Ex-gratia grants hiked for members of armed forces personnel

The Haryana Government has enhanced the rate of ex-gratia to be given to members of families of armed forces  personnel, including Army, Navy and the Air Force, who die in harness  or get disabled while performing their bona fide official duties in  operational areas, in war, terrorist or militant attack, border  skirmishes and United Nations Peace Keeping Force (UNPKF).
         Giving this information here today, an official spokesman said  that grant of ex-gratia admissible under the policy would be given in  all cases of battle casualty declared by the Defence Authorities,  irrespective of any operation or any specified area of operation.
 Also, the government has enlarged the scope of payment of ex-gratia to  include contingencies like M.T. accident, heart attack, air crash,  accident on sea and natural calamities etc which demand exceptional  courage in performance of their duties.
         He said that according to the revised policy, the revised  rates of ex-gratia for casualties which occurred on or after February  19, 2014 will be Rs 20 lakh in case of death in war and action against  militants, terrorists and border skirmishes against Rs 2.5 lakh from  April 1, 1999 to February 18, 2014.
 Similarly, Rs 20 lakh will be given in case of death during I.E.D  blast against only Rs 2 lakh earlier. Likewise, Rs 20 lakh will be  given in case of death declared as battle casualty by the Defence  Authorities, irrespective of any operation or any specified area of  operation.
For Defence Forces personnel posted in the UNPKF and for accidents  like air crash, M.T. accident, accident on sea, heart attack and loss  of life during natural calamity, no ex-gratia was paid earlier.
 He said that ex-gratia of Rs 15 lakh will be given in case of 78 per  cent disability and above for eligible persons instead of Rs 1 lakh  given earlier. Similarly, Rs 10 lakh will be given in case of  disability of 50 per cent to 74 per cent for eligible persons instead
of Rs 75,000 and Rs 5 lakh in case of disability of 25 per cent to 49  per cent for eligible persons instead of Rs 50,000 given earlier.
         The spokesman said that the enhanced amount of ex-gratia would  be applicable to those who get killed or disabled on or after February  19, 2014 only for defence forces personnel (Army, Navy and Air Force)  for all battle casualties irrespective of any operation or any  specified area of operation as declared by defence authorities.
 It will be applicable to those are domiciles of Haryana at the time of  joining the service, at the time of casualty or disability and  disabled personnel or NOK of casualties occurred, are domicile of  Haryana till date. That includes disabled personnel of battle  casualty, who are boarded out due to disability or retained in  service. Previous cases would not be reopened.
 The ex-gratia amount can be claimed within three years of casualty.  Thereafter, it will be time barred. While, the ex-gratia from April 1,  1999 to February 18, 2014 will be given as per policy no.  13/8/92-4DIII dated September 30, 1999 and policy memo no.
21/1/97-4DIII dated June 15, 2001.
         The ex-gratia amount will be paid from the Haryana Chief  Minister’s War Hero’s Relief Fund or the expenditure shall be met  under Major Head ‘2235-Social Security and Welfare-200-other  scheme-(95) Rewards to Soldiers, Sailors and Airmen for acts of  gallantry’ (Non Plan) Demand No.22.

Five IAS and two HCS officers transferred

The Haryana Government has issued the transfers and posting orders of five IAS and two HCS Officers with immediate effect.

            P.K. Mahapatra, Additional Chief Secretary, Home, Jails and Criminal Investigation and Administration of justice departments has been given additional charge of Chairman, Haryana Minerals Ltd., New Delhi against a vacant post.

            Anil Kumar, awaiting posting order has been given the charge of Principal Secretary, Industrial Training Department relieving S.S. Prasad of the said charge.

            A.K. Singh, Director General and Secretary, Development and Panchayats and Rural Development Department has been posted as Secretary Personnel, Training, Vigilance and Parliamentary Affairs, Director General Training (Ex-officio) and Inquiry Officer, Vigilance against vacant posts. Also, he has been given the charge of Managing Director Agro Industries Corporation Limited relieving Vijay Singh Dahiya of the said charge.

            Pradeep Kasni, , awaiting posting order has been given the charge of Director General and Secretary, Medical Education and Research Department relieving Mrs. Neelam Pradeep Kasni of the said charge.

            Mani Ram Sharma, awaiting posting order becomes ADC-cum-CEO, DRDA, Mahendragarh vice R.S. Verma, HCS who has been posted as Additional State Transport Controller vice Mahavir Singh whose posting orders will be issued later on.

Surajkund International Crafts Mela from Feb 1

The 29th Surajkund International Crafts Mela-2015 to be held from February 1 to 15 at Surajkund, district Faridabad is all set to get vibrant and lively look.  The Mela grounds will be divided into five zones that will be themed around the five seasons of India i.e. Spring, Summer, Monsoon, Autumn and Winter.

While disclosing the concept of Mela ambience, Managing Director, Haryana Tourism and Chief Administrator, Surajkund Mela Authority, Mrs Sumita Mirsa said that Surajkund Mela Authority and Haryana Tourism have commissioned professional consultants, Seerat Narindra of Decorative Arts, New Delhi and Mohnish Garga of Z Axis Exhibition Design, Pvt Ltd, New Delhi to lend the Mela grounds a colourful and vibrant look.

Mrs Misra said that the Mela grounds would be themed according Spring, Summer, Monsoon, Autumn and Winter season. The profusion of elements from nature, life and music like flowers, creepers, birds, butterflies, hammocks, sun, crescent moon, umbrellas, dancing peacocks, flutes and elephants etc, would accentuate the Mela environment.

         Similarly, she said that the food court would be decorated with a giant rainbow and a big size sunflower at the entrance, assorted buntings of different shapes and shades, 3-D fabric fruits and leaves would adorn the food court. Food kiosks are being spruced up and about eight permanent food vending points selling packed and ready-to-eat items are being set up in an artistic manner. The food court ‘Haveli’ in the Mela premises has been given a new look, she added.   

      This year a new ‘Apna Ghar’ of Haryana has been created, a special attraction, where typical lifestyle, household items and décor of a Haryanvi home are presented. The all-new Apna Ghar has a big-size courtyard comprising a hand pump, Madhani, Gandassa, Chulha, Charkha, Charpoy, Mudas, Hookas and utensils etc. The entrance to Apna Ghar has been changed with an access from the main road, she added.

           Eighty new work huts are being created that would encourage entry of more craftspersons to the Mela. All work huts would also be embellished with fabric buntings and some other features, added Mrs Misra.

RC Mishra gets President's Police medal

 President’s Police medal has been awarded to one police officer of Haryana for his distinguished service and police medal has also been awarded to nine police personnel of the state for Meritorious Service on the occasion of Republic Day 2015.

          While stating this here today, a spokesman of Haryana police said that  Dr. Ramesh Chandra Mishra, IPS, Additional Director General of Police, State Vigilance Bureau, Gurgaon has been awarded President’s Police Medal for distinguished service.

          He said that nine other police personnel who have been awarded police medals for meritorious service included  Virender Singh, HPS, DSP, Sirsa,  Kamal Singh, Inspector, HAP, Virender Singh, Inspector, Faridabad, Sushil Kumar, Sub Inspector, Sushil Kumar, Sub Inspector, Gurmeet Singh, E/ASI, Panchkula, Kulbir Singh, E/ASI, Ambala, Manoj Kumar, ASI, Panchkula and Ram Kumar, ASI, Faridabad 

           He said that Mr. Y.P Singal, Director General of Police has congratulated all these police personnel for their distinguished and meritorious services. He hoped that they would continue to work with same zeal and dedication and added that these awards would also inspire other police personnel who work with dedication.

 

    PRESIDENT'S POLICE MEDAL FOR DISTINGUISHED SERVICE

 

Dr. Ramesh Chandra Mishra joined Indian Police Service in the year 1989.  After initial training both in academy and field, he remained posted as ASP/Addl. SP Gurgaon and  District Superintendent of Police, Jind, Narnual and Panchkula, where he had controlled the crime and maintained the Law& Order very successfully.  He was always accessible to the general public.  He was very sensitive to the welfare of policemen.  He introduced various measures for prevention and detention of crime due to which no major incident either of terrorists or professional criminals, took place during his tenure as District Superintendent of Police. During his tenure as District Superintendent of Police, he was described as a highly energetic, dynamic, enthusiastic and intelligent officer.  His conduct was consistently of very good quality.  He was very resourceful and took keen interest in crime control. 

                        In the last twenty four years, the officer has served in several important positions in the police hierarchy in the State of Haryana and has earned an enviable reputation of a sincere, hard working and impartial officer who is professionally competent and completely upright.  He distinguished himself right from the period of district training where he excelled in his duties and earned a reputation for impeachable integrity.

                        Thereafter, Dr. Ramesh Chandera Mishra, IPS remained posted as AIG/Administration at police Headquarters.  He was promoted as DIG on 22.10.2005 and posted as DIG/Modernisation and Security.  He was promoted as Inspector General of Police on 12.06.2009 and remained posted as IGP/Prisons, Administration, Modernisation and IGP/CID, Haryana.   He was promoted as Addl. Director General of Police on 09.06.2014 and posted as ADGP/Crime Against Women, Haryana.  Now he is posted as ADGP/Crime Against Women.   He has contributed greatly in improving the police administration in police headquarters and at the field level.  As a staff officer, his assistance has also been found of highest order.  He is always willing to take added responsibility and executes them appreciably. 

                                Dr. Ramesh Chandra Mishra, IPS is an outstanding sportsman and remained as Secretary to the central Sports officer during his posting at Madhuban.  During his tenure as Secretary, CSO, Haryana Police achieved many laurels in the field of sports.  He himself bagged many national awards in the field of sports.

                                    Dr. Ramesh Chandra Mishra, IPS is a literary personality.  He has written various  books such as, “THE PUNJAB POLICE RULES (1934)” Volume I, II, III, in Hindi, translated, written and updated with latest amendments and awarded by MHA with cash prize, “SECURITY IN SOUTH ASIA”, cross border analysis, “MANVADHIKAR SANRACHHAN” awarded with a certificate , shawl and cash prize of Rs. Fifteen thousand on 4^th March, 2006, CRIME TRENDS AND CRIMINAL JUSTICE, NAYA SIPAHI,  a book for new recruits, revised & rewritten, CYBER CRIME  and so many other books in addition to his arduous nature of job

                        He enjoys good health and is fully fit for field duties and staff duties.  He is an intelligent smart, pleasing and hardworking officer.  He takes keen interest in the performance of duties and performs them in a commendable manner. 

                         Besides the above, he was conferred with various awards like, police medal for Meritorious Service in the year 2007 on the occasion of Republic day,  Medal from the President of India on the occasion of the Golden Jubilee Anniversary of India’s Independence, “World Hindi Millennium Award”, & “Human Rights Millennium Award”, by International Association of Educators for world peace.

Kalinga Lancers prevail over spirited Ranchi Rays

Kalinga Lancers began their campaign with a well-earned 6-3 verdict against Ranchi Rays in the opening match of the third edition of the Hero Hockey India League at the Kalinga Hockey Stadium, Bhubaneswar here today.
The match turned out to be exciting as it rained goals throughout the entire 60 minutes. Though Kalinga Lancers had a benefit of their home turf, it did not disappoint the hopes of Ranchi Rays who stood confident enough to give a strong challenge to the opponents.
The first goal was scored by Kalinga Lancers through Lucas Vila in the third minute. Ranchi Ray’s Birendra Lakra tried to whip the ball away but did not succeed. Undeterred by the goal Ranchi Rays put a brave fight and just under a minute to go in the first quarter, Barry Middleton pulled off a spectacular straight pass goal which served as an equalizer leaving the firat quarter score as 1-1.
Unfolding the second quarter of the game, the teams looked confident and made full efforts to utilize the scoring opportunities that came in. Marching ahead towards the lead, Ryan Archibald of Kalinga Lancers notched in a goal in the 17th minute which came through a field goal. The celebrations continued at the Kalinga Stadium when Vickram Kant scored a beautifully crafted goal for the team in the 18th minute to extend the lead by 3-1.Entering the third quarter of the game, Kalinga Lancers made it clear that they had the possession of the ball and continued with their brilliant stickwork. In the 36th minute, Ranchi Ray’s found its second goal when Ashley Jackson put his name on the score sheet through a penalty corner conversion giving a much needed goal to Ranchi Rays and taking the score to 2-3. In the very next minute, another penalty corner conversion by Gurjinder Singh of Kalinga Lancers allowed the home team to go up 4 goals to 2 marking the end of the third quarter.
In the fourth aquarter, both the teams battled a tough fight between the sticks in order to restrict the opponent to score further goals. To give the team the required lead, Ashley Jackson smacked yet another goal through a penalty corner in the 50th minute to extend the team’s advantage to 4-3.
Just when Ranchi Rays weres trying to get a good control of the game, Kalinga Lancers got charged up and scored a field goal in the 58th minute which came through the stick of Mandeep Antil. And to conclude on a winning note Amir Mohd Khan gave a splendid 6oth minute goal to Kalinga Lancers who finally emerged as the winners by 6-3.
Kalinga Lancers’ coach Jude Felix said, "Starting the Hero Hockey India League with a win is very motivating for us. We are happy with this result and the win shows our preparedness for the game since we really worked hard in order to post a good game of hockey today. We continued with our strategies and played steady in the last quarter. We continued with the strategies that we planned and played steady in the last quarter. The team played extremely well and henceforth we have to sustain this form to win more matches.
Kalinga Lancers captain and the Man of the Match said, "It’s a very good feeling to start the league with a great win. The team played very well and we enjoyed the match thoroughly. We are now very happy and emotional at the same time for our first win. Now our main job is to maintain this momentum and continue this form with our passion for hockey. We played as per our Coach's planning and we managed to implement our strategies on ground. We successfully converted our opportunities in goals and started the league with a positive note."
Ranchi Rays coach Harendra Singh said, "Our performance was good however we lost the match. It’s a new team and new management so we need some time to adjust with them. PM launches ‘Beti Bachao Beti Padhao’

The Prime Minister, Mr.  Narendra Modi ,today gave a clarion call to the people of the country to end gender discrimination by completely eradicating the practice of female foeticide which he said will lead to a healthy and balanced society.

          The Prime Minister was addressing a huge gathering consisting  mainly of women during the launch of national programme ‘Beti Bachao Beti Padhao’ at Panipat today.

          Regretting that inspite of living in the 21 century, our mindset is still inclined towards 18^th century when at that time the birth of the girl was not welcomed in the families. The Prime Minister exhorted the people to end the discrimination between sons and daughters which would automatically lead to elimination of female foeticide.  He said that coordinated efforts are needed to end this heinous practice otherwise, we are creating a terrible situation for our coming generations. He even went to the extent of begging like a ‘bhikshuk’ to the people not to involve in the evil practice of female foeticide.

          He urged the doctors not to conduct sex determination for the purpose of female foeticide as the aim of their profession was to save life and not kill daughters.

          He said though this programme has been organized in Panipat in Haryana, the message is relevant all across the country. He said there were people who wanted educated daughters-in-law, but were reluctant to educate their own daughters, and called to end this hypocrisy.

          The Prime Minister quoted the eminent Urdu scholar from Panipat, Altaf Hussain Haali "O Sisters, mothers, daughters - you are the ornaments of the world, you are the life of nations, the dignity of civilizations." He also quoted from other ancient scriptures to highlight the importance given to the girl child.

          The Prime Minister recalled the astronaut Kalpana Chawla, who was originally from Haryana, as an example of how girls could excel and make a name for themselves.  He said girls were today doing well in sports, in education and health sectors, and had a very significant contribution, even in agriculture.

          The Prime Minister thanked noted actress Madhuri Dixit, who participated in this programme, despite her mother being seriously unwell. He said this demonstrated her commitment to the cause, and similar commitment would be required to the gender imbalance created in our society.

          The Prime Minister launched the "Sukanya Samriddhi Account" for the benefit of the girl child. On this occasion, he also handed over pass books to five girls namely Amulya, Arshia, Pawni, Kashni and Palak.  He  released a stamp on the theme "Beti Bachao, Beti Padhao," and administered the "Beti Bachao, Beti Padhao" pledge.

          Speaking on this occasion, Union Minister for Women and Child Development Mrs. Maneka Sanjay Gandhi thanked the Prime Minister for taking the issue seriously after assuming the office. The Prime Minister announced to lay special focus on BBBP on the occasion of Independence Day and said that big initiatives would be taken by the government for economic and social development of the girls. She also thanked the Haryana Government for putting wings to this programme.

            The Union Minister urged the people to associate themsevles with BBBP programme so as to make it successful. Quoting example of Gujarat, she said that Gujarat government had given 33 per cent reservation to women in police. This practice should also be followed in entire country including Haryana so as to ensure security of women.

            Actress, Madhuri Dixit Nene said that it is a matter of pride that new Union Government in its first year had launched BBBP scheme for ensuring safety and education of girls. Presently the situation is alarming concerning gender balances in the country. There is need to change the mindset of people to completely eradicate the social evil from the society.

            Mrs.Madhuri said that girls should be given nutrition, education and all faculties’ right from the birth.

Mahesh Kumar elected IRC president

Mr Mahesh Kumar, Engineer-in-Chief, Haryana Public Works (Buildings and Roads) Department, has been elected as the President of the Indian Roads Congress on the concluding day of its Platinum Jubilee Session at Bhubaneshwar today.

            The Indian Roads Congress (IRC) is the Apex Body of Highway Engineers in the country. Over the years, IRC has grown into a multi -dimensional organisation, devoted to the cause of better roads and better bridges in the country. Indian Roads Congress provides a National forum for sharing of knowledge and pooling of experience on the entire range of subjects dealing with the construction& maintenance of roads and bridges, including technology, equipment, research, planning, finance, taxation, organization and all connected policy issues.

            Earlier, Mr Mahesh Kumar was also elected as Vice President of Indian Roads Congress during 2007-08. He was also selected as President, Indian Buildings Congress in the year 2011. Mr Mahesh Kumar had also been conferred Outstanding Concrete Engineer of award in September, 2008 by Indian Concrete Institute.

            A highly qualified engineer, Mr Mahesh Kumar, 54 years, had served on various positions during last 31 years of his career. He is technical and administrative head of Haryana PWD (B&R).

            Mr Mahesh Kumar has also written several technical and research papers relating to highways infrastructure. He has also been honoured by various prestigious bodies. More than twenty technical and research papers written by Mr Mahesh Kumar had been published in various prestigious journals.

            He is also Convener/Member of various Technical Committees at national/international level. He had been a key note speaker in many technical seminars organized by prestigious organizations.

Prime Minister praises Haryana Chief Minister

Prime Minister Narendra Modi has lauded Haryana Chief Minister Manohar Lal and described him as a person dedicated to the nation who is working day and night to improve things in the state. Mr Manohar Lal was honoured with a shawl and a memento in the presence of Mr Modi at a function organized by BJP in Delhi, today.

Speaking on the occasion, Mr Modi said the BJP had taken upon itself the task of improving the political environment in Haryana. Though it is difficult to do away with dynastic politics altogether, the BJP Government has succeeded in this field to some extent. There was time when BJP could not get even 10 seats in the state, but in the
last Assembly elections, it has succeeded in forming the government having secured full mandate of the people, and made Mr. Manohar Lal the Chief Minister.

The Prime Minister said when there were Congress Governments at the Centre and in Haryana, both used to give varying statements on the issue of giving Delhi its share of the waters. After formation of the BJP Government at the Centre and in Haryana, consensus has been arrived at on the issue at the very first meeting between the two governments. Neither injustice has been done to the farmers of Haryana nor to the people of Delhi, Mr Modi added.

Sainik Schools Entrance Examination on Feb 22

The All India Sainik Schools Entrance Examination- 2015 will now be held on February 22.

          Stating this here today, an official spokesperson said that the forthcoming All India Sainik Schools Entrance Examination for admission to classes VI and IX in Sainik School Kunjpura for the session 2015-16 would be held at three centres; Sainik School Kunjpura, Karnal, Model School, Civil Lines, Company Bagh, Rohtak and Navy Children School, Chankya Puri, New Delhi on February 22, 2015.

            He said that the boys born between July 2, 2004 and July 1, 2005(both days inclusive) were eligible for admission in class VI and those born between July 2, 2001 and July 1, 2002 (both days inclusive) were eligible for admission to class IX at Sainik School Kunjpura. However, no candidate would be allowed to take the examination second time for admission to these classes, he added.

            He said that approximately 80 seats in class VI and 15 seats in class IX were available for admission at Sainik School, Kunjpura. As many as, 25 per cent, 15 per cent and 7.5 per cent of the total seats were reserved for the wards of defence personnel (including ex-servicemen), Scheduled Castes (SC) and Scheduled Tribes (ST) respectively, subject to their being found medically fit by the competent authority.

            The admissions would be made purely on the basis of merit obtained in the All India Sainik Schools Entrance Examination-2015, he added.

10 % reservation of industrial plots for NRIs in Haryana

Haryana Chief Minister Mr Manohar Lal today said that the State Government has provided 10 per cent reservation in industrial plots to the Non-Resident Indians (NRIs) and this could further be increased  if they asked for the same.

        The Chief Minister who was interacting with the media persons after going around the Haryana Pavilion at the Exhibition Hall at Gandhinagar in Gujarat during the Pravasi Bhartiya Diwas (PBD) today said that now favourable conditions have  emerged in the State for the NRIs after the formation of BJP Government in the State.

        He said that the NRIs has shown  keen interest in making  investment in the State as  there are ample  opportunities in the areas of education, tourism, auto-mobiles, infrastructure etc.   He said the State Government is committed to provide favourable conditions to the NRIs so as to facilitate them.

In reply to another question, he said that now the days have changed with the formation of BJP Government in the State and people have already developed a lot of faith in the policies and programme of the present State Government.

When asked to comment whether the State Government has formed Special Investigation Team (SIT) to investigate the Vadra-DLF land deals, he said  that data was being collected in all cases of irregularities and action would be taken as per the law.

New transparent deed registration system

To further make the deed registration process simpler and less cumbersome, the Haryana Government has decided not to charge any service charge for Tatkal Appointments for the transaction value of up to Rs 5 lakh. Besides this, service charges will not exceed Rs 20,000 for tatkal appointments of transaction value of more than Rs one crore and for each normal appointment Rs 10 will be charged.

Stating this here today, an official spokesman said that in Haryana, a fully transparent deed registration system has been launched on December 25, 2014. A pilot project for New Deed Registration System has been introduced in the Tehsil situated at district headquarters of district Kurukshretra, Yamuna Nagar, Rewari, Rohtak, Jind, Kaithal, Karnal and Faridabad to make the deed registration work transparent but also time saving and people friendly.

He said that the State Government has set up Help Desks at Thanesar, Jagadhri, Rewari, Rohtak, Jind, Kaithal, Karnal and Faridabad for making Sub Registrar office citizen friendly and enhance transparency in Deed Registration work. He said that the presence of Sub-Registrar’s would be made mandatory in the office from 9 am to 2 pm.

He said that Help Desks would handle queries regarding Stamp Duty and Collector rates and prepare Deed by using standard deed templates. The Desks would do the preliminary checking of Deeds using check list to ensure that all the related documents have been supplied by the citizens.

The desks would also provide services of issuance of Appointments for Deed Registration process, delivery of Registered Deeds and providing Tatkal appointments by charging services charges based on the transaction value of the appointment, he added.

He said that the procedural workflow of deed registration in Sub Registrar office has also been issued. Under the procedural workflow of deed registration, for all types of deeds (except GPA, SPA and Will) parties or applicants would visit the E-Disha Kendra after preparing the deed for taking the appointment with Sub-Registrar. The applicant's photograph would be taken and appointment with Sub-Registrar would be given to the party on the date and time desired if available otherwise applicant can choose the date and time. Photo identity card of the applicant would be mandatory for getting the appointment. Applicant can choose the mode of delivery of registered deeds i.e. by hand or by post and deposit the cost of speed post delivery. If the applicant gets the appointment on the same day then they can go to sub registrar office for deed registration otherwise help desks officials would keep the deed and at the end of day all the deeds so collected would be sent to sub registrar office.

He said that the next step would be presentation of deed.   The concerned party would visit Sub-Registrar's office as per the appointed date and time. The counter of the sub-registrar office would take the deed, enter the appointment number in HARIS and give an acknowledgment slip to the party. After the presentation, Sub-Registrar office staff would send the deed to Registry Clerk.

He said that then the Registering Authority(RA) or Registry Clerk (RC) would check whether all the legal requirements are fulfilled or not and whether required annexure etc. are attached with the deed and to check presented documents duly stamped or not. After checking the deed RA/RC would put his initials on the deed, record his observations in software and move the deed to Sub-Registrar. On receiving the deed from Registration Clerk would call the parties and witnesses to verify their identity and deed and also mark the deed for entry in HARIS using AMS; otherwise Sub-Registrar would deny the registration by giving reason for denial in writing. Sub-Registrar would keep the one copy of the denial report duly signed by the party for office record. All the deeds marked by Sub-Registrar would come to HARIS counter for entry. HARIS would pick the deeds in First in First out (FIFO) manner. Appointment no, of the deed selected for entry would be displayed on LCD screen. Concerned party would then approach the counter for deed entry and photograph. After the deed entry is over, party would leave the Sub- Registrar office. If party is not available when their appointment number was flashed on the screen, HARIS operator would record their absence and fetch the next person in the appointment queue.

He said that all the registered deeds would be sent to help desk in a sealed envelope by hand. Parties would visit the help desk on the date or time mentioned on the acknowledgment slip given at the time of presentation to get the registered deed. Help desk officials would take the acknowledgment slip issued by HARIS and handover the registered deed to the concerned party after recording the delivery in software. Photograph and fingerprints of person taking delivery, would be taken or recorded by the counter. The   Document delivery hours at E-disha Kendra are fixed from 3 p.m. to 5 p.m. daily. If the applicant so desires, the deed would be sent to him through speed post within three days. For this purpose the concerned person would have to deposit the postal charges.

New sports policy promises more incentives, modern sports infrastruture

Haryana Sports and Youth Affairs Minister Anil Vij today said that there would be a provision of sports facilities of international standards for players under the new Sports Policy-2015. Besides this, there is also a provision of 'Medal of Right' for sports winners.

        Mr. Vij was addressing the players  during the concluding ceremony of ‘Rajya Stariya Haryana Kesari and Kumar Kushti Akhada Pratiyogita’ organized at War Heroes Memorial Stadium, Ambala Cantonment today.

        Mr Vij said that the new sports policy  would be announced on the birth anniversary of Swami Vivekananda on January 12 from Rohtak in a function to be presided over by the Haryana Chief Minister, Mr Manohar Lal. It  would ensure that the medal winners of international sports events do not need to approach anyone for the purpose of job and honour. Rather they would get it as their right.        

  The Sports Minister said that there is also a plan to increase the award money in wrestling manifolds which would be announced soon. He said that sports policy has been amended by keeping in view the interest of sportspersons. Under the policy, the sportspersons would be provided with sports facilities of international standards so that they can prepare themselves to win medals in international sports events. Now players have to pass one more test apart from SPAT where they can choose the sports of their interest. For the grooming of such young players, sports academies and sports nurseries would be established.
        He said that the award money for Haryana Kesari has been increased to Rs 1.51 lakh from Rs 31 lakh and for Haryana Kumar, it has been increased to Rs 51,000 from Rs 21,000. Similarly,  a scheme also in plan to increase the award money for wrestling champion, for first
position Rs 11,000 instead of Rs 500, for second position Rs 5,100 instead of Rs 300 and for third position Rs 3,100 instead of Rs 200.
He gave away incentive amount of Rs 2.51 lakh for the participants and also gave away cash award of Rs 3,100 to the students of Murlidhar D. A. V. Public School, Ambala for presenting cultural programme on the concluding day of Haryana Kesari and Kumar Akhara Competition.
        Mr Vij said that Sports School, Rai would be developed as sports school instead of public school and eligibility to get admission in it would be individual's sports performance instead of academic performance. He said that there is also a scheme to develop sports schools on the pattern of Rai sports school in other areas of the state. In Rai School for shooting range, guns worth Rs 80 lakh have been provided to train students in shooting and for the extension of sports activities, there is a provision of Rs eight crore grant. He said that in the forthcoming National Games beginning from January 31, the participation of players of Haryana would be ensured by the three member committee and there would be no role of two factions of Haryana
Olympic Association.

        He said that after implementing sports policy, youth policy would be formulated. The guideline draft of this policy would be formulated based on the suggestions by specialists in youth affairs from all over the country. In youth policy, the energy of youth would be channelized in right and positive direction.

In the competitions, Mandeep of district Rohtak won the Haryana Kesari award by defeating Anil of district Bhiwani in a tough and interesting match. While Yogeshwar of district Sonepat secured the third position. Similarly, Amit of district Jind by giving better
performance defeated Ankur Rathi of Sonepat and won the Haryana Kumar award.
        On this occasion, gold medal winner of Commonwealth Games in Wrestling, Radhey Shyam, former player of Ambala Cantt. and International Technical Officer and Coach Mohinder Singh of Ambala Cantt. were also honoured.

Improving law and order situation is Singhal's top priority

Newly appointed Director General of Police (DGP), Haryana, Mr Yash Pal Singhal, has said that improving law and order in the state would be his top priority.
After taking over as DGP, Mr Singhal said here today that putting a check on smugglers peddling drugs and psychotropic substances would also get due attention as they played with the lives of the youth.
Efforts would be made to improve the functioning of the police stations and police posts in the state and more resources would be provided to employees posted there. Use of technology in police investigations would be stepped up to ensure that cases are disposed
off after completing the investigations at the earliest, Mr Singhal said.
Haryana Government appointed Y.P. Singhal, Director General State Vigilance Bureau as Director General of Police in place of S. N. Vashisht with immediate effect. Mr Vashist has been appointed as Director General State Vigilance Bureau.
