‘Hamaari Yojana – Hamaara Vikas’ plan

Haryana Governor Prof. Kaptan Singh Solanki today announced that for the first time, devolution of assured package of funds would be made to all panchayats in the state every year on the basis of population as ‘Swaran Jayanti Vikas Nidhi’. Besides, ‘Swaran Jayanti Mahagram Yojana’, aimed at planned and regulated development along with provision of urban-like facilities in the villages, having population of more than 10,000 in the first phase, would be launched.
          Delivering the Governor’s Address on the first day of the Budget Session of the Haryana Vidhan Sabha here today, the Governor said that each Gram Panchayat would prepare a Gram Panchayat Development Plan called ‘Hamaari Yojana – Hamaara Vikas’ with a five-year perspective and an annual plan. This plan would seek to fulfil the critical gaps in infrastructure services and social indices as per the aspirations of the people.
          “My Government seeks to develop a modern rurban landscape in order to reduce the pressure of rapid urbanisation. The proposed scheme ‘Swaran Jayanti Mahagram Yojana’ aims at planned and regulated development along with provision of urban-like facilities in the villages having population of more than 10,000 in the first phase. The panchayats of these villages will be given the status of Nagar Panchayats. The Government of India has also approved five clusters for urban-like infrastructural and socio-economic development under the Rurban Mission,” Prof Solanki said.
          Committed to achieving the goals of Swachh Bharat by 2017, the state government has sanctioned as many as 1,472 projects of solid and liquid waste management and 957 villages have been made ‘Open Defecation Free’ this year. A new scheme for setting up 600 vyayamshala-cum-parks in villages has also been sanctioned.
 He said that the state government envisioned achieving holistic development of villages through ‘Adarsh Gram Yojanas’. Under the ‘Saansad Adarsh Gram Yojana’, 15 villages adopted by MPs from the state are being developed as Adarsh Grams in a convergence model.
          Under the ‘Vidhayak Adarsh Gram Yojana’, 53 MLAs have already adopted villages. Further, 12 entities have come forward to adopt villages and contribute in their development process under the ‘Swa-Prerit Adarsh Gram Yojana’.
          The Haryana Government had ushered in a new era in Panchayati Raj by enacting a law which ensured that the elected representatives of the Panchayats, Panchayat Samitis and Zila Parishads are educated. Introduction of four other conditions for election to the various posts of PRIs with the objective of de-criminalising the democratic institutions at grassroots level, nurturing responsible leadership and highlighting the importance of Swachh Bharat has also been made. The resultant election of 42 per cent women in three tiers of PRIs against their 33 per cent reservation, of 25 per cent Scheduled Caste representatives against the reservation of 20 per cent, and of 23,646 members of Backward Classes/Other Backward Classes against reservation of 7,433 posts is proof of the massive social transformation unleashed by the new law. These elections have also brought forward a young and dynamic leadership in the Panchayati Raj Institutions with an average age of 34.7 years, he added.
          The state government had started the process of strengthening the Panchayats by setting up 420 ‘Gram Sachivalayas’. It is proposed to set up another 840 Gram Sachivalyas in 2016-2017. Further, to bring about efficiency and accountability, Citizen Service Centres have also been established in these Gram Sachivalyas which provide services to the citizens and administrative support to the Panchayats. All the Panchayats, other than cluster heads, have been also directed to set up small Panchayat offices, the Governor added.
