haryana Chief Minister Manohar Lal Khattar today said that a judicial enquiry would be got conducted to completely unearth  the entire conspiracy behind the series of sad and unfortunate incidents which continued for 80 hours in  February this year.
          The Chief Minister was replying to the Adjournment Motion, demanded by Leader of Opposition, Mr.Abhay Singh Chautala, MLA, after the House discussed the issue for about four hours in the ongoing session of the Vidhan Sabha, here today. Apart from, Mr Abhey Singh Chautala, a number of other legislators of different political parties participated in the discussion on the adjournment motion. The Speaker Mr Kanwar Pal gave them ample time to air their views.
          Mr Manohar Lal  said that stern action has been initiated against the erring officers and officials. While a police personal has been dismissed under Article 311(2)(b) of the Constitution of India, the Government has placed under suspension one Inspector General of Police and two Deputy Superintendents of Police and initiated further action against them. Action has also been initiated against some more police officials.
          The Chief Minister said “I would like to assure this August House that our Government is capable of successfully handling any unpleasant incident. Strict and sufficient action will be taken against persons of criminal nature, innocent persons will not be unnecessarily harassed and all decisions will be taken on merit. Any police or administrative official found negligent in discharge of his duties will not be spared. Persons belonging to all 36 communities traditionally live in Haryana in harmony with one another. The Government is making all possible efforts with full strength and promptitude to re-establish the brotherhood and to heal the wounds created by these unfortunate series of incidents.”
          The Chief Minister recalled, “In February this year, after the demand for reservation, the incidents, which continued for 80 hours in some parts of the State, were undoubtedly very sad and unfortunate. But to say that the incidents occurred due to willful negligence on the part of the Haryana Government, to say the least, is completely untrue and baseless. And the allegations that the response of the Government in assessing the loss due to damage caused to the innocent lives and the property or to provide immediate assistance to them is completely irresponsible and false.
          “From the very start of the demand for reservation, the Government tried to resolve the issue through dialogue.The people of Haryana know that immediately after our meeting with about 70 delegates of 'Sarv Jat Khap' which was held for two hours on  February 9, 2016, the delegates withdrew their proposed  February 15 Haryana Bandh call. They were fully satisfied with our decision of constituting a 3-member committee under the chairmanship of Chief Secretary for suggesting ways by  March 31, 2016 to fulfill their demand. Despite this, the All India Jat Sabha staged dharna on  February 12,on Mayyar Railway tracks. We conducted a meeting with the agitators and the dharna got lifted on  February 13. When the National Highway was blocked at Sampla the next day and later on  February 15, Delhi-Rohtak Railway line as also some roads in Rohtak and Jhajjar districts were blocked, on one hand we demanded five RAF Coys from Government of India  and on the other hand we decided to hold a meeting on February 17 at Chandigarh with all the Khaps, organizations and representatives of agitators related to the demand. During the three hour long meeting with about 80 delegates, we gave an assurance to them for bringing suitable Bill in the Vidhan Sabha for providing reservation. The representatives of agitators also agreed to it and happily went after giving a vote of thanks. But despite the Government agreeing to the demand for reservation, people belonging to some political parties with a view to continue the agitation, continued abetting the agitators due to which on  February 18, 2016, the agitators staged a dharna at nine places on the railway tracks in the State and at 247 places on National and State Highways. The delegates, who attended the  February 17 meeting told us that the agitation has been hijacked by such elements who are not listening to them.
          “Therefore, a Cabinet meeting was held on February 18, 2016 and a thorough assessment of the situation was made. Immediately after that a demand was sent to the Government of India for providing 50 additional Coys of CAPF and a decision to organize an all party meeting   the next day was taken. All political parties participated in this all party meeting held in Chandigarh on  February 19. We gave an assurance in this meeting also to bring a Bill in the forthcoming Vidhan Sabha session. All the opposition parties stated to give their suggestions on the draft Bill. After the agreement reached in the meeting, an appeal to maintain peace and brotherhood was made. After the meeting was finished, it appeared that the peace will continue in the State.
          “But just after two hours, the situation in Rohtak city became tense as people from rural areas armed with lathi, jaili and illicit weapons started roaming on the streets of the city. Some anti-social elements from the mob fired on a BSF jawan. The jawan got seriously injured. The mob did not allow the injured jawan to be taken for treatment. The mob put on fire ambulances and other vehicles. Seeing the increased level of violence, at about 2:30 p.m., the BSF deployed there, opened fire in self-defense as a result of which one person died. By 5:00 p.m., orders were issued to the Deputy Commissioners of Rohtak, Jhajjar, Sonipat, Bhiwani, Hisar, Jind and Kaithal to impose curfew, to close down internet services and to call Army. In view of the increasing level of violence, one senior police officer from Chandigarh was immediately sent to each of these districts. One senior Administrative Officer was also sent to Rohtak district. We contacted Defence and Home Ministers of the Government of India immediately. Central Armed Police Forces and Indian Army columns were deployed in all the districts during the night itself. As the Army was finding it difficult in reaching   Rohtak city due to road blockades, on our special request, the Air Force helicopters were used on the late hours of 19th night for air lifting the Army.
          “On  February 20, as many as 100 additional Coys of CAPF and additional columns of Army were demanded from Government of India. The security arrangements were fortified in all the districts of the State. I issued clear orders that 01 to 05 No. of mixed columns of Haryana Police, Armed Police, paramilitary forces and Army, as per the need and availability, shall effectively patrol all the affected cities. These columns should be led by a police officer of the rank of DSP or above and accompanied by a Duty Magistrate. Strict action be taken to disperse and arrest the hooligans. But unfortunately, despite our best efforts the Army and the CAPF could not reach Gohana from Sonipat on the intervening night of February 20-21. Therefore, the CAPF Coys were airlifted to Gohana with the help of helicopters on the morning of  February 21.
          “In order to control the violent mobs, the security forces resorted to calibrated use of force at many places. During the whole series of events, a total of 30 persons died, 320 persons sustained injuries including 72 personnel belonging to police and other security forces. Due to prompt and sustained efforts, the situation was completely controlled by  February 22, 2016. Probably in the history of our country it is for the first time that such a violent incident could be controlled in such a small duration. Undoubtedly, it has happened for the first time in the world history that even after getting assurance for agreeing to every demand, the agitation took such a violent turn.
          “Strict action is being taken against criminals who, in the name of agitation, indulged in criminal activities. As on March 21,2016, a total of 2087 criminal cases have been registered in various police stations of the State in connection with the reservation agitation and a total of 444 criminals have been arrested. Prima facie, some facts have come to our notice which point towards involvement and planning by some leaders and workers of Congress and Lok Dal. An enquiry is going on this regard and the issue will become clearer after the completion of the inquiry.
          “A Cabinet meeting was held on February 22, 2016 at 4:00 p.m. and decisions were taken to give full compensation for all damaged residential / commercial buildings and to evaluate the role of all administrative and police officers / officials during this agitation. A decision was also taken the same day to provide Rs.10 lakh financial assistance to the dependents of each innocent person died during the agitation alongwith one government job to a member of the deceased's family. The Government decided to immediately disburse an interim relief amounting upto 25 per cent  of self assessed damage by the affected persons. The process of receiving online claim applications on the department's website commenced with effect from  February 24. The proformas for claiming compensation were made available in the offices of Deputy Commissioners, SDMs, Tehsildars and Municipal Corporation. As on  March 19, 2016, a total of 2198 claims have been received. A sum of Rs.28.17 crore has been disbursed as interim plus final compensation in respect of 1997 claims which include 1799 claims from urban areas and 198 from rural areas. The disbursal of every claim has been made directly into the bank account of the claimant through RTGS. Cent percent disbursal has been made in respect of a total of 1291 claims. On February 23, 2016, we issued directions to the representatives of every Government Insurance Company to dispose of claim application within 15 days in respect of those insured premises which have been subjected to arson, looting, damage etc. On February 23 itself, directions were issued to all banks and non-banking financial companies to immediately provide loans to those affected persons who are interested in taking loans under differential rate of interest scheme under which the rate of interest is only  four per cent per annum.
          “I can say with certainty that we have been able to disburse the compensation to the affected persons at a very fast pace and no other example where compensation has been disbursed at a faster rate is available.
          “On February 25, 2016, as per the decision taken in the Cabinet meeting dated February 22, 2016, the Government deputed Mr. Prakash Singh, Retd. Director General, BSF and Uttar Pradesh to look into the acts of omission and commission by administrative and police officers and officials within a period of 45 days. He has already started the inquiry and I hope that he will submit his report within the stipulated period of time. Necessary action will be taken in due course.
          “In the end, I would like to request all the Members to rise above personal and political interests and to resolve to stop recurrence of such unfortunate incidents in future. I sincerely believe that if we take collective decisions in the interest of the State then no anti-social element will ever dare to disturb the peace in the State:” added the Chief Minister.
