Haryana Government promotes eight Assistants

CHANDIGARH, NOV 30
The  Haryana Government has promoted eight Assistants of Haryana Civil Secretariat as officiating Deputy Superintendent with effect from the date they assume the charge of new assignment.
            Those promoted included Naresh Kumar and Vijay Kumar of Establishment–II Branch, Ram Partap of Services-III Branch, Dharmpal Singh of Swatantra Sainik Samman Samiti, Anil Kumar of Establishment-I Branch, Satya Narain of F.I.C.W. Branch, Suresh Kumar Biban, Health-IV Branch and Kamal Dev of Environment Branch.

APPOINTMENTS: Haryana Government has appointed the Chairman, Vice-Chairman and Members of Haryana Kesh Kala and Kaushal Vikas Board.
          Suresh Kumar Sain of Bhiwani has been appointed Chairman, Yashpal Thakur of Karnal as Vice-Chairman and other members are Bakshish Kumar of Kurukshetra, Naresh Kumar Selpar of Hisar, Sapna Sain of Charkhi Dadri, Nand Ram of Faridabad, Vijay Kumar Sain of Jind, Sunil Kumar of Sonipat and Mahesh Chand of Palwal.  
 The Haryana Government has appointed Vice-Chairperson and Members of Haryana State Commission for Women.
          Preeti Bhardwaj of Gurugram has been appointed as Vice-Chairperson and other members are Indu Yadav of Charkhi Dadri, Namrata Gaur of Ambala City, Renu Bhatia of Faridabad, Sonia Aggarwal of Sonipat  and Suman Bedi of Jind. 

RAJIV ABROL RETIRES: Mr Rajiv Abrol, Senior Exhibition Organizer in the Department of Information, Public Relations and Languages, Haryana attained superannuation today after rendering 35 years of successful service.  
          During his service, Mr Abrol worked in different capacities in the Department. All the officers and officials of the Department gave him a warm send off and wished Mr Abrol all the best for his new journey of retired life.

Manushi Chhillar lauds Haryana CM's initiatives

 CHANDIGARH, NOV 30
The Haryana Chief Minister, Mr Manohar Lal,  has said that the state government will launch a programme to prevent anemia among children in the state for which Miss World Manushi Chhillar would be the brand ambassador. 
          He disclosed this while addressing a press conference along with Miss World Manushi Chhillar in Kurukshetra today. 
          Extending support to the “Shakti Project” campaign being carried out by Manushi Chhillar to spread awareness about menstrual hygiene among girls, the Chief Minister said the state government would make free supply of sanitary napkins in all schools of the state to further promote such projects. A sum of Rs 18 crore would be spent on this scheme.
             Congratulating Manushi Chhillar for her achievement which brought laurels to the state and the nation at the global level, Mr Manohar Lal said it was a matter of pride and happiness that our daughter, after becoming Miss World, had selected International Gita Mahotsav programme for her first visit to Haryana. Manushi’s answer to the last question “which profession deserves the highest salary and why” paved the way for her to secure the Miss World title.
             Speaking on this occasion, Manushi Chhillar said Haryana had given her a lot. Being a medical student of Khanpur Medial College, famous for girls’ education, she had a dream to do something for girls in Haryana. She lauded the efforts made and initiatives taken by the Chief Minister and the state government to improve the sex ratio in the state.
            She also thanked Chairperson of Miss World Organisation, Julia Morley, for giving an opportunity to young girls like her and said this year the award for beauty with purpose had been given to India.
           Asked whether she will make her career in medical profession or in Bollywood, Manushi Chhillar said five Indian women had won the Miss World Crown. Out of them, only two had opted to become actresses. It is not necessary to move towards glamour world, she added.
             Chairperson of Miss World Organization, Julia Morley, Additional Chief Secretary, School Education, Dr K.K. Khandelwal, and other prominent people were also present on this occasion.

Haryana all set to register record arrival of paddy in mandis

CHANDIGARH, NOV 28
 Haryana is all set to register a record arrival of paddy this year with more than 68.57 lakh metric tonnes (MT) of paddy already arriving in the mandis of the State as compared to over 69.56 lakh MT of paddy arrived during the last year.
          While stating this here today, a spokesman of Food, Civil Supplies and Consumer Affairs Department said that out of the total arrival of paddy so far, government agencies had procured over 58.71 lakh MT of paddy whereas the remaining over 9.85 lakh MT of paddy was procured by the millers.
          He said that more than 27.36 lakh MT of paddy have been purchased by the Food, Civil Supplies and Consumer Affairs Department, over 19.18 lakh MT by Hafed, over 6.40 lakh MT by the Haryana Warehousing Corporation, over 5.56 lakh MT by the Haryana Agro-industries Corporation and 19,667 MT by the Food Corporation of India.

          Giving details of arrival in mandis of different districts, the spokesman said that out of the total arrival of paddy, the maximum quantity of paddy has arrived in Karnal which is over 14.47 lakh MT followed by Kurukshetra over 12.12 lakh metric tonnes. Similarly, over 8.91 lakh MT paddy has arrived in mandis of Kaithal, over 8.22 lakh MT in Fatehabad, over 7.91 lakh MT in Ambala, over 6.04 lakh MT in Yamunanagar, over 4.27 lakh MT in Jind, over 2.30 lakh MT in Sirsa, over 1.30 lakh MT each in Panipat and Panchkula, 79,470 MT in Palwal, 50,650 MT in Rohtak, 33,655 MT in Jhajjar, 2,459 MT in Gurugram and 737 MT in Hisar.

Type test with SETC substituted

CHANDIGRH, NOV 28
The Haryana Government has substituted the type test with State Eligibility Test in Computer Appreciation and Applications (SETC) as a part of service requirement for Clerks and Steno-Typists who have been appointed by direct recruitment or by promotion. 
          While stating this here today, an official spokesman said that HARTRON has been authorised to conduct the test of the employees.
          He said that the syllabus for the SETC is introduction to computer and windows, word processing, spread sheet, power point, internet browsing and e-mail.
          All the Administrative Secretaries, Head of the Departments, Managing Directors, Chief Administrators and Chief Executive Officers of Boards and Corporations, all the Divisional Commissioners, Deputy Commissioners and Registrars of the Universities in the State have been asked to ensure the compliance of these instructions, he added.

NAVJAAT SHISHU SURAKSHA AMBULANCE:  Haryana Health Minister Anil Vij will launch Haryana Newborn Action Plan for Navjaat Shishu Suraksha Ambulance, high-risk pregnancy centre and safety of newborns, under Rashtriya Bal Swastha Karyakram of Health department on November 29, 2017 in Panchkula.
            While giving this information here today, Director General, Health, Dr Satish Aggarwal said that this programme was being organised to realize the concept of ‘Swasth Bachpan, Sunehra Bhavishya.  As a pilot project, five ambulances would be sent to Ambala, Nuh, Mahendragarh, Bhiwani and Fatehabad districts, after their successful implementation, the facility would later be extended to rest of the districts. These ambulances would provide transportation service to seriously ill children, he added.

    The Principal Secretary, Health, Mr Amit Jha would also be present during the programme.

Widow candidates to get 5 % marks in selection by HSSC

CHANDIGARH, NOV 28
The Haryana Chief Minister, Mr Manohar Lal, has said that benefit of five per cent marks would be given to widow candidates in the recruitment done by the Haryana State Selection Commission. This benefit would also be extended to such aspirants as had lost their father before they attained 15 years of age. Presently, this benefit is being given to anganwadi workers and anganwadi helpers in the state.
          Besides, the Chief Minister announced the decision to set up a separate cell for widows in the Haryana State Commission for Women, and increase their monthly pension from Rs 1,600 to Rs 1,800 with effect from January 1, 2018. The pension would be increased to Rs 2,000 per month with effect from January 1, 2019.
          Speaking as chief guest at the 20th anniversary celebrations of Loomba Foundation in Gurugram today, he appreciated the efforts made by the Foundation for the welfare of widows. In view of the hardships faced by his mother, Lord Loomba established the Foundation in her memory in 1997.
          Mr. Manohar Lal said the monthly pension of Rs 1,600 was being given to about six lakh widows in the state, the highest among the states in the country. Apart from this, financial assistance of Rs 700 is also given to them for the education of their two children below 21 years of age.
          When the present state government was formed in October, 2014, there was only one women’s police station in the state whereas now such police stations have been opened in all districts. This would help women, especially widows, in getting police assistance in criminal cases. Policy has been framed to provide jobs to dependents of martyrs of wars and terrorist incidents. Under this scheme, jobs have been provided to 116 dependents of martyrs during the last three years, he added.
          Former first lady of UK and President of Loomba Foundation, Mrs. Cherie Blair, also spoke on this occasion. Others present included founder-Chairman of the Foundation Lord Raj Loomba, Trustee of the Foundation, Veena Lady Loomba, Union Minister of State for Social Justice and Empowerment, Mr. Vijay Sampla, and other dignitaries.
CASHLESS MEDICAL FACILITY: The Haryana Government has made it clear that for the scheme of Cashless Medical Facility to be provided to the employees and pensioners of the State Government, the Aadhaar number will be used as an authenticated proof for the identification of the individual. The same will be provided by the concerned quarters from which the beneficiaries are drawing their pension. 
           While stating this here today, a spokesman of Health Department said that a notification has been issued in this regard. 
          He said the State Government has issued a policy for providing limited cashless medical facility to its employees and pensioners. In order to provide seamless service at the hospitals to the employees and the pensioners, the verification of their identity is a prerequisite for availing this cashless medical facility, he added. 

SPECIAL JACKETS: All employees working in e-Disha Kendra of Gurugram South would now be wearing special jackets with text written on it ‘Main Aapki Kya Sahayata Kar Sakta Hun’. The initiative has been taken by the Sub Divisional Officer (Civil), Gurugram South, Mr. Bharat Bhushan Gogia.
          Mr. Gogia said that this initiative would help general public to easily identify employees of e-Disha Kendra and they would be able to easily approach them.

Gita can offer a spiritual way-out for present-day youth

CHANDIGARH, NOV 25
 The President of India, Mr Ram Nath Kovind, has said that Gita can offer a spiritual way-out for the present-day youth who is caught in the vortex of insecurity, tension and confusion. He was speaking after inaugurating an international seminar on Gita organized as a part of the International Gita Mahotsav, in Kurukshetra, today.
The eternal message of Gita transcends the barriers of age and time and the boundaries of countries. All people should celebrate Gita Mahotsav every day in their mind as well as at their homes. This International Gita Mahotsav is a celebration of the moral, spiritual and cultural renaissance not only in Haryana and the country, but in the entire world, Mr Kovind said.
While congratulating the Chief Minister, Mr Manohar Lal, and his entire Cabinet for making Gita Jayanti an international event, the President said since he himself belonged to the land of Sri Krishna, he immediately confirmed his participation in the Mahotsav when the Chief Minister invited him in the first week of August.
Hailing the daughters of Haryana for bringing glory to the state and country at international level, Mr Kovind said this had been made possible with the message of Gita on karma, complete devotion to work.
Commending the initiatives taken by the Haryana Government to empower women, the President said the biggest step in this direction had been successful implementation of the national programme of Beti Bachao-Beti Padhao. The gender ratio of Haryana in 2011 was 830 girls for every 1,000 boys which has now reached 937 with the efforts and cooperation of both the government and the people.
Quoting the examples of the Union External Affairs Minister, Mrs Sushma Swaraj, Astronaut Kalpana Chawla, mountaineer Santosh Yadav, international wrestler Sakshi Malik, Geeta, Babita and Vinesh Phogat, the President said all had proved their mettle in different fields.
Manushi Chhillar, who hails from Jhajjar district, has also kept the flag of India flying high at the global level in the Miss World event. She has accorded motherhood the status of best profession in the world. With this remark, our daughter has presented Haryana’s rich heritage and cultural values before the world. The success of Haryana’s daughters underscores Gita’s message on karmayoga, Mr Kovind added.

Bhagwat Gita more relevant in the 21st century: CM

Chandigarh, November 25
The Haryana Chief Minister, Mr Manohar Lal, has stressed the need for raising the standard of living of people to eradicate the menace of corruption from the society. This could be made possible only with the help of Bhagwat Gita which is more relevant in the 21st century.
Mr Manohar Lal was speaking at the International Seminar organized as a part of the International Gita Mahotsav in Kurukshetra today where the President of India, Mr Ram Nath Kovind, was the Chief Guest.
The Chief Minister said though a tab could be kept on  corruption with the help of law and justice but to eradicate it from all levels, the living standard of people would have to be raised. This can be made possible only if people imbibed in them the teachings of sacred Gita. In the fight between justice and injustice, justice would always prevail, he added.
Stressing the relevance of Gita in politics and the need for a Gita on politics to show the politicians the right direction, the Chief Minister said on his advice, Gita Manishi Swami Gyananand Ji Maharaj had written a Gita on Politics. Swami Gyananand Ji Maharaj has so far written ten books on different topics, he added.
Mr Manohar Lal said the topic of the seminar had rightly been selected as digitalization had become the need of the hour for the entire world. With the use of digitalization, we could get any information at the click of a button. The state government has taken various e-initiatives to ensure good governance and keep a check on corruption in the administration.
Mr Manohar Lal said as many 183 as e-services were being provided in about 1,150 villages of the state. Besides, CM’s  Window has been set up to redress the grievances of people. With implementation of this system, the people are no more required to come to Chandigarh to get their grievances redressed. Online teachers transfer policy has been implemented and the interview process has been scrapped for recruitment to Group C and D categories of posts.
Gita constitutes the gist and esssence of life and it was Lord Krishna who delivered the celestial message of Bhagwad Gita on the sacred land of Kurukhsetra. The teachings of Lord Krishna are relevant not only for the country but for the whole world.
“Soon after taking over the reins of the administration in the state, I decided to celebrate Gita Jayanti at international level. It is a matter of pride that this year the President, Mr Ram Nath Kovind, has arrived in the holy city to inaugurate the international seminar on Gita. He thanked the President on behalf of the 2.5 crore people of the state. Apart from Haryana, representatives of 11 different countries are participating in the event.
Earlier, the Haryana Governor, Prof Kaptan Singh Solanki, said that with a view to fully implementing the concept of live and let live to ensure peace and prosperity in the world, there was need to spread the message of Gita.
Digitalisation and technology are the basic requirements of  the 21st century but if technology is not implemented in accordance with the teachings of  Gita, it could prove to be dangerous for the mankind, he added.
The Haryana Education Minister, Mr Ram Bilas Sharma, presented the welcome address and thanked the President for visiting Haryana for the first time after assuming the office of President.
Describing Gita as the pride and honour of Haryana, Gita Manishi Swami Gyanand ji Maharaj said the teachings of this sacred book continued to serve the entire mankind as a source of inspiration. In today’s world of materialism, facilities have  increased but capacity has been adversely dented. Therefore, there is need to maintain the right balance between materlialism and spiritualism, he added.
David Frawley from the American Institute of Vedic Studies said Bhagwad Gita characterized the civilization and culture of India. The  teachings of Gita are being followed worldwide by scholars, litterateurs and people from all walks of life. Gita teaches us that the entire world is within us, he added.
Chairman, Guru Ram Das Foundation, USA, Mr Satpal, described Gita as a universal granth for all, and not confined to any particular caste, community and nation. This small Granth having 700 shlokas offers solution to all problems. He expressed happiness that a Gita Bhawan was being constructed in Kurukshetra, In fact, such bhawans should be established throughout the world.
Among those present on the occasion included the Governor of Himachal Pradesh, Acharya Devvrat, Haryana Urban Local Bodies Minister, Mrs Kavita Jain, Transport Minister, Mr Krishan Lal Panwar, Minister of State for Public Health and Engineering, Dr Banwari Lal, MLAs namely, Mr Subhash Sudha and Mr Bakshish Singh Virk and a large number of officers.

Monthly pension scheme for Matrabhasha Satyagraihis

CHANDIGARH, NOV 25
 tThe Haryana Government today launched monthly pension scheme for Matrabhasha Satyagraihis at a programme organized as part of International Gita Mahotsav, Kurukshetra today.
        As many as 194 beneficiaries of Matrabhasha Satyagarihi have been identified in the first phase.
        RSS Chief Dr Mohan Bhagwat, Haryana Governor, Prof. Kaptan Singh Solanki, Governor Himachal Pradesh, Acharya Devvrat and Chief Minister, Mr Manohar Lal presented cheques of Rs10,000 each to eight beneficiaries as pension for the month of November 2017.
        Speaking on the occasion, the Chief Minister said that pension scheme for those who participated in the Hindi Movement in 1957 has been started by the present government. He said that a movement was started in 1957 which was neither for any individual benefit nor for getting any political mileage. The sole aim of this movement was to revive the honour of our mother language. This historical movement which was started on April 30, 1957 and continued upto December 27, 1957. Notably, Mr Sumer Singh of village Bans in district Rohtak laid down his life in this movement, he added.
        The Chief Minister said that he had announced this pension scheme for Matrabhasha Satyagarihis during the function organized to mark the closing ceremony Swarna Jayanti Year of the state in Hisar on October 31, 2017.
        Transport Minister, Mr Krishan Lal Panwar, MLAs Mr Subhash Sudha and Dr Pawan Saini, Director, Information, Public Relations and Languages Department, Mr Sameer Pal Srow were also present on this occasion.

Elaborate arrangements to maintain law and order

Chandigarh, Nov 25 
 Keeping in view the public meeting of All India Jat Arakshan Sangharsh Samiti at Jasia, Rohtak and public meeting of Member of Parliament, Mr. Rajkumar Saini at Jind and also the call made by Mr. Sandeep Bharti and his group to protest against the rally of Mr. Raj Kumar Saini, the Haryana Police has made elaborate arrangements to maintain law and order in state in general and specifically in the districts of Kaithal, Rohtak and Jind.
While stating this here today, a spokesman of the Police Department said that detail instructions have already been issued to all field units to keep a vigil on situation, coordinate with other departments and ensure maintenance of public order. Several companies of state police have been moved to Rohtak and Jind, apart from maximum deployment of local district police.
He said that senior offices from police headquarters have already reached the districts of Rohtak, Jind and Kaithal to keep a watch on the situation and ensure maintenance of law and order. In view of the incident of village Shahpur, Jind yesterday, demand of 25 companies of Central Armed Police Forces has been raised by the State Government to the Central Government.
The spokesman said that Director General of Police, Mr. B S Sandhu has asked all field units to be vigilant and ensure the safety and security of common man, while maintaining law and order in their respective jurisdictions. He said that people do have freedom to raise their voice in democratic and peaceful manner, but no one has right to take law in their hand. Haryana Police is fully prepared to deal with any law and order situation. He has also advised people not to get misled by any kind of rumours and to come forward to maintain peace and law and order in state.

Technical Institutes to install CCTV cameras at important spots

CHANDIGARH, NOV 24
 Technical Institutes in Haryana will have to install CCTV cameras at all important spots, to constitute Parents-teachers-students committee, ensure Police verification and psychometric evaluation of all its employees, introduce emergency notification system and get done the security and safety audit of the premises and the employees.
          While stating this here today, a spokesman of Technical Education Department said that these and other guidelines concerning safety and security measures had been issued to all the technical institutes. 
          He said that all the institutes, whether  government or private, would have to mandatorily install CCTV cameras at all important spots such as rest rooms, entry gates, boundary walls, all the corridors and the staircases, library , auditorium, computer lab, entrance of class rooms, entrance of washrooms, etc. The CCTV cameras must be functional at all times along with provision of adequate recording and storage capacity for 45 days. Timely supervision of the working of CCTV cameras must be done by a dedicated team.
          He said that the entry and exit point of the Institutions should be well guarded by the security personnel as well as under the surveillance of CCTV cameras. A Movement Register should be maintained by the Security Personnel maintaining the record of every entry and exit in it. The entry and exit in the institute should be logged clearly with the purpose of visit and their in and out times specified.
He said that all institute would have to constitute Parents- teachers- students committee to address the safety needs of the students and to take regular feedback from the parents. The institutes should strike to promote the better understanding amongst their teachers and staff on the laws protecting the safety, security and interests of the students and advice means to take immediate remedies action against such violation. Care must be taken that such consequences and actions do not cross the line by way of giving very harsh punishment that may cause physical and mental damage to health of students.
The Police verification and psychometric evaluation of all the employees may be done very carefully and in the detailed manner. Certification be sent to the Technical Education Department biannually.  The institutes also ensure that outsourcing staff is employed only from authorized agency, which has a good and clean record. A proper record of these employees is to be maintained. Besides, they also ensure that the students follow the Standard Operating Procedures and prescribed safety norms while performing the practical in the laboratory and workshops. Important telephone number of the nearby Health and the Police Department should be available and displayed in the workshops and labs.
He said that every person of the premises should have a valid Identity Card or valid visitor pass. Detailed record of all staff members should be maintained in the institute. Institutes should get the Security and Safety Audit done of the premises and of their employees (Teaching/ Nonteaching and other personnel's employed in the institutes through an outsourcing agency) from Respective Police Station. High emphasis should be laid upon to ensure that the students are not exposed to physical, chemical, biological, mechanical and psychosocial hazards in the institute as well as in hostel.
In order to ensure that Institute management and faculty receives timely, accurate and useful information in the events of significant emergency or dangerous situation in campus or in the local area that poses an immediate threat to the health and safety of students and staff, some emergency notification system through which emergency message can be sent via email, mobile, Whatsapp, text message etc. within minutes of the occurrence of an incident should be introduced. 
He said that safe environment to work and to study is of paramount importance for successful academic functioning, therefore, the Principals, Head of the Institutions and the Management is responsible for ensuring proper and adequate safety and security of the students. The onus and the responsibility of providing the security and safety to the students as well as other employees lies with the authority of the Institute.
Appropriate safety and standard measures during the educational tours, study tours, field visits, industrial visits and excursion etc should be ensured to prevent any untoward incidents. Similarly, it would be the responsibility of the Principal or Head or Management to get the antecedents and character, duly verified, of all Drivers, Conductors, Helpers, Attendants, SWeepers, Gardeners and other staff from the Police Department.
All the Technical Institutes are required to establish the mechanism for Grievance Redressal. Further, the technical institutes are also required to establish Internal Complaint Committee as per section 4 All India Council for Technical Education (Gender Sensitization, Prevention and Prohibition of Sexual Harassment of Women Employees and Students and Redressal of Grievances in Technical Institutions) Regulations, 2016. The details of the said Committees along with contact details of the committee members should be displayed prominently on the Notice Board of the institute and also on the intuitional website for information of all stakeholders.

CM to inaugurate ‘Police Mitra Kaksh’ in Karnal

CHANDIGARH, NOV 3 
Better co-ordination and liaison between the police and public in Haryana, an idea conceptualized by the Chief Minister, will become a reality when Mr Manohar Lal inaugurates the state’s first people-friendly ‘Police Mitra Kaksh’ in Karnal on November 27, 2017.
          Stating this here today, an official spokesman said Police Mitra Kaksh, patterned on its counterparts in other countries, had been initially set up in Karnal and Rohtak on a pilot basis. These will provide people services to the people within a given time-frame. 
In Karnal, one such Kaksh has been set up at the Civil Lines Police Station. It is a joint Police Mitra Kaksh of Women Police Station and the Civil Lines Police Station which had been constructed by the Police Housing Corporation at a cost of Rs. 30 lakh.
Such Mitra Kaksh have also been set up in the district police headquarters located in the mini-secretariat, and in Madhuban, Ghraunda, Indri, Butana and Assandh police stations at a cost of Rs 21 lakh each. One has also been set up in Rohtak.
The Mitra Kaksh would be equipped with modern facilities where an officer of the Police Department would be appointed in-charge and the staff would be computer-savvy. Everyone would be on duty in civil dress. Complaints of people would be settled here in a fixed time-frame.
The Kaksh would provide facilities like registration of grievances, registration of missing property, cyber cafe verification, hotel registration, and police participation in community liaison.
The fee for seeking information under the RTI Act would be Rs 10 and the desired information would be provided within 30 days. A sum of Rs  50 would be charged for facilities like character certificate, verification in case of employment, permission for religious and other function, police clearance certificate, permission for procession or demonstration or religious yatra, domestic help verification, permission for protest and strike, and verification of tenant.
All these facilities would be provided within 15 days. Verification period of private security agency will be done in 15 days but its fee has been fixed Rs 500, the spokesman added.
PROMOTED: Haryana government has promoted three Private Secretaries of Haryana Civil Secretariat as Secretary to Minister, effective from the day they takes over as such.
          Those promoted included Neelam Rani, Krishna Kumari and Promila Arora. 
REDRESSAL TRANSFER: In compliance of orders passed by the High Court, Haryana Government has rolled back the grievance redressal transfer drive 2017 of School Education Department, meant for filling up the preference.
The fresh schedule for filling up the preferences again will be notified shortly.
PAYMENT OF REMUNERATION:  Haryana Director General Higher Education has directed the Principals of all the government colleges to ensure the payment of remuneration to extension lectures working in their colleges be made by the 7th of every month.

Procedure for admissions to BPT course

CHANDIGARH, NOV 23
The Haryana Government has notified the procedure for admissions to Bachelor of Physiotherapy (BPT) Course in College of Physiotherapy, Post Graduate Institute of Medical Sciences, Rohtak for the academic session 2017-18.
             While stating this here today, a spokesman of Department of Medical Education and Research said that it has also been notified that all the seats would be under the Haryana State Merit Category.
             The spokesman said that Pt. Bhagwat Dayal Sharma University of Health Sciences, Rohtak has been authorized to conduct counseling for admission to all categories of seats. He said that the number of seats and distribution would be final as notified by the Pt. Bhagwat Dayal Sharma University of Health Sciences, Rohtak at the time of counseling.
            While referring to the process for admission, he said that admission under all categories would be made on the basis of the relative merit in the Common Entrance Test 2017 conducted by the University. He said that the eligibility criteria for Common Entrance Test is that the candidate should have passed 10 plus two with Science or any other equivalent examination recognized by the concerned State Government and Education Board, provided that the candidates passed the examination with minimum 50 per cent aggregate marks in the subjects of Physics, Chemistry and Biology. In respect of candidates belonging to Scheduled Castes and Scheduled Tribes or any other categories notified by the government, the marks obtained in Physics, Chemistry and Biology taken together in qualifying examination should be at least 40 per cent instead of minimum 50 per cent as stated above.
            He said that the relative merit, among such candidates desiring to seek admissions, would be drawn as per the merit of Common Entrance Test 2017 conducted by the University. The candidates would have to be present personally at the time of counseling. The counseling for the candidates under different category of seats would be conducted by the University and held at Rohtak in its campus as per the schedule to be notified by the University and also uploaded on the website www.uhsr.ac.in. The choice of the institutions would be exercised by the candidate at the counseling.
             The spokesman said that the Admission Committee would comprise of Registrar, Pt. Bhagwat Dayal Sharma University of Health Sciences, Rohtak as Chairperson and Dean, Academic Affairs, Pt. Bhagwat Dayal Sharma University of Health Sciences, Rohtak, Controller of Examinations, Pt. Bhagwat Dayal Sharma University of Health Sciences, Rohtak, Director-Principal of Government BPT College, representative of the Director, Medical Education and Research, Haryana and Law Officer, Pt. Bhagwat Dayal Sharma University of Health Sciences, Rohtak as members.
            He said that the University would prepare a merit list of the candidates appearing for the counseling on the basis of Common Entrance Test (CET) 2017. In case of a tie between two or more candidates having equal marks or merit, the inter-se-ranking of such candidates would be determined in the order of preference such as: a candidate with higher aggregate marks in Biology in the respective qualifying examination would be ranked higher. If there is a tie then a candidate having higher marks in aggregate of Physics, Chemistry and Biology would be ranked higher in merit. But still if there is tie then a candidate older in age would be ranked higher in merit.
             He said that the allotment of institution or college would be made strictly as per merit on the basis of marks obtained in CET 2017 and the choice of the institution or college by the candidate at the time of counseling would be taken as final. He said that in case there remains any vacancy under any category in any institution after the first round of admission or counseling, second round of counseling would be held. In case, the seats still remained vacant, such seats would be filled up by a procedure to be notified by the state government. However, no admission could be made after the last date prescribed for making admissions, he added.
            The spokesman said that the Additional Chief Secretary, Medical Education and Research would be the final Appellate Authority in all admissions related disputes for all institutions and decision taken by him would be final. The University may charge the cost of the prospectus and fee structure for college would be as notified by the University in the prospectus. He said that the admitted students would pay the fee and other charges for all types of seats as per the fees and other charges fixed by the state government from time to time. The final distribution of seats under each category in each institute would be displayed at the time of counseling, he further added.

Haryana announces revised Dearness Relief to the Pensioners

Chandigarh, November 23
The Haryana Government has revised the Dearness Relief to the Pensioners or Family Pensioners of the State Government on the revised Pension or Family pension with effect from July 1, 2017, at the rate of 5 per cent of Pension or Family Pension.
          A notification to this effect has been issued by Finance Department today.
NO TOLL FOR TRACTOR-TROLLEYS: In Haryana, no toll is being collected by National Highways Authority of India (NHAI) from Tractor-Trolleys which are being used for agricultural purposes on the toll plazas on National Highways in the State.
             While stating this here today, a spokesman of Public Works (Building and Roads) Department said that the toll is also not being collected from Tractor-Trolleys carrying agricultural products at the toll points on the roads belonging to Haryana Public Works (Building and Roads) Department.
ZIG ZAG TECHNIQUE FOR BRICK KILNS: The Haryana Government has decided that the brick kilns situated out of the NCR area that is in districts Ambala, Fatehabad, Hisar, Kaithal, Kurukshetra, Panchkula, Sirsa and Yamunanagar could convert zig zag technique in their brick kilns up to September 30, 2018. Meanwhile, they could also run their brick kilns with the old Fixed Chimney Bull's Trench Kiln (FCBTK) technique.
            While stating this here today, a spokesman of Food, Civil Supplies and Consumer Affairs Department said that the decision has been taken in view of the demand of the Haryana Brick Kiln Owner Association.
APPROVAL FOR 100-BEDDED HOSPITAL: Haryana Chief Minister Manohar Lal has given his approval to the proposal of Health Department to upgrade a 100-bedded government hospital in Sector-10, Gurugram to 200-bedded hospital.  
          This was disclosed by the Health Minister, Mr Anil Vij here today. He said that for this purpose, an amount of Rs 2.89 crore had been approved. The posts of doctors, paramedical and other staff have also been sanctioned which included one Principal Medical Officer, two Senior Medical Officers, 13 Medical Officers, one Dental doctor and 77 Paramedical and other staff.
EMPANELMENT WITH HSIIDC:  Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) has invited online applications for empanelment of aggregators for aggregating land of various landowners who voluntarily willing to sell their land under the “Policy for purchase of land voluntarily offered by the landowners to the Government for the Development Projects”.
          While stating this here today, a spokesman of the Corporation said that persons registered under Haryana Regulation of Property dealers and Consultants Act, 2008 could submit online application for empanelment with the Corporation on portal http://www.ebhoomiharyana.org.in.
          He said that the State government had already reduced the license fee and renewal fee to Rs 2000 and applications for issuance or renewal of license by property dealers as aggregar could be made to the office of concerned Deputy Commissioner.
          It may be mentioned here that HSIIDC had developed an online portal for inviting online offers for sale of land by landowners or empanelled aggregators. 
COLD STORAGES AS WAREHOUSES: The  Haryana Government has decided that keeping in view the nature of functioning, cold storage would be considered as warehouse instead of industry and would be allowed in agriculture zone of the development plans.
             While stating this here today, a spokesman of Town and Country Planning Department said that the area or access norms and other parameters applicable for agro produce warehouse as given in the instructions dated June 16, 2010 would be applicable. However, conversion charges would be charged as applicable to non-agro produce warehouses, he added.
             He said that directions have been issued to incorporate these amendments in the concerned development plans immediately. He said that henceforth, all the cases pertaining to the grant of permission for change of land use for setting up of cold storage would be examined in accordance with these amendments.

Eligible teachers asked to give preferences for schools for transfer

CHANDIGARH, NOV 23
Under its Grievance Drive 2017, the Haryana Education Department has asked eligible teachers for transfer to complete the exercise of giving preferences for schools and zones much before the end time. The options for filling and confirmation of the preferences would be available up to November 24, 2017 11:59:59p.m.
          While stating this here today, an official spokesman said that after the general transfers were made recently, some teachers had grievances related to their transfers. He said that such teachers were directed to give their option of ‘Yes’ or ‘No’ for fresh transfers. Teachers who had given ‘Yes’ option, they have now been given this opportunity for filling and confirmation of the preferences by tomorrow.
          He said that the teachers should fill up carefully by verifying the name of schools, block, district and distance from their residence to avoid selection of wrong school of similar name. After filling up preferences, review them carefully before final submission. Although edit option will be available, but teachers are advised to use it only in case of their firm opinion and do not use it repeatedly.
           Teachers are advised not to share their login and password with anyone. If they need to take help from any other person, they should put password themselves and verify their preferences being filled up by their side, before final submission. They should ensure successful logout of their account after final submission of preferences, he added.
          He said that teachers were advised not to play with their systems after submission of their preferences. This can put their preferences into edit mode without final submission unknowingly. Also, they should avoid last hour login into their account as it could also propel them into a position of non-confirmation of their preferences.
          He said that the condition of non-posting of teachers of below 50 years of age in Girls Schools has been removed in the revised transfer policy. He said that teachers can opt schools of a zone of their choice across districts. Teachers eligible for transfer should give ample number of options of schools to ensure school of their choice. In the absence of less number of preferences, they may not get school of their choice failing which they can be posted anywhere in the state, he added.

Creating child protection wing in collaboration with HSCPCR

 Haryana Additional Chief Secretary (ACS), School Education Department, Dr. K.K. Khandelwal said that the Department is willing to create a child protection wing in collaboration with Haryana State Commission for Protection of Child Rights (HSCPCR) to support research and development activities which will ultimately benefit the children.
          Dr. Khandelwal, who was speaking in the launch event of E-Learning Module on Child Sexual Abuse and POCSO Act, 2012 titled “Satarak Main Surakshit Main” organised by HSCPCR in collaboration with Save the Children, Punjab and Haryana State Programme Office, here today, spoke about creating child protection patrol groups under scouts and guides program. Apart from this, he also appreciated the collaborative effort and promised full support of the Education Department.
           Speaking on the occasion, Chairperson, HSCPCR, Mrs. Jyoti Bainda said that for the first time, focus was being laid to reach to children in Government schools in Haryana. She said that Government of India has taken many legislative and policy measures to strengthen the response mechanism for cases of child sexual abuse, however much needs to be done for effective implementation. 
She said that HSCPCR has been given the statutory mandate to monitor the implementation of Protection of Children from Sexual Offences Act 2012 in Haryana. She expressed concern over the spike in sexual offences against small children. “We should be doing everything in our power to ensure these children not only get justice by the criminal justice system, but also manage to lead lives to its fully capacity. It is our job to ensure children get the benefit of all the measures that have been out in place by the various legislations”, she added.
Elaborating on the Modules, she said that total of four modules would be prepared eventually. The first module is meant for children of age group 6 to 10 years, second is for adolescents between 11 and 18 years of age, third is for adult citizens and fourth is meant for supervisors/trainers. This module would be screened in all government schools of Haryana and would be an added tool in the dissemination of basic child protection education for children. Through this module, children would learn about safe and unsafe touch, how to keep themselves safe and how to report unsafe situations.
Mrs. Bainda expressed hope that together HSCPCR and Education Department can reach out to more children and make a sincere effort to ensure their safety.
