Non-teaching employees covered under 7th Pay Commission

CHANDIGARH, JUNE 27
The  Haryana Government has decided to implement the recommendations of 7th Pay Commission for the non-teaching employees of the State Universities with effect from January 1, 2016.
        While stating this here today, a spokesman of Higher Education Department said that this decision would benefit the non-teaching staff of Kurukshetra University, Kurukshetra, Maharishi Dayanand University, Rohtak, Chaudhary Devi Lal University, Sirsa, Bhagat Phool Singh Mahila Vishwavidyalaya, Khanpur Kalan, Indira Gandhi University, Meerpur, Chaudhary Ranbir Singh University, Jind and Chaudhary Bansi Lal University, Bhiwani.
        He said that the recommendations would be implemented with subject to various conditions. As per the conditions, the revised pay scales prescribed are scale to scale to revision, as per Finance Department’s instructions dated October 28, 2016, except in case of Law Officers and Assistant Law Officers. 
          The pay level for the post of Law Officer would be Level-7 and pay level of the post of Assistant Law Officer would be Level-6. However, existing incumbents who are already drawing higher pay scales, would get revised pay scale corresponding to the existing pay scale, as a personal measure. The new pay levels would, however, be applicable on future appointment on these posts. Appointment on the post of Finance Officer, in future, would be made only from Senior Accounts Officer of SAS Cadre.
          He said that university-wise details of pre-revised pay scales and corresponding revised pay scales are available on the website of Higher Education Department.

Fourth batch of students qualify with Level-4 of Applied Skills.

CHANDIGARH, JUNE 27
 Haryana has become the first state where the fourth batch of students has qualified Class X plus two, along with Level-4 of Applied Skills.
The process for placement of such qualified youth who have attained 18 years of age has been started, and the National Skill Development Corporation is organising job fair from June 28 to July 7, 2017 for providing employment to them in various companies.
          While stating this here today, Additional Chief Secretary, School Education Department, Mr. P.K. Das said that Haryana School Shiksha Pariyojna Parishad, with the assistance of National Skill Development Corporation, would organise job fair in five clusters of the state.
          He said that written communication had been sent to 140 senior secondary schools of the State to participate in this job fair. According to the information received from all districts, about 1,212 youth are expected to participate in the job fair, he added.
Director, Haryana School Shiksha Pariyojna Parishad, Dr. S.S. Phulia said that in the job fair, placement would be provided to youth who have attained applied skills in Information Technology, retail, security, automobile, beauty and wellness, patient care assistance, and physical education and sports.
          He said that job fair would be organised at Government Senior Secondary School in Jind onJune 28, 2017 at 10a.m. for youth of Jind cluster comprising districts Hisar, Jind, Fatehabad and Sirsa. Similarly, job fair would be organised at Government Senior Secondary School, Bhiwani road, Rohtak on June 30 at 10a.m. for youth of Rohtak cluster comprising districts Rohtak, Jhajjar and Bhiwani.
          He said that job fair would be organised at Government Senior Secondary School, Police Lines, Ambala on July 3 at 10a.m. for the youth of Ambala cluster comprising districts Ambala, Panchkula, Yamunanagar and Kurukshetra, and at Government Senior Secondary School, Railway road, Karnal on July 5 at 10a.m. for Karnal cluster comprising districts Karnal, Kaithal, Panipat and Sonepat. Apart from this, job fair would be organised at Government Model Senior Secondary School, Sushant Lok, Gurugram on July 7 at 10a.m. for districts Gurugram, Palwal, Faridabad, Nuh, Rewari and Mahendragarh, he added.
CCTV CAMERAS AT HEALTH CENTRESHaryana Health Minister, Mr Anil Vij said that 4,172 CCTV cameras would be installed in 166 health centres to ensure safety and proper treatment of patients in the State.
          He said that these included 960 cameras in 20 district civil hospitals, 792 cameras in 36 Sub Divisional Hospitals and 2,420 in 110 Community Health Centres of the State. The department has invited tenders for sooner installation of cameras. Their installation would not only check any theft incidents, but would also keep eye on behaviour of doctor towards patients, information of treatment being given to them and any misbehaviour with doctors by anti-social elements.

71 SEATS INCREASED IN MD COURSES: Haryana Health Minister, Mr Anil Vij said that 71 seats have been increased in MD courses in Pt. Bhagwat Dayal Sharma PGIMS, Rohtak.
          The Minister said that the increase of seats has been implemented with the approval of Central Government to meet the shortage of specialised doctors in the State. He said that 26 seats have been increased in MD Anaesthesiology, nine in MD Paediatrics, eight each in MS Obstetrics and Gynaecology and MD Psychiatry, six in MD Radio Diagnosis, five each in MS Orthopaedics and MD Ophthalmology and two each in MD Dermatology, Venereology and Leprosy and Respiratory Medicine.
          Earlier, the State Government had increased MBBS seats from 100 to 150 in Bhagat Phool Singh Government Medical College for Women, Khanpur Kalan, district Sonepat.

Haryana CM launches web portal for purchase of land

Chandigarh, June, 27- The Haryana Chief Minister, Mr  Manohar Lal today launched “ebhoomiharyana.org.in” a web portal developed by Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) for purchase of land voluntary offered to the Government for development projects. 
         On the occasion, the Chief Minister informed that on February 6, 2017, the State Government had notified a policy for purchase of land voluntarily offered to Government for development projects. He said that the policy was aimed at preventing distress sales of land by farmers and involving the landowners in decision making while locating the sites of development projects in the State. The twin objectives of the policy are sought to be achieved by establishing a mechanism whereby, a farmer before considering distress sale is assured of approaching the Government as a potential buyer for its projects and the Government can elicit if some landowners would be so keen about the benefits of a particular project that they would be willing to sell their land to government for it.
         He further informed that this portal is a landmark initiative of the Haryana Government to transform the way land is procured in the State for public purposes. It would help in preventing distress sale of landowners by offering State Government as the potential buyer. The portal would help in matching the land requirement of Government with voluntary offer of land by landowners and creating data base of such available land, he added.
          Through this portal, a State Government Department can upload their land requirement for development projects with details like total land requirement, feasible area, nearest land mark etc. and the land owners would be able to view the requirement on a google map through the portal. 
           The land owners can enter their land sale offers on the portal either against specific demand by the Government Department or on their own without any specific demand. The voluntary offer for sale of land by the land owners shall help the State Government in creation of the data base of available land for planning development projects.
           The portal has been designed in a user friendly manner and land owners will be able to access the portal in Hindi also. The land owner requires just his mobile number to access the portal and an OTP is sent on his mobile number. The land owner is required to enter basic details of land ownership and upload a copy of jamabandi and Aks-sajra of the offered land. The portal shall soon have linkage with the land records data base of the State Government.
      Apart from the land owner, aggregators, who are registered under the Haryana Regulation Act, Property dealers and Consultant Act, 2008 and rules made there under, can also offer land against demand of any State Government Department. 
    HSIIDC has been notified as the designated agency for providing this online portal and consultancy support to all the departments of the State and also conduct empanelment of aggregators. Dr. Raja Sekhar Vundru, Managing Director, HSIIDC informed that five departments have already uploaded their land requirements on the portal and once advertisement is issued by the concerned department, land owners would be able to offer their land against the requirement of the departments. For managing the portal and providing consultancy support in this regard, a separate Land Consultancy Cell is being created within HSIIDC. He further informed that the portal is capable to keep the departments, aggregators and land owners informed about the offers made through this portal by SMS as well as email. The portal would also have facility of GIS mapping of the offered land on a Google map. Various stake holders of this portal include indenting State Government Departments, HSIIDC, Land owners, Land Aggregators, Revenue Department and Local District Administration. 
           Dr. Vundru said that the scrutiny of the applications received through this portal would be done by the concerned State Government Department and HSIIDC would provide necessary assistance in evaluation of the bids of offer. Final decision to purchase the land would be taken by the concerned State Government department on the recommendations of High Powered Land Purchase Committee under the Chairmanship of Minister, Revenue and Disaster Management, he added.

Haryana to open four Institutes of Driver Training and Research

CHANDIGARH, JUNE 19
The Haryana Government is going to set up four new Institutes of Driver Training and Research (IDTR) in the State to produce skilled and competent drivers and for imparting training to the applicant for granting learning and permanent license.
          Disclosing this here today, a spokesman of   Transport Department said that these Training and Research Institutes would be set up at village Kaluwas, district Bhiwani, village Chhapeda, District Nuh, village Bahin, district Palwal and village Jaisinghpur Khera in district Rewari.
    The spokesman said that IDTR having advanced driving tracks and other connected latest infrastructure have already been established at Rohtak, Bahadurgarh and Kaithal. Apart from this, 18 Driver Training Centres or Schools are also being run by Haryana Roadways in the State. 
    He said that various steps have been taken to ensure road safety in the State. State Road Safety Council and District Road Safety Committees have been constituted to implement the road safety awareness programmes in the State in an effective manner. Also, a separate Road Safety Wing has been created in the office of the Transport Commissioner, Haryana for coordinating activities of various Departments and private agencies to be engaged for carrying out road safety activities.
    The spokesman said that road safety education related content has been incorporated in the textbooks of Environmental Studies subject for classes IV and V and  textbooks of Social and Political Life subject for classes VI to VIII whereas, for  class IX and  X, contents on road safety have been included in the books of English and  Hindi. As far as class XI and XII are concerned, contents for inclusion of material of road safety in the curriculum is under process, he added.  In addition, Surakshit School Vahan Policy has been formulated for safer transportation of school going children. Under the policy, installation of GPS and Internet protocol (IP) cameras has been made mandatory in every school, colleges and other educational institutional vehicles. 
         The spokesman said that 47 points have been identified for installation of traffic lights in the State and same is under process for installation. Apart from this, 1,051 locations have been identified for the construction of speed breakers, out of which speed breakers have been constructed at 951 locations whereas work is in progress at the remaining 100 locations. Also, fitment of speed governors of prescribed Standard has been made mandatory in all the transport vehicles in the State. He said that GPS based vehicle tracking system has been installed in 400 buses of Haryana Roadways Located at Rewari, Gurugram and Delhi.

Haryana fixes fee structure for its engineering colleges

CHANDIGARH, JUNE 19
The Haryana Government has fixed fee structure in all its four government engineering colleges for the academic session 2017-18 in the state.
          While stating this here today, a spokesman of Technical Education Department said that Rs 40,000 per year per student had been fixed for different courses in Ch. Devi Lal State Institute of Engineering and Technology, Panniwala Mota in Sirsa; Ch. Ranbir Singh State Institute of Engineering and Technology, Silani Kesho in Jhajjar; Rao Birender Singh State Institute of Engineering and Technology, Zainabad in Rewari and Government Engineering College, Nilokheri in Karnal. 
          As per the engineering fee structure fixed for year 2017-18, he said that the students would be required to pay Rs 30,000 per annum tuition fee, Rs 3,000 of student fund, Rs 500 each for seminar or conference, student aid fund and caution money, Rs 2,500 for lab development, internet, placement, counseling and training, examination free of Rs 1,000 (as per University) and fee for sports or youth welfare magazine, medical or NSS Rs 2,000.

Haryana to celebrate International Yoga Day on June 21

The Haryana Government will celebrate third International Yoga Day on June 21 , 2017 where Chief Minister, Ministers, Ministers of State, Chief Parliamentary Secretaries and MLAs would be chief guest in district level function.
          While stating this here today, an official spokesman said that Chief Minister, Mr Manohar Lal would be the chief guest in district level function to be organized in Karnal and Minister of State for Food, Civil Supplies and Consumer Affairs, Mr Karan Dev Kamboj would also be present on the occasion.
          He said that Education Minister, Mr Ram Bilas Sharma would be the chief guest in district Mahendragarh, Finance Minister, Capt. Abhimanyu in district Hisar, Agriculture and Farmers’ Welfare Minister, Mr Om Prakash Dhankar in district Jhajjar, Health Minister, Mr Anil Vij in district Ambala, Public Works (Building and Roads) Minister, Rao Narbir Singh in district Gurugram and Urban Local Bodies Minister, Mrs Kavita Jain in district Panipat.

Haryana ro honour outstanding manufacturer exporters

CHANDIGARH, JUNE 15
Haryana Industries and Commerce Minister Vipul Goel said that State Government has decided to honour outstanding manufacturer exporters of the State with ‘State Export Award’ for year 2016-17. Micro, small scale, medium and large enterprises exporting their products directly are eligible for the award. 
          The Minister said that the government is encouraging the entrepreneurs by giving them awards and other incentives. Under the Export Award Scheme, there would be a total of 18 outstanding exporter awards of Rs three lakh each in nine different industrial groups. These include engineering auto and auto components, agro-based food and horticulture, glass, rubber and ceramics, scientific instruments and home appliances, textile, hosiery, readymade garments, leather and footwear, handloom and handicrafts, electronics, information technology and ITES, pharmaceuticals, drugs, bio-tech and one in miscellaneous category. Apart from this, one outstanding women entrepreneur exporter award of Rs three lakh and 19 consolidation prizes for micro and small scale and large and medium industries would also be given.
          The Minister said that the eligible manufacturer exporters could submit their online application on prescribed form available at www.haryanaindustries.gov.in byJune 30, 2017.

Rail coach refurbishing and rehabilitation factory to be established in Sonepat

CHANDIGARH, JUNE 15
A rail coach refurbishing and rehabilitation factory would be set up in the Industrial Estate of Barhi in Sonepat district at a cost of about Rs 600 crore. It would provide job opportunities to hundreds of youth, besides kicking off economic development through ancillarisation.
        The Chief Minister, Mr Manohar Lal, having approved a proposal to this effect, a Memorandum of Understanding in this regard would soon be signed between Union Ministry of Railways and Haryana State Industrial and Infrastructure Development Corporation (HSIIDC).
          Disclosing this here today, Managing Director, HSIIDC, Dr. Raja Sekhar Vundru, said that the Corporation had agreed in principle to allot 161.48 acres of land on leasehold basis to the Union Ministry of Railways for setting up the project.
          During the ‘Happening Haryana Global Investors’ Summit’ in 2016, the Union Minister for Railways had announced that such unit would be set up in Sonepat district. As a follow-up to the announcement, the Ministry of Railways was asked to send a formal communication for initiating action in the matter. Resultantly, a proposal has been received from the Ministry of Railways for setting up the factory, Dr. Vundru said.
          The project would refurbish 500 to 700 coaches every year. The component of manufacturing would be added to the project subsequently. A senior-level team from the Ministry of Railways has already met Haryana Government officials to discuss the project in detail.
          The HSIIDC will be allotting land on long-term lease basis with lease rental to be fixed at the rate of Rs. 1,000 per acre per year. The lease period would initially be for 30 years which can be extended by another 30 years based on mutual consent. The project is expected to provide stimulus to lot of ancillary units, small and medium enterprises and hence would create a multiplier effect. Research and Development effort would also add tremendous value to the region by creating quality employment.
          The project is expected to come up in five years. In case the Ministry of Railways or project entity fails to take concrete steps on ground for commencement of the project within two years of allotment of land, it would be liable for payment of penalty for the default period at the rate of Rs. 500 per month per acre, Dr. Vundru added.

ESI to expend its services to all districts of Haryana

CHANDIGARH, JUNE 15
In a major initiative, the ESI (Employee’s State Insurance) Health Care, Haryana has decided to expand its services in all the districts and small towns of the State. For this, applications have been invited from Insurance Medical Practitioners (IMPs) for 75 newly identified locations.
          While giving this information here today, a spokesman of ESI Health Care, Haryana said that ESI Health Care  is providing comprehensive health care through a network of dispensaries and hospitals to its insured  persons and their families in majority of districts of the State.
          He said that ESI Health Care Haryana is in the process of associating private clinic or nursing home as Insurance Medical Practitioners (IMPs) to provide Primary Health Care services including basic investigations under ESI scheme in the areas where there is no ESI Dispensary or Hospital.  He said that applications have been invited for 75 newly identified locations in the districts of Ambala, Bhiwani, Charkhi Dadri, Fatehabad, Gurugram, Hisar, Jhajjar, Jind, Kaithal, Karnal, Kurukshetra, Mahendergarh, Nuh, Palwal, Panchkula, Panipat, Rewari, Rohtak, Sirsa, Sonipat and Yamunanagar. Each IMP would be paid Rs 500 per IP per annum as a package remuneration, he added.  
          While referring to the eligibility conditions, he said that minimum qualification of IMP is MBBS with valid registration in Haryana and the total number of working hours is seven hours per day. He said that application form, list of identified locations and other details could be downloaded from website www.hryesi.gov.in. Application complete in all respects must reach in the office of Directorate, ESI Health Care, Haryana, SCO 803, NAC Manimajra,  Chandigarh  on or before June 30, 2017 upto 5 pm. The envelop should be with a superscription “For empanelment of Medical Practitioner”. In case last date happens to be gazetted holiday then next working day would be considered. Any application received after the cut off date and time would not be considered under any circumstances, he added.

HSTES to follow eligibility criteria for admission

CHANDIGARH, JUNE 15
Haryana State Technical Education Society (HSTES) has decided to follow the eligibility criteria as basis of admission for the session 2017-18 in the light of latest Council of Architecture (COA) clarification issued regarding eligibility for B. Arch Course.  
          While stating this here today, a spokesman of Department of Technical Education, Haryana said that the minimum academic qualifications for B.Arch is 10+2 or equivalent from a recognized Board or University with 50 per cent marks in mathematics as subjects of examination and also obtained at least 50 per cent aggregate marks in 10+2 level examination or candidates with 10+3 Diploma (any stream) recognized by central or state governments with mathematics as compulsory subject and obtained 50 per cent in aggregate marks or  International Baccalaureate Diploma, after 10 years of schooling with not less than 50 per cent marks in aggregate and with mathematics as compulsory subject of examination.
          He said that merit list would be based on aggregate marks of 10+2 and valid National Aptitude Test in Architecture (NATA) score percentage or score percentage of qualified Joint Entrance Examination (JEE) Main Paper-2, 2017 (B.Arch./B. Planning) in the ratio 50:50. He said that the candidate must have passed NATA with valid NATA Score as per COA and obtained at least 50 per cent marks (47.5 per cent in case of candidate belonging to Scheduled Caste category) in the qualifying examination.
While referring to the basis of admission for B.Arch, he said that admission would be made on the basis of valid NATA score as declared by Council of Architecture (COA) or score of qualified JEE (Main) Paper-2, 2017(B.Arch./B.Planning) and marks secured in the qualifying examination in the ratio of 50:50. He said that online payment of counseling fee of Rs 500 (non-refundable) could be made through website www.techadmissionshry.gov.in from June 19 to July 6, 2017 upto 4 pm. 45 days maternity leave o married girls

CHANDIGARH, JUNE 13
The Haryana Government has decided to grant maternity leave of up to 45 days to married girls studying in universities and colleges in the State to enable them to complete their education without any gap or hindrance.    The Chief Minister, Mr Manohar Lal, had approved draft guidelines to this effect.
          Giving details, Haryana Education Minister, Mr Ram Bilas Sharma said that according to the guidelines, women students would be entitled to avail themselves of maternity leave for a period not exceeding 45 days continuously in a single stretch, with prior permission of chairperson of the department concerned on production of valid medical certificate.
          He said that maternity leave to women students would be granted by the competent authority with the condition that if the women students avail the maternity leave upto 45 days on the recommendation of government hospital authorities as applicable as per prescribed rules in the case of government women employees, then the women students would have to attend the extra classes as per the requirement of attendance for the specified course or professional or research programme. The leave period would be excluded from the total lectures delivered during the semester, but the student concerned has to appear in all minor and major examinations as per the schedule notified by the department or university, he added.
        The Minister said that however, if desired, the student may drop one full semester but she would have to complete attendance of that drop-out semester after appearing in the final semester examination, and would have to appear in the drop-out semester examinations according to the even and odd semester policy. In such cases, she would not be required to pay the re-admission fee and the entire semester fee, if she has already paid the drop-out semester fee, to complete attendance of the drop-out semester, he further added.

Australia willing to help Haryana in management of paddy straw.

CHANDIGARH, JUNE 13
Australia has evinced keen interest in assisting Haryana in the management of paddy straw.
            This was disclosed at a meeting with Australian and Indian origin entrepreneurs held under the chairmanship of the Haryana Agriculture Minister, Mr OP Dhankar, in Sydney, Australia, today.  Many industrialists expressed interest in working in Haryana.
          Emerging from the meeting, Mr Dhankar said a private limited company in Australia had expressed the desire to work in Haryana in the field of paddy straw management. It is engaged in making hard boards from paddy straw. John Gourman, its representative, has already visited Kaithal district to explore the possibilities.
Giving information about paddy, Mr Dhankar said 90 lakh acres of land is cultivated in Haryana. The Karnal area is called the bowl of paddy.  Since Haryana is working on a concrete solution to the problem posed by paddy straw, it is good that a company which makes hardboard from straw has offered to work in the state. Australian industrialists, especially the company, gave detailed information about their project.
          Mr Dhankar said Director, Western Sydney University, Mr Brajesh K Singh, expressed keen desire to open a Center of Excellence in Haryana. Indian origin Doctor of University of Sydney, Dr. Meher Khatak, assured him to help in increasing the milk production through genetic resources in Haryana.
          Earlier, National President, Australian Hindu Council, and President of Overseas Friends of BJP Australia, Mr  Balesh Singh Dhankar, welcomed the Agriculture Minister, BJP State President Mr Subhash Barla, MLAs Mr Moolchand Sharma and Mr Tek Chand Sharma, and Chairman of Livestock Development Board, Mr Rishi Prasad Sharma.

Haryana to seek Israeli help to conserve water

CHANDIGARH, JUNE 13
 Haryana will seek assistance of Israel to conserve water and to resolve the problem of depleting groundwater levels in the state. 
          This was disclosed by Chief Secretary, Mr. D.S. Dhesi, in a meeting with Ambassador of Israel, Mr. Daniel Carmon, who had called on him in this regard here today.
During the meeting, Mr. Carmon invited Mr. Dhesi to a three-day exhibition on water technique to be organised in Israel from September 12 to 14, 2017. 
Mr. Dhesi said that the State Government was promoting horticulture in the State and peri-urban agriculture would be promoted to avail the benefit of proximity to the National Capital Region.
He said that the State Government was taking special steps for the promotion of horticulture, under which Maharana Pratap Horticulture University has been established in village Anjansthali, district Karnal. He said that it had been proposed to run five centres of excellence in the State with the assistance of Israel. Of these, Centre of Excellence for Vegetables has been established in Gharaunda, district Karnal, Centre of Excellence for Fruits in Mangiana, district Sirsa and Centre of Excellence for Sub-Tropical Fruits in Ladwa, district Kurukshetra. An integrated beekeeping development centre would be inaugurated in Ramnagar, district Kurukshetra in October this year. Besides, a Centre of Excellence for Flowers would soon be established in Jhajjar.

Haryana prepares 15.73 lakh Soil Health cards

CHANDIGARH, JUNE 10
 In Haryana, 15.73 lakh Soil Health Cards have so far been prepared to prevent unnecessary use of fertilisers. Besides, clusters in 20 development blocks of 11 districts of the State have been selected to promote certified organic farming linked with gaushalas.
        While stating this here today, Principal Secretary, Agriculture, Dr. Abhilaksh Likhi, said that as a result of effective extension activities, consumption of urea had reduced by ten per cent in Kharif-2016 and six per cent in Rabi 2016-17, as compared to last season. 
        He said that the State Government had adopted a multi-pronged strategy and accelerated its targets for different sectors to achieve the target of doubling the income of farmers by 2022, which requires annual growth of 10.41 per cent in the income of the farmers.
He said that the State Government was aiming to ensure increase in agricultural and allied sector productivity through crop diversity and peri-urban farming. Among the High Value Crops (HVC), annual growth of 14.1 per cent in cotton, two per cent in sugarcane, 4.2 per cent in fruits, 5.7 per cent in vegetables, 3.5 per cent in animal husbandry and 12 per cent in fisheries has been envisaged by 2022. Target has been set to increase productivity of fibre crop cotton from 0.274 metric tonnes per hectare to 0.693 metric tonnes per hectare, and of sugarcane from 75.18 metric tonnes per hectare to 86.30 metric tonnes per hectare.
The Haryana Government has set a target to increase productivity in horticulture from 16.54 metric tonnes per hectare to 22.00 metric tonnes per hectare in fruits, and 14.99 metric tonnes per hectare to 22 metric tonnes per hectare in vegetables, with annual production growth rate of 11 per cent with the target to double the production from current level of 70.24 lakh metric tonnes to 139.23 lakh metric tonnes by 2022. The State is also setting up its first Horticulture University.
The Government is also endeavouring to increase overall milk production from 83.81 lakh tonnes to 112 lakh tonnes with annual increase of five per cent of production. Emphasis is being laid on preservation and conservation of indigenous cattle breed to increase per capita per day availability of milk from 835 grams to 1,050 grams by 2022.    
Dr. Likhi said that Haryana ranked second in the country in terms of fish productivity. The State Government has set a target to increase fish production from 1.21 lakh metric tonnes to 8.23 lakh metric tonnes by increasing fish productivity from 6.8 metric tonnes to 15 metric tonnes per year per hectare by 2022. Fish seed production would increase from 6,400 lakh to 21,800 lakh with increase in area from 17,800 hectares to 54,500 hectares. Haryana has been declared as disease-free state in fish culture by Indian Council of Agricultural Research (ICAR) and is the first State to utilise inland saline water for shrimp culture in the land-locked areas.
Haryana Government has also launched Crop Cluster Development Programme with an investment of Rs 510 crore to promote aggregation of produce and organised marketing through 71 Farmer Producer Organisations (FPO). 
Referring to steps being taken for judicious use of resources, Dr. Likhi said that micro-irrigation would be intensified in identified 36 over-exploited, critical and semi-critical development blocks through sprinkler or drip, underground pipe line (UGPL) and watershed projects. The area under this is targeted to increase from 6.9 lakh hectares to 9.50 lakh hectares by 2022 to cover 26.57 per cent of cultivable area with annual growth rate of 4.7 per cent. Besides, a Rs 22-crore project to develop 250 Climate Smart Villages in the State has been taken up to address the issue of climate smart agriculture. 
The Haryana Government has also introduced reforms in marketing sector by amending the Agricultural Produce Market Committee (APMC) Act, under which e-trading has been started through e-NAM Portal in 54 mandis in the State with a turnover of more than Rs 8,000 crore. Unrestricted trading through single trading license has been allowed and further single levy of market fees is under active consideration. Farmer Producer Organisations have been exempted from licence for selling their agricultural produce and farmers markets are being established in various mandis of the State. Besides, contract farming has been allowed and liberalised in the State, he added.
Under risk management, the Pradhan Mantri Fasal Bima Yojana (PMFBY) is being implemented from Kharif-2016, and this scheme has covered 85 per cent of the gross cropped area and more than 95 per cent of area covered under agricultural crops namely wheat, paddy, cotton, mustard, bajra, maize, barley and gram.  
With a view to impart skills and modern techniques to farmers, the Haryana Government organised the 2nd Agri Leadership Summit from March 18 to 20, 2017 in Faridabad for recognition, facilitation and incubation of farmer leaders. More than one lakh farmers participated in this event. The Government has also signed a Memorandum of Understanding with Agriculture Skill Council of India (ASCI) under National Skill Development Corporation (NSDC) and identified eight centres to provide sector-specific skills in the field of agriculture and horticulture. 
Dr. Likhi said that research and development was being carried out on a continuous basis and the Chaudhary Charan Singh Haryana Agricultural University had released a large number of good varieties which have substantial potential with possibility of increase in productivity of 30 per cent in wheat, 65 per cent in maize, 45 per cent in bajra and 108 per cent in gram.
The University has recommended zero-tillage sowing of wheat, direct seeding of rice and soil test-based nutrient management.  It has also developed integrated farmer system (IFS) model and a cow-centric IFS model which has potential to increase net income of Rs 2,21,199 per hectare, he added.

711 students shortlisted during HSBTE job fair

 As many as 711 students have been shortlisted, with the highest package of Rs six lakh offered by Trident Group and average package of Rs 1.5 lakh, in job fair organised by Haryana State Board of Technical Education (HSBTE) in collaboraton with Confederation of Indian Industry for polytechnic students (2017 passouts) of ten districts namely Hisar, Sirsa, Rohtak, Jind, Bhiwani, Fatehabad, Mahendragarh, Sonepat, Panipat and Jhajjar, at Government Polytechnic, Hisar recently.
        While stating this here today, a spokesman of the Board said that 1,200 students from different streams such as mechanical engineering, automobile engineering, chemical engineering, civil engineering, computer engineering, electrical engineering, electronics and communication engineering, plastic technology, finance accounting and auditing, instrumentation and control,library and information science, office management and computer applications, and medical lab technology from all government, government-aided aided polytechnics in the state and 61 private polytechnics from the ten districts  participated in this job fair.
        As many as 30 companies took written tests and interviews during the job fair. The multinational and national companies which participated in the placement drive include Tata Motors, Jay Bharat Maruti, Eureka Forbes Limited, India Nippon Electricals Ltd., Investors Clinic Infratech Pvt. Ltd., Munjal Showa, Muthoot Finance, Path Finders, Power Care System, Sodexo Facility Management Services Pvt. Ltd, Subros Limited, Trident Group, Vikas group, Subinfra, Goela Engineers, G K Medical Equipment, Om Logistics, CaparoMaruti, Ronch Polymers and Navbharat Fertilisers.
        He said that job placement drive was also organised at Government Polytechnic, Sampla, Government Polytechnic, Bhiwani and CRP Rohtak, wherein final year students from various polytechnics participated and many got selected.
He said that the candidates who attended the placement drive were very enthusiastic about the employment opportunities made available to them at one location and appreciated the efforts of HSBTE.
He said that the Board would organise such zonal placement drives at regular intervals with the goal of providing placement to eligible students and encouraging interaction between the industry and the students. Besides, taking feedback from the industry, the Board would soon introduce National Skill Qualification Framework-aligned curriculum and also impart soft skill training to all its students to enable them to build their careers in technical fields, he added.

YMCA-HVSU sign MoU to impart quality education

With a view to imparting quality education and skilled-bassed training students to enhance their employability, a Memorandum of Understanding (MoU) has been signed between YMCA University of Science and Technology, Faridabad and Haryana Vishwakarma Skill University (HVSU) to conduct a Skill Certification Course under Saksham Yuva Scheme of Government of Haryana and a course in Cyber and Network Security.
     The memorandum was signed by Prof. Dinesh Kumar, Vice-Chancellor, YMCA University and Mr. Raj Nehru, Vice-Chancellor, Haryana Vishwakarma Skill University on behalf of their Universities. Dean (Academics) Dr. Vikram Singh, Chairperson (IT) Dr. Atul Mishra, OSD to Vice-Chancellor Dr. Rajeev Kumar, officials from HVSU; Joint Director Col. Utkarsh  Rathore, Deputy Director Mr. Sanjay Bhardwaj, Assistant Director Ms. Chanchal, Senior Skill Coordinator Ms. Meenakshi, Deputy Registrar Dr. Lalit and Assistant Registrar Mr. Sanjeev were also present on the occasion.
    Speaking on the occasion, Vice-Chancellor Prof. Dinesh Kumar said that the MoU with HVSU is a significant step taken by the YMCA University in promoting skill based education through academic collaboration and it would make important contribution in enhancing skill based education in the State. The courses under the joint collaboration would benefit the students as it would enable the students to gain employable skills which would help them to be aware of the latest tools and techniques in order to be industry ready, he added.
    Vice-Chancellor of HVSU Mr. Raj Nehru said that HVSU is established with an objective to facilitate and promote skill, skill based education and research and entrepreneurship development in the emerging sectors of economy and raise skill levels in various domains related to these sectors.
    He informed that HVSU in association with YMCA University would run Cyber and Network Security course with sound knowledge and understanding of threats and challenges, concepts and practices applied in Cyber and Network Security. Curriculum of the course would be industry specific and students picking up the courses will learn the skill of securing operating systems, performing risk assessments, designing secure network architectures, assessing and reinforcing the security of websites and, responding to cyber security incidents. The course would be primarily for the students of YMCA University who are in the final semester of engineering and technology courses or have already done these courses.
    Similarly, under the agreement, HVSU in association with YMCA University would also offer a Skill Certification Course under Saksham Yuva Scheme. The course has been designed to impart communication and life skill training to the youth living in marginalised communities and provide them an opportunity to escape poverty through training and employment by enhancing their skills of acquiring a job, self-employability and economic security. The programme would be exclusively for those who have registered themselves on Saksham portal under Saksham Yuva Scheme of Government of Haryana.
    On the occasion, Vice-Chancellor of HVSU Mr. Raj Nehru and Prof. Dinesh Kumar planted a sapling in the University Campus.

Delegation of power to grant ex-gratia to martyrs' families

CHANDIGARH, June 6
With a view to ensuring faster dispensation of financial relief to the bereaved families of martyrs, the Haryana Government has decided to delegate the power to grant ex-gratia to the Deputy Commissioners and the Zila Sainik and Ardh Sainik Welfare Officers.
          While stating this here today, an official spokesman said that the power to sanction ex-gratia of Rs. 50 lakh has been delegated to Deputy Commissioners so that there is no delay in transit of documents from district office to Headquarters and Vice-versa. He said that it has been observed that often the defence and para-military authorities take some time to issue necessary documentation in cases of death due to enemy action, terrorist encounters and IED blasts. The State Government has, therefore, decided to release ex-gratia financial grants in cases of martyrdom which are widely reported in National media and where the facts are self-evident. In such cases, the state Government has decided not to wait for issue of documents from military and para-military authorities and release the ex-gratia grant immediately.
          He said that since November 2014, the state government has offered more than 120 jobs to the next of kin of martyrs in 2016-17 in Group C and D categories.
          The State government provides ex-gratia financial compensation of Rs. 50 lakh to the bereaved families. This is the highest amount of ex-gratia for families of martyrs in the country. The State offers the highest amount of financial assistance in the country to the families of the martyrs.
          He said that soldiers in defence and paramilitary services bravely defend our country from external aggression and ensure internal security so that the people of India can live, work and sleep in peace. They perform their duty at high risk to their lives. 
          Haryana is known for its contribution of personnel to the national defence and paramilitary forces. The number of ex-servicemen in the State is more than 2.83 lakh and their dependents’ number is about 8.75 lakh. Besides these, there are 1216 war widows, 85121 widows and their 2,48,099 dependents. There are also 5500 World War II ESM and widows. Large number of our soldiers lay down their life in the service of the nation at the borders, internal security duties, terrorist action and riots.

Haryana to start Police Cadet Corps course

CHANDIGARH, JUNE 6
Haryana Chief Minister Manohar Lal said that a new course of Police Cadet Corps (PCC) would be started in the State on the pattern of National Cadet Corps (NCC). Apart from this, Motilal Nehru School of Sports, Rai in Sonipat would be upgraded as a Sports University. 
          Mr Manohar Lal was speaking at the inaugural session of five-day Netritva Sadhna Parshikshan Shivar being organized in Panchkula near here today. The Parshikshan Shivar is being organized jointly by Haryana Government and Prabodhni, Panchkula, in which youth representatives from various states of the country are participating. 
          The Chief Minister said that youth play a vital role in taking the country ahead on the path of development. He said that this training camp would provide an appropriate platform to deliberate upon various issues including honing-up leadership skill in the youth and apprise them of their responsibilities towards the society. This, he said would prove to be a milestone in re-building a new society and nation.
          He said that the State Government is making persistent efforts to make available qualitative education to the students. Besides, new schemes have been started for the welfare and development of youth. With a view to impart skill education to the youth, it has been decided to open country’s first University of Skill Development in the State. Apart from this, ‘Catch them Young’ nurseries would be opened in more than 500 schools so as to honing the talent of students’ right from the early age. Also, Vyayamshalas in villages and Open Gym in the cities were being opened to channelize the energy of youth in right direction. The aim behind carrying out all these activities is to ensure that the youth of the State is well educated and physically fit and rich in creative thinking, he added.          
          He exhorted the participants to get training with utmost dedication and seriousness during the training camp keeping in view the social perspective in mind. He reminded that such type of training programme for the youth was started by Prabodhni on the occasion of birth anniversary of Swami Vivekanand. He said that the youth should draw inspiration from the life of Swami Vivekanand and continue to move ahead towards their goal till they achieve it. 
          Chairman, Tourism Department, Mr Jagdish Chopra welcomed the participants from different states of the country who converged at the training camp in large numbers and said that today India is progressing fast to become the leading country in the world. The contribution of the  youth in this direction is laudable, he added. 
          He said that the Netritva Sadhna Parshikshan Shivar would not only help in honing-up leadership skills among the youth but would also provide a new direction to them. 
          Earlier, Mr Ravinder Sathe, on behalf of Prabodhni, welcomed the Chief Minister and outlined various activities to be undertaken during the training camp.

Haryana State Election Commission disqualifies 30 candidates

CHANDIGARH, JUNE 6
The Haryana State Election Commission has disqualified 30 candidates who contested the General Election of Zila Parishad, Faridabad, on 10.01.2016 but neither   submitted expenditure statement nor respond to the show-cause notice, from being a member of Panchayats i.e. Gram Panchayat, Panchayat Samiti and Zila Parishad for a period of three years.
          Disclosing this here today, Dr Dalip Singh, State Election Commissioner, Haryana, said under the provisions contained in the Haryana Panchayati Raj Election Expenditure (Maintenance and Submission of Accounts), Order 1996, every candidate contesting the election of Member, Zila Parishad, shall have to maintain day-to-day election expenditure account.
          He will have to lodge it in the prescribed format with the deputy commissioner-cum-district election officer (P) or any other officer specified by the Commission within 30 days from the date of declaration of the result, failing which he shall be disqualified by the State Election Commission for a period of three years from the date of order. The Commission has prescribed the limit of expenditure at Rs.2,00,000. 
        The General Election of Zila Parishad, Faridabad, was held on 10.01.2016 and the result was declared on 28.01.2016. As many as 33 candidates who failed to submit their expenditure statement were served a show-cause notice. An opportunity of personal hearing was given to them in the interest of justice. During the hearing, two candidates submitted their expenditure statements and another candidate was given another opportunity for personal hearing.
          The 30 candidates, who neither responded to the show-cause notice nor appeared for personal hearing, have been disqualified. They had been disqualified from being chosen as, and from being a member of Panchayats i.e. Gram Panchayat, Panchayat Samiti and Zila Parishad for a period of three years from the date of the order, Dr Dalip Singh added.
