Haryana Police issues guidelines to curb noise pollution

CHANDIGARH, OCT 29
 On the directions of Punjab and Haryana High Court, Haryana Police has issued guidelines to curb noise pollution by restricting the use of loudspeakers or public address system operating at public and private places across the State.
          While giving this information here today, a spokesman of Police Department said that Court under a recent ruling had prohibited the use of loudspeakers by any person including religious bodies without prior permission from the authorities. All the Commissioners of Police and district Superintendents of Police had been directed to ensure strict compliance of the court directives to bring the noise level under prescribed limit.
          As per the court directives, he said that the loudspeaker or public address systems shall not be used between 10 pm to 6 am except between 10 pm to 12 midnight during any cultural or religious festive occasion of a limited duration not exceeding 15 days in all during a calendar year. The loudspeaker installed on public places cannot have sound level more than 10 dB (A) above ambient noise level at the periphery of a public place and 5 dB (A) above ambient noise level at the periphery of a private place.
          It has also been directed to ensure that no horn shall be blown in silence zone or during the night time between 10 pm to 6 am in residential areas except during public emergency. It has been directed to ensure that motorcycles throughout the state are duly fitted with silencers to avoid noise pollution and menace. In addition, the celebratory firing and songs glorifying liquor, drugs and violence should also be checked.   
          Nobody will be allowed to carry firearms to fairs, religious processions, marriage ceremonies and other public assemblage or within the precincts of any educational institution. The Police have also urged the people to refrain from using public address systems between 10 pm and 6 am as per the standing rules and directions of the court.
